Abstract

Public services in Indonesia are often seen as a complicated and long-winded process, so people need public services that are easier to reach. The Rembang Regency Public Service Mall exists as an effort by the Rembang Regency Government to improve the quality of integrated services. This study aims to determine how Public Service Malls's implementation, factors, and SWOT analysis (PSM) improved One Stop Services in Rembang Regency. This research method descriptively uses qualitative data sources obtained through in-depth interviews. The results of the study showed that (1) The effectiveness of the Public Service Mall in improving One-Stop Services in Rembang Regency is still considered ineffective; (2) The implementation of the PSM policy in Rembang Regency in terms of resources and bureaucratic structure is not optimal; (3) Strategies that the Government of Rembang Regency can develop in the implementation of this PSM policy include preparation of standard operating procedures for macro service mechanisms at PSM, development of information systems for Public Service Malls, and improvement of PSM service facilities

Abstract

This mentoring aims to discuss empowerment activities carried out on the Widodaren hill, Sendang Ijo Village, Selogiri District, Wonogiri Regency. The mentoring method uses an asset-based community development (ABCD) approach. Based on the results of the first stage of assistance is to identify individual assets and institutional associations that make up the community. The second stage is to equate the interests or needs of these advantages. The third stage in the development of Widodaren hill tourism is to form associations and organizations that actively manage Widodaren hill to become tourism. The results of the assistance found that the empowerment of the Widodaren Hill tourist attraction was carried out in stages because it required coordination of interested parties in the community so that it became a superior tour. This means that the construction of the Widodaren hill has an impact on economic development for the community. Pendampingan ini bertujuan untuk membahas kegiatan pemberdayaan yang dilakukan di bukit Widodaren Desa Sendang Ijo Kecamatan Selogiri Kabupaten Wonogiri. Metode pendampingan menggunakan pendekatan pengembangan masyarakat berbasis aset (ABCD). Berdasarkan hasil pendampingan tahap pertama adalah mengidentifikasi aset individu dan asosiasi institusional yang membentuk komunitas. Tahap kedua adalah dicocokkan menyamakan kepentingan atau kebutuhan akan kelebihan tersebut. Tahap ketiga dalam pengembangan wisata bukit Widodaren dibentuk paguyuban dan organisasi yang secara aktif mengelola bukit Widodaren menjadi wisata. Hasil pendampingan didapatkan bahwa pemberdayaan objek wisata Bukit Widodaren dilakukan secara bertahap karena membutuhkan koordinasi pihak-pihak yang berkepentingan dalam masyarakat agar menjadi wisata yang unggul. Dengan demikian disimpulkan bahwa pengembangan bukit Widodaren memberikan dampak pengembangan ekonomi bagi masyarakat.

Abstract

TikTok is ranked 1st place in the period from January to December 2022. There have been suspicions over TikTok's efforts to further prosper its business through an initiative called Project S via TikTok Shop. Therefore, recently the government established Regulation of the Minister of Trade of the Republic of Indonesia Number 31 of 2003. With this policy, TikTok Shop stopped operating on October 4, 2023 due to violations of socio-commerce rules. This study aims to explore perspectives related to post-closure policies of TikTok Shops in relation to supporting the sustainability of MSMEs in Indonesia. This research uses a qualitative descriptive research method with phenomenology and case study approach. Data collection techniques through interviews with MSMEs and TikTok Shop users and literature studies. It is concluded that although the weakening of the conventional MSME market is not necessarily caused by e-commerce only, this policy is considered a good step to be taken to anticipate the threat of rampant trade from abroad that can threaten Indonesian MSMEs. MSMEs that have indeed utilized the TikTok Shop feature will still be able to use TikTok as a social media service for promotional means, only the transactions will be connected to other platforms.

Abstract

In response to solve the crucial urban problems and severe environmental threats, the government of Indonesia announced plans to relocate the country’s government capital city from Jakarta (Java island) to the Penajam Paser, East Kalimantan (Borneo island) starting from 2024. Moreover, decision-makers are exploring long-term pathways to power the new Capital City (Nusantara) and broader Kalimantan Island to support clean energy transition commitment objectives. This study will analyze the potential energy transition pathways with a planning horizon to 2040 for expanding power generation capacity across Kalimantan and Nusantara to support this relocation. It aims to investigate the achievable renewable energy penetration levels in the generation mix and pathways to reach zero emissions for the capital city energy system. This study utilizes data-driven decision-making by computationally modeling the existing Kalimantan power system using the Engage™ open-access energy system planning tool. It explores future capacity expansion options by optimizing generation capacity, transmission investments, and integrating energy storage systems. The results are presented by discussing implications for energy sector planning and long-term energy scenarios for Nusantara and the island of Borneo. The results indicate that achieving a 100% renewable energy share in Borneo’s energy mix is possible by 2040, with 94.2% of electricity supplied from large hydro reservoirs. However, the lowest Levelized Cost of Electricity (LCOE) is not achieved under the 100% renewable energy scenario but rather under the 75% renewable energy share scenario, as the cost of some renewable options may exceed the cost of the cheapest fossil fuel power generation. The 100% renewable energy scenario in 2040 could increase the LCOE by 41% compared to the Business-as-Usual (BAU) scenario and it would require the highest investment costs. Moreover, the heavy reliance on large hydro reservoirs in the future energy systems of Nusantara and Borneo Island could lead to challenges related to land acquisition, social conflicts, and environmental degradation. This study also explores opportunities for clean energy development and investment in the new capital city plan, including potential infrastructure to support the energy transition, such as renewable energy sources, smart grids, and large-scale energy storage systems.

Abstract

E-government evaluation in Indonesia often focuses on macro-level policies, leaving the technical readiness of micro-level institutions (districts) as the frontline of public service rarely audited objectively. This study aims to evaluate the technical performance of district websites in Salatiga City using an automated usability testing approach. Utilizing Google PageSpeed Insights, this study measures four key indicators: performance, accessibility, best practices, and SEO. The results reveal a paradox of "Hollow Transparency." Technically, district websites achieve high SEO scores, making them easily discoverable by search engines. However, this technical advantage is decoupled from administrative capacity, evidenced by the lack of regular content updates. Furthermore, performance scores on mobile devices are consistently lower than on desktops, indicating a risk of digital exclusion for the majority of smartphone users. This study concludes that high digital visibility without content currency creates merely symbolic adoption. The study recommends institutionalizing technical governance that mandates periodic content audits and mobile optimization standardization to Evaluasi kinerja e-government di Indonesia sering kali terpaku pada kebijakan makro, sementara kesiapan infrastruktur teknis di tingkat mikro (kecamatan) sebagai ujung tombak pelayanan publik jarang diaudit secara objektif. Studi ini bertujuan untuk mengevaluasi kinerja teknis website kecamatan di Kota Salatiga menggunakan pendekatan automated usability testing. Menggunakan instrumen Google PageSpeed Insights, penelitian ini mengukur empat indikator utama: performance, accessibility, best practice, dan SEO. Hasil penelitian mengungkap sebuah paradoks "Transparansi Semu" (Hollow Transparency). Secara teknis, situs-situs kecamatan memiliki skor SEO yang tinggi (rata-rata kategori 'Tinggi') sehingga sangat mudah ditemukan oleh mesin pencari. Namun, keunggulan ini terputus (decoupled) dari kapasitas administratif, di mana konten informasi tidak diperbarui secara berkala. Selain itu, skor performance pada perangkat mobile konsisten lebih rendah dibanding desktop, mengindikasikan risiko eksklusi digital bagi mayoritas pengguna perangkat mobile. Penelitian ini menyimpulkan bahwa tingginya visibilitas digital tanpa pembaruan konten hanya menciptakan adopsi simbolik. Studi merekomendasikan pelembagaan tata kelola teknis (technical governance) yang mewajibkan audit konten berkala dan standardisasi optimasi mobile untuk memastikan layanan publik yang inklusif dan responsif.
