Abstract

This study aims to analyze the management of SERVQUAL service strategies in Umrah worship for physically disabled pilgrims at PT. Harum Bina Wisata, Indramayu. To ensure that physically disabled pilgrims can perform Umrah worship smoothly and solemnly, PT. Harum Bina Wisata has developed a special strategy that focuses on meeting the needs of pilgrims with physical disabilities. The methodology used in this study is descriptive qualitative, which is based on field analysis. Data were collected through direct observation, interviews with (managers, staff of PT. Harum Bina Wisata, and physically disabled pilgrims), and documentation which was then analyzed thematically to evaluate the effectiveness of the implementation of the five dimensions of SERVQUAL: tangible, reliability, responsiveness, assurance, and empathy. The results of the study indicate that the main strength of the bureau lies in its experience and deep understanding of the needs of physically disabled pilgrims. The tangible dimension is reflected in disability-friendly facilities, such as wheelchairs, hotel accessibility, and safe and comfortable transportation. The reliability and assurance dimensions are seen in the consistency of service and the ability of staff to ensure the safety and comfort of pilgrims during the trip. Responsiveness is demonstrated through the bureau's ability to respond to sudden needs, while empathy is seen in a personal approach that fosters a sense of appreciation among pilgrims. Although the results show quite high satisfaction, a significant challenge faced is the limited number of workers with special skills in serving pilgrims with physical disabilities. Therefore, it is recommended to develop special training for staff, improve the quality and quantity of facilities, and collaborate with disability organizations to improve the quality of service. This study is expected to provide a significant contribution in creating a more inclusive and quality Umrah service for pilgrims with physical disabilities at PT. Harum Bina Wisata.

Abstract

Elderly pilgrims who have high risk are a special concern for the government. This study aims to determine the implementation of employee integrity, the managerial system for determining istithaah, and factors that affect decision-making. The research method used is qualitative with a descriptive approach, data collection through interviews. The subject of the study involves health center employees in 2024. The results of the study show that the implementation of employee integrity refers to the standards from the Ministry of Health and the decree of the Minister of Health (KMK), in the istithaah management system starting from socialization planning then the first stage of examination then the stage of entering data into Siskohatkes, the factor that affects the decision-making of the feasibility of istithaah is the suitability of medical data. In 2018 there were pilgrims who routinely died, and were sent to the holy land, causing concern for the hajj officers and the pilgrims concerned to be sent home first not according to the group. In 2024, employees of the Tambakaji Health Center will be declared to have sufficient integrity.

Abstract

The challenges of da'wah in the contemporary era have significant complexity. The diversity that occurs in society requires inclusive preaching to be a challenge in itself. with  technological developments and ethical moral problems today's. demands that da'wah to be carried out adaptively but still maintain the basic principles of Islamic values. In this context, in-depth research regarding the theme of the challenges of da'wah needs to be carried out. one of them is through reading Hamka's interpretation of Al-Azhar. This interpretation is important because it provides a holistic and contextual view of Islamic teachings. Hamka's straightforward interpretation character, with the character of adaby ijtima'i and a deep touch of Sufism, allows the values in it to be used to face the challenges of da'wah with a solid scientific and spiritual foundation. The research method used is a thematic interpretation study with a focus on the themes of da'wah which have been grouped by Hamka. This research reveals that Hamka's thoughts in the interpretation of Al-Azhar are still very relevant as a provision and ideological basis as well as a practical reference in facing the challenges of da'wah that occur today. regarding technological challenges, no specific discussion was found, However, principle values were found that can still be contextualized according to current challenging conditions.

Abstract

Interpersonal communication between parents and children is essential in the digital era. The role of parents and effectiveness in building communication must be implemented well. With its unique focus on Islamic values, this study aims to explore key elements in such communication. The research method used is library research with a qualitative research model on verses related to the story of Luqman in the Al-Qur’an, highlighting the interpretation of Buya Hamka in Tafsir Al-Azhar. The research results show firstly, in surah Luqman verses 16-19, it explains the amount of good that is done, the obligation to perform prayers, the obligation to amar ma’ruf against evil, the recommendation to be patient when experiencing misfortune, as well as morals and manners in interacting with fellow humans, such as not turning away, human face. Secondly, the interpersonal communication patterns of parents and children are contained in surah Luqman verses 16-19: equality and openness, empathy and positive behavior. This pattern can be demonstrated by various kinds of behavior and attitudes, including choosing the proper diction, making the child a speaking partner of the same age, and not looking away and not shouting at the child. With its unique Islamic perspective, the implication is that this study significantly enriches the treasures of interpersonal communication.*****Komunikasi interpersonal orang tua dan anak menjadi kajian penting di era digital. Peran orang tua dan efektivitas dalam membangun komunikasi perlu diterapkan dengan baik. Studi ini bertujuan untuk mengeksplorasi elemen-elemen kunci dalam komunikasi tersebut, menyoroti nilai-nilai Islami yang dapat diterapkan dalam konteks hubungan keluarga. Metode penelitian yang digunakan adalah library research dengan model penelitian kualitatif terhadap ayat-ayat yang terkait dengan kisah Luqman dalam Al-Qur’an, dengan menyorot penafsiran Buya Hamka dalam Tafsir Al-Azhar. Hasil penelitian menunjukkan pertama, bahwa Surah Luqman ayat 16-19 menerangkan tentang sebesar apapun kebaikan yang dikerjakan, kewajiban mendirikan shalat, kewajiban amar ma’ruf nahi munkar, anjuran bersabar ketika mendapat musibah, serta akhlak dan sopan santun dalam berinteraksi pada sesama manusia, seperti tidak memalingkan wajah dari manusia. Kedua, pola komunikasi interpersonal orang tua dan anak yang terdapat dalam Surah Luqman ayat 16-19, yaitu: kesetaraan dan keterbukaan, empati, dan perilaku positif. Pola tersebut dapat ditunjukkan dengan berbagai macam perilaku dan sikap, antara lain: pemilihan diksi yang tepat, menjadikan anak sebagai patner bicara yang seusia, dan tidak memalingkan wajah serta tidak berteriak kepada anak. Implikasinya, studi ini dapat memperkaya khazanah komunikasi interpersonal menurut perspektif keislaman.

Abstract

The implementation of the murur scheme in Muzdalifah emerged as a strategic response of the Indonesian Ministry of Religious Affairs to the extreme crowding observed during the 2023 Hajj season. The scheme allows eligible pilgrims to pass through Muzdalifah without staying overnight after completing wukuf in Arafah, proceeding directly to Mina. Priority is given to elderly pilgrims, individuals with high medical risk, persons with disabilities, those with obesity, wheelchair users, and officially assigned companions. This study aims to examine the operational management of the murur scheme, analyze its policy implementation using the Van Meter and Van Horn framework, and evaluate the effectiveness of its execution. A qualitative research design was employed, utilizing observation, interviews, and document analysis. The findings indicate that the operational management of the murur scheme was sufficiently effective during its inaugural implementation. The Decree of the Director General of Hajj and Umrah Affairs No. 137/2025 further outlines detailed procedures for the 2025 Hajj cycle, covering the Arafah, Muzdalifah, and Mina phases. The study contributes to strengthening operational efficiency, enhancing pilgrim safety, and supporting continuous policy refinement within large-scale Hajj management systems.  Keywords: Murur Scheme; Operational Management; Hajj Performance; Policy Implementation; Van Meter–Van Horn Model
