Melalui Keputusan Presiden Nomor 11 Tahun 2020 tentang penetapan Kedaruratan Kesehatan Masyarakat Corona Virus Disease (Covid-19), pada tanggal 31 Maret 2020, Presiden menetapkan Corona Virus sebagai jenis penyakit yang menimbulkan kedaruratan kesehatan masyarakat. Dengan penetapan status kedaruratan kesehatan masyarakat maka management penanggulangan. bencana harus dilakukan sesuai dengan peraturan perundang-udangan. Metode yang digunakan dalam penelitian ini adalah metode penelitian hukum normatif dan empiris. Penelitian normatif dilakukan dengan mengkaji data kepustakaan yang merupakan data sekunder, berupa kebijakan pemerintah dalam penanganan Kedaruratan Kesehatan Masyarakat Corona Virus Disease (Covid-19) yang kemudian terkait dengan penerapan Maklumat Kepala Kepolisian Republik Indonesia Nomor: Mak/2/III/2020 tentang Kepatuhan Terhadap Kebijakan Pemerintah Dalam Penanganan Penyebaran Virus Corona (Covid-19) dalam upaya penegakan melalui jalur hukum dengan sarana sanksi pidana.

Introduction: This study compares consumer protection laws in the digital era in Indonesia and the European Union (EU).Purposes of the Research: The study is grounded in consumer protection theory, focusing on the legal principles governing consumer rights, data privacy, and dispute resolution in digital transactions.Methods of the Research: A qualitative comparative approach was employed, analyzing primary legal texts such as Indonesia's Consumer Protection Law and the Personal Data Protection Law, the EU's General Data Protection Regulation (GDPR), and relevant consumer protection directives.Results of the Research: The analysis demonstrates a significant contrast between the two jurisdictions. The European Union has established a highly developed and harmonized legal framework—most notably through the GDPR—which ensures consistent protection of consumer data across its member states. By contrast, Indonesia’s legal framework, although supported by the Consumer Protection Law and the Personal Data Protection Law, remains fragmented and continues to encounter challenges in enforcement as well as inter-agency coordination. Whereas the EU adopts a preventive and rights-based regulatory approach designed to safeguard consumers proactively, Indonesia’s model tends to be more reactive, relying on sectoral regulations and post-violation enforcement mechanisms. These findings underscore the necessity for Indonesia to strengthen enforcement capacity, enhance regulatory harmonization, and adopt a more comprehensive approach capable of addressing the rapid expansion of digital commerce.

The number of local regulations that are not harmonious with higher laws and regulations, poor public interest, decency and even human rights has attracted the attention of many parties. One of them is related to the role of the Regional Office of the Ministry of Law and Human Rights (Kanwil Kemenkumham) in the process of harmonizing draft regional regulations (raperda). The existence of Article 58 Paragraph (2) of Law No.15 of 2019 is expected to bring positive changes considering that every draft regulation must be harmonized through the Regional Office of the Ministry of Law and Human Rights before being facilitated by the Provincial Government Legal Bureau. The results showed that the implementation of Raperda harmonization by the Regional Office of the Ministry of Law and Human Rights is still not optimal. This is due to various obstacles, including the existence of the Circular Letter of the Director General of Legislation is considered not to be a strong basis as an implementing regulation for harmonization by the Regional Office of the Ministry of Law and Human Rights. Another problem is the conflict of harmonization authority between the Ministry of Law and Human Rights and the Ministry of Home Affairs (Kemendagri). To overcome these obstacles, it is necessary to submit recommendations addressed to the Director General of Legislation to make an agreement with the Director General of Regional Autonomy of the Ministry of Home Affairs, to prepare a Joint Decree (SKB) between the Minister of Law and Human Rights and the Minister of Home Affairs related to the Harmonization of Regional Draft Regulations. In addition, the Director General of Laws and Regulations of the Ministry of Law and Human Rights should immediately make implementing regulations through Amendments to Presidential Regulation of the Republic of Indonesia Number 87 of 2014 concerning Implementation Regulations of Law Number 12 of 2011 concerning the Formation of Laws and Regulations. The amendment to the Presidential Regulation is adjusted to the contents of Article 58 Paragraph (2) of Law No.15 of 2019.

As a state of law, Indonesia's system of government is based on the principle of the constitution. As a consequence, democracy has become a system that is implemented through the holding of general elections for president and vice president. The change in the age limit of presidential and vice-presidential candidates in Article 169 letter q of Law Number 7/2017 has undergone changes in accordance with the Constitutional Court Decision Number 90/PUU-XX 11/2023 which has caused controversy from various parties, namely the Constitutional Court Decision Number 90/PUU-XX 11/2023 has the potential to violate the principles in the exercise of judicial power, has a major impact on the good name of the Constitutional Court and Indonesian law, and there are a number of irregularities in several decisions of the Constitutional Court that test the constitutionality of Article 169 letter q. This research uses a normative juridical method. The research method in this study is the normative juridical method. The type of data used by the author is secondary data with primary legal materials, secondary legal materials, and tertiary legal materials. Data collection techniques in the form of documents or library materials on secondary legal data. The data analysis method in this research is descriptive qualitative. The results showed that the age limit for presidential and vice presidential candidates is regulated in Article 169 letter q of Law Number 7/2017 on General Elections. The series of legal rules for the election of the president and vice president in accordance with the mandate of the 1945 Constitution of the Republic of Indonesia Article 22E are set out in several amendments to the rules, namely Law Number 23 of 2003, the second amendment is contained in Law Number 42 of 2008 concerning General Elections of the President and Vice President and finally amended into Law Number 7 of 2017 concerning General Elections. The implications of changes in the age of presidential and vice-presidential candidates in a democratic legal state as outlined in Constitutional Court Decision Number 90/PUU-XXI/2023 are essentially adding norms that should not be in accordance with the initial principles of the Constitutional Court (testing the constitutionality of existing norms), the Constitutional Court's decision cannot be separated from the political context, the Constitutional Court's decision was not taken unanimously because there were differences of opinion among the panel of judges, and there were several striking anomalies, especially in the considerations presented in the dissenting opinion and concurring opinion

Youth has a very important position in the history of the struggle for Indonesian independence. Youth development is Indonesia's strategic agenda in order to prepare future generations who are strong and able to play a role in the development of the nation as a whole. In the present, youth are expected to continue to be able to fulfill independence in order to support national development. Seeing the very high potential of youth, the Government then saw the need to formulate special policies related to youth development. The research method in this writing is qualitative. The type of research in this research is using normative juridical law research. The purpose of the establishment of the Youth Law which provides specificity for the implementation of affairs in the field of youth cannot be carried out optimally so that it also has an impact on the Government's efforts in implementing youth development which is expected to support national development.Keywords: Authority; Youth; National development AbstrakPemuda memiliki kedudukan yang sangat penting dalam sejarah perjuangan kemerdekaan Indonesia. Pembangunan pemuda merupakan agenda strategis Indonesia dalam rangka mempersiapkan generasi masa depan yang tangguh dan mampu berperan dalam pembangunan bangsa secara keseluruhan. Di masa sekarang, pemuda diharapkan terus dapat mengisi kemerdekaan guna mendukung pembangunan nasional. Melihat potensi kaum muda yang sangat tinggi, Pemerintah kemudian memandang perlu menyusun kebijakan khusus terkait dengan pembangunan kepemudaan. Metode penelitian dalam penulisan ini adalah kualitatif, jenis Penelitian dalam penelitian ini yaitu menggunakan penelitian hukum yuridis normative. Online gambling has become increasingly prevalent over a long time due to the ease of access and the ability to play from anywhere with an online association. The reason for this consideration is to look at and analyze the legal provisions against online gambling offenders in Indonesia. The research method used in this study can be a normative legal approach supported by experimental law with graphic depiction. In extension, important information is also used as supporting material for additional information. For control checks, legitimate and standardized check strategies are used. From the search results regarding the legal provisions against the perpetrators of online betting violations in Indonesia, it appears that the legal authority against online betting violations is the criminal sanction against online betting based on Article 45 of Law Number 11 of 2008 concerning Electronic Information and Transactions, but the punishment for the perpetrators is lower than the threat of criminal sanctions in Article 303 of the Criminal Code, so it does not have an inhibiting impact on the perpetrators of online betting violations. Criminal liability for online betting offenses in Indonesia is the responsibility of the perpetrators of online betting offenses indicated by the existence of criminal offense components. In addition, the activity component is one of the most important components in criminal liability, because a person cannot be sentenced if he does not commit an act that is classified as an act rejected by the law.

Undang-undang Nomor 6 Tahun 2014 tentang Desa memberikan kewenangan kepadakepala Daerah Bupati/Walikota dalam menyelesaikan sengketa hasil pemilihan kepala desa. Namun, undang-undang tersebut tidak mengatur secara rinci dan jelas mengenai mekanisme penyelesaian sengketa hasil pilkades. Adapun aturan turunanya seperti Peraturan Pemerintah Nomor 43 Tahun 2014 tentang Peraturan Pelaksana Undang-Undang Nomor 6 Tahun 2014 tentang Desa, Peraturan Menteri Dalam Negari Nomor 112 Tahun 2014 tentang Pemihan Kepala Desa Penelitian ini bertujuan untuk menguji dan menganalisis mekanisme penyelesaian sengketa hasil pilkades berdasarkan peraturan perundang-undangan Penelitian ini penulis gunakan metode penelitian Normatif, dengan metode pendekatan dengan menggunakan bahan hukum pustaka adengan kata lain, penelitian kepustakaan (Library Reaserch). Cara pengumpulan bahan hukum yang digunakan adalah studi dokumentasi yakni dengan mencatat informasi dari bahan hukum yang berkaitan dengan mekanisme penyelesaian sengketa berdasarkan peraturan perundang-undangan, maupun yang diperoleh dari sumber lain, baik pendapat ahli, hasil penelitian maupun jurnal. Dari hasil penilitian ini, bertujuan untuk menguji dan menganalisis mekanisme penyelesaian sengketa hasil pilkades berdasarkan peraturan perundang-undangan Indonesia dan konsep pembagian kekuasaan. menunjukan kewenangan kepala daerah Bupati/Walikota yang di berikan oleh Undang-undang. tidak seharusnya kenapa demikian karena bupati/walikota sebagai pejabat politik bukan sebagai hakim yang dapat memutuskan sengketa dalam hal ini pemilihan kepala desa. dinamika konfilk pilkades tidak terlepas dari kuasa secara politik dari pengaru rezim yang berkuasa (Bupati/Walikota). olehnya itu perlu adanya aturan yang lebih rinci lagi untuk mengatur mekanisme penyelesaian sengketa pilkades

The Constitutional Court's Decision No. 62/PUU-XXII/2024, which nullified the application of the presidential threshold in Indonesia’s presidential and vice-presidential elections, represents a transformative development in the country's electoral framework. This research investigates the legal and political ramifications of the ruling, particularly its impact on democratic practices and the structure of the electoral system in Indonesia. Employing a normative juridical approach, the study explores the constitutional justification for eliminating the threshold, assesses its effects on political inclusiveness, and examines its implications for governmental stability. The results suggest that eliminating the presidential threshold may strengthen democratic processes by enabling broader candidate participation and encouraging a more competitive political environment. Nevertheless, the absence of such thresholds could also lead to heightened political fragmentation, potentially resulting in a more divided electoral arena. From a regulatory standpoint, this shift demands careful revision of electoral procedures to maintain administrative efficiency and uphold the integrity of election outcomes. This research contributes original insights by being among the first to critically assess the legal reasoning of the Constitutional Court’s decision in the context of Indonesia’s evolving democratic architecture. It highlights the tension between normative constitutional ideals and practical governance needs, offering a nuanced interpretation that bridges theory and institutional realities. However, the study is limited by its focus on normative and doctrinal analysis without incorporating empirical data from political actors or voter behavior post-ruling. In conclusion, the abolition of the presidential threshold introduces a multifaceted impact on Indonesia's democratic development and electoral integrity, warranting further scholarly inquiry into regulatory frameworks that can harmonize openness with governance efficacy post-ruling.

Pelaksanaan tugas pokok TNI tersebut dilaksanakan melalui Operasi Militer untuk Perang (OMP) dan Operasi Militer Selain Perang (OMSP). Pembahasan peraturan pelaksana tugas TNI dalam OMSP secara aktif telah dibahas pada lingkup TNI dan telah menghasilkan drar rancangan peraturan pemerintah maupun peraturan presiden dan secara resmi melalui surat Panglima TNI telah diusulkan kepada Kemhan sebagai leading sektor yang menangani peraturan perundang-undangan bidang pertahanan. Penelitian ini adalah kualitatif yaitu penelitian yang dilakukan melalui tahapan dan makna disimpulkan selama proses berlangsung dari awal sampai akhir kegiatan, bersifat naratif, dan holistic. Sehubungan dengan penelitian, penulis menggunakan jenis penelitian yaitu penelitian yuridis sosiologis. Indonesia merupakan negara yang berdasarkan atas hukum sebagaimana diatur dalam Pasal 1 ayat (3) UUD NRI 1945. Pasal ini menghendaki bahwa penyelenggaraan pemerintahan didasarkan atas prinsip-prinsip hukum untuk membatasi kekuasaan pemerintah dan ini artinya kekuasaan negara melalui aparatnya dibatasi oleh hukum (rechtsstaat), bukan didasarkan atas kekuasaan (machtsstaat). Pembentukan peraturan pelaksana tugas TNI dalam OMSP, TNI dan Kemhan hendaknya menentukan skala prioritas peraturan pelaksana yang sangat urgen dibutuhkan TNI saat ini, selanjutnya melaksanakan proses pembentukan mulai dari tahap perencanaan, penyusunan, pembahasan, pengesahan, atau penetapan, dan pengundangan. Tugas Operasi Militer Selain Perang (OMSP) sangat ditentukan oleh peraturan perundang-undangan sebagai dasar hukum dalam melaksanakan tugas, salah satu ciri negara hukum yang menegaskan bahwa pemerintahan berdasarkan hukum menghendaki agar TNI dalam melaksanakan tugas wajib berdasarkan peratauran perundang-undangan.

Trade transactions through electronic systems (PMSE) or E-Commerce have experienced rapid development. Indonesia possesses significant economic potential and a large population, making it a highly promising market for PMSE economic activities. Numerous PMSE business actors, both domestic and international, have entered the e-commerce transaction market. However, many of these PMSE actors have not fulfilled their tax obligations effectively, particularly regarding Income Tax and Value Added Tax (VAT). This situation has resulted in an imbalance and perceived injustice between conventional and digital business actors, as well as between domestic and foreign business entities. This research aims to analyze the tax collection mechanisms on trade transactions through electronic systems in Indonesia and to evaluate the application of the principle of fairness in tax collection for such transactions. This study employs normative legal research with a statutory approach, a conceptual approach, and an analytical approach. The results indicate that the government facilitates PMSE tax collection by issuing several tax regulations based on a self-assessment system, complemented by a strengthened withholding system to optimize tax revenue collection. PMSE tax collection also endeavors to establish fairness for business actors by ensuring equal tax obligations between conventional and digital businesses, as well as imposing taxes on transactions conducted by foreign goods or service providers. On the other hand, there remains a necessity for more comprehensive regulations that thoroughly govern tax collection for trade transactions through electronic systems—whether conducted independently or through third parties—covering Income Tax, Value Added Tax, and international taxation aspects
