Abstract

This research aims to strengthen the role and function of the Children's Social Welfare Institution (LKSA) of the Orphanage in the care and education of children, especially orphans from underprivileged, abandoned and exposed to promiscuity. Relevant journal articles are compiled using Harzing's Publish or Perish and the selected articles are publications from 2022-2024. From the journal articles that have been collected, it is found that: (1) The institution provides caregiving, educational, business-related services and guidance for foster children, (2) Chairmen, administrators and caregivers act as motivators, advisors, facility providers and to achieve a prosperous future in a safe and supportive environment, children are helped to prepare themselves to face various challenges in their lives, (3) Facing obstacles such as the limited number of caregivers, financial constraints, and lack of experience of caregivers in caring for and fostering children who have diverse characters and backgrounds, (4) The proposed strategy includes strengthening cooperation between caregivers, foster children, and families/guardians, the implementation of targeted joint activities, (5) Support for entrepreneurship skills training, marketing practices for processed food products and sewing skills (6), mental health education and character education efforts through the internalization of religious and socio-religious moderation values. The implementation of this concrete step is in line with the Regulation of the Minister of Social Affairs of the Republic of Indonesia No. 15 of 2010 and No. 30 of 2011, with the aim of creating a safe and fair environment for children, as the next generation who need comprehensive protection.

Abstract

The Self-Help Housing Stimulant Assistance Program (BSPS) is a government program aimed at improving access to decent housing for low-income communities (MBR). This study examines the participation of community members receiving assistance in the BSPS implementation in Gates Nan XX Village, Lubuk Begalung Subdistrict, Padang City. Using a qualitative descriptive method, data was collected through in-depth interviews and document analysis with purposive sampling. Max Weber's Social Action Theory was applied to analyze the forms of participation. Findings reveal that community members actively engaged in planning, implementation, and utilization phases through organizing aid recipient groups, contributing self-help resources, and selecting workers. This participation fosters a sense of responsibility and ownership among residents.

Abstract

Collaborative governance in public services is an increasingly important approach amidst the complexity of problems faced by the government. Various actors with different interests must interact and work together to create effective and efficient services. However, the challenges faced in this collaboration often involve tensions between bureaucratic structures and horizontal cooperation between stakeholders. Policy learning is an important element in responding to these dynamics and strengthening collaborative processes in public governance. This study aims to explore the role of policy learning in strengthening collaborative governance in public services. This study uses a qualitative approach by collecting data from various sources, such as previous studies, research results, and relevant policy documents, to analyze the dynamics of collaboration and learning between actors. The results show that policy learning is key in creating a shared understanding between the actors involved. In addition, effective collaboration can be achieved with an inclusive and sustainable learning mechanism, as well as strong institutional support. This study suggests the importance of integrating policy learning into collaborative governance strategies to ensure the sustainability and success of better public services.

Abstract

This research is motivated by the low level of voter participation in Palembang City in the 2024 South Sumatra Governor and Deputy Governor Elections, which was recorded as the lowest in the province. The purpose of this research is to examine the implementation of the policy and analyze the factors that affect it in an effort to increase public participation in elections. This study uses George C. Edwards III's policy implementation theory, which emphasizes four important variables: communication, resources, executive disposition, and bureaucratic structure. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of the study show that the implementation of PKPU No. 13 of 2024 in Palembang City has not been running optimally. One of the main factors inhibiting implementation is the weak human resources of the organizers, both in terms of competence and quantity. In addition, the lack of coordination between institutions also slows down the effectiveness of election campaigns. As a recommendation, this study suggests that the implementation of future regional elections can be carried out electronically (e-voting) to increase efficiency, transparency, and encourage voter participation more widely and easily accessible to the public.

Abstract

Pelaksanaan kolaborasi Penta Helix dalam penyelenggaraan penyuluhan perikanan melibatkan lima unsur utama, yaitu pemerintah, akademisi, bisnis, masyarakat, dan media. Model kolaboratif ini dipandang penting mengingat tantangan nyata yang dihadapi di lapangan, seperti tekanan politis, intervensi kepentingan lokal, dan lemahnya koordinasi antar pihak terkait. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Lokasi penelitian mencakup Provinsi Sumatera Selatan, Bengkulu, Lampung, Jambi, dan Kepulauan Bangka Belitung, dengan informan yang dipilih secara purposive. Analisis dilakukan terhadap dimensi kolaborasi, sinergitas pusat dan daerah, serta dimensi kesejahteraan kelompok pelaku usaha perikanan. Hasil penelitian menunjukkan bahwa pelaksanaan kolaborasi Penta Helix masih menghadapi berbagai hambatan. Pada aspek komitmen, masyarakat sebagai pelaku usaha belum menunjukkan sikap proaktif. Komunikasi antara akademisi dan stakeholder lain masih terbatas. Interaksi antara pelaku usaha dan penyuluh juga belum optimal, seperti halnya keterlibatan media yang masih rendah. Program dan layanan pemerintah masih bersifat top-down dan kurang sesuai dengan kondisi lokal. Namun, pada aspek konteks, pelaksanaan sudah berjalan dengan baik. Dalam hal sinergitas, koordinasi antara pusat dan daerah masih bersifat egosentris dan sektoral, meskipun komunikasi sudah mulai terbentuk meski masih terbatas. Penelitian ini merekomendasikan peningkatan keterlibatan semua stakeholder dalam pengembangan kebijakan peningkatan sinergitas.

Abstract

Persoalan kemiskinan di Kota Palembang, belum sepenuhnya terselesaikan. Oleh karena itu, dibutuhkan kebijakan dan program pengentasan kemiskinan yang tepat sasaran agar penggunaan anggaran pemerintah dapat lebih efektif. Penelitian ini bertujuan untuk mengidentifikasi kesenjangan layanan dasar rumah tangga dan infrastruktur dalam mendukung upaya penurunan kemiskinan di Kota Palembang. Penelitian ini dilaksanakan pada bulan Juli 2025 dengan menggunakan pendekatan kualitatif secara deskriptif melalui wawancara dan observasi lapangan. Metode pengambilan sampel responden pada penelitian ini menggunakan teknik purposive sampling. Responden yang digunakan adalah rumah tangga miskin di Kota Palembang. Data yang dihasilkan dianalisis secara deskriptif secara sistematis dan faktual. Hasil penelitian menunjukkan bahwa kondisi rumah tidak layak, minimnya akses air bersih dan sanitasi, serta rendahnya keamanan menunjukkan bahwa anggaran belum sepenuhnya menjangkau kebutuhan dasar kelompok rentan. Rumah tangga miskin masih tinggal di daerah banjir, menggunakan sungai untuk MCK, dan menderita penyakit yang berhubungan dengan lingkungan. Hal ini menunjukkan pentingnya peningkatan alokasi anggaran untuk infrastruktur dasar perumahan dan permukiman yang lebih terarah dan tepat sasaran.

Abstract

Banyak aspek kehidupan masyarakat, terutama di Nagari Lubuk Alung, sangat dipengaruhi oleh pengembangan infrastruktur jalan tol. Menganalisis apa dan bagaimana komunitas menyesuaikan diri dengan lingkungan baru setelah akuisisi lahan adalah tujuan dari studi ini. Studi ini melihat dampak, faktor sosial, dan ekonomi yang harus dihadapi oleh masyarakat setelah pembelian tanah. Di Nagari Lubuk Alung, yang terkena dampak pengadaan tanah untuk pembangunan Jalan Tol Padang-Sicincin, penelitian ini dilakukan dengan metodologi kuantitatif dan kualitatif melalui kuesioner, wawancara mendalam, dan observasi lapangan. Temuan penelitian menunjukkan bahwa adaptasi masyarakat setelah akuisisi lahan meliputi modifikasi penggunaan dana kompensasi untuk tujuan produktif dan konsumtif, penyesuaian terhadap dampak polusi debu, dan pemeliharaan hubungan integrasi komunitas. Temuan studi ini menunjukkan bahwa masyarakat Nagari LubukAlung menggunakan uang kompensasi dengan berbagai cara, baik untuk tujuan produktif maupun konsumtif. Selain itu, mereka telah berhasil menjaga integrasi sosial komunitas, yang tidak mengalami perubahan signifikan dari awal proses akuisisi lahan hingga setelah selesai. Selain itu, komunitas khawatir tentang kemungkinan dampak pembukaan jalan tol, terutama yang terkait dengan nilai tanah dan keberlanjutan ekonomi lokal. Untuk mempromosikan keberlanjutan sosial dan lingkungan di daerah tersebut, diperlukan strategi komprehensif yang menekankan baik pengembangan infrastruktur maupun mitigasi dampak.

Abstract

Be the people living with HIV as heavy thing in life, to confront these conditions people living withHIV desperately need family support as main support to overcome various problems that appear about theircondition such as complex diseases, psychological distress, stigma and discrimination.. But not all the PLWHAget support they need. The purpose of this research is to exploration, understand and describe the experience ofPLWH get family support. Qualitative design research with approach of descriptive Phenomenology. Datacollection with the interview on 5 participants in the Yayasan Lantera Minangkabau. Data analysis using theCollaizi technique. The research found seven themes, PLWHA has rejected response the diagnosis of HIV/AIDSand received response the diagnosis of HIV/AIDS. The family has rejected response when known the familymembers diagnosed of HIV/AIDS and received response the diagnosis of HIV/AIDS. Family support they need,family support they received and family support they received as they need. Family support they need such asemotional support, instrumental support, and informational support. The most family support wich need ofPLWHA is emotional support such as attention, support, affection and peace. Four participants has been gettingfamily support they need and one participant yet optimized family support he need,,it cause participant notready to tell another family about HIV status related the factors of risk and condition of family health. Based onthe themes expected for family to provide support that is full of empathy, received and understanding theconditions of PLWHA and get right information about HIV/AIDS.

Abstract

PLWHA (People with HIV AIDS) is not just having problems physically or biologically, but also experience psychological problems, social and spiritual. When a person has been diagnosed with the HIV virus in the psychosocial assessment of PLWHA will withdraw from the environment. Disruption of self-esteem affect communication PLWHA who are part of the process of social interaction. The purpose of this research is to know the extent of fatherly pride relationship with social interactions in people with HIV-AIDS. The research was conducted at Yayasan Lantera Minangkabau Support Padang from April to May 2013. This research is correlational cross-sectional approach. Total sample in this study of 45 PLWHA using total sampling technique. Collecting data using a questionnaire using a Likert scale for the variable self-esteem and social interaction. Univariate data analysis done for the bivariate frequency distribution and performed with Spearman's test. The results showed as much as 91.4% of PLWHA have positive self-esteem and 64.4% of PLWHA with good social interaction. There was no significant association between self-esteem and social interaction. The result is expected to be information and increase knowledge in promoting nursing care for PLWHA.

Abstract

Implementing the Electronic Government policy has become the main focus in efforts to increase transparency and accountability in public services. This policy is intended to change the way of interaction between government and society, expand access to information, and increase service efficiency. However, there are still various challenges that need to be overcome, including data security issues and gaps in technology access across various demographics. This research aims to evaluate the impact of Electronic Government policies on transparency and accountability in public services. This research uses a qualitative approach, collecting data from various relevant studies and sources for analysis. The data is processed to identify emerging themes and patterns, ensuring the validity and reliability of the conclusions produced. The research conclusion shows that e-government is significant in increasing transparency and accountability, by speeding up service processes and increasing public participation. However, challenges such as data security and uneven access are still major obstacles. Continuous evaluation and adaptation to feedback from the community are needed to improve and sharpen the implementation of this policy. Further development in e-government technology is also essential to overcome current weaknesses. An inclusive and sustainable development strategy will be key in making e-government a more effective tool for transparent and accountable government.
