Abstract

As a form of gender-responsive transformation, the Surabaya City Government participates in the development process by formulating gender mainstreaming policies. To accelerate gender mainstreaming in development in Surabaya City, concrete actions are needed from the Surabaya City Government in planning, formulation, implementation, budgeting, monitoring, and evaluation of development policies, programs, and activities that are gender-responsive. The Surabaya City Government has issued regulations on gender mainstreaming as part of its efforts to establish a gender-responsive city through various programs that empower women. This situation has prompted research into how women are empowered through the issuance of Regulation Number 43 of 2020 on Gender Mainstreaming in the City of Surabaya. This was analyzed using Naila Kabeer's (1999) theory of women's empowerment, which encompasses three main dimensions: resources, agency, and achievements. The research findings indicate that women's empowerment through the policy of Regulation No. 43 of 2020 on Gender Mainstreaming in the City of Surabaya has been implemented through various programs and innovations, such as the Informal Women's School (SEKOPER) ‘Srikandi’, Women's Musrenbang, and the strengthening of Gender-Responsive Districts (KRG) and Women-Friendly and Child-Caring Neighborhoods (KRPPA). This study focuses solely on one program, namely the Informal Women's School (SEKOPER) ‘Srikandi’. This program serves as a learning platform for vulnerable women or single parents, aiming to strengthen the concept of motivation within the social environment. From a resource perspective, the Women's School Srikandi program has improved women's access to education and economic training. The agency dimension is reflected in increased women's participation in decision-making and policy-making. In terms of outcomes, there have been positive impacts, including increased income, self-confidence, and awareness of women's rights among program participants.

Abstract

This study aims to analyze and describe the Role of Stakeholders in Realizing Surabaya Zero Child Marriage in 2024 to Achieve Gender Equality. This research uses a descriptive qualitative research design. A collaborative network involving the city government, private sector, NGOs, communities, and religious organizations such as Muslimat NU in the city of Surabaya has shown significant results in suppressing the rate of child marriage. Through effective coordination, fair resource distribution, transparent communication, and continuous program innovation, this network has made substantial progress towards the zero child marriage goal. However, there are still areas that require further attention, especially in terms of improving access to resources and strengthening coordination. By continuing to strengthen collaboration and applying lessons from experiences, Surabaya can achieve the goal of completely abolishing child marriage.

Abstract

Tourism plays a vital role in driving economic growth, particularly in remote island regions such as North Rupat Island, Bengkalis Regency. Despite its designation as a National Tourism Strategic Area under the 2011–2025 master plan, the progress of sustainable tourism development in this area remains limited. This study adopts a qualitative case study approach to assess the implementation of sustainable tourism principles. Data were collected through purposive sampling, including in-depth interviews, field observations, and analysis of local government planning documents. Thematic analysis was employed to evaluate the application of nine core principles of sustainable tourism. Findings reveal that implementation is only partial. Government-led training initiatives and community participation through tourism awareness groups are evident; however, critical challenges persist, such as inadequate infrastructure, unmanaged waste, limited community control over land, and weak enforcement of environmental regulations. Furthermore, local aspirations for improved road access remain unfulfilled, restricting tourism potential and economic benefits for residents. The study highlights a significant gap between national-level planning and local-level execution, underscoring the need for stronger integration among stakeholders. This research contributes by identifying key barriers and enabling factors for sustainable tourism and emphasizes the importance of inclusive, community-centered strategies tailored to island-based tourism contexts

Abstract

Tujuan penelitian ini adalah Untuk menganalisis peran DPMD Provinsi Jawa Timur dalam rencana program One Village One Ceo (OVOC) di Provinsi Jawa Timur. Metode yang digunakan berupa metode penelitian  deskriptif kualitatif dengan  pendekatan  studi  kasus. Hasil penelitian menunjukkan pada konteks peran, perencanaan dan pelaksanaan OVOC telah berjalan secara nyata dan menunjukkan hasil yang signifikan seperti peningkatan jumlah desa mandiri, peningkatan ekonomi, merubah paradigma yang sebelumnya hanya memberikan pembinaan menjadi memberdayakan dan memandirikan, hingga berkontribusi positif dalam dalam mencapai tujuan mensejahterakan Masyarakat di Jawa Timur. Pada pola keterlibatan lembaga, inisiasi awal terkait OVOC oleh Pemerintah Provinsi Jawa Timur telah diikuti oleh beberapa lembaga di bawah kepemimpinan Pemerintah Provinsi Jawa Timur di antaranya DPMD Provinsi Jawa Timur, Dinas Kebudayaan dan Pariwisata Provinsi Jawa Timur, serta Dinas Koperasi dan UMKM Provinsi Jawa Timur, Dinas Perkebunan, Kepala Dinas Pertanian, Kepala Dinas Kelautan hingga Kepala Dinas Peternakan Provinsi Jawa Timur. Dalam perjalanannya, lembaga-lembaga tersebut melaksanakan fungsi secara secara spesifik berkenaan dengan potensi lokal dan melaksanakan fasilitasi bagi masyarakat dan kalangan usaha di desa.

Abstract

The recovery of victims of violence at the Regional Technical Implementation Unit for Women and Children Empowerment (UPTD PPA) of East Kalimantan Province is designed to provide support and rehabilitation services to victims of violence. The program aims to restore the physical, emotional, and social well-being of victims and prevent further violence. This study aims to evaluate the effectiveness of the recovery program implemented by the UPTD PPA of East Kalimantan Province, assess the achievement of program objectives, and identify challenges and opportunities for improvement. This study uses a qualitative descriptive evaluation approach. Data was collected through in-depth interviews with UPTD PPA staff, as well as analysis of program documents.  The findings of the study show that the recovery program at UPTD PPA has been successful in several aspects, including the provision of counseling services, legal support, and social rehabilitation. However, there are several challenges such as limited resources, lack of coordination between institutions, and difficulties in reaching victims in remote areas. In addition, evaluations showed that victims' satisfaction levels with the services received varied, with some victims reporting improved well-being while others felt that services still needed to be improved. The violence victim recovery program at the East Kalimantan Province UPTD PPA has shown a positive impact in supporting violence victims, but still needs improvement in terms of resources, coordination, and service coverage.
