Abstract

The concept of "digital village" refers to the use of ICT to drive digital transformation at the village or township level. The goal is to use technology to provide access, improve quality of life, and strengthen community empowerment in rural areas. The aim of this research is to explain and analyze how the implementation of the Digital Village Program policy improves public services in Sidomulyo Village, Silo District, Jember Regency. This research was conducted using a qualitative methodology combined with a descriptive approach. Observations, interviews and documentation were used to collect data. The village head, village officials and the community were the five research informants. George Edward III's theory of policy implementation is the one I use. First, the research results show that clear communication minimizes errors because there is no bias in conveying information. The aims and objectives of implementing the digital village program in Sidomulyo Village are very clear so that consistency can be created in building and developing the program from 2021 to 2023. Second, the resources needed to run the digital village program are already available because there are staff and all implementers who competent who can solve problems optimally. Third, the framework for implementing the digital village program in Sidomulyo Village is still limited to the village government and the Media Center team, so there is a lack of understanding of its implementation. Fourth, the bureaucratic structure involved in implementing the digital village program in Sidomulyo Village. This is caused by the lack of implementation and implementation of standard operating procedures (SOP) in each program that will be implemented. As a result, this process has not achieved maximum results.

Abstract

Infrastruktur jalan dapat menjadi lokomotif yang dapat menggerakkan seluruh aktivitas masyarakat berkaitan dengan kehidupan sehari-hari. Maka peran pemerintahan desa dalam merealisasikan pembangunan infrastruktur yang berhubungan dengan kebutuhan masyarakat menjadi keniscayaan yang tidak ditawar lagi kedudukannya. Wilayah Tancak, yang merupakan daerah pemukiman petani hutan yang ada di desa Sucopangepok, merupakan area yang secara geografis merupakan wilayah pinggiran hutan. Akses jalan ke wilayah tersebut, merupakan infrastruktur yang sangat dibutuhkan, untuk mendukung aksesibiltas pendidikan, ekonomi, dan sosial. Penelitian ini dengan menggunakan penelitian jenis etnografi, dengan analisis data model Spreadly, menggunakan instrumen observasi, wawancara, dan dokumentasi. Hasil penelitian menjelaskan bahwa dengan pembangunan infrastruktur jalan melalu pembuatan jalan makadam dan corisasi, memberikan pengaruh terhadap aksesibilitas pendidikan, ekonomi, dan sosial yang semakin baik. Kuantitas anak tidak masuk sekolah, semakin menurun khususnya pada musim hujan. Geliat aktivitas ekonomi semakin baik, dengan kuantitas kemampuan warga dalam membeli dan memenuhi kebutuhan pokok yang semakin mudah.

Abstract

This study examines the impact of tourism policies on local economic empowerment in the Jember Regency through a literature study. The tourism policy implemented focuses on the development of community-based destinations with an inclusive, participatory, and sustainable approach. The results of the study show that the policy can improve community welfare through increasing employment, income, and cultural and environmental preservation. Success factors for economic empowerment include active community involvement, multi-stakeholder collaboration, capacity building through training, and the use of digital technology. However, challenges such as inequality of benefits, socio-cultural damage, and environmental risks must be a concern so that economic empowerment can run sustainably. The study recommends strengthening adaptive policies and further empirical research to support inclusive and sustainable tourism development

Abstract

Community-based homestay management is one of the strategies in supporting the development of sustainable tourism and based on the local economy. However, there are still many homestay managers who face various obstacles, such as a lack of understanding of service standards, limitations in digital marketing, and a lack of implementation of sustainability concepts. This community capacity building program in homestay management aims to improve servicequality, digital marketing strategies, and environmentally friendly practices in homestay management in Sidomulyo Village, Jember Regency. The method used in this program is the Participatory Action Research approach. The results of this program show that after the training, 80% of tourists feel more satisfied with the homestay service, while 90% of managers start actively marketing their homestays through social media and online platforms. In addition, the concept of sustainability is on the rise, with 70% of homestay managers starting to implement waste sorting systems and reduce the use of single-use plastics. Despite this, the program still faces a number of challenges, such as limited funds for facility renovations, lack of ongoing assistance in digital marketing, and lack of cooperation with travel agents and tour operators.
