Abstract

The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime.

Abstract

The direct cash assistance (BLT) program was implemented as a response to the increase in world fuel prices at that time, and the main aim of this program was to help poor people continue to meet their daily needs for welfare. The BLT program is a priority for the central government and regional governments by selecting potential recipients and distributing the Direct Cash Assistance program to regions selectively and objectively to avoid public dissatisfaction and causing injustice during the implementation process. This BLT program is expected to be able to improve the welfare of the poor in Indonesia, especially in North Morowali Regency. To find out how the BLT program policy was implemented in North Morowali Regency, researchers used Edward III's theory to look at aspects of communication, disposition, resources, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. Data collection methods are carried out through observation, direct interviews, and documentation. The informant selection technique uses a purposive technique. From field research, the BLT program has contributed to the economic lives of poor communities in North Morowali Regency, especially pregnant women and schoolchildren. Implementation of the Family Hope Program (BLT) policy in North Morowali district has not been effective. There are still shortcomings in several aspects. Among them is the resource aspect; the resource aspect in question is human resources. This is because there are still several field assistants (PKH assistants) in certain villages who do not have adequate qualifications, which has an impact on implementation. The second aspect is the bureaucratic structure. Which is related to standard operating procedures. Other aspects that have been implemented well are the communication aspect and the disposition aspect.

Abstract

This research is to determine the implementation of waste management policies in Morowali Regency. Waste Management Study in Bahodopi District. The type of research used is descriptive qualitative. Data types use primary data and secondary data. Data collection techniques are carried out through observation, interviews and documentation. The informant withdrawal technique purpose uses. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and drawing conclusions. The waste problem in Bahodopi District is basically the responsibility of all parties, including the community, companies and local government. The habit of people who like to throw rubbish out of place makes waste management in this area increasingly ineffective and difficult to overcome. This habit of throwing rubbish carelessly is caused by a lack of education and facilities at rubbish dumps and final disposal sites. In fact, the current increase in population in Bahodopi District will have an impact on the balance of the city, including waste production. The greater the population of an area, the more waste produced every day will also increase. Based on the results of research conducted, the Implementation of Waste Management Policy in Morowali Regency. The Waste Management Study in Bahodopi District is relatively ineffective, there are still many problems that need to be resolved so that waste handling can be more optimal, starting from the aspects of communication, socialization, resources and bureaucratic structure, all of which have different problems from one another, so government and community commitment to carry out waste management consistently.

Abstract

This research examines the Implementation of the Policy for Appointment and Dismissal of Village Officials at the Community and Village Empowerment Service of Pasangkayu Regency by studying the Appointment and Dismissal of Village Officials in Bulubonggu, Dapurang sub-District using George C. Edward III's policy implementation model which departs from the phenomenon of post-election appointment and dismissal of Village Apparatus. Village Heads simultaneously. The research method uses a qualitative descriptive approach and determines informants using purposive sampling. The research informants were the Head of Service and staff at the Postingkayu Regency Community and Village Empowerment Service Office, the Secretary of the Dapurang District Head, the Head of Bulubonggu Village, and the Chair of the BPD of Bulubonggu Village. Data collection uses observation, interviews and documentation. Data analysis uses Miles and Huberman's interactive model approach, namely data collection, data reduction, data presentation, and conclusion verification. The research results show that: (1) The Pasangkayu Regency Government has not carried out special outreach regarding policy material for the appointment and dismissal of village officials. (2) There is no budget specifically allocated to implement the policy on appointing and dismissing Village Officials. (3) There are no Standard Operating Procedures made in the form of Regent's Regulations which serve as a reference for implementers at the Village level. Based on the dimensions of policy implementation, the George C. Edward III model is an inseparable system, so if there are still things that are not fulfilled among these systems, it can be concluded that the implementation of the policy has not been effective.

Abstract

This study aims to determine the Implementation of the No Smoking Area Policy in Palu City. The type of research used is descriptive qualitative. The type of data used primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. The technique of withdrawing informants using purposive. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and conclusion drawing. More efforts are needed to optimize the implementation of the smoke-free area policy in Palu City, including conducting a lot of education-based socialization about the dangers of cigarette smoke for both active and passive smokers, as well as instilling more understanding to every agency related to the implementation of smoke-free areas, because being free from cigarette smoke and breathing clean air is a community right guaranteed by the government. The smoke-free area (KTR) policy in Palu City has not been fully responded to by all policy stakeholders in Palu City. As a result, the implementation of the smoke-free area policy has not been effective. Based on the results of the research conducted, it can be concluded that the implementation of the smoke-free area policy in Palu City is relatively ineffective, due to several things, namely cross-sectoral communication has never been carried out by policy implementers. The consistency of the implementers of the smoke-free area (KTR) policy is still low. Socialization to the community is very minimal. Lack of community compliance, as well as non-enforcement of sanctions and fines for people who deliberately violate the smoke-free area policy.

Abstract

This study aims to determine the process of implementing the child identity card (KIA) policy at the Palu City Population and Civil Registration Service. The regulations governing the issuance of child identity cards (KIA) are regulated in the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. The approach used in this study is qualitative with a descriptive approach. Qualitative research is a study that produces and manages descriptive data, such as interview and observation transcriptions. While descriptive is a research method used to examine the condition of natural objects, where researchers are key instruments, data collection techniques are carried out by triangulation (combination), data analysis is inductive, and qualitative research results emphasize meaning rather than generalization. The results of this study show that the implementation of the Child Identity Card (KIA) policy at the Palu City Population and Civil Registration Service has not gone as expected. From the two indicators put forward by Grindle (1980), namely policy content and policy context, there are several findings. In the policy content, there are several obstacles in the policy implementation process caused by several things such as the lack of benefits from the implementation of the child identity card policy felt by the Community and the child identity card which is not a priority for the Community to be made immediately. While in the policy context it shows that the cause of the child identity card policy not being implemented properly is because the strategy used is not supported by a sufficient budget and the Community's perception that the child identity card does not have any benefits that they can get.

Abstract

Inspektorat Kepolisian Daerah Sulawesi Tengah merupakan salah satu Satuan Kerja pada Kepolisian yang pada bagian tersebut ada Sub Bagian Perencanaan dan Administrasi yang mempunyai tugas dan tanggung jawab yaitu menyusun dokumen perencanaan dan anggaran, pemeliharaan perawatan dan administrasi personel, pengelolaan logistik dan pelayanan fungsi keuangan. Kinerja pada Sub Bagian Perencanaan dan Administrasi saat ini belum berjalan dengan baik. Kondisi tersebut ditinjau dari kualitas sumber daya manusia, aspek kuantitas, dapat dilihat permasalahan dari jumlah personel, pelaksanaan tugas dikarenakan adanya kekosongan jabatan penting pada Subbag tersebut. Analisis menggunakan teori Mangkunegara (2017:75) dengan metode penelitian deskriptif dengan pendekatan kualitatif dan 4 informan ditentukan secara purposive yaitu Plh. Inspektur Bidang (Irbid) 2 Pembinaan Itwasda Kepolisian Daearah Sulawesi Tengah, Auditor 1 Inspektur bidang operasional 1 Itwasda Kepolisian Daearah Sulawesi Tengah, Perwira Administrasi Subbadumasanwas 3 Itwasda Polda Sulteng, 1 (satu) orang personel Bintara Administrasi subbagrenmin Itwasda Kepolisian Daearah Sulawesi Tengah. Penetapan mereka sebagai informan didasarkan pada alasan bahwa mereka yang terlibat langsung dalam pelaksanaan. Sumber data meliputi data primer dan data sekunder. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini mengacu pada teknik analisis yang dikemukakan oleh Miles dan Huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Kinerja Organisasi Sub Bagian Perencanaan dan Administrasi pada Inspektorat Kepolisian Daerah Sulawesi Tengah menunjukkan hasil yang pada aspek tanggung jawab. Namun pada aspek kualitas pekerjaan, kuantitas pekerjaan dan pelaksanaan tugas masih belum optimal

Abstract

This study aims to determine the Implementation of policies to prevent the eradication of drugabuse and illicit trafficking in the Palu City National Narcotics Agency. The research method usedis Descriptive Qualitative, namely providing an overview of the phenomenon or focus of theproblem being researched which occurred at the research location according to existing facts. Thedata collection techniques used were observation, in-depth informant interviews anddocumentation to collect the required data in the form of primary and secondary data. Meanwhile,there were 5 informants in this research, namely 4 from the Palu City National Narcotics Agency(BNN) and 1 drug user in Palu City. The theory used in this study is George C. Edward III's theorywhere there are four indicators used in the Implementation stages of the Prevention Policy forEradicating Narcotics Abuse and Illicit Trafficking in the Palu City National Narcotics Agency.The four indicators are Communication, Resources, Disposition and Bureaucratic Structure.Based on the results of the study, it shows that the Implementation of the policy for preventing theeradication of drug abuse and illicit trafficking in the Palu City National Narcotics Agency hasgone well on several indicators, namely Communication, Disposition and Bureaucratic Structure.Meanwhile, the Resource indicator has not gone well. This can be seen from the insufficient staffat the Palu City National Narcotics Agency (BNN), as well as the inadequate facilities andinfrastructure at the Palu City National Narcotics Agency (BNN) office. All forms of theseproblems need repair and overhaul so that they run well in the future.

Abstract

This study aims to determine the effectiveness of village-owned enterprises in Poly Village, South Tinombo District, Parigi Moutong Regency. This study uses Duncan's theory cited by Richard M Steers (1985: 53) which includes aspects of achieving integration and adaptation goals. This study uses a qualitative approach with descriptive type. Data collection techniques using observation, interviews and documentation. Based on the results of research on the effectiveness of village-owned enterprises in the village of Poly, shows that the management of village-owned enterprises have not been running effectively and optimally. The lack of optimal management can be seen in the aspect of achieving goals, integration and adaptation shows that the programs and business units run by BUMDes have not been evenly felt by the people of Poly village, this is because there is still a lack of budget in the management of BUMDes so that it affects the purpose of BUMDes in adding business units. Integration aspects, at the socialization stage the formation of village business units has indeed been carried out but has not run optimally due to lack of community participation in the socialization process, so that some people do not know about BUMDes and what programs are being run. Adaptation aspect that the implementation of the BUMDes program in Poly Village is in accordance with the potential of the village, the majority of the population are farmers but have not fully utilized the potential of the existing village. Business units such as tunnel rentals, tractors, rice fertilizers, and rice pawns greatly help the community overcome difficulties in meeting their work needs at a more affordable cost. However, there are obstacles in the management and implementation of the program due to lack of knowledge and skills of BUMDes administrators and the community about the importance of BUMDes effectiveness for community welfare and village progress.
