Abstract

The existence of the Indonesian Arts and Culture Scholarship Program is expected to expand diplomatic relations between Indonesia and other countries further and make Indonesian culture increasingly recognized and acknowledged. This article aims to discover the role of the Indonesian Arts and Culture Scholarship Program in expanding Indonesian Cultural Diplomacy and the effectiveness of digital platforms in supporting this scholarship program. The method used is a literature study that reviews the results of previous journals relevant to the topic discussed and is complemented by analysis results from internet sites. Participants who have completed arts and culture training will become friends of Indonesian and Indonesian Ambassadors tasked with introducing the arts and culture they have studied to their respective countries. Through the Instagram account @iacs_kemlu, the Ministry of Foreign Affairs can transparently and quickly disseminate information to the public regarding the various activities carried out by the awardees and the positive impacts of the scholarship program. By utilizing digital platforms such as Instagram and TikTok, the government can expand the reach of promoting Indonesian culture to all social media users.

Abstract

Abstrak Era reformasi meningkatkan fokus pada good governance untuk mengatasi masalah Orde Baru. Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan menjadi dasar hukum penting, menuntut transparansi dan responsivitas pemerintah. Mahkamah Konstitusi memastikan kebijakan pemerintah sesuai konstitusi. Artikel ini menggunakan metode studi pustaka, mempelajari penelitian terdahulu, buku referensi, dan peraturan perundang-undangan. Tujuannya adalah mencari korelasi dengan penelitian ini untuk mempermudah penulis menjawab permasalahan yang dirumuskan. Artikel ini berusaha menarik perhatian pembaca dengan hasil penelitian berdasarkan data faktual dan aktual, serta menggunakan data dari sumber relevan dengan topik. Mahkamah Konstitusi berperan penting dalam menjaga keadilan, kepastian hukum, dan memverifikasi tindakan pemerintah agar sesuai dengan konstitusi. Tantangan utama adalah tekanan politik dan kepentingan kelompok. Sinergi antara kedua lembaga ini esensial untuk menerapkan kebijakan-kebijakan konstitusional yang mendukung good governance, seperti transparansi, independensi lembaga pengawasan, dan partisipasi publik. Mahkamah Konstitusi berperan penting dalam good governance di Indonesia, memverifikasi tindakan pemerintah agar sesuai konstitusi dan menjaga keadilan. Kinerjanya menunjukkan penerapan prinsip good governance. Tantangan terjadi dalam keterbukaan dan partisipasi publik, seperti pada RUU Cipta Kerja. Penting bagi pemerintah untuk memprioritaskan kepastian hukum, menjaga independensi kehakiman, dan memperkuat partisipasi publik. Abstract The reform era increased the focus on good governance to overcome the problems of the New Order. Law No. 30/2014 on Government Administration became an important legal basis, demanding government transparency and responsiveness. The Constitutional Court ensures that government policies comply with the constitution. This article employs the literature study method, examining previous research, reference books, and laws and regulations. The aim is to find correlations with this research, making it easier for the author to address the formulated problems. This article seeks to engage readers with research results based on factual and actual data and utilizes data from sources relevant to the topic. The Constitutional Court plays a crucial role in maintaining justice, legal certainty, and ensuring government actions are in accordance with the constitution. The main challenges are political pressure and interest groups. Synergy between the two institutions is essential to implement constitutional policies that support good governance, such as transparency, independence of oversight institutions, and public participation. The Constitutional Court is pivotal in ensuring good governance in Indonesia by verifying the government's actions for compliance with the constitution and upholding justice. Its performance exemplifies the application of good governance principles. Challenges include issues in openness and public participation, as seen in the Job Creation Bill. It is important for the government to prioritize legal certainty, maintain judicial independence, and strengthen public participation.

Abstract

Constitutional Court Decision Number 90/PUU-XXI/2023 is considered to have a conflict of interest due to the involvement of Chief Justice Anwar Usman's family with one of the parties, raising doubts about the court's independence and integrity. This study aims to examine the impact of this decision on public perception and trust in the Constitutional Court. Using empirical legal research with an interdisciplinary and conflict approach, the study distributed online questionnaires through Google Forms to explore the impact of that Decision on public perception and trust. The results indicate that the decision to set the minimum age limit for presidential and vice-presidential candidates at 40 years old has a significant impact on the level of public trust in the Constitutional Court. The Spearman correlation test shows a very strong and significant relationship, with a coefficient of determination of 0.780, indicating that 78% of the variability in the level of public trust can be explained by this decision. However, there is still 22% variability influenced by other factors that need to be studied further to get a more complete picture of public trust in the Constitutional Court.
