Abstract

This research is to find out how community participatory planning works in development in Lembah Sumara Village, Soyo Jaya District, North Morowali Regency. The type of research used is descriptive qualitative. Data types use primary data and secondary data. Data collection techniques are carried out through observation, interviews, and documentation. The informant withdrawal technique uses purpose. The data analysis used is the Miles, Huberman, and Saldana model, namely data reduction, data presentation and drawing conclusions. Based on the results of the research conducted, community participatory planning in development in Lembah Sumara Village, Soyo Jaya District, North Morowali Regency still has many problems. When viewed from the planning stages, the dominant ones who appear active during village fund management deliberations are village officials, members of village consultative bodies and community figures who are considered influential. Meanwhile, most of the community does not play an active role at the planning stage because they do not receive invitations during deliberations, so that when decisions are made, they do not represent the aspirations of the community in general. Likewise, public awareness of the development implementation stages is still very low. Indications of this can be seen in the implementation of village fund management policies for development, starting from the planning process to implementing activities which are almost entirely carried out by the village government.

Abstract

Tujuan penelitian ini adalah untuk memberikan gambaran bagaimana Implementasi Kebijakan Penertiban Pedagang Kreatif Lapangan Di Kota Palu khususnya di Kelurahan Besusu Barat. Dasar penelitian ini adalah kualitatif dengan tipe penelitian deskriptif. Sumber data yang digunakan yaitu data primer dan data sekunder. Informan yang dilibatkan dalam penelitian ini berjumlah 6 orang dengan penentuan informan menggunakan teknik purposive. Teknik pengumpulan data yang digunakan meliputi observasi, wawancara dan dokumentasi, dengan metode analisis data melalui pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian ini menyimpulkan implementasian Kebijakan Penertiban Pedagang Kreatif Lapangan di Kota Palu khususnya di Kelurahan Besusu Barat belum berjalan dengan maksimal, seperti indikator komunikasi dan sumber daya belum berjalan sebagaimana mestinya, karena sosialisasi belum berjalan sesuai dengan harapan, dimana masih belum terjalin komunikasi yang baik antara Satuan Polisi Pamong Praja, Lurah dengan tujuan kebijakan, berupa sosialisasi secara rutin dan informasi yang diberikan. Serta kendala dari aspek sumber daya fasilitas, yang ada pada indikator sumber daya dapat disimpulkan cukup, dimana jumlah volume petugas Satuan Polisi Pamong Praja berbanding terbalik dengan sarana yang dimiliki. Dua indikator lainnya sudah berjalan sesuai dengan harapan untuk aspek disposisi sikap yang dilakukan Satuan Polisi Pamong Praja sudah sesuai dengan langkah yang akan dilakukan dan indikator struktur birokrasi yang memiliki dua aspek baik Standar Operasional Prosedur maupun pembagian kewenangan telah dilaksanakan dengan baik.

Abstract

The objective of this research is to analyze the process and management involved in the implementation of Development Planning Deliberations in Petasia Sub-District. The research methodology used is a qualitative approach employing participatory observation techniques and in-depth interviews with selected informants directly involved in the Development Planning Deliberations in the area. Key informants include community leaders, local government representatives, community members, and other stakeholders involved in the deliberation process. The collected data will be analyzed using qualitative analysis techniques, including content analysis and data triangulation, to obtain a comprehensive understanding of the process and management of Development Planning Deliberations in Petasia Sub-District. The expected outcomes of the research aim to depict the dynamics, challenges, and decision-making processes within the Development Planning Deliberations. The conclusion of this study will outline key aspects influencing the effectiveness of deliberation implementation, along with recommendations for improving management and the development planning process in the future. The conclusion emphasizes the importance of efficiency, transparency, and active participation in Development Planning Deliberations in Petasia Sub-District, North Morowali Regency. Recommendations are provided to enhance management and the planning process for a more positive impact on the local community.

Abstract

This study aims to determine the implementation of Juvenile Criminal Justice System Policy in the Jurisdiction of the North Morowali Police Department. This study uses qualitative data collection methods. The research location is at the North Morowali Police Department Office. The theory used in this study is the theory put forward by George C. Edward III. Nine informants participated in this study. Data were obtained from observations, interviews, and documentation. The data analysis methods include data collection, data condensation, data presentation, and conclusion drawing/verification. The results of the study on the Implementation of the Juvenile Criminal Justice System Policy in the North Morowali Police jurisdiction indicate that its implementation has not been optimal. The four main aspects of policy implementation communication, resources, disposition, and bureaucratic structure show varying results. The communication aspect is considered quite good, as coordination between law enforcement officers and related agencies in handling juvenile cases has begun to be established, although there are still obstacles in the delivery of information and understanding of the policy at the implementing level. The resource aspect is considered less good, due to the still limited number and competence of officers with specific understanding of the juvenile criminal justice system, as well as the lack of supporting facilities and infrastructure such as special rooms for examining children or psychological assistance. The disposition aspect is also not good, as evidenced by the still weak commitment, attitude, and integrity of some officers in prioritizing the principles of restorative justice over a repressive approach. Meanwhile, the bureaucratic structure aspect is considered quite good, because there are already mechanisms and SOPs for handling juveniles that are clearly regulated, but still requires improvement in cross-agency coordination and consistency of implementation in the field.

Abstract

The purpose of this study is to understand and analyze the implementation of the Village Fund policy in Sigi Regency, Central Sulawesi Province. The research method employed is purposive sampling, which involves selecting nine respondents, comprising three government officials and six village representatives. The sample area consisted of three villages, which served as research locations. The research instruments included interview guidelines, data collection through observation, in-depth interviews, and documentation. The analysis technique used is qualitative descriptive. The results of this study indicate that the real conditions in the field suggest that the implementation of the Village Fund in Sigi Regency, based on the three villages that received the funds, is more focused on village infrastructure programs rather than community empowerment programs. Human resources are minimal and lack experience in managing village funds. The role of the Village Representative Body (BPD), which is the government’s partner, is underutilized. In conclusion, the implementation of the Village Fund policy in Sigi Regency is effective in terms of the interests affected, the degree of desired change, decision-making locations, and the type of benefits.
