Abstract

Pandemi Covid-19 membawa berbagai dampak yang signifikan, khususnya pada sektor ekonomi yang sempat mengalami kelumpuhan akibat kebijakan pembatasan mobilitas dalam skala besar untuk menekan terjadinya penyebaran virus. Penerunan laju ekonomi yang ditunjukkan oleh peningkatan presentase penduduk miskin selama masa pandemi mendorong pemerintah untuk mengeluarkan beberapa kebijakan dalam upaya membantu masyarakat meringankan beban perekonomian yang terancam selama masa pandemi, salah satunya melalui program Bantuan Sosial Tunai. Ekonomi merupakan salah satu parameter penting dalam mewujudkan kesejahteraan sosial. Jika jumlah penduduk miskin tinggi, maka kesejahteraan masyarakat terancam. Program Bantuan Sosial Tunai (BST) merupakan bentuk perwujudan intervensi pemerintah melalui Kementerian Sosial RI dalam rangka memberikan stimulus Jaringan Pengaman Sosial, khususnya bagi masyarakat yang terdampak Covid-19. Untuk melihat keberhasilan program BST dalam membantu perekonomian masyarakat dapat diukur melalui efektivitas pelaksanaan program. Sehingga, adapun tujuan dari penelitian ini adalah untuk mengetahui efektivitas pelaksanaan program Bantuan Sosial Tunai di Desa Ombolata Ulu Kecamatan Gunungsitoli dengan menggunakan 5 indikator dari Edy Strisno, yakni : pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Metode yang dilakukan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu dengan studi pustaka, wawancara, dan juga dokumentasi. Informan utama dalam penelitian ini adalah lima orang Keluarga Penerima Manfaat (KPM) program Bantuan Sosial Tunai, informan kunci yaitu Koordinator Daerah Program Sembako dan Kepala Bidang Pemberdayaan Sosial dan Fakir Miskin Dinas Sosial Kota Gunungsitoli, serta informan tambahan yaitu Tenaga Kesejahteraan Sosial Kecamamatan (TKSK) Gunungsitoli. Hasil dari penelitian ini menunjukan persepsi masyarakat Desa Ombolata Ulu Kecamatan Gunungsitoli terhadap program Bantuan Sosial Tunai masih belum dapat dikatakan efektif jika dilihat dari pemenuhan indikator efektivitas yang digunakan seperti; kurangnya pemahaman masyarakat mengenai program akibat tidak adanya sosialisasi terbuka, sasaran program yang belum merata, serta waktu pelaksanaan program yang terkadang tidak menentu.

Abstract

Based on the results of the research conducted, even though the Covid pandemic condition which caused a decrease in the income of Micro, Small and Medium Enterprises players, they were still able to survive and were still sufficient to meet their needs. The education of the children of UMKM actors is fulfilled up to the informal sector. Adequate living conditions because it is already a permanent home. All MSME actors and their family members are registered in the BPJS program, as well as their employees are registered in the BPJS manpower program. Social interactions with family are harmonious, as well as with fellow business actors. Apart from the ability of MSMEs to maintain their economy during the COVID-19 pandemic, the authors suggest that the government be able to provide assistance that can be distributed evenly so that new and old MSMEs can compete in the future

Abstract

Poverty reduction efforts should also include improving access to health services and environmental conditions. Medan Mayor Regulation No. 61 of 2021 on Healthy Living Community Movement (GERMAS) aims to improve the quality of life through a healthy lifestyle and reduce healthcare costs. The GERMAS policy has been implemented to improve the quality of life. However, the challenge is to change people's behavior and implementing the GERMAS policy in Medan City is quite tricky. This study used a descriptive qualitative method combined with a literature review. Data collection strategies were obtained from observation and literature review. Data reduction, data presentation, and conclusion drawing were used as data analysis procedures. The results showed that the Medan City Government's GERMAS policy aims to increase productivity and reduce the financial burden of unhealthy living habits. The policy aims to reduce maternal mortality, improve nutrition, and alleviate poverty. However, its implementation is inefficient due to insufficient cross-sectoral coordination, limited resources, and low public awareness. To improve, the government should focus on innovation, community development, healthy lifestyles, and collaboration between government sectors.

Abstract

This research examines the implementation of Medan City Regional Regulation No. 2 Year 2022 on the Implementation of Libraries and its effectiveness in realizing the objectives of library services in Medan City. Utilizing qualitative research methods, the study analyzes data from interviews, observations, and documentation to assess policy implementation based on Van Mater Van Hord's theory, focusing on policy size and objectives, resources, communication, and environmental factors. Findings indicate that the regulation has positively impacted library services, encouraging reading habits and knowledge dissemination through various programs and innovations, such as mobile libraries and digital initiatives. The Medan City Library and Archives Office, supported by 67 staff members and adequate financial resources, has effectively utilized inter-organizational communication to coordinate efforts. Despite challenges like limited staff, the economic, social, and political environments remain supportive, with no significant obstacles. The implementation also includes digitalization efforts like the e-pada application, aimed at increasing public access to information and mitigating the adverse effects of social media.

Abstract

Tujuan penelitian ini mengidentifikasi dan menganalisa masalah, potensi dan sistem sumber Pemerlu Pelayanan Kesejahteraan Sosial di Kabupaten Labuhanbatu Selatan. Hampir sebahagian besar masalah-masalah sosial disebabkan oleh kemiskinan menjadi penyebab utamanya. Metode penelitian yang digunakan adalah studi kasus, pengumpulan data sekunder dilakukan di Badan Pusat Statistik (BPS) Kabupaten Labuhanbatu Selatan. Analisis data dilakukan dengan Teknik Analisis Strength, Weakness, Oppourtunity, Threatmen. (S.W.O.T) Kesimpulan dalam penelitian ini adalah masalah sosial yang paling banyak dialami oleh Pemerlu Pelayanan Kesejahteraan Sosial (PPKS) adalah masalah kemiskinan yaitu: Rumah Tangga Miskin sehingga bantuan-bantuan seperti Program Keluarga Harapan, Bantuan Sosial Tunai menjadi utama dalam pengerjaan nya. Selain itu Kaupaten Labuhanbatu Selatan juga memiliki Potensi dan  Sistem Sumber Pemerlu Pelayanan Kesejahteraan Sosial yang dapat digunakan dalam pencegahan, penanganan dan pemberdayaan Pemerlu Pelayanan Kesejahteraan Sosial dengan memanfaatkan Tiga elemen yaitu Pemerintah, Swasta dan Perusahaan dalam rangka Pembangunan sodial guna menciptakan kesejahteraan sosial bagi Masyarakat di Kabupaten Labuhanbatu Selatan.

Abstract

Socialization is an activity to provide information from individuals to individuals and individuals to groups where this socialization has goals and benefit to the recipient of the information. The purpose of the work program for Kuliah Kerja Nyata (KKN)) this is to provide knowledge and understanding to the community in Pematang Village Kuala about the diseases caused by this virus, namely Covid-19 and Dengue Fever Dengue (DHF). The method used in carrying out this activity is lectures and lectures question and answer and share information. This socialization is carried out in order to add insight the community and provide understanding to the Pematang Kuala Village. The result of this service is that the Pematang Kuala Village community knows the differences and symptoms of the Covid-19 disease with Dengue Fever (DHF) and becomes brave to seek treatment at health services.

Abstract

This training on making village regulations aims to help village officials provide Village Minimum Service Standards in implementing the policy of the Minister of Home Affairs Regulation Number 2 of 2017 which consists of 6 minimum standards of facilities and infrastructure and 22 minimum standards of other public services. The implementation was carried out in 4 days starting with a focus group discussion, and continued with a workshop on making village regulations, the location of the service was carried out at the Paya Pasir Village Hall and Cempedak Lobang Village, Serdang Bedagai Regency. After the Focus Group Discussion, it was known that information from the village apparatus that the implementation of the Village Minimum Service Standards had not been fulfilled, this was due to the lack of understanding and insight of the village apparatus. The workshop was conducted as a form of socialization and understanding of the Minister of Home Affairs Regulation Number 2 of 2017 and training in making village regulations on technology-based village minimum service standards using website applications to make it easier for people to get public services from home using only smart phones that can be accessed by the village community and avoid brokers and illegal levies from irresponsible individuals or parties

Abstract

Many service programs in organizational settings implement aftercare programs, but few talk about social rehabilitation aftercare programs for drug addicts. The purpose of this study was to provide care for ex-drug users who were not yet ready to return to their families or the home environment in which the ex-drug user was familiar and took drugs for the first time. It is well known that aftercare programs for ex-drug users are still very broad and that utilization of drug social rehabilitation clinics is uncommon. The Social Rehabilitation Center for Victims of Substance Abuse (BRSKP NAPZA INSYAF MEDAN) was the location of the study. North Sumatra Province, Indonesia. Using a qualitative descriptive research approach, informants consisted of 6 individuals who used comprehensive interviewing methods for gathering data techniques. The results Aftercare programme, which was initially formed by accident, has positive results in preventing relapse and is able to produce counsellors who can work to help others in the social rehabilitation process. Until now, the aftercare programme has not been required to be part of the social rehabilitation programme at Insyaf Medan Social Rehabilitation Centre. The author hopes that this programme can be continued and become a mandatory programme for all drug social rehabilitation institutions in Indonesia, whether government-owned, private or non-governmental organisations.

Abstract

Background: Learning assistance during the Covid-19 pandemic is a service to the community as one of the efforts to implement tri dharma college. Aim: This is done to increase students' learning motivation towards learning. Method: The learning mentoring method is done using the FGD method, namely Forum Group Discussion. This learning assistance is done in a small group of 6-12 people. Learning assistance is located at The Talenta Delpita Medan Orphanage. Before conducting learning assistance, the practice of doing several stages such as assasment to find out the problems that occur, then do planning and arranging activities before the implementation is carried out. The most important materials taught in this learning mentoring are reading, writing and basic mathematics. Findings: The learning assistance process runs smoothly and well. The results obtained from the mentoring of studying at The Talenta Delpita Medan Orphanage are very good. Children feel helped during this learning assistance process.

Abstract

Pandemi Covid-19 hampir mendunia. Kejadian ini telah mempengaruhi kondisi ekonomi, sosial dan psikologis masyarakat. Para pekerja sektor informal khususnya pengemudi ojek online merupakan salah satu yang terdampak. Tujuan dari penelitian ini adalah untuk mengetahui apakah ada dampak pandemi Covid-19 terhadap kesejahteraan pengemudi ojek online di Kota Medan. Penelitian ini merupakan penelitian ekplanatif dengan pendekatan kuantitatif. Teknik penarikan sampel menggunakan rumus unknown people sehingga sampel berjumlah 100 responden yaitu para pengemudi ojek online di Kota Medan. Uji persyaratan analisis data dilakukan dengan uji validitas, uji reliabilitas dan uji normalitas. Berdasarkan Uji Linearitas, diperoleh hasil F hitung 1,419 F tabel 1,719 yang berarti terdapat hubungan yang linear antara Dampak Pandemi Covid-19 terhadap Kesejahteraan Pengemudi Ojek Online di Kota Medan. Dengan nilai R Square (R2) yaitu 0,346 yang berarti Dampak Pandemi Covid-19 terhadap Kesejahteraan Pengemudi Ojek Online di Kota Medan sebesar 34,6% dan masih ada 65,4% faktor lain yang mempengaruhi kesejahteraan pengemudi ojek online seperti kepuasan kerja.
