Abstract

Development in the trade sector is an effort or strategic step in development in the border area, one of which is fulfilling the basic needs of the border community in Nunukan Regency, North Kalimantan Province. This study aims to analyze the effectiveness of fulfilling the basic needs of the border community in Nunukan Regency, North Kalimantan Province. This study uses a qualitative approach with data collection methods, namely observation, interviews, and documentation. Data sources consist of primary and secondary data. The data analysis technique used is an interactive analysis model. The informants in this study are parties who are authorized and directly involved in meeting the basic needs of the border area in Nunukan Regency, North Kalimantan Province. The results of the study indicate that the effectiveness in fulfilling the basic needs of border communities in Nunukan Regency, North Kalimantan Province is not yet effective enough. This is because in fulfilling basic needs in the border area, there is no set target. There are no regulations in this case, regional regulations and their derivatives that regulate the fulfillment of basic needs, especially the Transportation Cost Subsidy (SOA). The basis of the Transportation Cost Subsidy (SOA) policy has not been stated in regional regulations and has not been stated in the Governor's regulation. With the limited resources owned by the local government, it cannot accommodate all border area routes in Nunukan Regency, North Kalimantan Province, so the local government chooses and prioritizes the route or route of the Goods Subsidy Program (SOA) in sub-districts that have more demand and needs and are most in need.

Abstract

The legislative function of the Regional People's Representative Council (DPRD) can be seen in how regional legal products are formed. This study aims to analyze the personality traits of the DPRD of North Kalimantan Province for the 2019-2024 period in the formation of regional legal products. This study uses a qualitative research method. Data collection methods include observation, interviews, and documentation. Data sources consist of primary and secondary data. The data analysis technique used is an interactive analysis model. Meanwhile, the informants in this study are the authorized parties and those directly involved in forming regional legal products in the North Kalimantan DPRD for the 2019-2024 period. The results of the study show that the personality traits of the Regional People's Representative Council (DPRD) of North Kalimantan Province in the formation of regional legal products have not been effective. This is because the DPRD of North Kalimantan Province for the 2019-2024 Period has not shown facilitative leadership, DPRD initiatives are still lacking, the attitude of DPRD members sometimes ignores the agreed schedule and their knowledge, level of education and capacity are still limited in the formation of regional legal products.

Abstract

This study is intended to determine how the implementation of Managing Goals in the Implementation of Corporate Social and Environmental Responsibility Programs in North Kalimantan Province. By that contained in the Regulation of the Governor of North Kalimantan Province Number 11 of 2023. The data is then compiled in a qualitative study. Based on the results of the study, the research findings show that there are differences in the objectives of the three main elements of this TJSLP program. Starting from companies that see this program not purely as a development program but also as a fulfillment of obligations and the government and society view this program as a whole as sustainable development of the social environment of the North Kalimantan community. As well as the differences in the roles carried out by each stakeholder element in implementing the TJSLP program in North Kalimantan Province.

Abstract

Poverty is a problem that is generally faced in almost all developing countries, especially densely populated countries like Indonesia. The problem of poverty is considered one of the factors that can hinder the growth of a nation, including Indonesia. One form of poverty in people's lives is through its political aspect, which is shown by the absence of organizations capable of fighting for the interests of the poor. This research aims to analyze outcomes and accountability in cross-sector collaboration in implementing poverty reduction policies in North Kalimantan Province. This research uses a descriptive qualitative approach with data collection methods, namely observation, in-depth interviews, and documentation. The informants in this research are the authorities and are directly involved in cross-sector collaboration on the implementation of poverty reduction policies in North Kalimantan Province. The research results show that there are positive results in the form of increased welfare, education, and access to basic services for the community. Although formal performance assessments at the level of cross-sector coordination have not been carried out, accountability is still maintained through transparent and procedural processes in aid management. This reflects the principle of effective and accountable collaboration in achieving the common goal of reducing poverty.

Abstract

Local Original Income plays an important role in regional finances which is a benchmark in the implementation of real regional autonomy. In the governance of increasing local original income, local governments are required to produce innovation in governance. This study aims to analyze the implementation of innovation in the governance of increasing local original income in Makassar City. This study uses a descriptive qualitative approach with data collection methods, namely observation, in-depth interviews and documentation. The informants in this study are the authorized parties and are directly involved in the governance of increasing local original income in the Makassar city government. The results of the study indicate that the implementation of innovation in the governance of increasing local original income in Makassar City has not been implemented optimally. This is because there is no agreement in working hours between the Regional Revenue Agency and its partners, namely PT. Pos Indonesia in terms of the conformity of reporting land and building tax payment data. In addition, the rules or regulations that often change so that it takes time to determine regional regulations related to regional taxes and levies.

Abstract

Investment management is an effort to save and place funds in a certain period in order to gain profit and increase investment value. This study aims to analyze the effectiveness of investment management in Makassar City. This study uses a qualitative research approach with data collection methods, namely observation, in-depth interviews and documentation. The informants in this study are parties who are authorized and directly involved in investment management in Makassar City. Data sources consist of primary and secondary data. While the data analysis technique used is an interactive analysis model. The results of the study show that the effectiveness of investment management in Makassar City can be said to be quite good. This is evidenced by the increase in investment in Makassar City so that investment targets can be achieved. DPMPTSP as the leading sector also involves and integrates with cross-sectoral government and non-government in an effort to increase investment and optimize digitalization, technology and information in investment services in Makassar City.

Abstract

This study aims to analyze the collaboration process and inhibiting and supporting factors in collaborative innovation in the proactive recruitment program for prospective members of the Indonesian National Police. The research design used is qualitative with a case study strategy. This research was conducted at 3 Regional Police (POLDA), namely the South Sulawesi Police, North Kalimantan Police, and Papua Police. Determination of research informants using purposive sampling. Data collection includes observation, in-depth interviews, and document reviews. Data analysis techniques use interactive data analysis. Validity and reliability use triangulation, combining various data sources, methods, or theories to verify and strengthen research findings. The results of the research on the process in the Proactive Recruitment Program involve complex collaboration between internal and external stakeholders, with major challenges such as limited access to information in remote areas, lack of coordination, and administrative barriers. The driving factors include competent human resources, good cooperation, and technology, while the obstacles are problems with coordination, infrastructure, data incompatibility, and social and cultural challenges.

Abstract

This study is intended to determine the implementation of efficiency in public-private partnerships in the management of Steam Power Plant PT. Bosowa Energi. Efficiency is a comparison between output and input that describes a company's ability to run operations without wasting resources excessively. The sources in this study are all stakeholders related to Efficiency in Public Private Partnerships in the Management of Steam Power Plant PT. Bosowa Energy. Especially stakeholders involved in the Management of Steam Power Plants in Jeneponto Regency. In this study, the researcher used qualitative​ research to collect related data on The Efficiency of Public Private Partnership in the Management of Steam Power Plant PT. Bosowa Energy in Jeneponto Regency. In this case, PT Bosowa Energy has succeeded in achieving efficiency through the use of the latest technology and maintenance management carried out together with related vendors, such as PT D&C and PT Nalco, which also play a role in maintaining optimal operations. The results of this study indicate that there are obstacles to achieving this efficiency, namely the limited supply of high-carbon coal. Calories which is the main fuel of the Jeneponto PLTU. The supply of this type of coal is increasingly limited because many coal companies prefer to export the coal abroad at a more profitable price. This follows the theory of Hodge & Greve (2007) regarding the challenges in public-private partnerships, where dependence on scarce resources can cause obstacles in achieving efficiency.
