Abstract

Electronic signatures are one of the innovations in the improvement program of the Civil Registry and Population Office. Electronic signatures aim to streamline the process of verifying population documents without the need to visit in person and have face-to-face interactions. However, the community still questions the validity regarding the implementation of electronic signatures. The purpose of the study is to identify and analyze aspects that hinder and support, as well as to identify and analyze the Effectiveness of Digital Service Policies in the Form of Electronic Signatures at the Civil Registry and Population Office in Surabaya City. The research method used is descriptive qualitative with an inductive approach. Data collection techniques are carried out through interviews, observations, and documentation. In conducting interviews, the researcher analyzes the level of effectiveness using several indicators such as productivity level, flexibility level, effectiveness level, search for excellent human resources, job satisfaction of human resources, and supporting and inhibiting aspects. The research results indicate that digital services at the Civil Registry and Population Office, in the form of electronic signatures, have been implemented successfully. However, it still requires improvement in some obstacles, including several indicators, such as a lack of education and specific training for employees involved in the implementation of digital service policies, as well as a shortage of skilled human resources in handling network issues and unstable servers. Efforts made to overcome the existing obstacles include involving employees in training or technical guidance and repairing networks and servers experiencing disruptions. The researcher suggests the need for improvement in terms of education and specific training for employees involved in the implementation of digital service policies. Additionally, there is a need for dedicated human resources with a focus on network and server maintenance.

Abstract

The aim of this research is to examine the influence of information quality, system quality, service quality, on perceived usefulness and perceived ease of use which will then influence behavioral intentions and actual use. The population in this study were all SIMONA users in the East Java Provincial Government. The sample size in this research was determined from 91 regional officials and Bappeda Partners as input supervisors who had used the SIMONA application so that the total research sample was 100 SIMONA application users. The research results show that Information Quality and Service Quality have a significant impact on Perceived Usefulness and Perceived Ease of Use, indicating that users tend to view information and service quality as an important factor in assessing the usefulness and ease of use of a system. On the other hand, System Quality does not show a significant influence on Perceived Usefulness and Perceived Ease of Use, indicating that the technical or functional aspects of the system may not really influence user perceptions of usefulness and ease of use. Furthermore, Service Quality is proven to have a positive effect on Perceived Usefulness and Perceived Ease of Use, indicating that good service can increase user perceptions of usefulness and ease of use. Even though Perceived Usefulness does not have a significant impact on behavioral intentions, Perceived Ease of Use has a positive and significant effect on behavioral intentions, indicating that ease of use has an important role in forming users' intentions to use the system. Finally, behavioral intention was proven to be a significant factor in influencing actual use, indicating that a user's positive intention can predict the actual use of a system.

Abstract

This East Java one data policy evaluation research aims to identify and analyze the evaluation of the one data policy in East Java Province. In this research the author used the qualitative research method Grounded theory. Grounded theory is a qualitative method for producing theory development using both inductive and deductive approaches, where in this research the author chose a deductive approach. Deductive approach by taking data sources from interviews with several informants implementing policies such as Bappeda, Kominfo, BPS, as well as representatives of data users. From this data, it is processed and concluded into findings and recommendations for the policy. The results obtained from this research are that East Java's one data policy has been running optimally and can be accessed by all data users. So that the need for data is increasingly met and openness to data is increasingly high. This really helps data users to improve performance and as material for making new policies for an agency.

Abstract

This study discusses the role of JKN-KIS Cadres in the collectibility of BPJS Health contributions in Medan City. Based on the background of the problem, Medan City is experiencing a very large funding deficit in BPJS Health, so that financing of health facility and hospital funding claims will be hampered. Judging from several problems, the factors that cause the funding to swell are due to the large number of JKN-KIS participants who stop paying contributions so that expenses are not comparable to income. One of the methods used by BPJS Kesehatan Medan City based on BPJS Kesehatan Board of Directors Regulation No. 4 of 2017 concerning Guidelines for the Implementation of JKN-KIS Cadres is to recruit JKN-KIS Cadres as a collection and collection of participant contributions. So that with this Cadre network, it can increase income for BPJS Kesehatan. Therefore, to analyze the role of the JKN-KIS Cadres, the researcher used quantitative and qualitative or mixed research methods where the quantitative approach focuses on numbers and measurable data, the qualitative approach focuses on deepening the respondent's experience of the events they experienced. Data collection techniques use open questionnaires, interviews, observations and other supporting documents. Data analysis using Huberman and Miles analysis techniques, namely; reducing data, presenting data, and concluding data. Based on the results obtained, it shows that the role of JKN-KIS Cadres in the collectibility of BPJS Kesehatan contributions in Medan City has had a significant impact and has been implemented well as much as 33.06% even though there has been a reduction and the target achievement has not been achieved, but with the role of Cadres implemented in Medan City, it also has an impact in serving the community related to the dissemination of JKN information and BPJS Kesehatan social marketing. The things that are the lack of collectibility of contributions carried out by JKN-KIS Cadres are that Medan City has UHC so that people who are in arrears will feel lazy in making payment bills that have been in arrears.

Abstract

Tujuan penelitian ini adalah Untuk menganalisis peran DPMD Provinsi Jawa Timur dalam rencana program One Village One Ceo (OVOC) di Provinsi Jawa Timur. Metode yang digunakan berupa metode penelitian  deskriptif kualitatif dengan  pendekatan  studi  kasus. Hasil penelitian menunjukkan pada konteks peran, perencanaan dan pelaksanaan OVOC telah berjalan secara nyata dan menunjukkan hasil yang signifikan seperti peningkatan jumlah desa mandiri, peningkatan ekonomi, merubah paradigma yang sebelumnya hanya memberikan pembinaan menjadi memberdayakan dan memandirikan, hingga berkontribusi positif dalam dalam mencapai tujuan mensejahterakan Masyarakat di Jawa Timur. Pada pola keterlibatan lembaga, inisiasi awal terkait OVOC oleh Pemerintah Provinsi Jawa Timur telah diikuti oleh beberapa lembaga di bawah kepemimpinan Pemerintah Provinsi Jawa Timur di antaranya DPMD Provinsi Jawa Timur, Dinas Kebudayaan dan Pariwisata Provinsi Jawa Timur, serta Dinas Koperasi dan UMKM Provinsi Jawa Timur, Dinas Perkebunan, Kepala Dinas Pertanian, Kepala Dinas Kelautan hingga Kepala Dinas Peternakan Provinsi Jawa Timur. Dalam perjalanannya, lembaga-lembaga tersebut melaksanakan fungsi secara secara spesifik berkenaan dengan potensi lokal dan melaksanakan fasilitasi bagi masyarakat dan kalangan usaha di desa.

Abstract

Tujuan penelitian adalah mengeksplorasi integrasi konsep pemberdayaan masyarakat dan ekowisata sebagai pendekatan inovatif dalam pengembangan desa wisata berkelanjutan. Masalah penelitian meliputi rendahnya partisipasi masyarakat, kurangnya pelestarian lingkungan, dan minimnya kolaborasi antar pemangku kepentingan. Rumusan masalah penelitian adalah bagaimana integrasi kedua konsep tersebut dapat menjadi pendekatan inovatif dalam pengembangan Desa Wisata Bukit Tawap. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi, dengan informan meliputi pembuat kebijakan, pelaksana kebijakan, dan penerima dampak kebijakan. Temuan penelitian menunjukkan bahwa ekowisata telah meningkatkan pendapatan, rasa percaya diri, kohesi sosial, dan partisipasi politik masyarakat. Namun, tantangan seperti ketimpangan distribusi manfaat ekonomi, kurangnya motivasi masyarakat, dan keterbatasan akses informasi masih perlu diatasi. Saran penelitian mencakup peningkatan inklusivitas distribusi manfaat ekonomi, edukasi dan pelatihan masyarakat, serta transparansi dalam pengelolaan informasi dan sumber daya. Dengan mengatasi tantangan ini, Desa Wisata Bukit Tawap dapat menjadi model desa wisata berkelanjutan yang inovatif dan inklusif.

Abstract

This study discusses the role of Village-Owned Enterprises (BUMK) in improving the economy of Pegat Bukur Village in Berau Regency. BUMK is a legal entity established by the village to manage business and productivity to improve the welfare of the village community. This study uses a descriptive qualitative approach. The focus of the research is to identify and analyze the BUMK program in managing the potential of Pegat Bukur Village, analyze the role of BUMK in improving the village economy, and develop a model for the development of BUMK Batu Bual Sejahtera. The results of the study show that the Batu Bual Sejahtera BUMK in Pegat Bukur Village has a significant role in improving the village economy. BUMK Batu Bual Sejahtera is able to take advantage of the potential of the village into 17 business units. Through various business units that have been formed, BUMK Batu Bual Sejahtera is able to play a role in increasing community income, opening new jobs and reducing unemployment, helping the village financial sector with the potential for village original income, and community involvement in village development. BUMK also has an impact by increasing people's income, reducing the unemployment rate and independence of Kampung Pegat Bukur. The development of BUMK Batu Bual Sejahtera uses a development model with a Pentahelix actor approach where there are governments, communities, companies (Business), academics and the media.

Abstract

Bawaslu of East Kalimantan Province is the institution responsible for overseeing the implementation of elections within the region. In carrying out this mandate, the support of human resources with adequate discipline, leadership, and performance is essential. This study aims to identify and analyze the influence of work discipline and leadership on the performance of civil servants at Bawaslu East Kalimantan Province. This research uses a quantitative approach with a survey method, in which data were collected from a number of respondents through a questionnaire instrument. The study population includes all civil servants working at Bawaslu East Kalimantan and stakeholders who receive services from the institution. The sample consisted of 96 individuals, selected using purposive sampling and considered to represent the population proportionally. The research variables include work discipline (X1) and leadership (X2) as independent variables, and performance (Y) as the dependent variable. The results show that work discipline has a positive and significant effect on performance, with a regression coefficient (β) of 0.310 and a significance level of 0.000. Likewise, leadership also has a positive and significant effect on performance, with a regression coefficient (β) of 0.310 and a significance level of 0.000.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan melalui Sistem Informasi Kepegawaian (SIKEP) Mahkamah Agung RI Fitur Presensi Online bagi Hakim dan Aparatur di Pengadilan Militer Tinggi III Surabaya beserta faktor pendukung dan penghambatnya. Desain penelitian yang digunakan adalah deskriptif kualitatif. Informan penelitian ini adalah pihak – pihak yang terlibat dalam implementasi Sistem Informasi Kepegawaian (SIKEP) Mahkamah Agung RI Fitur Presensi Online di Pengadilan Militer Tinggi III Surabaya. Dalam penelitian ini, peneliti bertindak sebagai instrumen penelitian, Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Teknik pemeriksaan keabsahan data dilakukan dengan triangulasi sumber. Teknik analisis data dilakukan dengan pengumpulan data, reduksi, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan melalui Sistem Informasi Kepegawaian (SIKEP) Mahkamah Agung Republik Indonesia Fitur Presensi Online bagi Hakim dan Aparatur di Pengadilan Militer Tinggi III Surabaya sudah dilaksanakan dengan baik walaupun dalam pelaksanaannya masih ditemukan beberapa kendala sehingga diperlukan perbaikan berdasarkan komponen yang harus ada dalam implementasi kebijakan publik menurut H Tachjan (2006) yaitu program, kelompok sasaran, dan unsur pelaksana (implementor). Temuan penelitian menunjukkan bahwa pelaksanaan program presensi online pada SIKEP MA RI telah dijalankan dan dipahami dengan baik oleh seluruh pimpinan dan personil. Kelompok sasaran kebijakan tersebut adalah pimpinan, hakim tinggi, ASN, dan personil TNI. Sedangkan unsur pelaksana adalah Kepala Sub Bagian Kepegawaian dan IT serta PPSPM. Faktor pendukung terdiri dari dukungan pimpinan dan peraturan dan ketersediaan perangkat IT. Sedangkan faktor penghambat adalah sistem sering eror, sikap malas pegawai, dan sistem presensi online tidak terintegrasi dengan sistem pengajuan tunjangan kinerja. Abstract

The Sidoarjo Hot Mud Disaster which inundated several villages in the Porong, Jabon and Tanggulangin Districts caused various problems including social, political, economic problems as well as the paralysis of government services including services in the fields of education, health and regional administration carried out by the Village/District Governments affected by the mud. The areas affected by the mudflow are in accordance with the Map of Areas Affected by Mud Disasters in the attachment to Presidential Regulation No. 21 of 2017 concerning the Sidoarjo Mud Management Agency covering 2 villages in Jabon District, namely Besuki Village and Pejarakan Village, 1 Village, namely Renokenongo Village and 3 Villages, namely Mindi Village, Jatirejo Village and Siring Village in Porong District, 2 Villages in Tanggulangin District, namely Ketapang Village and Kedungbendo Village. In this research, a qualitative descriptive approach was used using interview, observation and documentation data collection techniques. This research uses program implementation theory by David C. Korten to determine the implementation of the Village/Subdistrict merger program in affected areas through 3 program implementation indicators, namely, Program, Implementing Organization and Group Targets. The results of the research state that the Sidoarjo Regency Government has implemented programs as an implementation of Regent Regulation Numbers 1 and 4 concerning the Merger of Subdistricts and Villages in Sidoarjo Mudflow Affected Areas. In interviews and observations conducted by the author, obstacles were also found in the implementation of the program, namely, the regulations regarding the merger of villages and sub-districts affected by mud still do not fully accommodate the problems that occur when merging villages and sub-districts affected by mud in Sidoarjo Regency
