Abstract

Community empowerment through the management of dairy cattle is one of the flagship programs of the Magetan Regency Government which aims to improving the economy of the people of Kampung Susu Lawu who incidentally are dairy farmers so that farmers can spread their wings in marketing the livestock products they have managed through this empowerment after that.This paper means to reveal and analyze data: 1) the process of community empowerment through the management of dairy farms in the Susu Lawu village, Sarangan sub-district, Plaosan sub-district, Magetan district, and 2) community empowerment evaluation through the management of dairy farms in the Susu Lawu village, Sarangan sub-district, Plaosan sub-district. magnet district. This paper was conducted using a qualitative case study approach. Data collection techniques used are: (1) observation, (2) interviews, and (3) documentation.This paper had result that indicate if: (1) The process of Community Empowerment through the management of dairy farms in the Susu Lawu Village, Sarangan Sub-district, Plaosan District, Magetan Regency is generally quite mature in terms of planning by selecting activities based on the priority needs of community groups. In general, its implementation can support the success of the Empowerment Program through the management of dairy farms and improve the community's economy. (2) Evaluation through the management of dairy farms in the Susu Lawu Village, Sarangan Sub-district, Plaosan District, Magetan Regency is quite successful in developing skills and increasing the income of community groups.

Abstract

This study discusses the implementation of the Excise Services Information System (ExSIS) application at the Sidoarjo Customs and Excise Office as an innovation in public services. The objective is to evaluate the effectiveness of ExSIS in improving operational performance and provide recommendations for its development. This research employs a qualitative method with interviews conducted with Customs and Excise officers and service users, analyzed using Everett M. Rogers' diffusion of innovation theory. The results indicate that ExSIS improves time efficiency by up to 80% and reduces administrative errors by 70%. However, challenges such as user adaptation and the need for adequate infrastructure remain. In conclusion, ExSIS has enhanced efficiency and transparency in Customs and Excise administration. The study recommends continuous training, infrastructure upgrades, and internal policy revisions to maximize the application’s potential in supporting faster and more accurate public services.

Abstract

This study aims to explore the sustainability of Rumah Susun Sederhana Milik (Rusunami) as a viable housing solution for Low-Income Communities (MBR) in Surabaya. The study adopts a qualitative approach using a case study method. Data were collected through in-depth interviews with residents, management representatives, and local government officials, as well as through field observations. Data analysis was conducted based on the indicators of the Adequate Housing Framework by UN-Habitat, which include secure tenure, affordability, habitability, accessibility, location, and the availability of basic services. The findings reveal that Rusunami is capable of providing affordable housing for MBR with a permanent ownership system, despite facing major challenges such as administrative barriers and low financial literacy. The program has proven to contribute to improving the quality of life of residents and reducing socio-economic inequalities. To ensure long-term sustainability, strategic measures are needed, such as simplifying administrative procedures and enhancing the financial literacy of the community. Development recommendations include improving the administrative system to ensure the program can be accessed by a larger number of MBR optimally.

Abstract

Panglipuran Village, Bali, is one of the traditional tourism villages with significant potential to support the economic independence of local communities. However, community empowerment in this village faces various challenges, such as limited resources, a lack of community capacity in management, and dependence on external parties. This study aims to analyze community empowerment based on local participation through the management of the tourism village, using the community empowerment theory proposed by Jim Ife. The study emphasizes the importance of resource, opportunity, knowledge, and skill indicators in supporting the success of community empowerment. This research employs a qualitative descriptive method, collecting data through in-depth interviews, field observations, and documentation. The primary informants of the study include community leaders, local business actors, and tourism village managers. The findings reveal that empowerment through resource indicators has increased the income of craft businesses by 150%, from IDR 2 million to IDR 5 million per month. Furthermore, the opportunity indicator successfully opened avenues for the community to manage homestays, increasing income by up to 70% compared to previous levels. The knowledge and skill indicators also proved significant, with more than 90% of the community actively participating in training, which supports the sustainable economy of the tourism village. The conclusion of this study highlights that community empowerment based on local participation has a positive impact on the economic independence of the Panglipuran Village community. The novelty of this research lies in the integration of community empowerment elements with local wisdom values, such as mutual cooperation and cultural preservation. This model contributes not only to economic development but also serves as a best practice example in sustainable local participation-based tourism village management.

Abstract

This study explores the implementation and impact of the Ceria application, a digital integrated service platform developed by the Regional Office of the Ministry of Religious Affairs in East Java, Indonesia. The core objective of this digital innovation is to streamline bureaucratic processes, enhance the quality and efficiency of religious administrative services, and promote transparency and public participation. In the era of Industry 4.0, the transformation of public services through information and communication technology (ICT) has become imperative to meet increasingly complex societal demands for faster, more transparent, and accountable governance.Employing a qualitative research approach, the study collected data through interviews, observations, document analysis, and service usage statistics. The analysis revealed significant improvements in service delivery, notably a reduction in processing time from three to five days to merely one or two days, attributable to features such as real-time service status tracking and responsive complaint channels. These technological enhancements have contributed to strengthening public trust and satisfaction, reinforcing perceptions of professionalism and transparency within the ministry’s services. The application fosters a participatory culture by facilitating easier access for users, providing transparent information, and enabling active feedback, thus transforming bureaucratic practices into more adaptive, responsive, and user-centered processes.Despite these positive outcomes, the study identified critical challenges, primarily limited digital infrastructure in remote regions and disparities in digital literacy levels among users. Such barriers hinder equitable access to services and threaten the sustainability of digital initiatives. To address these issues, the study recommends ongoing infrastructural development, comprehensive digital literacy training, and community engagement to ensure that benefits are distributed inclusively across different societal groups.The findings underscore that such digital innovations are not merely technological upgrades but catalysts for cultural and institutional transformation. They promote ethical, moderate, and participative values that align with Indonesia’s national development agendas. Overall, the Ceria application exemplifies how strategic digital transformation can revolutionize public service delivery, fostering efficiency, transparency, inclusiveness, and trust. Future research may benefit from mixed-method approaches to examine broader impacts on user satisfaction, infrastructure readiness, and long-term sustainability. This case study offers valuable insights for policymakers and practitioners seeking to implement similar innovations to promote modern, accountable, and inclusive governance within religious and administrative services.

Abstract

Peranan customer service sebagai wajah perusahaan menjadi sangat penting dalam usaha mendapatkan dan mempertahankan pelanggan. Diadakannya customer service mobile di PT Kereta Api Indonesia pada masa angkutan lebaran yaitu untuk memberikan pelayanan yang terbaik kepada pelanggan berupa segala bentuk informasi mengenai PT. Kereta Api Indonesia dan mendengarkan keluhannya serta memberikan mereka Solusi. Customer service mobile bertanggung jawab untuk memberikan informasi serta pelayanan kepada pelanggan sehubungan dengan berbagai informasi mengenai seputar perjalanan kereta api. Layanan customer service mobile juga membantu untuk memecah terjadinya antrian baik dalam proses check in tiket, kedatangan kereta, penggunaan trolly untuk barang bawaan, dan lain sebagainya. Metode yang digunakan adalah memberikan pendampingan secara intensif dan berkelanjutan kepada mahasiswa peserta magang kerja dalam rentang waktu pelaksanaan kegiatannya. Adapun hasil pembahasan penelitian ini peran petugas Customer Service Mobile KAI mampu melaksanakan tugasnya sebagai pemberi informasi yang dibutuhkan oleh pelanggan kereta api disaat masa angkutan lebaran maupun memperkenalkan produk-produk yang diberikan oleh PT KAI. Pengabdian kepada masyarakat yang dilakukan mencakup empat tahap utama, yaitu tingkah laku sopan, cara penyampaian informasi yang tepat sasaran, waktu penyampaian yang sesuai, dan keramahan. Peneliti melayani pelanggan kereta api dengan sikap sesuai SOP agar informasi yang diberikan memuaskan. Informasi atau tindakan ini diberikan sesuai kebutuhan pelanggan kereta api, seperti pemesanan ataupun pembatalan tiket kereta api, pemesanan e-porter. Penyampaian informasi disesuaikan dengan kondisi penumpang, apakah terburu-buru atau tidak. Dalam hal keramahan, petugas Customer Service Mobile selalu menerapkan prinsip 7S saat melayani pelanggan.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak kebijakan pendidikan gratis terhadap keluarga miskin dalam meningkatkan kualitas pendidikan di Kabupaten Malang. Kebijakan ini dirancang untuk menghilangkan hambatan ekonomi dalam akses pendidikan, terutama bagi masyarakat miskin, melalui program seperti Bantuan Operasional Sekolah (BOS) dan Kartu Indonesia Pintar (KIP). Penelitian ini juga mengevaluasi implementasi kebijakan yang dampaknya pada kualitas pendidikan, serta kendala yang dihadapi. Hasil penelitian menunjukkan bahwa kebijakan pendidikan gratis telah meningkatkan angka partisipasi sekolah, khususnya di jenjang pendidikan dasar dan menengah pertama. Banyak anak dari keluarga miskin yang sebelumnya putus sekolah kini dapat melanjutkan pendidikan mereka. Selain itu, kebijakan ini juga membantu menurunkan angka putus sekolah dan menciptakan lingkungan pembelajaran yang lebih inklusif. Namun, implementasi kebijakan ini masih menghadapi berbagai kendala, seperti keterbatasan anggaran, kesenjangan kualitas antara sekolah di daerah perkotaan dan pedesaan, serta kurangnya infrastruktur yang memadai. Kualitas pendidikan juga dipengaruhi oleh kekurangan guru kompeten, minimnya pelatihan bagi tenaga pendidik, serta kurangnya kesadaran masyarakat tentang pentingnya pendidikan. Untuk mengatasi tantangan ini, diperlukan peningkatan alokasi dana pendidikan, pembangunan infrastruktur, dan penguatan pelatihan guru. Kolaborasi antara pemerintah, masyarakat, dan sektor swasta juga menjadi kunci keberhasilan program ini. Kesimpulannya, meskipun pendidikan gratis telah membawa perubahan positif, upaya peningkatan kualitas dan pemerataan pendidikan perlu terus dilakukan untuk memastikan manfaatnya dapat dirasakan secara optimal oleh semua lapisan masyarakat.

Abstract

Studi ini bertujuan untuk menganalisis praktik akuntabilitas dan transparansi dalam penggunaan Dana Desa pada program penurunan stunting di Desa Balong Mojo, Kecamatan Benjeng, Kabupaten Gresik. Metode studi kasus dengan pendekatan kualitatif diterapkan untuk memahami secara mendalam dinamika pengelolaan dana desa, menggunakan teknik wawancara, observasi partisipatif, serta analisis dokumen. Temuan penelitian mengindikasikan bahwa dari segi prosedural, pemerintah desa telah melaksanakan proses perencanaan dan pelaksanaan program sesuai dengan regulasi, namun secara substansial masih terdapat kekurangan dalam transparansi informasi publik, partisipasi masyarakat, serta laporan berbasis kinerja. Perencanaan program biasanya bersifat elit dan tidak melibatkan banyak pihak, sedangkan pelaksanaan kegiatan kurang didasari oleh indikator pencapaian yang jelas. Pengawasan masyarakat juga masih terbatas karena minimnya akses informasi anggaran dan kurangnya kapasitas aktor lokal dalam melaksanakan kontrol sosial. Diskusi dengan sudut pandang administrasi publik mengungkapkan bahwa praktik di lapangan belum sepenuhnya sejalan dengan prinsip good governance, akuntabilitas berbasis kinerja, dan akuntabilitas horizontal. Faktor penghambat utama mencakup keterbatasan kapasitas lembaga, budaya paternalistik, dan kurang maksimalnya pemanfaatan teknologi informasi dalam sistem pelaporan desa. Studi ini menyarankan penguatan kapasitas pegawai desa, pengembangan sistem informasi digital yang inklusif, serta penciptaan forum pengawasan berbasis komunitas yang partisipatif. Penemuan ini memberikan sumbangan signifikan dalam pengembangan model pengelolaan dana desa yang transparan dan akuntabel untuk mendukung keberhasilan program prioritas nasional, terutama dalam percepatan penurunan stunting di tingkat lokal.

Abstract

BPJS Ketenagakerjaan through the Jamsostek Mobile (JMO) application presents digital service innovations to make it easier for participants to access social security programs, especially Old Age Security (JHT) claims. This study aims to analyze JMO services in improving access and quality of services at BPJS Ketenagakerjaan Karimunjawa Surabaya City by using descriptive qualitative methods through interviews, observations, and documentation. The results of the study show that JMO is able to speed up the claims process, increase efficiency, and expand access to information, although obstacles are still found in the form of system disruptions, login failures, document verification, and lack of optimal socialization. Meanwhile, direct service in the office has met quality standards through the provision of representative facilities, professional officers, and inclusive services. The application of the SERVQUAL dimension which includes tangibles, reliability, responsiveness, assurance, and empathy is evident in service practice. Thus, JMO has proven to be effective in supporting the improvement of the quality of BPJS Employment services, although technical improvements, strengthening data verification, and more intensive socialization are still needed so that digital services can be used optimally.

Abstract

This study highlights the importance of multi-stakeholder collaboration in fire prevention and extinguishing services to reduce fire risks in Gresik Regency, Indonesia. The increasing fire threats due to industrialization, dense settlements, and environmental factors require a holistic approach involving the government, private sector, community, NGOs, and academia. Social capital theory is used as the theoretical framework, emphasizing the importance of trust, networks, and reciprocity in facilitating cooperation among actors. Strong social capital enhances coordination, information sharing, and collective action, thus strengthening community resilience to fire risks. Despite technology and digital platforms offering opportunities for risk prediction and rapid response, challenges such as low digital literacy and infrastructure limitations remain obstacles. Regulations and legal frameworks, including Memorandums of Understanding (MoUs) and incentives, are also crucial to build trust among stakeholders. This study shows that the success of fire risk management in Gresik requires systemic collaboration from the entire social and environmental ecosystem. The development of integrated digital communication platforms and community education is key to strengthening early warning systems and response preparedness. Inclusive partnerships based on trust are essential to building a resilient community against fire risks in Gresik.
