Abstract

RESUME: Tulisan ini bertujuan mengidentifikasi secara mendalam tentang kecenderungan adanya kekuatan struktur yang mengkonstruksi tindakan sosial-budaya para nelayan, yang menyebabkan mereka terperangkap dalam berbagai kekurangan yang dimiliki, serta mengungkap realitas sosial-budaya tentang perangkap kemiskinan terhadap para nelayan. Metode yang digunakan adalah fenomenologi, karena metode ini dipandang sangat sesuai untuk menelusuri dan mengidentifikasi secara mendalam tentang pemaknaan wujud tindakan sosial bagi kelompok-kelompok nelayan Pa’rengge di Sulawesi Selatan. Hasil temuan awal penelitian ini menunjukkan bahwa prasyarat fungsional AGIL (Adaptation, Goal attainment, Integration, and Latency) dari Talcott Parsons telah membuka ruang kapasitas bagi munculnya elemen-elemen baru yang dapat diintegrasikan kedalam sistem sosial kenelayanan sebagai tempat berlangsungnya strukturasi patron-klien. Meskipun AGIL telah membuka ruang kapasitas dalam sistem sosial kenelayanan, namun tidak dapat mengintegrasikan elemen-elemen baru kedalam struktur relasi patron-klien. Dengan adanya kekuatan strukturasi yang telah mengarahkan, membentuk, dan membatasi tindakan aktor dalam relasi patron-klien, maka tidak memungkinkan bagi aktor “sawi” (masyarakat nelayan) untuk dapat memanfaatkan elemen-elemen baru pada ruang kapasitas yang disajikan oleh AGIL, sehingga perangkap kemiskinan dalam relasi patron-klien tetap berlangsung.KATA KUNCI: Kapasitas struktur, peningkatan kesejahteraan, masyarakat nelayan, hubungan patron-klien, adaptasi, pencapaian tujuan, integrasi, dan latensi. ABSTRACT: “Utilization of Structural Capacity Space as Strategy to Improvement the Coastal Fishermens Welfare in Takalar, South Sulawesi”. This paper aims to identify deeply on the tendency of structure force to construct the socio-cultural action of fishermen, which causes them to be trapped in a range of their disadvantages, as well as to reveal the socio-cultural realities about the poverty trap of fishermen. The method used is phenomenology, because it is considered very appropriate method to explore and identify deeply about the meaning of social action form for the fishermen groups of Parengge in South Sulawesi. The results of the preliminary findings of this study indicate that the functional prerequisites on AGIL (Adaptation, Goal attainment, Integration, and Latency) of Talcott Parsons has opened up the capacity space for the emergence of new elements that can be integrated into the fishingship social system as a venue for the structuration of patron-client. Although AGIL has opened up the capacity space in a fishingship social system, but cannot integrate new elements into the structure of patron-client relations. Abstract

Tujuan penelitian ini adalah untuk mengetahui (1) intervensi gubernur dalam pembahasan program di DPRD Provinsi Gorontalo, dan (2) siapa aktor atau relasi politik yang selalu menopang atau memuluskan program gubernur. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan etnografi. Informan penelitian ini adalah semua anggota legislatif Provinsi Gorontalo. Teknik pengumpulan data menggunakan wawancara mendalam, observasi terlibat, dan studi dokumentasi. Teknik analisis data menggunakan teknik tiga langkah yaitu reduksi, kategorisasi, dan penarikan kesimpulan. Hasil penelitian ini adalah (1) intervensi gubernur dalam pembahasan program di DPRD Provinsi Gorontalo adalah Gubernur mempraktik politik yang berasaskan sinergisitas, kemitraan, kebersamaan/ konsolidasi, kekeluargaan, partisipatif, demokratis, harmonisasi, dengan mengedepankan berbagai prinsip yaitu otonomi nyata, tanggung jawab, otonomi daerah seluas-luasnya, dinamis, kesatuan, penyebaran, keserasian, demokrasi, dan pemberdayaan dengan menggunakan regulasi formal mulai dari Undang-Undang Dasar 1945 hasil amandemen hingga Undang-Undang tentang Pemerintahan Daerah. (2) Aktor atau relasi politik yang selalu menopang atau memuluskan program gubernur adalah partai koalisi dan Organisasi Perangkat Daerah (OPD). Kesimpulan penelitian adalah dalam pembahasan program pembangunan di DPRD Provinsi Gorontalo gubernur mempraktekkan politik berdasarkan azas sinergitas dan kebersamaan dengan memperhitungkan partai koalisi dan OPD. The aims of this study were to find out (1) the governor's intervention in program discussions at the Gorontalo Provincial DPRD, and (2) which actors or political relations have always supported or smoothed the governor's programs. The method used in this study is a qualitative method with an ethnographic approach. The informants of this research are all members of the Gorontalo Province legislature. Data collection techniques using in-depth interviews, involved observation, and documentation studies. The data analysis technique uses a three-step technique, namely reduction, categorization, and drawing conclusions. The results of this study are (1) the governor's intervention in program discussions at the Gorontalo Provincial DPRD is the governor practicing politics based on synergy, partnership, togetherness/consolidation, kinship, participatory, democratic, harmonization, by prioritizing various principles namely real autonomy, responsibility, autonomy area as wide as possible, dynamic, unity, distribution, harmony, democracy, and empowerment by using formal regulations starting from the 1945 Constitution as a result of amendments to the Law on Regional Government. (2) Political actors or relations that always support or smooth the governor's program are coalition parties and Regional Apparatus Organizations (OPD). The conclusion of the research is that in discussing development programs in the Gorontalo Provincial DPRD the governor practices politics based on the principles of synergy and togetherness by taking into account coalition parties and OPD.

Abstract

The multi-actor interaction process in government activities, involving both governmental and non-governmental elements, inevitably involves differences in perception among actors to achieve a common agreement. This interaction is crucial in conflict prevention processes involving various cross-sector government elements. The potential for conflict within society necessitates the early role of intelligence in identifying potential conflicts. Thus, the government has established the Regional Intelligence Community Forum (Kominda) at both provincial and regency/city levels, including in Central Java Province. This study aims to analyze the perception patterns of the Regional Intelligence Community Forum (Kominda) in preventing potential conflicts in Central Java Province. This study employs a qualitative research method. Data collection methods include observation, in-depth interviews, focus group discussions (FGD), and document studies. Data sources consist of primary and secondary data. Data analysis utilizes an interactive data analysis method. Informants in this study are actors directly involved in the interaction processes of the Regional Intelligence Community Forum (Kominda) in preventing potential conflicts in Central Java Province. The study results indicate that differences in opinion within the Regional Intelligence Community Forum are infrequent due to the forum's nature of information sharing and coordination. Institutional actors in the forum share the same working principles and goals and have established emotional relationships, reducing sectoral ego. Each issue discussed in the forum consistently finds common ground and solutions through coordination. Therefore, it is necessary to enhance relationships and trust among actors involved in the Regional Intelligence Community Forum (Kominda) and to increase the intensity of both formal and incidental coordination and communication to maximize intelligence findings, making conflict prevention efforts in Central Java Province more effective.

Abstract

Memecahkan masalah kemiskinan pada masyarakat nelayan bukanlah pekerjaan yang sangat mudah, karena masyarakat nelayan memiliki masalah yang multidemensi. Akan tetapi, usaha perikanan tangkap yang dilakukan oleh masyarakat sangat memungkinkan melibatkan kalangan gender, khususnya istri klien untuk turut serta sebagai mitra dalam proses produksi dan distribusi hasil-hasil laut untuk meningkatkan pendapatan nelayan. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi. Penelitian ini dilakukan di Kelurahan Pabiringang, Kecamatan Binamo Kabupaten Jeneponto tahun 2020. Jenis data terdiri dari data primer dan data sekunder. Pengumpulan data primer dilakukan melalui observasi, wawancara mendalam dan Focus Group Discustion (FGD). Sedangkan data sekunder didapatkan dengan penelusuran dokumentasi sumber-sumber literatur dan instansi terkait. Pengelolaan dan penyajian data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa pada dasarnya terdapat berbagai potensi untuk dijadikan pekerjaan sampingan di luar pekerjaan pokoknya yang dapat dijadikan sebagai usaha tambahan yang dapat menunjang kebutuhan hidup sehari-hari bagi keluarganya yaitu usaha pertanian rumput laut, terlibat dalam sektor jasa, pembentukan kelompok yang dimiliki bersama dengan melibatkan gender (perempuan dan ibu rumah tangga) dalam pemenuhan kebutuhan operasional nelayan serta restrukturasi dan reorganisasi kelompok nelayan agar tercipta kesejahteraan nelayan.

Abstract

Traditions and mantras are essential elements in people's culture and life. This study focuses on mantras in the Erau tradition in Kutai Kartanegara Kingdom. Erau is one of Indonesia's cultural traditions, which is carried out annually with an activity center in Tenggarong, Kutai Kartanegara, East Kalimantan. In the Erau tradition, the mantras is vital in regulating society and determining social relations between citizens. It also acts as a source of inspiration and motivation for people to carry out their daily lives. This research was conducted to understand more about these mantras and how they are used in the context of the Erau tradition. This study also aims to discover the meanings of each mantra in the Erau tradition and how these mantras play a role in people's daily lives. The result of this study is that mantras is used as a local communication tool in the form of language, which has an essential role in seeding messages and culture. The characteristics of the mantra used are spoken language and the mention of all the supernatural beings believed to be the rulers of the supernatural realm. The meaning of the mantra is intended to seek permission from the rulers of the supernatural realm to hold the Erau event, to ensure the smooth conduct of the Kutai Kartanegara Erau activities, and to empower the king who leads his people simultaneously. The results of this study can be used as a reference in future studies on other traditions and mantras in different regions.

Abstract

Globalization contribute to the socio-cultural construction and transformation of society. This study aims to analyze the construction and social transformation of silariang among Makassar people in South Sulawesi Province, Indonesia. The research uses a case study approach. Data were obtained through in-depth interviews, participant observation, and documentation studies. The results of the study show that siri’ (means dignity or shame or both at the same time) as the core value of Makassar people has a prominent relationship with silariang cases. Further, the globalization has changed the the world of view of the local community, particularly the younger generations, making them started to open minded. This change has lead them into a socio-cultural transformation. If in the past Makassar people extremely uphold the siri’ value exemplified by silariang, nowadays, people are more open to the alternative option called nikah siri or unregistered marriage. It also shows that the siri’ concept is fluid.

Abstract

he construction of performance in the patron-client structure that functions as a socio-cultural agent in the management system and the utilization of fisheries resources is inseparable from the norm system practices carried out repeatedly in fisher groups. The study uses a qualitative approach to identify the construction process of performance through the practice of norms, ideas, and arenas of fisher's struggle (courtier). The study was conducted in Burung Loe Island, Sinjai Regency. Data obtained through observation, in-depth interviews, and focus group discussions (FGD) with large punggawa (ship owner), small punggawa (fisheries operational leader) and the crew. The results show that the social practices of electric fishers (pa'bagang rambo), tuna-mackerel fishers (pa'tongkol) and cages/aqua culture (keramba or fish farming) did not just happen, but were conditioned by nature and market logic would build them to choose the appropriate job. Fishers are bound by schemes of perception and thought that seem to be a collective phenomenon in the form of rituals and safety norms so that they are safe, calm, and get abundant wealth. The arena of fisher actualization is conditioned by the social structure of the punggawa who creates a patron-client dichotomy.

Abstract

The management of public spaces in Makassar faces challenges in maintaining a balance between modernization and the preservation of local cultural values. This study explores the role of local wisdom, especially the values of Siri' na Pacce, cooperation, and communal solidarity, in maintaining the sustainability of public spaces amid rapid urbanization. Using a qualitative ethnographic approach, this study conducts participatory observations, in-depth interviews, and document analysis to understand social dynamics in the management of public spaces. The results of the study show that despite changes due to urbanization, people still maintain cultural values in the use of public spaces. However, privatization and commercialization threaten community involvement in its management. Changes in social interaction patterns are also seen with the increasing use of digital platforms compared to physical meetings in public spaces. This research recommends culture-based strategies for more inclusive urban planning, by strengthening collaboration between governments, communities, and the private sector to ensure that public spaces remain part of society's social identity. Thus, local wisdom can continue to be the main pillar in maintaining the sustainability of public spaces in Makassar.

Abstract

This study aims to explore how the local wisdom of the Bugis-Makassar community can be integrated into sustainable public space management in Makassar. Using Lefebvre’s theory of the Production of Space, Harvey’s Right to the City, and the concept of cultural sustainability, the research positions public space as a social and political construct shaped by power relations and cultural meaning. The study adopts a qualitative ethnographic approach, with data collected through participant observation, in-depth interviews, and visual documentation in key public spaces including Losari Beach, Karebosi Field, and community-driven alleyways (Lorong Wisata). Findings reveal that urban modernization tends to marginalize local wisdom, exacerbating inequality and undermining social cohesion. However, grassroots initiatives rooted in cultural values such as siri’ na pacce and gotong royong show strong potential for inclusive and participatory revitalization. These findings contribute to spatial theory by integrating cultural dimensions into the concept of spatial production and offer practical strategies for equitable and culturally grounded urban planning.

Abstract

This study aims to explore the role of Islamic orphanages (Lembaga Kesejahteraan Sosial Anak, LKSA) grounded in the values of Progressive Islam (Islam Berkemajuan) in shaping children’s character, leadership, and social engagement. Employing a qualitative approach, this research utilizes participatory observation and in-depth interviews conducted at the Amrullah Aisyiyah Orphanage in Limbung. Data were collected over a month period and analyzed using a thematic approach guided by the pedagogical framework of Progressive Islam. The findings reveal that daily religious routines within the orphanage play a fundamental role in instilling discipline and moral identity among children. Skills training programs, integrated with Islamic values, significantly contribute to fostering self-reliance and leadership capabilities. Moreover, the institution’s active involvement in non-resident child development illustrates its critical role in empowering the surrounding community. The Progressive Islam framework has proven to be an effective foundation for the holistic integration of spiritual, social, and vocational development. This research enriches the discourse on faith-based character education and highlights the potential of Islamic orphanages as agents of social transformation. The findings serve as a reference for designing educational policies and programs in LKSAs and provide a basis for further studies on the role of religious institutions in community development.
