Abstract

Republic of Indonesia is a democratic United Nation.Democracy is government system from people by the people and for the people.One of implementation of democracy in Indonesia at this moment is by giving right and autonomous authority from the central government to the regional government.In this case,implementation of Government’s programs can be reached successfully by Regional Government.In accelerating in reaching out all the purposes,our government implemented E_Government .The purpose of this program is how to realize democratic ,transparent,fair, accountable, responsible, responsive, efficient and effective government. One of realization of the program is by implementing Electronic_Identity Card. Based on data from 2011 – 2014 at Departement of Population and Civil Registration Rokan Hulu Regency,Sub_District Unit Office Bonai,researcher found many problems about Electronic_Identity Card Service.The problems were about distribution forms of Electronic_Identity Card,the number of operators was not enough yet,electrical supplies,socialization,limited facilities and budgeting for buying generator.The problems influenced quality service for people in getting the Electronic_Identity Card. This research used qualitative method.In solving the problems is that the central and regional government have to cooperate in preparing facilities for giving the best service for people who wants to get the Electronic_Identity Card at Departement of Population and Civil Registration Rokan Hulu Regency,Sub_District Unit Office Bonai.Keywords : Implementation, government, demoracy

Abstract

The economic development of the city of Pekanbaru Increasingly rapid impact on the progress of development. The development progress itself in the form of the construction of home store buildings (ruko) that occur in all the sub-district in the city of Pekanbaru. Home store buildings (ruko) is a building used as a place to live and a place to do business. Their home store buildings (ruko) were switching function having a negative impact, so that the switch functions of supervision of the home store buildings (ruko) to address the deviations is a serious matter. The method used in this research is qualitative. So that the collected data is the data is derived from interviews, documentation, and observation. By using qualitative methods will provide more fundamental problems and deep switch functions related to the supervision of the home store buildings (ruko). The results of this research, monitoring implementation of the conversion of home store buildings (ruko) in the city of Pekanbaru has not fully maximized. Judging from the shape of the oversight conducted, coordination between instant Occurs competent and conditions of inspectors charged with overseeing the conversion of home store buildings (ruko). Coupled with the limitations of strategic land and less accommodating regulation be a driving force going over the home store buildings (ruko). This is evidenced by many home store buildings (ruko) who converted to hotels, karaoke bars, schools, boarding houses and others. The transformation of the home store buildings (ruko) is negatively impacted, Become have many places to do any unlawful activity, irregular urban planning and traffic that can not be predicted. Abstract

The objectives expected to be achieved through this research are to find out 1) Implementation of services of the Social Security Organizing Agency (BPJS) at Arifin Achmad General Hospital, Riau Province. 2) Obstacles in the implementation of the services of the Social Security Organizing Agency (BPJS) at Arifin Achmad General Hospital in Riau Province.The approach used in this study is a descriptive research approach with a qualitative type. The study was conducted at Arifin Achmad Hospital in Riau Province, located on Jalan Diponegoro No 2 Pekanbaru in December 2018 to February 2019. The technique of collecting data using interviews. Data analysis uses data reduction data presentation and conclusion drawing.Several things that became the conclusion of the study were 1) The implementation of BPJS Health services at Arifin Achmad Hospital was already underway. Arifin Ahmad Regional Hospital as a BPJS Health partner has carried out its obligations, namely to comply with all requirements specified in the MoU or Cooperation Agreement (SPK). Timely reporting of claims, and ICP following INA-CBGs in the service of patients participating in BPJS Health. The patient feels dissatisfied with health services. This BPJS Health policy does not get a positive response from Arifin Ahmad General Hospital, this is related to the income from the 2018 BPJS Health deficit. 2) Obstacles in the implementation of BPJS services at Arifin Achmad Hospital in Riau Province include income or revenue deficits, limitations on some provisions, and delay in issuing Patient Elegibility Letters (SEP) for BPJS Health participants. Keywords: Service Delivery, BPJS, RSUD

Abstract

The role of the education office is the supervisors, controllers, administrators and supervisors of primary and secondary education for the realization of national education. As for the function of education that is as a tool to free people from ignorance, oppression, backwardness and poverty that hit the Indonesian society.The purpose of this study is to : (1) Know the role of the education office in the prevention of children prone to drop out; (2) Know what are the causes of still children who drop out of school. This research uses qualitative research method with descriptive research type, which can be interpreted as problem solving process which is investigated by describing the state of research subject based on facts that appear during the research which then continued with based on the existing theories. Data analysis is done by data reduction, data presentation, and conclusion or verification.Based on the results of this study concluded that with the role of the Education Office then the level of public participation in the importance of education activities in Pekanbaru City will increase. But the fact that the participation of the community on the lack of education is caused by several factors,namely the low interest of children to go to school, the size of brothers, economic factors, social factors, peer factors and others. As for the factors that will cause the existence of children who drop out of school is the misuse of budget allocations, and lack of extension in remote areas.Keywords: Role, Education Authorities, Drop Out

Abstract

There are still many violations of discipline of Civil Servants that have been processed by BKD Riau Province during 2013 until July 2018 there were 48 cases. In general, the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province has run quite well. Meanwhile enforcement PP. 53 of 2010 has also been implemented with strategies adopted by each SKPD, BKD, and Inspectorate. Supervision of the implementation of PP No.53 of 2010 has also been carried out in Riau Province to reduce the occurrence of disciplinary violations. Supervision is carried out by direct superiors in collaboration with BKD and Inspectorate of Riau Province. There are 4 (four) factors that influence the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province namely; 1). Cultural factors that influence the implementation of PP No. 53 Tahun 2010 on civil servant discipline are culture and will become an obstacle if there is no effort to arouse and increase community awareness and participation in social control. 2). Communication factors that support the implementation of PP No. 53 Tahun 2010 such as with general socialization to all SKPDs and with consistency in delivering messages and can hamper the implementation of PP No. 53 Tahun 2010 such as the implementers and civil servants who have just joined the government in Riau Province who have not mastered information about PP No. 53 Tahun 2010. 3). The supporting resource factor is the presence of PP No. 53 Tahun 2010 staff or implementers who have quite high education in the Riau Province government and the obstacle is the availability of PP No. 53 Tahun 2010 implementers whose numbers are still lacking to enforce PNS discipline in Riau Province. 4). Abstract

                To enforce the Government Law against the game arena government permit in Pekanbaru City, the Civil Service Police Unit plays its role as an enforcer of regional regulations. Government law enforcement is also expected to have an orderly, safe and peaceful and harmonious atmosphere within the framework of community, nation and state life. The formulation of the problem taken is how to enforce government law on game arena permits in Pekanbaru City in 2018 - 2019 and what are the inhibiting factors on the enforcement of Government Law on game arena government permits in Pekanbaru City in 2018 - 2019.               The purpose of this study is to first find out how the Pekanbaru City government law enforcement against the abuse of the authority of Game Customers. To find out what are the obstacles that occur against the enforcement of government law against the permission of the government playing games in the city of Pekanbaru. The research method used is qualitative research. This type of research is descriptive qualitative. The location of this research is Pekanbaru City Civil Service Police Unit and DPMPTSP Pekanbaru City. Data collection techniques by observation, interview and study documentation. Data analysis techniques by data reduction, data presentation and data verification.               The results of the study show that for the enforcement of government law against the permits of the Games Arena in Pekanbaru, the city uses several types of sanctions that are used: Governmental Coercion (Bestuuesdwang), Withdrawal of Decision (Stipulation), Imposing Forced Money (Dwangsom) and Imposing Administrative Fines. Barriers that occur against law enforcement Misuse of licensing game interference in the city of Pekanbaru is a regulation that has been used for too long. Deceiving law enforcement officers with the Rink Arena children's games to test dexterity. The existence of law enforcers involved as guards in the Games which indicated gambling. Lack of Legal Awareness for Game Arena and Community Business owners. Factors for some people who still consider gambling to be a normal thing.

Abstract

The Adipura Cup is an award for the cleanest and most beautiful city / district. With certain criteria, a team formed by the Ministry of Environment and Forestry assesses the cleanliness of the city and its beauty. Kuantan Singingi Regency is one of the regencies that received the Adipura trophy in 2017. This success cannot be separated from the cooperation and coordination of various parties, the institutions that participated in the success of the program. The formulation of the problem of this research is what are the efforts of the Kuantan Singingi Regency Government in getting the Adipura trophy in 2017? This research is descriptive research with a qualitative approach. The location of this study was conducted in Kuantan Singingi Regency. Data collection techniques are carried out with qualitative data analysis. While the results of the study concluded that the efforts of the Regional Government of Kuantan Singingi Regency in obtaining the Adipura trophy were already optimal. Judging from the four coordination indicators, there are two indicators which are not optimal in their implementation, namely communication and meeting meetings. In addition, on the task division indicator and cooperation has been running optimally and no significant problems were found. While the factors that influence the efforts of the Regional Government of Kuantan Singingi Regency in obtaining Adipura trophies there are supporting factors, namely the high commitment of the regional head and the existence of funds. Abstract

The function of the government is to provide guidance and supervision of children's toy products, in this case the government is responsible for the implementation of consumer protection which ensures that the rights of consumers and business actors are obtained as well as the implementation of the obligations of consumers and business actors. Based on the function of the government as a supervisor carried out by the Industry and Trade Office of the Riau Islands Province as a supervisor in the field of SNI for children's toys, it is necessary to create a system that is able to provide protection to the community. In this case, the Government has responsibility for the security and safety of its citizens who are required to go directly to monitor the nets in order to avoid losses to the community. The purpose of this study was to determine the supervision of the circulation of children's toys without Indonesian National Standards carried out by the government in this case the Industry and Trade Office of the Riau Islands Province and the inhibiting factors for the Supervision of the Industry and Trade Office of the Riau Islands Province against the circulation of children's toys that do not have Indonesian national standards in Indonesia. Tanjungpinang City in 2018. Abstract

Transportation is the process of moving goods and people from the place of origin to the place of destination. Transportation is basically one of the most important components as a supporter, driver and driver for the growth of a region. In the field of road traffic and transportation, prevention and control of the environment must be carried out, namely in Law Number 22 of 2009 concerning Road Traffic and Transportation. The problem in this study is that the City Government's authority is not maximally implemented, resulting in a decrease in the number of public vehicles in conducting emission tests. The purpose of this study is to describe how the authorities and constraints faced by the city government in implementing the emission test of public vehicles in the city of Pekanbaru.The research approach used is qualitative with descriptive analysis method by describing phenomena and data accurately. The research location is in UPTD. Motor Vehicle Testing of the Department of Transportation, Communication and Information of Pekanbaru City. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to exhaust gas emission testing of public vehicles. Data collection techniques used by interview and documentation.The results of this study are that first, the authority given to the city government based on Law No. 22 of 2009 as the basis for the rules that regulate it is considered not yet implemented or implemented optimally even though public vehicles that are operated on the road are required to carry out periodic tests as one of the emission tests. as a condition of roadworthiness. Public vehicles that do not carry out emission tests can result in air pollution and global warming. the authority of the City Government obtained when viewed from where the authority was obtained according to H.D. Van Wijk / Willem Konijnenbelt, it can be seen in 3 sources of authority, namely attribution, delegation and mandate. Second, the City Government Constraints in the implementation of emission tests on public vehicles that keep repeating themselves at the UPTD. Abstract

The purpose of this research. to determine the implementation of the supervisory function and the factors that hinder the implementation of the supervisory function of the Food and Drug Supervisory Agency (BBPOM) on the circulation of imported food products without a marketing permit in Pekanbaru City in 2020. This research is a study that uses a qualitative approach with a descriptive method. Data collection techniques in the form of interviews and documentation. The qualitative research aims to reveal certain social situations by describing true facts. The results of this study are the implementation of the supervisory function of the Center for Drug and Food Control (BBPOM) on the circulation of imported food products without a distribution permit in Pekanbaru City in 2020 is to carry out pre-market supervision in the form of product evaluation before obtaining an official distribution number and permit from the government, so that finally declared safe and can be produced and distributed to consumers and post-markets which is carried out so that the quality, consistency of quality and product information is maintained by carrying out inspections or periodic raids on shops, supermarkets and stalls that sell these food products. As a result of the raids, action was taken for business actors who sold imported food products without a permit in the form of warnings and confiscation. Also cooperate with related agencies. Factors that hinder the implementation of the BBPOM's supervisory function consist of internal factors in the form of a limited number of human resources and budgets that have an impact on optimizing the implementation of the supervisory function.
