Abstract

This research aims to determine and describe the management of the Village-Owned Enterprise (BUMDes) Rekso Wijoyo in efforts to increase the Original Income of Tambong Village, Kabat District, Banyuwangi Regency. The study uses a qualitative approach with a narrative study. Data collection was conducted through observation, interviews, and documentation. The research results, based on the seven management principles according to Luther Gulick, show that the management of BUMDes in an effort to increase the village’s original income includes: (1) Planning: BUMDes Rekso Wijoyo faces challenges such as limited capital and business licensing issues; however, in 2025, BUMDes will focus on utilizing available resources through a food security program, involving the participation of various parties, including the community; (2) Organizing: The organization of BUMDes Rekso Wijoyo is still simple but is updated annually to support ongoing programs; (3) Staffing: The recruitment process at BUMDes Rekso Wijoyo is not open due to limited funds, but human resource development is carried out through training; (4) Directing: The director's guidance is effective, with a focus on improving the village economy; (5) Coordinating: BUMDes Rekso Wijoyo involves all parties and prioritizes transparency in every collaboration; (6) Reporting: Financial reporting is still simple using Excel, but accountability reports are made transparently to relevant stakeholders; and (7) Budgeting: There are several obstacles, such as limited capital and ineffective financial management, but BUMDes Rekso Wijoyo continues to monitor and evaluate to address the ongoing issues. Effective management processes and functions are required for BUMDes Rekso Wijoyo in its efforts to increase the Original Income of Tambong Village, Kabat District, Banyuwangi Regency."

Abstract

AbstractPondok Mimbo, Sumberanyar Village is one of the largest fishing villages in Situbondo Regency after Kilensari Village, Panarukan District. The people of Pondok Mimbo are mostly indigenous people whose lineage comes from Madura, East Java. Pondok Mimbo Village is a mainstay area of Situbondo Regency which has an important role in realizing Situbondo Regency as a marine area on the north coast of Java. This study finds the right empowerment model for the coastal community of Pondok Mimbo and analyzes efforts to increase awareness of population administration and the independence of fishermen in Pondok Mimbo. This research is included in descriptive qualitative research with a sociological approach, or in public administration research commonly referred to as applied normative/empirical normative. The empowerment model which aims to build the independence of the fishermen of Pondok Mimbo can be implemented with the cooperation and participation of the community. There needs to be a synergy between the role of the government, both village officials and other relevant agencies, NGOs or related companies, campuses, and the fishing communities themselves. There are supporting factors and inhibiting factors that must be considered and solutions are sought. Supporting factors include the development of the concept of awareness in carrying out all kinds of activities in accordance with the existing population administration, tourism potential and fishery production, active village officials, and the readiness of human resources to motivate themselves and receive assistance and various trainings. The inhibiting factors include limited capital, natural factors, infrastructure, lack of interest in tourism, purchasing power and interest in water games, non-routine income, workers' salaries that are less than the minimum wage, human resources, and lack of awareness of the population. administration, legal aid, and legal protection.Keywords: empowerment, awareness, independence of fishermen.

Abstract

There is no society that does not experience change. Likewise with the people in Kilensari Village, Panarukan District, Situbondo Regency. Along with the times, the people of Kilensari Village began to be dynamic. This raises the question 1) What are the aspects that have experienced socio-cultural changes in the activities of the coastal community of Kilensari village? So, what are the factors driving this change? The research method used is descriptive qualitative. The location was chosen in Kilensari Village, Panarukan Subdistrict, Situbondo Regency because this location is the largest fishing village in Situbondo Regency and there is a 1000 km long monument on the north coast highway. The research subjects consisted of village heads, community leaders, wood crafts entrepreneurs. Data collection techniques in the form of observation, and in-depth interviews. The sampling technique is purposive sampling. Based on the results of the study, it can be seen that the aspects that experience changes in the management of wood crafts are aspects of knowledge, aspects of trust, aspects of socio-culture, and aspects of the economic system. While the factors that encourage change are contact with other cultures, people's dissatisfaction with certain areas of life, future orientation, and the value that humans must always try to improve their lives.Keywords: change, social, culture, woodworking.

Abstract

The coastal area of Jangkar Village, Jangkar District is a transitional area between sea and land. The development of the coastal area of Jangkar Village often comes under pressure from various human activities and phenomena that occur on land and sea. This is illustrated in Jangkar Village, Jangkar District. Jangkar Village has a unique geographic location compared to other beaches, especially with the presence of a port that connects the waterway to Madura Island and fish auction sites, as well as cheap culinary stalls that attract tourists to visit. The economic condition of the people in Jangkar Village is currently experiencing almost no change due to the behavior of the people who only depend on sea products for their livelihoods. The purpose of this research is to examine the behavior of coastal communities that has an impact on the social and economic aspects of the community. This research uses a qualitative descriptive method that is carried out with a sociological approach, or in public administration research it is commonly called applied normative / empirical normative. The sample selection was carried out by purposive sampling with government informants and fishermen groups. The results showed that the behavior of coastal communities has an effect on economic conditions. This is also influenced by the low level of community education about the coastal area of Jangkar Village. The government should be able to work together with the community to improve the quality of education in the fishing village of Jangkar Village so that it has a positive impact on the economy of the people in the Jangkar village area.Keyword : Community Economy, Coastal Society, Behavior.

Abstract

Genteng Kulon Village leads in public service innovation with its Simas Mandiri program, a technological breakthrough acknowledged and awarded by the Banyuwangi Regent in 2019. Simas Mandiri's initial success was bolstered by adequate resources, encompassing essential hardware (self-service machines, computers, networks), integrated software, and crucial supporting infrastructure for efficient operations. However, Simas Mandiri hasn't reached its full potential due to several challenges. In communication, current socialization efforts are ineffective, as residents still prefer manual services, indicating a need for more impactful strategies. Concerning technology resource management, hardware quality has significantly degraded and failed over time, highlighting an urgent need for routine oversight and proactive maintenance. Additionally, an ambiguous and informal bureaucratic structure causes confusion in task distribution and responsibilities, impeding coordination and accountability. Therefore, to ensure Simas Mandiri's optimal performance and sustainability, strategic improvements are vital in communication approaches, technology asset management, and establishing a more structured bureaucracy.

Abstract

Abstrak Sistem penanganan pengaduan manual di PDAM Banyuwangi menyebabkan lambatnya respons, rendahnya kepuasan pelanggan, dan kurangnya akuntabilitas layanan, yang menuntut pendekatan kolaboratif berbasis teknologi. Program pengabdian kepada masyarakat ini bertujuan merancang, menerapkan, dan mengevaluasi sistem pengaduan digital yang mengintegrasikan prinsip collaborative governance antara petugas PDAM, pelanggan, dan pemerintah daerah. Metode pelaksanaan terdiri dari tiga tahap: pra-implementasi melalui observasi partisipatif dan diskusi kelompok terfokus dengan 15 staf serta 30 pelanggan, pengembangan dan pelatihan sistem berbasis web yang dirancang bersama pengguna, serta evaluasi campuran melalui survei kepuasan (n = 75) dan pengukuran waktu respons. Hasil menunjukkan bahwa rata-rata waktu penyelesaian pengaduan menurun dari 4,8 hari menjadi 1,6 hari, dan indeks kepuasan pelanggan mencapai 78,2 dari skala 100, mengindikasikan peningkatan efisiensi dan persepsi keadilan. Selain itu, forum pemantauan bersama dan umpan balik rutin berhasil memperkuat kepercayaan dan transparansi antara perusahaan daerah dan masyarakat. Program ini membuktikan bahwa perpaduan collaborative governance dengan digitalisasi layanan pengaduan mampu meningkatkan kualitas pelayanan publik secara terukur, meskipun keberlanjutannya memerlukan komitmen kelembagaan dan pemutakhiran sistem secara berkala.

Abstract

This research was motivated by problems that stemmed from the non-implementation of the Pamsimas program in Bomo Village, Blimbingsari District, Banyuwangi Regency even though a building had been provided, as well as the presence of damaged or incomplete equipment in the Pamsimas building so that the implementation of the program was hampered. This research aims to evaluate the effectiveness of village development programs in Blimbingsari District, especially through community-based drinking water and sanitation programs, with a focus on changes in Bomo Village. This research uses a qualitative descriptive research type. The data collection techniques were interviews and observations based on Pamsimas program data in Bomo Village. The results of research conducted using several indicators proposed by George Edward III (1980), namely communication, resources, disposition and bureaucratic structure, show that implementation, communication is very important and plays an important role in knowing what the implementer must do. Disposition as an implementing attitude. The important thing about disposition variables is; bureaucratic appointments, and incentives. If the Bomo Village Government wants to get effective results, its officials must not only know but also have the ability to implement it. There are 2 main characteristics of a bureaucratic structure, namely; standard operating procedures, and fragmentation. Bureaucratic structure can influence the successful implementation of a policy. Policy implementation is a quite complex process that requires strong and conductive bureaucratic cooperation. The community-based drinking water and sanitation program (pamsimas) in Bomo village, Blimbingsari subdistrict, Banyuwangi district has not been running well and the implementation process is still not optimal because the community still complains about the pamsimas program system.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi peran Pemerintah Desa Gendoh dalam pelayanan publik yang diarahkan pada pengembangan UMKM, dengan fokus pada identifikasi tantangan dan peluang yang ada. Penelitian ini berusaha menjawab pertanyaan: Bagaimana pemerintah desa dapat meningkatkan pelayanan publiknya untuk mendukung UMKM dengan lebih baik? Dengan menggunakan pendekatan kualitatif, penelitian ini melibatkan wawancara dengan informan dari pemerintah desa, staf desa, dan pelaku UMKM, menggunakan teknik purposive dan snowball sampling. Temuan menunjukkan bahwa pemerintah desa telah membuat kemajuan signifikan dalam menjaga akuntabilitas, transparansi, dan responsivitas dalam pelayanan publik. Namun, masih terdapat tantangan berupa keterlibatan masyarakat yang terbatas dan keterbatasan sumber daya. Temuan ini berkontribusi pada pengembangan pengetahuan dengan menyoroti pentingnya prinsip-prinsip tata kelola yang baik di tingkat desa dan pengaruhnya terhadap pemberdayaan UMKM. Kesimpulannya, meskipun penelitian ini menunjukkan dampak positif dari inisiatif pemerintah desa terhadap pengembangan UMKM, penelitian ini juga menekankan perlunya keterlibatan masyarakat yang lebih inklusif dan optimalisasi sumber daya secara strategis. Rekomendasi untuk penelitian mendatang mencakup pemeriksaan dampak jangka panjang digitalisasi terhadap pertumbuhan UMKM dan eksplorasi strategi kolaborasi pemangku kepentingan yang lebih efektif.

Abstract

Although Corporate Social Responsibility (CSR) has been widely adopted, most implementations in developing countries tend to be oriented towards regulatory compliance and biased towards the economic-environmental dimension. This approach often ignores local socio-cultural aspects, thus triggering low social legitimacy and program sustainability. To fill this gap, this study examines innovation in CSR policy through the integration of local wisdom values as the basis for inclusive and sustainable regional development. Using the theoretical framework of the Advocacy Coalition Framework (ACF) and Triple Bottom Line (TBL), this study employs a qualitative case study with an exploratory approach to analyze the dynamics of CSR policy in Banyuwangi Regency, Indonesia. Data were obtained through in-depth interviews with 15 key informants, document analysis, and field observations involving government actors, companies, and local communities. The results show that CSR policy in Banyuwangi has undergone a transformation from a philanthropic and regulatory approach to a participatory policy model rooted in local culture. This policy innovation is concretely realized through the institutionalization of the values of Gugur Gunung (collective work), Sambatan (mutual cooperation), and Tanggap ing Sasmita (social sensitivity) into the Regional Medium-Term Development Plan (RPJMD), orchestration of multi-actor coalitions in which local governments act as policy intermediaries, and transformation of programs into sustainable partnerships focused on empowering creative MSMEs and conserving green tourism. Theoretically, this study contributes by integrating ACF and TBL in the local cultural context to form a hybrid model of CSR policy innovation. Practically, the results offer strategic direction for local governments and companies in designing CSR programs that are socially just, sustainable, and responsive to local cultural values.

Abstract

The BPD's equal position with the Village Government is a consequence of the implementation of regional autonomy. The BPD has the authority to absorb community aspirations, discuss and approve draft Village Regulations, supervise the performance of the Village Head, and create harmonious working relationships with all parties. However, not all BPDs carry out their main duties and functions effectively. This reality can be seen from the performance of BPD Wongsorejo, which in the 2022 budget year only has 1 activity. The impact is that the public does not understand and feel the main duties and functions of the BPD. This research describes, analyzes and interprets the role of BPD Wongsorejo in realizing good governance in Wongsorejo Village, Banyuwangi. Researchers have qualitative principles according to the constructive and participatory model. Primary data comes from interviews and secondary data comes from literature reviews and regulations relevant to the substance of the research. The results and conclusions obtained are that BPD is not just about institutional status but leads to responsibility to participate in creating sustainable, inclusive, effective and efficient village development. The implementation of BPD Wongsorejo's performance in supporting the success of village government must be proven in real terms.
