Abstract

Service Standards are benchmarks used as guidelines for service delivery and as references for assessing service quality, representing the obligation and commitment of service providers to the community in delivering quality, fast, easy, affordable, and measurable services. This study aims to determine and analyze the implementation of public service standards in Penajam Sub-District, Penajam Paser Utara District. The research adopts a qualitative descriptive approach method. Data in this study consist of primary and secondary data, which were analyzed qualitatively, leading to drawn conclusions. Primary data were obtained through in-depth interviews with informants at the Penajam Sub-District Office, including the Sub-District Head, General Affairs Subsection Head, Section Heads, Sub-District Employees/Staff, and service users from the community. The findings of the research are as follows: 1) The overall implementation of public service standards in Penajam Sub-District is reasonably good and sufficiently satisfying to the community. However, there is still a need for improvement and enhancement in the quality of public service implementation; 2) The preparation, establishment, and implementation of Service Standards in Penajam Sub-District have adhered to the principles outlined in Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014, including simplicity, accountability, sustainability, and fairness. However, they have not yet fully incorporated participatory and transparent elements; 3) There are several types of services with detailed per-component service standards that have not been established in the Decree of the Penajam Sub-District Head, Penajam Paser Utara District Number: 060/129/Kec.PNJ-Umum/XI/2023 regarding the Establishment of Service Standards in Penajam Sub-District; 4) Subsequent socialization efforts related to the established Penajam Sub-District Service Standards have not been conducted, thus affecting the understanding of service officers regarding public service implementation; 5) Publication efforts concerning Penajam Sub-District Service Standards have not been undertaken through electronic or non-electronic media.

Abstract

This research aims to assess the impact of recruitment, training, motivation, and leadership style on employee performance. The employed research method is quantitative using a correlational approach. Through the analysis and collection of data derived from interviews, documents, and surveys. The research findings indicate a significant impact of the recruitment variable on employee performance, evidenced by a p-value of 0.000, which is less than 0.005. This indicates that variable X1 (Recruitment) exerts a positive and significant impact on variable Y (Employee Performance), as evidenced by the results of the second test using the Training variable. The findings from the third test indicate that the incentive variable x3 has a partial positive and significant effect on employee performance Y, with a p-value of 0.033, which is less than 0.005. The findings of testing the four variables concerning leadership style and employee performance indicate that 0.035 < 0.005, signifying a partial positive and significant influence of leadership style on employee performance. The simultaneous testing of variables—recruitment (x1), training (x2), motivation (x3), and leadership style (x4)—exerts a favorable and substantial impact on employee performance, as evidenced by a significance value of 0.000, which is less than 0.005. This research significantly contributes to employee performance, evidenced by a coefficient of determination of 0.915, or 91.5%. This indicates a general conclusion that recruitment, training, motivation, and leadership style influence employee performance at PT Surya Mas Ocean.

Abstract

(Nurmadhani Fitri Suyuthi and Sri Adrianti Muin). This study aims to determine the Application of Strategic Risk Management in Improving the Quality of Services of Ratu Aji Putri Botung Hospital Penajam Paser Utara. This research was conducted at Ratu Aji Putri Botung Hospital North Penajam Paser. Data collection was done through observation, interviews, and documentation. This research data was analyzed using qualitative descriptive analysis to answer the formulation of research problems. Descriptive data obtained from observations, interviews, and documentation research will be analyzed. The results of this study found and showed that the Implementation of Strategic Risk Management at Ratu Aji Putri Botung Hospital has been proven to improve the quality of health services by optimizing operational efficiency and improving patient safety. Through risk identification and mitigation, the hospital is able to reduce medical errors and resource shortages. Despite the positive impact, there is room for improvement, such as increased staff training, utilization of information technology, and active involvement of leadership in the risk management process. With these measures, the RSUD can continue to strengthen its risk monitoring and evaluation system to provide higher quality and sustainable healthcare services.

Abstract

This study aims to determine and analyze the School Operational Assistance Fund Management Strategy in Improving Quality and Achievement at SD Negeri 020 Penajam.This research was conducted at SD Negeri 020 Penajam. This type of research is descriptive research with a qualitative approach. The number of informants is 4 (four) people. Using data collection techniques in the form of interview guidelines, observation and documentation.Based on the results of research and data analysis in the previous chapter that the strategy of managing school operational funds in improving quality and achievement at SD Negeri 020 Penajam. Based on the SWOT analysis shows that the strengths possessed by SD Negeri 020 Penajam make SD Negeri 020 able to compete with other schools. This is because by optimizing the management of BOS funds to establish cooperation with educational institutions and the private sector, in addition to developing extracurricular programs that are interesting and relevant to students' interests, establishing cooperation with the surrounding community and the private sector to support financing and training.Keywords: Management strategy , BOS funds, quality and achievement

Abstract

Penelitian ini bertujuan untuk mengetahui dampak informasi, sumber daya manusia dan sosial budaya terhadap digitalisasi melalui infrastruktur teknologi pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten. Mamuju. Penelitian ini dilaksanakan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten. Mamuju. Pengumpulan data dilakukan melalui observasi dan kuesioner. Data dianalisis dengan menggunakan analisis deksriptif kuantitatif dengan metode analisis jalur.  Hasil Penelitian ini menemukan dan menunjukkan bahwa 1) informasi berpengaruh positif dan signifikan terhadap infrastruktur teknologi. 2) SDM tidak berpengaruh signifikan terhadap infrastruktur teknologi. 3) Sosial budaya tidak berpengaruh signifikan terhadap infrastruktur teknologi.4) Informasi berpengaruh positif dan signifikan terhadap digitalisasi. 5) SDM berpengaruh positif dan signifikan terhadap digitalisasi. 6) Sosial budaya berpengaruh positif dan signifikan terhadap digitalisasi. 7) Infrastruktur teknologi berpengaruh positif dan signifikan terhadap digitalisasi. 8) Informasi berpengaruh positif dan signifikan terhadap digitalisasi melalui infrastruktur teknologi. 9) SDM berpengaruh positif dan signifikan terhadap digitalisasi melalui infrastruktur teknologi. 10) Sosial budaya berpengaruh positif dan signifikan terhadap digitalisasi melalui infrastruktur teknologi..Kata Kunci: Informasi, SDM, Sosial Budaya, Digitalisasi, Infrastruktur Teknologi

Abstract

This research aims to measure the increase in the competency of teaching staff through school learning communities in North Penajam Paser Regency, East Kalimantan Province. This research was carried out at eight elementary schools in North Penajam Paser Regency, namely: SDN 009 Babulu, SDN 022 Babulu, SDN 023 Babulu, SD Muhammadiyah Babulu, SDN 003 Waru, SDN 006 Waru, SDN 009 Waru and SDN 011 Babulu. Data collection for this qualitative research was carried out using questionnaires from 8 school principals and 8 teachers as respondents. The results of the questionnaire that were returned and valid were 16 people. Data processing uses descriptive analysis from the results of observations and FGD in learning communities. What was discussed and the data obtained were supporting factors for increasing the competence of teaching staff and learning community activity strategies as a solution for increasing the competence of teaching staff. Qualitative data analysis is interview data selected and classified based on the interviewee's answers to interview questions in accordance with structural coding or guidelines that have been created by the researcher. The results of this research conclude that there are several supporting factors for increasing the competence of teaching staff and through learning community activity strategies as a solution to increasing the competence of teaching staff in elementary schools in North Penajam Paser Regency, East Kalimantan.

Abstract

This study aims to determine and analyze the influence of the work environment, leadership style through job satisfaction at the Regional Office of the Ministry of Religious Affairs of West Sulawesi Province. The research approach used in this study is a quantitative method with an explanatory approach. From the total population data, the Slovin formula is used to obtain a sample of 131 respondents. The analysis conducted is Outer Model Analysis consisting of Convergent Validity test, Discriminant Validity test, Composite Reliability test, Average Variance Extracted (AVE) value and Inner Model Analysis consisting of R Square test, Q Square, Direct and Indirect Influence Test and hypothesis test by looking at T and P Values. This analysis uses Partial Least Square (PLS) using SmarthPLS 3.0 software. Based on the analysis results, the Work Environment does not have a significant effect on Employee Performance (0.383 > 0.05), the Work Environment has a positive and significant effect on Job Satisfaction (0.000 < 0.05), Leadership Style has a positive and significant effect on Employee Performance (0.013 < 0.05), Leadership Style has a positive and significant effect on Job Satisfaction (0.000 < 0.05), Job Satisfaction has a positive but not significant effect on Employee Performance (0.019> 0.05), the Work Environment does not have a positive and not significant effect on Employee Performance if through job satisfaction (0.051> 0.05), Leadership Style has a positive and significant effect on Employee Performance if through Job Satisfaction (0.028 > 0.05).

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menganilisis gaya kepemimpinan transformasional di perumda Air Minum danum Taka, untuk mengetahui dan menganalisis peran gaya kepemimpinan transformasional pada perkembangan Perumda Air Minum Taka di Kabupaten Penajam Paser Utara Provinsi Kalimantan Timur. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan observasi dan wawancara mendalam terhadap 5 informan kunci yang berasal dari Perumda air minum danum taka kabupaten penajam paser utara. penelitian ini telah dilaksanakan pada bulan September sampai bulan Oktober 2023. Hasil penelitian menunjukkan pemimpin selalu memberikan dukungan, motivasi dan semangat dalam pekerjaan yang telah dibebankan kepada karyawan, gaya kepemimpinan transformasional sangat berperan penting dalam melakukan perubahan, memberikan kesempatan kepada karyawan untuk mengembangkan diri dengan mengikutkan pelatihan-pelatihan terkait peningkatan sumber daya manusia.

Abstract

Penelitian ini bertujuan untuk mengetahui Pelayanan Publik Pada Kantor Kelurahan Nenang Kabupaten Penajam Paser Utara. Penelitian ini dilaksanakan pada Kantor Kelurahan Nenang Kabupaten Penajam Paser Utara. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Data penelitian ini dianalisis menggunakan analisis deskriptif kualitatif untuk menjawab rumusan masalah penelitian. Data deskriptif yang diperoleh dari observasi, wawancara, dan penelitian dokumentasi akan dianalisis. Hasil Penelitian ini menemukan dan menunjukkan bahwa pelayanan publik di Kelurahan Nenang secara umum sudah berjalan dengan baik. Hal ini terlihat dari hasil penilaian terhadap indikator-indikator kualitas pelayanan publik. Namun, masih ada beberapa hal yang perlu ditingkatkan untuk meningkatkan kualitas pelayanan publik di Kelurahan Nenang, yaitu kualitas produk pelayanan, sarana dan prasarana, serta kompetensi petugas pemberi pelayanan.

Abstract

Tujuan penelitian secara umum adalah untuk mengetahui dan menganalisis kebijakan publik yang mengatur moda transportasi Speed dan Klotok di Penajam – Balikpapan, serta mendokumentasikan langkah-langkah konkret yang diambil oleh pemerintah daerah dalam upaya meningkatkan kualitas pelayanan transportasi laut di wilayah tersebut. Pada penelitian ini penulis menggunakan penelitian kualitatif lapangan (Field Research) dengan pendekatan deskriptif analitis. Hasil penelitian Analisis kebijakan moda transportasi Speed dan Klotok di Penajam– Balikpapan, berdasarkan Peraturan Bupati Penajam Paser Utara Nomor 31 Tahun 2017, menyoroti peran sentral Kepala Dinas Perhubungan dan koordinasi antar-seksi untuk keterpaduan kebijakan. Fokus utama mencakup evaluasi pelaksanaan tugas dan optimalisasi kinerja sektor-sektor terkait. Tantangan melibatkan regulasi, izin operasional, infrastruktur, keamanan, dan lingkungan, memerlukan koordinasi, penggunaan teknologi, dan perencanaan masa depan yang cermat. Pemantauan berkelanjutan diperlukan untuk memastikan inklusivitas dan keberlanjutan dampak sosial-ekonomi moda transportasi. Pemerintah daerah Kabupaten Penajam Paser Utara mengambil langkah-langkah strategis dengan merencanakan revitalisasi dermaga, mencakup desain fisik yang ditingkatkan, penataan lahan, dan akses efisien. Langkah-langkah ini, termasuk integrasi aspek keamanan dan keselamatan, sejalan dengan komitmen Dinas Perhubungan, dan melibatkan partisipasi masyarakat lokal serta perubahan tata ruang, mencerminkan kebijakan inklusif yang memperhatikan kebutuhan dan aspirasi lokal.
