Abstract

Abstract: Corruption is one of extraordinary crimes. The Perception Index of corrpution at the 2018 has improved performance. This is action was succeded from the government because made a strategic plan about prevention and eradication of corruption. This program is formulated provision to the president's instructions and presidential regulations which regulate the focus of prevention and action. The implementation of the policy is not fully smooth, there are factors that influence. This study uses juridical-empirical methods with qualitative technic. The results of the study show that there are several important factors that become obstacles in implementation, one of which is communication. Many of perceptions in this policy are vague in the implementation and reporting of state finances. Keywords: Public Policy; Corruption; Local Governtment Abstrak: Korupsi merupakan jenis kejahatan luar biasa. Negara Indonesia secara Indeks Persepsi Korupsi tahun 2018 memiliki peningkatan prestasi. Hal ini tidak terlepas dari peran pemerintah yang membuat rencana strategi dalam pencegahan dan pemberantasan korupsi. Program pemerintah ini dirumuskan dan dituangkan dalam instuksi presiden dan peraturan presiden yang mengatur fokus pencegahan dan aksinya. Pelaksanaan kebijakan tidak sepenuhnya berjalan lancar, terdapat beberapa faktor yang dalam realita mempengaruhi pelaksanaan tersebut. Penelitian ini menggunakan metode yuridis empiris dengan metode kualitatif. Hasil penelitian diketahui bahwa terdapat beberapa faktor penting yang menjadi kendala dalam pelaksanaan, salah satunya adalah indikator komunikasi. Banyaknya persepsi dalam kebijakan ini menjadi biasnya pelaksanaan dan pelaporan tentang keuangan negara. Kata Kunci: Kebijakan Publik; Korupsi; Pemerintah Daerah

Abstract

Indonesia is a country that uses a democratic system, since using the Pancasila democracy system in this reform era, one of the most prominent changes is a more democratic general election. The purpose of the study was to determine the role of the KPU in Batu City in Increasing Political Participation in the Community and the factors that could influence this participation. The research method was carried out with qualitative methods. The research findings show the role of the Batu City KPU in Improving Community Political Participation in the 2019 Presidential Election is to conduct socialization about elections, establish election smart houses, collaborate with the government through Kesbangpol, and collaborate with several community organizations in order to socialize simultaneous elections so that they run well. in accordance with applicable laws and achieve nationally determined goals. The supporting factor for the role of the Batu City Election Commission in Increasing Community Political Participation in the 2019 Presidential Election is the collaboration between Batu City Election Commission and the City Government through the Kesbangpol in socializing the general election to make the 2019 general election in Batu City successful, and assistance from the Batu City community, such as community communities, community organizations. The inhibiting factors for the role of the Batu City KPU in Improving Community Political Participation in the 2019 Presidential Election are the lack of budget, lack of human resources, delays in regulations given by the Central KPU.Keywords: KPU, General Elections, Society.Indonesia adalah negara yang mengunakan sistem demokrasi, sejak menggunakan sistem demokrasi pancasila di era reformasi ini salah satu perubahan yang paling menonjol adalah pemilihan umum yan lebih demomokratis. Tujuan penelitian untuk mengetahui peran KPU Kota Batu dalam Meningkatkan Partisipasi Politik di Masyarakat dan faktor-faktor yang dapat mempengaruhi partisipasi ini. Metode penelitian dilakukan dengan metode kualitatif. Hasil temuan penelitian menunjukan Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah dengan melakukan sosialisai tentang pemilu, mendirikan rumah pintar pemilu, menjalin kerjasama dengan pemerintah melalui kesbangpol, dan menjalin kerjasama dengan beberapa organisasi masyarakat agar mensosialisasikan pemilu serentak agar berjalan dengan baik sesuai dengan aturan Undang-Undang yang berlaku dan mencapai tujuan yang sudah ditentukan secara nasional. Faktor pendukung Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah Kerjasama antara Kpu Kota Batu dengan Pemerintah Kota melalui Kesbangpol dalam mensosialisasikan pemiluh untuk mensukseskan pemiluh 2019 di Kota Batu, dan bantuan dari masyarakat Kota Batu, seperti komunitas masyarakat, organisasi masyarakat. Faktor penghambat Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah Kurangnya anggaran, kurangnya Sumber Daya Manusia, terlambatnya regulasi yang diberikan oleh KPU Pusat.Kata Kunci: KPU, Partisipasi Politik, Masyarakat.

Abstract

Budget planning is a budgeting activity carried out by local governments in financing programs and activities for one fiscal year. In its implementation it is often not in accordance with the developments that have been planned so that it is necessary to make changes to the budget. This study aims to analyze changes in budget planning made by the Batu City local government in supporting infrastructure development financing during the Covid-19 pandemic. This study uses an exploratory qualitative approach. Data collection techniques using observation, interviews and documentation. Determination of informants using snowball sampling. Data analysis with reduction, presentation and conclusion. The validity of the data using triangulation techniques. The results of the study show that the budget planning that has been set has made changes to the budget due to the impact of the Covid-19 pandemic. This shows that the local government is quite good at managing regional finances. Realized regional infrastructure development can be seen from the absorption of infrastructure spending in 2020 (9.62%) in 2021 (35.50%). Supporting factors include the implementation of e-government which makes it easier for regional officials to coordinate and plan programs. The inhibiting factor is the impact of the pandemic so that infrastructure development is postponed, canceled or maintained.AbstrakPerencanaan anggaran merupakan kegiatan penganggaran yang dilakukan oleh pemerintah daerah dalam membiayai program dan kegiatan untuk satu tahun anggaran. Dalam pelaksanaanya sering tidak sesuai dengan perkembangan yang sudah direncanakan sehingga perlu dilakukan perubahan anggaran. Penelitian ini bertujuan untuk menganalisis perubahan perencanaan anggaran yang dilakukan oleh pemerintah daerah Kota Batu dalam menunjang pembiayaan pembangunan infrastruktur selama masa pandemi Covid-19. Penelitian ini menggunakan pendekatan kualitatif eksploratif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Penentuan informan menggunakan snowball sampling. Analisis data dengan reduksi, penyajian dan penarikan kesimpulan. Keabsahan data menggunakan triangulasi teknik. Hasil penelitian menunjukan bahwa perencanaan anggaran yang ditetapkan telah dilakukan perubahan anggaran yang disebabkan dampak pandemi Covid-19. Ini menunjukan bahwa pemerintah daerah sudah cukup baik dalam mengelola keuangan daerah. Pembangunan infrastruktur daerah yang terealisasi dapat dilihat dari serapan belanja infrastruktur tahun 2020 (9,62%) tahun 2021 (35,50%). Faktor yang mendukung diantaranya penerapan e-government yang memudahkan perangkat daerah dalam berkoordinasi dan merencanakan program. Faktor yang menghambat yakni dampak pandemi sehingga pembangunan infrastruktur ditunda, dibatalkan atau dipertahankan pelaksanaanya.

Abstract

Making a policy is determined by a leader who is in the institution and the leader has a leadership style, the leadership style that is owned will affect the final result of the policy to be issued. This study aims to find out how a leader applies the visionary leadership style in determining a policy and what are the factors that influence policy making in Sidomulyo Village Government, Batu District, Batu City by using qualitative methods. The application of data collection techniques in this study used interview, observation and documentation techniques. The results of this study, a leader who applies a visionary leadership style in his area of authority will have the right future plans and have been arranged regularly through predetermined processes. The visionary leadership style that is applied keeps the village moving forward and developing in a good direction through well-organized development planning, community participation in events organized by the village and community empowerment in an effort to increase human resources. visionary leadership in sidomulyo village has been going well and in making policies the village head will always consider based on the needs of the community.

Abstract

This study raises the theme of the Role of the Community and the Role of the Village Government in Tamban Beach Tourism Development in Malang Regency. Since the establishment of a tourist village by the Malang Regency government, the community has begun to participate in building and maintaining existing tourism. With a low average education, of course new problems will arise. This research was conducted to determine the role of the community in the development and development of tourism, namely Tamban Beach which is located in Tambak Rejo Village. This research uses a qualitative approach. Data collection techniques used in this study were interviews, observation, and documentation. to analyze the data, namely by data correlation, data reduction, data presentation, and drawing conclusions. The results of the study show that the community's role in tourism development through tourism programs uses training and product development strategies in the tourism village. Tambak Rejo Village as the person in charge of tourism at Tambak Beach carries out a promotional strategy by making posters that will be posted on the streets around tourism in Tambak Rejo Village and then through social media, namely the Tambak Rejo village website itself. The community is also one of the supporting factors in planning tourism development in Tambak Rejo Village, but it cannot be denied that there are still several inhibiting factors from tourism development carried out by the Government and the founders of Tamban beach tourism, namely awareness from several communities regarding the development and utilization of tourist villages. what the manager did and did not rule out the fact that the last two years the tourism business was affected by the Covid 19 pandemic, although now it is slowly starting to revive

Abstract

The meaning of governance is interpreted not only as a single player, namely the government. Along with the development of scientific governance, the paradigm of the Old Public Service, which positions the state as a single player, has been largely abandoned. One of the government affairs is the field of tourism. Tourism is one of the important commodities in the current era and for countries like Indonesia. Tourism is also one of the objects of development in Indonesia so that it becomes a strategic policy. Of course, these two things must be supported by actors from elements of governance other than the state, namely the private sector and the community. These elements are only properties, but from each of these elements there are still many actors who can play a role. Probolinggo Regency as one of the areas that has a lot of potential. It includes national, provincial and regional strategic areas. The focus of this research is the aspect of its management which turns out to have a fairly complex process in determining its roles and rights. As a result, each tourist destination has its own actors which can be divided depending on capital capability (for business entities) and authority (for state organs).AbstrakMakna governance dimaknai bukan hanya pemain tunggal yaitu pemerintah saja. Seriring dengan berjalannya perkembangan keilmuan pemerintahan paradigma Old Public Service yang memposisikan negara sebagai pemain tunggal sudah banyak ditinggalkan. Salah satu urusan pemerintahan adalah bidang pariwisata. Pariwisata menjadi salah satu komiditas penting di era sekarang dan bagi negara seperti Indonesia. Pariwisata juga menjadi salah satu obyek pembangunan di Indonesia sehingga menjadi kebijakan strategis. Kedua hal ini tentu harus ditopang aktor dari unsur governance selain negara yaitu swasta dan masyarakat.  Unsur ini hanya sifat, namun dari masing-masing unsur ini masih banyak aktor yang dapat berperan. Kabupaten probolinggo sebagai salah satu wilayah yang memiliki banyak potensi. Di dalamnya terdapat kawasan strategis nasional, provinsi, dan daerah. Fokus dari penelitian ini adalah aspek pengelolaannya yang ternyata terdapat proses yang cukup kompleks dalam penenutan peran dan haknya. Hasilnya setiap destinasi wisata memiliki aktornya masing-masing yang dapat dibagi tergantung kemampuan modal (untuk badan usaha) dan kewenangannya (untuk organ negara).

Abstract

Government Regulation Number 94 of 2021 Concerning Civil Servant Discipline is a regulation that regulates the discipline of civil servants in Indonesia. Batu City was chosen as one of the sampling cities that have good government performance so that it can be analyzed regarding the application of the Government Regulation. To measure the implementation of this regulation, the perspective of the Edward III implementation model is used as a basis for analysis. This research uses a qualitative type in the form of descriptive. The results obtained from this study are that as a whole it has been implemented well, but there are still corrections to civil servants who still commit acts of deviating from the contents of the regulations, and improvements still need to be made on the implementation side of supporting applications, as well as a review of the placement of employees in a field or position

Abstract

The implementation of the Government's policy on the Prevention and Handling of Sexual Violence in Higher Education is one of the policies that should be implemented in every university as an effort to fulfill the rights and protection of the academic community. A survey of the Ministry of Education and Culture in 2020 found 77% of lecturers stated that sexual violence had occurred on campus and 63% of them did not report cases they knew to the campus. The high phenomenon of sexual violence in the university environment is a challenge for every university bureaucracy which is expected to be able to produce problem solving in the protection of the academic community. This study aims to determine the implementation of the Government's policy on the Prevention and Handling of Sexual Violence the university environment along with the supporting and inhibiting factors. This study uses qualitative research methods with data collection through observation, interviews and documentation. Determination of informants is done by using snowball sampling.The validity of the data using increased persistence and triangulation. Data analysis was carried out through the stages of data collection, data presentation and drawing conclusions. The results showed that the implementation of government policies on PPKS in universities, especially in UNITRI and UIN Malang, had not been going well. Several indicators of socialization that are not optimal and evenly distributed, availability of resources, lack of understanding and non-uniform perspectives are obstacles in the implementation process. Supporting factors include the existence of rules as the basis for the Government's policy on the Prevention and Handling of Sexual Violence in higher education and mutual agreement to ensure a sense of security and comfort in the learning process.

Abstract

Development planning and tourism are an inseparable part of the integrated development unity in Indonesia. SDGs demands for sustainable development are a challenge in themselves. Development in Indonesia has an integrated planning system from central to regional government and from region to center. Integrating the SDG's focus as a mandatory aspect of sustainable development, tourism is included as one of the development items. This research uses qualitative methods by comparing the two regions. The concept of sustainable tourism development, namely Pro-Economic Prosperity, Pro-Environmental Sustainability, Pro-Social Justice and Pro-Environment, has not fully answered new problems such as capacity which results in a saturation point in development and change. in leadership in a democratic system for 5 years, and unforeseen circumstances such as natural disasters. Tourism development has been discussed a lot, and some things refer to new variables. This research aims is to find a new concept of sustainable development. Informants from this research used purposive sampling with the informant being the Head of Research and Development at BAPPEDA and the Head of the Tourism Development Section at the Tourism Office in two different regions, namely Batu City and Probolinggo Regency. Primary data uses interview results and secondary data uses official documents from regional organizations. This research produces three new variables in Sustainable Development, namely political sustainability, disaster preparedness, and visitor capacity as aspects that need further consideration. This variable is a new concept in the development of Public Administration Science, especially in the field of Sustainable Development.

Abstract

Direct Cash Assistance (BLT) is direct assistance in the form of a certain amount of cash for households that really need it, namely households that are included in the very poor category. This program was launched by the government as social protection for the poor to reduce the negative impact of The policy of adjusting compensation to reduce fuel subsidies is to help poor people meet their basic needs. The objectives of this research are (1) to find out the implementation of the Direct Cash Assistance program policy in the Sidomulyo Village area, Batu District, Batu City. (2) to find out what are the supporting and inhibiting factors from the government of the village government in implementing the Direct Cash Assistance policy in Sidomulyo area, Batu District, Batu City. The type of research used by researchers is descriptive research with a qualitative research approach, the focus of the research is (1) Implementation of public policy (2) Direct Cash Assistance Program in Sidomulyo Village (3) Analysis of Van Meter and Van Horn so that the informants in this research are (1 )Head of Sidomulyo Village, as general person in charge of the area. (2) Village Secretary as person in charge of administration (3) Head of the People's Welfare Section as person in charge of the Direct Cash Assistance Program in Sidomulyo Village.
