Abstract

The focus of this research is on the effectiveness of the online service based on the Integrated Queuing System (SISTER) at Plasa Telkom Garut. This SISTER is an innovation and modernization of Telecommunication company services for fulfill customer needs in the PSBB situation. Simply by using a smartphone, customers can access the SISTER application anywhere and anytime according to the service schedule. The purpose of this research is to determine the effectiveness of SISTER Plasa Telkom Garut online services. The research method used is descriptive qualitative approach. Data collection was carried out by observation, documentation, and interviews with 8 informants who considered representative consisting of Plasa Telkom Garut as service providers and customers. The assessment of the effectiveness of sister services is seen from 3 aspects, namely the achievement of program objectives, integration and adaptation of services. The results of the study show that the SISTER is still not effective in giving customer service needs, there are still customers who have not been able to access technology, the socialization of services are still fixated on the distribution of brochures or flayers. In addition, from the results of the study, it is known that the supporting and inhibiting factors of the implementation of SISTER services at Plasa Telkom Garut.

Abstract

Stunting is a significant health issue in most countries around the world, and various research evidence from different countries has shown that most of the success in tackling stunting is due to effective local leadership. This study aims to discuss effective local leadership in addressing stunting in Mongpok Village, Serang Regency, Banten Province, Indonesia, using four concepts or dimensions of leadership, namely transformational leadership, collaborative leadership, socio-cultural leadership, and shared leadership, as well as formulating an effective local leadership model. The research used a qualitative descriptive approach through data collection techniques through interviews and observations. The data were analyzed using systematic qualitative data analysis through classification (coding), labeling, category preparation, and data classification. The research results show that the four dimensions of leadership, namely transformational, collaborative, sociocultural, and shared leadership, contribute and complement each other in encouraging the success of effective local leadership in dealing with stunting. The research findings show the importance of responsive leadership, collaborative leadership based on planning and openness, leadership oriented to local wisdom, leadership that positions the community as the leading actor, and effective local leadership model in handling stunting. This research concludes that effective local leadership is evidence of successful stunting handling in Mongpok Village, Indonesia.

Abstract

Ketidakmerataan pembangunan di Kabupaten Garut menunjukkan perlunya peran organisasi masyarakat dalam memperkuat praktik pembangunan yang inklusif. Penelitian ini mengkaji peran Pimpinan Daerah Aisyiyah (PDA) Garut dalam mendorong pembangunan berperspektif Gender Equality, Disability, and Social Inclusion (GEDSI). Metode yang digunakan adalah kualitatif deskriptif melalui wawancara, observasi, dan studi dokumentasi, dengan analisis data menggunakan NVivo untuk pengodean, kategorisasi, dan penarikan tema. Hasil penelitian menunjukkan bahwa PDA Garut menjalankan tujuh dimensi peran organisasi masyarakat secara terpadu melalui program Balai Sakinah Aisyiyah, Sekolah Lansia Berdaya, BUEKA, Musrenbang Perempuan dan Kelompok Rentan, serta pelatihan kerja bagi penyandang disabilitas. Program tersebut berkontribusi pada peningkatan kapasitas, kesejahteraan, dan partisipasi kelompok rentan. Namun, aspek pengawasan pembangunan dan pemeliharaan ketertiban masih perlu diperkuat. Temuan ini menegaskan bahwa Aisyiyah menjadi mitra strategis pemerintah dalam memperluas akses layanan dasar yang sesuai kebutuhan masyarakat. Penelitian menyimpulkan bahwa kontribusi PDA Garut turut mendorong tercapainya kesejahteraan kelompok rentan, dengan rekomendasi penguatan koordinasi dan kolaborasi lintas sektor serta keberlanjutan program.

Abstract

This study aims to analyze the strategy of Collaborative Governance in the development of Bukit Tegal Malaka tourist attraction in Garut Regency, employing a qualitative descriptive method through interviews, observations, and document studies. Referring to the model of Ansell and Gash (2008), the findings indicate that tourism development is driven by active community participation, institutional support through Village Regulations, and initial synergy with the Village-Owned Enterprise (BUMDes). However, the implementation still faces challenges such as low tourism awareness, limited access to capital, and insufficient support from local government. Nevertheless, the community-based initiative has generated both economic and social benefits for local residents, suggesting that Collaborative Governance has the potential to serve as an effective model of tourism governance when supported by capacity building, regulatory reinforcement, and the active involvement of all stakeholders.

Abstract

This study aims to analyze the institutional transformation model of the Banten Provincial Government toward Golden Banten 2045 through the perspectives of local government institutional transformation, governance analysis, and institutional model analysis. This research employed a descriptive qualitative method, with data collected through interviews and literature review. The data were analyzed through data reduction, data display, and conclusion drawing. The findings indicate that the institutional structure of the Banten Provincial Government remains categorized as a hierarchical government, characterized by limited network management capacity, weak collaboration with the private sector, and suboptimal governance performance. The novelty of this study lies in the formulation of a local government institutional transformation model that integrates agile government and networked government as a strategic shift from a hierarchical, sectoral, and rule-driven bureaucracy toward an adaptive, collaborative, thematic, cross-sectoral, people-driven, and locally empowered institutional arrangement. The study implies that achieving Golden Banten 2045 cannot rely solely on administrative bureaucratic reform, but requires an institutional design capable of strengthening collaborative capacity, policy responsiveness, and alignment between bureaucratic reform and regional competitiveness.
