Abstract

Desa Petiga yang terletak di Kecamatan Marga, Kabupaten Tabanan Bali, merupakan salah satu desa yang memiliki potensi untuk dikembangkan menjadi daya tarik wisata sektor agrowisata. Mata pencaharian masyarakat Desa Petiga yang didominasi oleh petani tanaman hias menjadikan sumber daya manusia yang dapat mendukung pemanfaatan potensi agrowisata yang ada. Namun, terdapat permasalahan yang ditemui dimana pemanfaatan potensi agrowisata dan partisipasi masyarakat belum maksimal dalam pengembangan agrowisata. Tujuan penelitian ini adalah untuk mengetahui strategi pengembangan agrowisata dan partisipasi masyarakat dalam pengembangannya.Penelitian ini menggunakan metode deskriptif kualitatif. Teknik penentuan informan pada penelitian ini menggunakan teknik purposive sampling. Informan dalam penelitian ini dibagi menjadi dua yaitu informan kunci yaitu Kepala Desa Petiga dan petani serta peternak yang terdapat di Desa Petiga, sedangkan informan pangkal pada penelitian ini adalah Kepala Bidang Dinas Pariwisata Kabupaten Tabanan dan Akademisi yaitu dosen dari Institut Pariwisata dan Bisnis Internasional. Pengumpulan data pada penelitian ini menggunakan observasi, wawancara, studi dokumen dan dokumentasi. Teknik analisis data dalam penelitian ini berupa reduksi data, penyajian data, penarikan kesimpulan dan analisa SWOT. Hasil Penelitian ini menunjukan bahwa strategi pengembangan agrowisata berbasis masyarakat di Desa Petiga memerlukan strategi yang agresif dengan memanfaatkan kekuatan dan peluang. Untuk tingkat partisipasi masyarakat Desa Petiga dalam pengembangan desa sendiri masih merupakan tingkat partisipasi insentif material yang artinya masyarakat hanya berpartisipasi jika terdapat bantuan secara materialistik. Saran yang dihasilkan pada penelitian ini adalah memaksimalkan kolaborasi antar stakeholders dengan menggunakan konsep pentahelix. Petiga Village, located in Marga District, Tabanan Regency, Bali, possesses significant potential to be developed as a tourist attraction, particularly in the agrotourism sector. The community's primary occupation as ornamental plant farmers provide a strong human resource base to support the existing agrotourism potential. However, challenges persist due to the underutilization of this potential and the lack of community participation in tourism development. This study aims to identify strategies for agrotourism development and community participation. A descriptive qualitative method was employed, with purposive sampling for informant selection. Key informants included the Head of Petiga Village, local farmers, and breeders, while primary informants comprised the Head of the Tabanan Regency Tourism Office and academics from the International Tourism and Business Institute. Data collection involved observation, interviews, document studies, and documentation. Data analysis included data reduction, data presentation, and conclusion drawing. The study's results indicate that developing community-based agrotourism in Petiga Village requires aggressive strategies that leverage existing strengths and opportunities. Currently, community participation is at the level of material incentive participation, meaning the community engages only when material benefits are provided. The study recommends enhancing collaboration among stakeholders using the pentahelix concept.

Abstract

Penelitian ini mengkaji tentang sinergi stakeholder dalam pengelolaan Desa Wisata Sayan serta menganalisis tahapan Desa Wisata Sayan berdasarkan Tourist Area Life Cycle (TALC). Namun berkembangnya Desa Sayan sebagai Desa Wisata, belum sejalan dengan pengelolaan dari sumber daya manusia (SDM). Oleh karena itu sinergi dari stakeholder sangat perlu untuk dilakukan. Sinergi dari stakeholder dikaji dari pokok permasalahan, yaitu (1) Bagaimana tahapan TALC yang ada di Desa Wisata Sayan, (2) Bagaimana peran dan sinergi stakeholder dalam pengelolaan pariwisata di Desa Wisata Sayan. Penelitian ini menggunakan metode penelitian kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara, dan studi pustaka. Hasil dari penelitian ini di temukan (1) Saat ini Desa Wisata sayan berada di tahapan development (pengembangan) yang ditunjukkan dari indikator adanya atraksi buatan dan pendukung, fasilitas memadai, promosi yang intens, dan jumlah kunjungan yang meningkat, (2) Peran dan sinergi dari stakeholder yang dapat dilakukan oleh akademisi, bisnis, komunitas, pemerintah, dan media seperti saling bekerjasama satu sama lain dan melakukan kolaborasi. Adanya sinergi maksimal yang dilakukan stakeholder untuk Desa Wisata Sayan dapat menjadikan Desa Wisata Sayan siap menyambut kunjungan wisatawan. This study examines the synergy among stakeholders in the management of Sayan Tourism Village and analyzes the stages of Sayan Tourism Village based on the Tourist Area Life Cycle (TALC). However, the development of Sayan Village as a Tourism Village has not been in line with the management of human resources (HR). Therefore, the synergy among stakeholders is essential. The synergy of stakeholders is examined from the core issues, namely (1) What are the TALC stages in Sayan Tourism Village, (2) How is the role and synergy of stakeholders in the management of tourism in Sayan Tourism Village. This study uses qualitative research methods. Data collection was conducted through observation, interviews, and literature studies. The results of this study found, (1) Currently, Sayan Tourism Village is at the development stage as indicated by the presence of artificial and supporting attractions, adequate facilities, intensive promotion, and an increasing number of visitors, (2) The role and synergy of stakeholders that can be carried out by academics, businesses, communities, governments, and media include working together and collaborating. The maximum synergy performed by stakeholders for Sayan Tourism Village can make Sayan Tourism Village ready to welcome tourists.

Abstract

Pelaga Village has rich natural and cultural resources that can support sustainable economic development based on local wisdom. The village's strengths lie in its agriculture, plantations, and ecotourism sectors, with superior products like herbal coffee and asparagus offering broad market potential, both locally and internationally. This study aims to pinpoint the local potential of MSMEs as well as to improve their sustainability, inclusivity, and competitiveness. This study use qualitative research approach, utilizing depth interviews and parcipatory observation as the primary data collection method. This result of this research are to emphasize its tourism potential, while the MSMEs aspect based on local potential has not been explored in depth. This study examines MSMEs based on local potential in Pelaga Village not only as business units but also as instruments for driving a sustainable economy. By leveraging ecotourism potential, Pelaga Village can sustainably improve community welfare through the development of the agricultural sector and locally-based creative industries.
