Abstract

Direct elections (Pilkada) are part of democracy; it shows a clear orientation, where the positioning and interests of the people are at the highest level in politics so far. This study aims to analyze some of the main problems in the implementation of regional elections in Indonesia. This type of research used in this research is qualitative research. Analyzes were performed using the Nvivo 12 plus software. In data collection, this research was conducted through literature studies or focused on secondary data in journals and well-known online media news. The result of this research is that the direct regional election cannot be separated from various problems, such as the size of political capital, the weak role of political parties, the existence of interests, oligarchs, political dynasties, money politics, and intimidation of state civil servants (ASN). Pilkada immediately seemed to be dominated by elite groups with established modalities not to provide public space to participate

Abstract

This study examines the political motives of the plan to expand the new autonomous region in Papua. This is because the expansion of new autonomous areas is not always purely for the welfare of the people but is very closely related to political interests, namely power, and position. This study used qualitative research methods. The data used in the form of secondary data was obtained through reputable media and documents in journals. Next, the data is sorted to form a systematic framework. To analyze the research data, Nvivo plus 12 was used. From the analysis, it was described, and a conclusion was drawn. The study results indicate that the political motives for the plan to expand the new autonomous region in Papua are very material-intensive, namely the interests of the political elite, both central and local, to obtain rewards, position, and power. There is a narrative in the ideological incentive motive that regional expansion is for the public interest, namely providing services, developing infrastructure, increasing human resources, and alleviating poverty. However, in reality, some of the ongoing divisions in Papua have not yet impacted the Papuan people.

Abstract

Abstract: This study describes the impact of the dispute over the new autonomous region between West Halmahera and North Halmahera Regencies. Where there is the dualism of government at the village level, namely the villages of Bobaneigo, Pasir Putih, Akelamo, Tetewang, Akesahu, and Dum-Dum which are geographically in the same area. This research is focused on Bobaneigo village as a research location. The method used is qualitative using primary data obtained through interviews and other supporting data. The data that has been collected is sorted out, then coded using Nvivo 12 plus then analyzed and described. The results of this study include: First, the conflict over the expansion of the new autonomous region has resulted in the dualism of village governance, but in a separate service administration. Second, the legitimacy in implementing the governance of Bobaneigo Village, West Halmahera Regency, which is based on history, aspirations, and Perda No. 6 of 2005 concerning the formation of East Jailolo District. Bobaneigo Village Administration, North Halmahera Regency based on Law No. 1 of 2003, PP No. 42 of 1999, and Perda No 2 of 2006 concerning the establishment of Kao Teluk District. Third, government dualism has an impact that greatly affects the level of social welfare, including political, economic, and socio-cultural impacts. Fourth, the factors behind the dualism of government, namely the regulation of Government Regulation No. 42 of 1999 which is not socialized, issues of identity, and the struggle for natural resources currently managed by PT. Abstract

The conflict that occurred amid the people of North Borneo Province in the Regional Head Election for the first time in 2015 was the non-acceptance of one of the candidate's supporters after the recapitulation of the vote count. Demonstrations of facilities damage conflicts include burning the Governor's office, burning of the Regional Election Commission (KPUD) office, banners, burning tires, and burning cars. This study uses qualitative research methods with a phenomenological approach, in data collection with in-depth interviews with resource persons including Chairperson of Regional Election Commission (KPUD), Commissioner of Regional Election Commission (KPUD), Members of Regional Election Commission (KPUD), and Regency Communities Bulungan. This research is also inseparable by collecting books, journals, reputable websites, and the like related to research. Furthermore, the data is managed using the Nvivo 12 Plus software, with Crosstab Analysis feature in common sentences, then concluded. The results showed that the trigger for the reaction that resulted in the conflict was due to regional sentiment, indicating that there was an indication of money politics, the state civil apparatus (ASN), and the lack of C6 forms.

Abstract

Coronavirus (Covid-19) telah menyebar ke berbagai negara dengan cepat dan memberikan hambatan yang luar biasa bagi kesehatan, ekonomi, lingkungan, dan masyarakat. Di Indonesia sendiri terdapat permasalahan di berbagai sektor, termasuk sektor ekonomi yang menjadi permasalahan akibat tidak berfungsinya perputaran ekonomi akibat pandemi ini. mengalami penurunan di beberapa sektor. Dalam penelitian kualitatif, beberapa teknik yang dapat digunakan dalam pengumpulan data yaitu: melalui observasi, wawancara, studi dokumen, serta materi audio dan video. Dalam penelitian ini menggunakan data sekunder berupa dokumen studi dari data BPS. Dampaknya adalah penurunan perekonomian DIY yang dihitung dengan penilaian Produk Domestik Lokal Bruto berdasarkan harga yang berlaku pada triwulan I tahun 2020 mencapai Rp 34,70 triliun dan mencapai Rp 25,42 triliun berdasarkan harga konstan tahun 2010. Dalam Sektor Pertanian mengalami penurunan sebesar -8,92 persen, pada sektor akomodasi turun menjadi -1,28, pada sektor pariwisata pada bulan Maret turun menjadi 3.162 dari bulan sebelumnya. Rata-rata penurunan penerbangan internasional per bulan dari Februari 2020 hingga Maret 2020 turun 54,26%.

Abstract

Social media Twitter as a means of providing information at this time, during the Covid-19 pandemic, the Government's announcement, in this case, the Twitter account from the Ministry of Health of the Republic of Indonesia, will become a public reference. This study uses the Nvivo12 Plus technology application to obtain data. This study reveals the use of social media Twitter about spreading social media information on Twitter with (hashtag) # COVID19, # Covid19Indonesia, and Twitter accounts from the Ministry of Health of the Republic of Indonesia. Qualitative methods are used to find a social media model that is used as a mass communication channel. The data results show that many intense social media campaigns discuss all the impacts of the Coronavirus (Covid-19) and discussions about selling masks and hand sanitizer at relatively high prices. The Ministry of Health's Twitter account provides information related to prevention and motivates the public always to implement social distancing, physical distancing, large-scale social distancing (PSBB), stay at home, don't return home, stay clean, and always wash their hands with soap and hand sanitizer, and use the face mask

Abstract

Social media is a technology facility, which is currently widely used by the public. As is known, social media is the most frequently used tool to spread false news. This study uses a qualitative method with a descriptive approach. Data obtained through the study of Literature and reporting on several news websites. The purpose of this study was to determine how the spread of Hoax Ratna Sarumpaet and its impact socially and politically. The results of the study show that the spread of the hoax of Ratna Sarumpaet's hoax in 2018, which was spread through social media, resulted in social and political chaos. Mutual attacks between supporters and the success team of the two groups continue to occur both in social media, online and mass media.

Abstract

As with other regional head elections (RHE), the noken system elections also have weaknesses in their implementation. For this reason, this study aims to explore the practice of political clientalism in the noken system elections in Jayawijaya Regency, Papua Province. This study uses a qualitative research method with a case study strategy. Creswell (2013) explains that a case study is a research strategy carried out to investigate an event, program, activity of a group of individuals carefully. The data in this study were sourced from interviews and journals that were relevant to the research objectives. The results of the study indicate that the lack of availability of Human Resources (HR) as organizers at the lower level and the unclear data on the Permanent Voter List (PVL), as well as the socio-cultural conditions of the community are obstacles in the implementation of honest and quality Regional Head Election. This weakness is often exploited by candidates for regional heads, thereby opening up space for clientelism practices that ultimately lead to election fraud. The form of clientelism practice in the noken system elections in Jayawijaya Regency is in the form of giving positions and cash by using a traditional approach strategy. The parties who are implementing clientelism start from the district, district and village success teams with targets at lower level actors including District Heads, Tribal Heads, and Village Heads.

Abstract

Artikel ini berupaya untuk mengeksplorasi praktik dinasti politik yang dilakukan oleh Abdul Gani Kasuba dan Ahmad Hidayat Mus, di mana keduanya memiliki kecenderungan yang sama dalam praktik dinasti politik pada Pilkada Provinsi Maluku Utara 2018. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dalam pengumpulan data, penelitian ini dilakukan melalui studi pustaka ataupun lebih dikonsentrasikan pada data sekunder: berupa jurnal, berita media online bereputasi, dan data pendukung lainnya. Selanjutnya data (dari media online bereputasi) di kelola menggunakan Nvivo plus 12, melalui analisis kesamaan koding kemudian ditarik sebuah kesimpulan. Tujuan dari penelitian ini adalah untuk melihat legitimasi praktik dinasti politik secara modalitas dan relasinya dengan partai politik. Temuan dalam penelitian menunjukkan bahwa praktik dinasti politik Maluku Utara terjadi seiring dengan pelaksanaan reformasi, otonomi daerah, dan desentralisasi. Praktik dinasti politik dilakukan Abdul Gani Kasuba maupun Ahmad Hidayat Mus di legitimasi oleh modalitas yang kuat berupa modalitas ekonomi, politik, sosial, dan kultural. Praktik dinasti politik, juga dilakukan melalui politik dominasi ataupun kontrol atas partai politik dalam melakukan recruitment calon kandidat yang akan mengikuti kontestasi pemilihan kepala daerah dan pemilihan legislatif di tingkat provinsi dan kabupaten/kota.

Abstract

The negative impact of the practice of political dynasties is that power is concentrated in dynastic families where family members occupy strategic positions of power in the administration of politics and government, the strengthening of KKN practices, low levels of supervision, and closed spaces for competition in government. Gaining power in local democracy. This research will explore the impact of political dynasties on local Indonesian democracy. Qualitative methods were used as an approach in this research. This research uses secondary data in the form of documents, journals and other supporting data. After the data is collected, the data is managed using Nvivo 12 Plus. Next, a strict selection is carried out, analyzed, arranged systematically, and conclusions are drawn. This research concludes that the practice of political dynasties has impacts including corruption, Collusion, and Nepotism with a percentage of 20%, where the practice of political dynasties opens up space for KKN practices thereby hampering regional progress. The loss of supervision is 5%, namely, that government administration is running without good supervision. Maximum both from supervisory institutions and the community, competition losses amount to 45% where the practice of political dynasties closes the space for community competition in occupying strategic positions at the local level, and political domination occurs at 30%, namely that the government is run by prioritizing the element of kinship or family involvement to complete and fill strategic positions in government.
