Abstract

This study aims to analyze community participation and local government readiness in the management of Building Functionality Certificates (SLF) through the Building Management Information System (SIMBG), using a comparative multiple-case study approach in Batu City and Malang Regency.The research applies a qualitative method with data collected through in-depth interviews, focus group discussions (FGDs), observation, and documentation. A total of 11 informants were involved, consisting of representatives from local government agencies (DPUPR and DPMPTSP), as well as building owners/applicants and technical consultants to ensure balanced perspectives.The findings reveal that community participation has increased gradually due to digital service expansion and active socialization programs. However, participation remains constrained by limited public literacy, complex technical requirements, and system disruptions in SIMBG. Meanwhile, local government readiness is reflected in adaptive service strategies such as mobile services, technical assistance, and offline alternatives during system failures.The comparative analysis shows that Batu City emphasizes adaptive outreach strategies due to geographical challenges, while Malang Regency focuses on service stability and institutional efficiency. The study highlights that digital public services (SIMBG) simultaneously enhance access but also introduce new administrative challenges.This research contributes to the development of digital public service governance and participatory policy implementation, emphasizing the importance of collaboration between government, communities, and stakeholders in achieving safe and sustainable building management.

Abstract

This study aims to analyze the institutional capacity of a regional leadership administration bureau in implementing protocol policy and to identify the factors influencing such capacity. A qualitative case study approach was employed. Data were collected through in-depth interviews, observations, and document analysis involving ten informants representing internal administrative staff, related government agencies, local government officials, and regional leaders. Data were analyzed using the Five Core Capabilities framework, encompassing the capabilities to act and commit, deliver functions, build relationships and secure support, adapt and renew, and achieve coherence. The findings indicate that protocol policy implementation has generally supported the effective execution of leadership activities; however, institutional capacity has not yet been fully institutionalized. Key strengths include staff commitment, operational flexibility, collaborative networks, and adaptive responses to dynamic leadership agendas. Nevertheless, institutional weaknesses remain evident in the absence of detailed internal standard operating procedures, limited organizational learning mechanisms, and system coherence that relies heavily on informal communication and individual experience. These findings imply the need to strengthen internal protocol procedures, institutionalize continuous capacity development and documented post-activity evaluations, and establish formal inter-organizational coordination mechanisms to enhance sustainable institutional capacity.

Abstract

Modernization of land services is an important part of bureaucratic reform in improving the quality of public services that are faster, more transparent, and digital-based. This study aims to analyze the level of community interest and performance on the implementation of the seven priority services of the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN), determine the strategic position of services using Importance–Performance Analysis (IPA), and identify factors that affect community satisfaction through multiple linear regression. This study uses a quantitative approach with a survey method of 100 respondents selected using purposive sampling techniques. Data was collected through a Likert scale questionnaire and analyzed using descriptive analysis, Customer Satisfaction Index (CSI), IPA, and multiple linear regression. The results of the study showed that the average level of interest was 4.32 and the performance level was 3.89 in the good category. The CSI value of 77.80% shows that the community is in the satisfied category. The IPA analysis shows that transparency, speed of service, and professionalism of officers are in the quadrant of maintaining achievements, while the use of digital technology is the top priority for improvement. The regression results showed that the variables of transparency, speed, professionalism, and technology had a significant effect on public satisfaction with an R² value of 0.728. This study concludes that the implementation of ATR/BPN priority services has gone quite well, but it still needs improvements in digitalization and ease of procedures to achieve optimal services.

Abstract

This study aims to analyze the influence of service quality and investigator attitudes on public satisfaction, with public trust as an intervening variable in the Criminal Investigation Directorate of the Nunukan Police. The research method used a quantitative approach with an explanatory survey design. The study population consisted of 390 public complaint reports from 2024 to April 2025, with a sample of 197 respondents determined using the Slovin formula and proportional random sampling technique from six police stations. Data were collected using a Likert-scale questionnaire and analyzed using multiple linear regression, hypothesis testing (t-test and F-test), and the Variance Accounted For (VAF) mediation test. The results showed that service quality had a positive and significant effect on public trust and satisfaction. Service attitude did not have a significant effect on public trust, but a positive and significant effect on public satisfaction. Public trust had a negative and significant effect on public satisfaction. Furthermore, public trust did not mediate the effect of service quality on public satisfaction, but partially mediated the effect of service attitude on public satisfaction. The study's conclusions indicate that in the context of border areas, the quality of technical services is a key factor in building public satisfaction, while high levels of public trust can lead to excessive expectations, potentially lowering public satisfaction with police services.

Abstract

This study examines community participation in village development planning in Nusa Maju Village, Belitang III District, South Sumatra. Employing a qualitative descriptive approach, the research explores the extent of participation across four stages: planning, implementation, evaluation, and utilization. It also identifies key factors influencing engagement, such as socio-economic conditions, government policies, and cultural norms. The findings reveal high levels of participation during the planning and implementation stages, but limited involvement in evaluation and monitoring. The study emphasizes the importance of government transparency, inclusive decision- making, and community empowerment in fostering greater participation. It contributes to the broader understanding of participatory development and offers recommendations for enhancing community engagement in future village development initiatives.

Abstract

Background: Digital marketing entrepreneur education for Micro, Small, and Medium Enterprises (MSMEs) is essential to developing digital businesses. With technological advances and the internet, digital marketing offers various opportunities for MSMEs to expand their markets and increase sales. In this digital era, many MSMEs still need to utilize online sales or are constrained by limited resources ranging from human resources, budget, infrastructure, and understanding of MSMEs in digital marketing. Aims: This study describes and analyzes the importance of digital marketing entrepreneur education for MSMEs. Methods: The method used in this study is descriptive qualitative. Primary data was collected on MSME batik artisans, and secondary data was collected through websites, mass media, journals, books, and others. Data analysis uses interactive analysis by performing data reduction steps, data presentation, and drawing conclusions or verification Result: The research is expected to produce concrete steps that can be taken in education to improve MSME businesses, namely Introduction to Digital Technology, Utilization of Social Media, Search Engine Optimization (SEO) and Search Engine Marketing (SEM), E-commerce and Online Sales Platforms, Performance Analysis and Measurement, Customer Relationship Management (CRM), Continuous Learning and Adaptation and Mentoring and Mentoring. Conclusion: Education is a crucial tool to enhance digital entrepreneur skills and guide MSME business growth.

Abstract

This study aims to identify enabling conditions and develop strategies for strengthening public participation through the digitalization of building-permitting services using SIMBG/OSS-RBA. The study employed a qualitative research design with a literature review approach, analyzing peer-reviewed articles, regulations, government documents, and relevant institutional reports published between 2015 and 2025. Data were analyzed using the Miles and Huberman interactive model through data condensation, thematic display, comparison, and conclusion verification. The findings show that meaningful public participation depends on five interconnected dimensions: digital infrastructure and interoperability, public digital literacy, regulatory simplification, information transparency, and responsive e-participation mechanisms. Digitalization improves efficiency, traceability, transparency, and accountability, but technological availability alone does not ensure inclusive participation. The study concludes that SIMBG/OSS-RBA should be developed as an integrated governance instrument rather than merely an administrative platform. The implication is that local governments need to strengthen data integration, operator capacity, digital literacy, accessible information, complaint mechanisms, and participation indicators to create inclusive, transparent, responsive, and accountable building-permitting services.

Abstract

Background: The digitalization of public regulatory services does not automatically strengthen public trust, participation, or regulatory compliance. In Indonesia, the Building Management Information System (SIMBG) supports the Certificate of Occupancy (SLF) process, yet certification outcomes remain influenced by users’ service experiences, communication quality, institutional credibility, and broader administrative conditions. This study examines government branding as a substantive service-based mechanism rather than merely a symbolic communication strategy. Methods: An explanatory sequential mixed-methods design was employed. The quantitative phase involved 300 SIMBG users from Sidoarjo, Semarang, and Bandung selected through purposive sampling and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The qualitative phase used semi-structured interviews and document analysis to explain and contextualize the quantitative findings. Findings: Public participation showed the strongest positive relationship with SIMBG adoption (β = 0.766), followed by communication quality (β = 0.562). SIMBG adoption was also strongly associated with SLF ownership (β = 0.712). Qualitative findings indicated that procedural transparency, communication clarity, responsive assistance, and consistency between government messages and actual service delivery shaped perceptions of institutional credibility. Technical assessment costs, limited availability of qualified experts, document revisions, and other non-platform requirements remained important barriers to certification completion. Conclusion: Effective digital building certification depends not only on technological availability but also on credible government-user relationships and a supportive certification ecosystem. Government branding becomes substantively credible when messages of convenience, transparency, and professionalism are reinforced by actual service performance. Novelty/Originality: This study positions SIMBG as a digital service-based brand touchpoint linking participation, communication quality, platform adoption, SLF completion, and public value.
