Abstract

After 23 years of reformation, one of the regulatory products that reflect the devolution and delegation of decentralized development management authority to the local government is Law No. 6/2014 on Villages which promises further community involvement, by placing the village as the centre of regional development and not only as an object of the national programs. This citizen forum facilitation was held in the context of expanding understanding of the substance of participatory planning and budgeting and the significance of community involvement in the village development management which was carried out during August 2021 in the Bajo Village, Soromandi District, Bima Regency, West Nusa Tenggara Province by involving dozens of people, especially women's groups, as participants. The main methods applied during this facilitation to discuss everything related to the prospects, constraints, and substantive needs of the program were in the form of lectures, brainstorming, practise, and mentoring. The group of women who participated on average emphasized that they were not citizens who had been involved and in the village planning-budgeting deliberations that had been held there. They have never experienced the atmosphere of regular civic forums such as the Musdes and the Musrenbangdes to discuss the draft of the RPJMDesa, the RKPDesa, and the APBDesa documents because there was no access and an opportunity to voice their collective needs to the Village Government. The activity output showed that there has been a seed of collective awareness from all participants to take a role in the planning-budgeting forums for the coming year and utilize them as a medium for channelling their aspirations, interests, or needs to the Village Government and the BPD. They were very aware of the various priority needs that must be fought for their articulation, both directly and through the intermediary of the Village Community Institution managers.

Abstract

Abstrak Penelitian ini bertujuan menganalisis rekonstruksi kebijakan adaptif dalam strategi manajemen sumber daya manusia untuk memperkuat ekosistem Green job di Nusa Tenggara Barat. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara mendalam, observasi, dokumentasi, dan Focus Group Discussion yang dianalisis menggunakan NVivo 12 Plus melalui teknik coding, kategorisasi, dan triangulasi data. Hasil penelitian menunjukkan bahwa efektivitas pengembangan Green job ditentukan oleh penguatan green skills, adaptivitas tenaga kerja, fleksibilitas regulasi, serta kolaborasi multi-aktor antara pemerintah, sektor swasta, perguruan tinggi, dan masyarakat. Selain itu, sektor energi terbarukan, pengelolaan limbah, dan ekowisata menjadi basis utama transformasi ekonomi hijau regional. Penelitian menyimpulkan bahwa Green job telah berkembang menjadi instrumen pembangunan transformatif yang mengintegrasikan keberlanjutan ekonomi, ekologis, dan keadilan sosial melalui tata kelola kolaboratif yang adaptif dan berkelanjutan. Kata Kunci: Green job; Kebijakan adaptif; Manajemen sumber daya manusia; Ekonomi hijau; Kolaborasi stakeholder.   AbstractThis study aims to analyze the reconstruction of adaptive policy within human resource management strategies to strengthen the green job ecosystem in West Nusa Tenggara. The research employed a qualitative approach with a case study design through in-depth interviews, observations, documentation, and Focus Group Discussions, which were analyzed using NVivo 12 Plus through coding, categorization, and data triangulation techniques. The findings reveal that the effectiveness of green job development is determined by the enhancement of green skills, workforce adaptability, regulatory flexibility, and multi-actor collaboration among government institutions, the private sector, higher education institutions, and local communities. Furthermore, renewable energy, waste management, and ecotourism sectors emerged as the primary foundations of regional green economic transformation. The study concludes that green jobs have evolved into a transformative development instrument integrating economic sustainability, ecological resilience, and social justice through adaptive and sustainable collaborative governance. Abstract

This bibliometric review used Excel spreadsheet tabulations and the VOSviewer software to analyze 92 research articles from 2017 to 2023 to discover productivity patterns, collaboration networks, and research trends in JSEAHR. The findings show a fluctuating production pattern of JSEAHR's annual publications, reflecting the dynamics of contributions by human rights researchers in Southeast Asia. Examination of authorship patterns highlighted individual researcher dedication and collaborative efforts, with 51 single and 41 multi-author articles. The geographic distribution of authors involves 23 countries, and Indonesia emerges as the central contributor with 76 authors. The institutional affiliation analysis highlights the diversity of contributors from leading higher education institutions in various countries as well as government and non-government institutions. Exploration also detected a diversity of research methodologies, with conceptual-normative and juridical-sociological approaches as dominant. The Scopus database confirms the citation influence of JSEAHR, with 71 indexed pieces of literature, 38 of which have citation data. Various global journals across disciplines reference this journal, contributing to its increasingly widespread impact. Relevant to future research directions, there are potential areas that researchers could hope in on further, such as transitional justice, disability rights, and environmental rights. In conclusion, this bibliometric analysis positions JSEAHR as a significant platform for diverse and impactful research on human rights issues. To ensure the continued influence of this journal in shaping a comprehensive global narrative on human rights in the post-COVID-19 era, it is crucial to maintain its collaborative and interdisciplinary spirit as it navigates an evolving landscape.
