Abstract

Irrigation is one of impartant factors in increasing land productivity. In Java government has established irrigation dam to boost food production especially paddy in the period 1950-1980. After that period, governments found its difficulty to fund the recurring costs of irrigation. The government policy has changed from establishing new reservoir to managing water irrigation. In Central Java, irrigatioan water management has changed by the time, especially in tertiary canal. It was manged by ulu-ulu before 1976, then changed to dharma tirta by swakelola system. In 1990s government has been united the water management in tertiary canal by legalizing water organization through generating water usage association (Persatuan Petani Pemakai Air – P3A). Started from 2005 some farmer tried to apply another system that is called lelang system. However explanation of these syetems is still not clear. Therefore, the objectives of this research are (1) to define the lelang system and swakelola system in water management, (2) to distinguish advantages and disadvantages of the two systems. Research was counducted in Kalirejo Village, Kudus District, Central Java Province. In the village some P3As has been applying swakelola system and another P3A has applying lelang system. Decriptive and comparative analysis with institutional approach was apllied to respond objectives of this research. The results show that lelang system is irrigation water management that the board member is selected by auction, where the highest biddest becomes chairman of P3A. The auction is conduted in general meeting, where initial bdding is decided by agreement between farmer and P3A candidate that facilitated by village. The money is allocated to establish agriculture infrastructure such as road agriculture, agriculture bridge, drainage infrastructure and so on. Water fee by farmer is also decided in the meeting. In the swakelola system selection of board member (including chairman of P3A) is decided by discussion. Then, payment in advance is not required, in deed the agriculture infrastructure would be provided by after receiving water fee from farmer. The advantages of lelang system is availability of money in advance that is important to provide agriculture infrastructure, whereas the disadvantages of the lelang system is its potential in poor water management (especially in maintaining tertiary canal and other additional task). This is due to possibility of board member of P3A who are not farmer which low experience and knowledge to manage water irrigation on that field. The advantage of swakelola system is board member comes from farmer who has good knowledge and understand in field condition, while the disadvantage of swakelola system is low possibility in providing agriculture infrastructure, especially in poor finance management.Keywords: water management, institutional appoarch, swakelola system, lelang system

Abstract

The demand for broiler is rising rapidly due to its capability as the main animal protein source. In contrast, the production of broiler meat is unstable due to the possibility of farm risk. Contract Farming (CF) is one of the risk management tools for farmers but has not been used effectively. The purpose of this study was to analyze the factors that influence farmers’ decision to participate in CF. The analysis used six independent variables, namely farmer’s age, farm size, household size, education, farmer’s risk preference and risk aversion level. This study used primary data from 70 broiler farmers in Jember, which were divided into two groups, contract farmer and independent farmer. Each group had the same number of respondents. The results show that five among six independent variables significantly affected farmers’ decision to take part in CF. Farmer’s age decreased farmer’s probability to participate in CF, while education, farm size, household size and risk preference had positive effects. Farmer’s risk aversion level did not have any significant effect. The results suggest that the effort to expand CF participation should focus on young and educated farmers with large farm size.

Abstract

Conversion of agricultural land to non-agricultural becomes unavoidable, given the high demand for land use to promote economic development. Conversion of agricultural land mostly occurs in urban areas affecting the changing patterns and distribution of agricultural land tenure in urban areas. Higher rents for land in urban areas will trigger land conversion and lead to imbalances in agricultural land tenure. Changes in the distribution of agricultural land will affect farm income, because agricultural land is a valuable asset for farmers and affects their farm income. The purpose of this study was to determine the inequality of agricultural land tenure and farm income in urban areas of Jember. Using analytical method with gini index and descriptive method. Samples were determined by simple random sampling and 43 samples were obtained. The result of the research shows that: (1) land tenure index of agricultural land is 0.52 which means that farm ownership in Jember urban areas is unequal, (2) farm income with gini index 0.46 means that income of farming activity in urban area is uneven.

Abstract

Beras organik di Kabupaten Bondowoso diproduksi oleh petani beras organik di Desa Lombok Kulon Kecamatan Wonosari Kabupaten Bondowoso dan merupakan satu-satunya kawasan percontohan usahatani beras organik di Kabupaten Bondowoso yang sudah memiliki sertifikasi dari Lembaga Sertifikasi Pertanian Organik Seloliman (LeSOS). Beras organik dipasarkan di daerah Kabupaten Bondowoso dan luar Kabupaten Bondowoso. Penelitian ini bertujuan untuk mengetahui (1) struktur pasar beras organik di Kabupaten Bondowoso; (2) perilaku pasar beras organik di Kabupaten Bondowoso. Lokasi penelitian ditentukan secara sengaja (Purposive Method) di Desa Lombok Kulon Kecamatan Wonosari Kabupaten Bondowoso.Pengambilan contoh menggunakan teknik snowball sampling. Data yang digunakan adalah data primer dan data sekunder yang dianalisis dengan menggunakan analisis deskriptif dan kuantitatif yaitu (1) analisis market share, perhitungan CR4 (Concentration Ratio for The Biggest Four), analisis HHI, Minimum Efficient Scale (MES) untuk mengetahui struktur pasar beras organik; (2) analisis deskriptif sistem penentuan harga, kerjasama dan analisis integrasi vertikal menggunakan Model Ravallion untuk mengetahui perilaku pasar beras organik.

Abstract

Contract farming (CF) has been used extensively to integrate broiler value chain both in the developed and developing countries. Participation in CF is associated with the increased farm productivity and farmer income. Therefore, the purpose of this study was to analyze factors affecting Indonesian broiler farmers’ participation in CF. This study used the nationally-representative data of smallholder broiler farmers in Indonesia. The data were the results of the 2014 Indonesian Livestock Farm Household Survey (ILFHS) and consisted of 1,142 farmers distributed in 20 provinces. Logistic regression was used to analyze thirteen factors that potentially affected farmers’ decision to participate in CF. Those factors were age, gender, education, household size, farming experience, farm area, broiler population, cooperative membership, cooperative service, farmer group membership, farmer group service, farmer association, and agricultural extension. The results showed that six factors had statistically significant effects on farmers' decision to participate in CF. Education, land size, population, farmer group, and agricultural extension have a positive influence on farmers' decisions. Meanwhile, cooperative service has a negative effect. Farmer group and agricultural extension service have the strongest effect on participation in CF. The results suggest that farmer groups and extension services to small scale farmers are promising to improve their participation in CF.

Abstract

Indonesia's rice crop production growth will possibly always increase every year. However, the direction of growth in production and the area of harvest which increases is inversely proportional to the condition of decreasing productivity growth, which is known as productivity inequality. Efforts to solve these problems are through partnerships with the government and the private sector. The purpose of this study is (1) to analyze the characteristics of Indonesian farmers following the partnership, (2) to analyze the factors that influenced Indonesian rice farmers to join contract farming, and (3) to measure the impact of the participation of Indonesian rice farmers in contract farming on farmer household income. This study used secondary data from the Rice Plant Business Household Survey 2014 (SPD 2014) conducted by the Central Statistics Agency with a total sample of 87,330 samples. Data were analyzed using logistic regression and propensity score matching, which resulted in (1) There are differences in characteristics of partner farmers in Indonesia including age, education, gender, participation in SLPTT, income, and a land area used; (2) There are four variables that significantly influence farmers in participating are age, education level, production costs, and the participation of institutional farmers; (3) The participation of farmers in partnerships has a positive impact on the income of rice farmers in Indonesia.

Abstract

The high rate of conversion of agricultural land is not balanced with the availability of agricultural land being cultivated. The area of ​​agricultural land is estimated to be around 5.1 million ha in 2045. This study discusses the effect of land value on the process of conversion of agricultural land that occurred in 31 sub-districts in East Java Province, Indonesia. The research method used in this study uses land cover spatial data analysis to see the distribution of land change in 31 areas that are processed using Qgis and multiple linear regression analysis to see the level of relationship between the independent and dependent variables of the study, namely land change, land value, productivity, income, and location. The results showed that during 2014 – 2018 in East Java Province there was a land change of 182.28 ha/year. The biggest changes occurred in urban areas as the basis of the regional economy. The relationship between land value variables has a positive effect on the conversion of agricultural land, which means that the greater the value of the land, the faster the process of conversion of agricultural land will be..

Abstract

Dragon fruit is a type of cactus plant that is cultivated in Indonesia and is included in an annual plant because it can only bear fruit during the rainy season. One of the largest dragon fruit producing areas in Indonesia is located in Banyuwangi Regency, East Java. Bulurejo Village is the area that uses the most innovation in lighting lighting. The use of innovative light irradiation is able to develop dragon fruit plants so that dragon fruit plants can bear fruit outside the season. Research in Bulurejo Village, Purwoharjo District, Banyuwangi Regency aims: (1) To determine farming with the use of light illumination innovation in Bulurejo Village, Purwoharjo District, Banyuwangi Regency, (2) To determine the effect of innovative lighting effects on dragon fruit farming in Bulurejo Village, Purwoharjo District, Banyuwangi Regency . The determination of the research area was done purposively (purposive method). The research area used is Bulurejo Village, Purwoharjo District, Banyuwangi Regency. The sampling method in this study uses the determination of key informants using purposive sampling technique, which is selected with certain considerations and goals. The results showed that: (1) The existence of innovative lighting on dragon fruit plants in Bulurejo Village was well received by farmers and the community. The use of innovation in Bulurejo Village is able to increase the productivity of dragon fruit farmers to the maximum, (2) The effect of using light irradiation innovation on dragon fruit plants is very good for farmers economically as well as socially and culturally in the community. The increasing economic condition of dragon fruit farmers with large incomes has been able to increase the standard of living of farmers who were initially normal to become successful dragon fruit farmers. The social and cultural conditions of the community are also getting more harmonious after the innovation of lighting the lights. Abstract

Kabupaten Jember merupakan salah satu wilayah di Jawa Timur yang memiliki potensi sebagai penghasil kopi yaitu dengan luas areal 16784 Ha dan produksi 11894,27 Ton. Konsumsi kopi di Kabupaten Jember cenderung meningkat seiring dengan peningkatan jumlah penduduk, dan pergeseran penduduk dari dominasi penduduk usia muda ke penduduk usia produktif. Penelitian ini bertujuan untuk mengetahui: (1) persepsi konsumen terhadap produk kopi bubuk lokal (2) karakteristik yang dipentingkan konsumen kopi bubuk dari minuman kopi (3) strategi pengembangan produk yang tepat untuk kopi lokal. Metode penelitian yang digunakan adalah metode deskriptif, korelasional dan analitik. Metode pengambilan contoh menggunakan convinience sampling. Metode analisis data yang digunakan adalah analisis hierarkhi proses. Hasil penelitian menunjukkan bahwa: (1) persepsi dari responden menyatakan bahwa pelaku dalam industri kopi yaitu kopi Kapal Api lebih diutamakan dibandingkan kopi bubuk lokal dan kopi branded lain; (2) berdasarkan persepsi responden, maka instrumen St2 (Harga) merupakan prioritas pertama yang dipentingkan konsumen dari minuman kopi; dan (3) berdasarkan persepsi responden, maka strategi produk P5 (Rasa) dan strategi promosi P7 (Iklan) merupakan prioritas pertama yang harus dilaksanakan untuk mendukung strategi pengembangan produk.

Abstract

The community services was held in Sumber Gading Village, Sumberwringin District, Bondowoso Regency. The period of service activities is carried out from January 26, 2021 to March 11, 2021. This activity aims to: 1) conduct training on newly formed BUMDes; 2) conduct training to strengthen tourism awareness groups (POKDARWIS) in optimizing their functions as village tourism managers who have advantages and local wisdom; and 3) encourage the active role of SMEs and art actors to synergize with BUMDes, POKDARWIS in order to brand tourism. Based on the implementation of activities and discussions during the training, it can be concluded that there is still a need for continued assistance, because the Pokdarwis management and members have just changed personnel. Regarding the selection of business fields to be worked on by Pokdarwis, it still needs assistance, as well as in tourism branding, Pokdarwis still needs assistance whether to brand the Saung Naga peak rest area in branding tourist villages or village tours.
