Abstract

Unemployment is a situation in which someone belonging to the labor force category does not have a job and is not actively looking for work. In this case, it is the regional government's concern in managing its own household, to reduce the number of unemployed people in West Pasaman Regency, the authority is given to the West Pasaman Regency Manpower Office as the executor of government affairs in the manpower sector.The purpose of this study is to determine the implementation of authority carried out by the West Pasaman Regency Manpower Office in 2018. The research location is in the West Pasaman Regency Manpower Office. This research uses a qualitative approach. This type of research is descriptive. Data were collected through informants purposively. Data collection techniques using interviews and documents.The results show that the implementation of authority in manpower affairs by the West Pasaman Regency Manpower Office in 2018 comes from the authority of Attribution. Abstract

Siak Hulu Subdistrict is the region with the highest target of receiving land and building tax in Kampar Regency in 2016, but in reality the land and building tax receipts in the area are still relatively low. Pangkalan Serik Village is one of the villages in Siak Hulu Subdistrict with the realization of the lowest land and building tax revenue in 2016 so that it can be said that the Kampar Regency Regional Regulation No. 11 of 2011 concerning Rural Land and Building Taxes and Municipalities is not well implemented in the region. The purpose of this study is to describe the implementation of the Kampar District Regulation No. 11 of 2011 concerning Rural and Urban Land and Building Taxes in Pangkalan Serik Village in 2016 and the factors that contribute to the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes in Rural Areas and Urban in Pangkalan Serik Village in 2016. The method used in this study is a qualitative approach with descriptive analysis method. The results showed that the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes for Rural and Urban Areas in Pangkalan Serik Village in 2016 had not been effective. Although in terms of communication, resources, the attitude of the implementor, and the organizational structure has supported the policy, the clarity of information for the community has not been achieved. The inhibiting factor in the implementation of this policy is the limited facilities and infrastructure as well as the low public awareness in paying taxes.Keywords: Policy Implementation, Public Policy

Abstract

Family Data Collection in 2015 is the primary data collection activities on the data of Population, Family Planning Data, Data Family Development (KKBPK) in Pekanbaru conducted by the National Population and Family Planning (BKKBN) Representatives of the Province of Riau. For the expected availability of the database, it must be ensured all families recorded. Implementation of this program up and running no less effective because of the level of community participation Pekanbaru City is still low and still many shortcomings of the Agency of National Population and Family Planning (BKKBN) Representatives of Riau Province as program implementers.This study used a qualitative approach, this kind of research is a descriptive study. The focus of research is the effective implementation of the program and community participation. Informant in this study is the Head of Public Affairs and Public Relations of the Agency of National Population and Family Planning (BKKBN) Representatives of the Province of Riau, Chairman Validator of the Family Data Collection Data 2015, and 12 family heads. Data collection techniques in this study using observation, interviews . Data analysis techniques used in this research is descriptive analysis techniques.The results of this study show implementation of the program has not been effective, coupled with the apathy of people in Pekanbaru is still high. recommendation for this research is reassure the public about the active participation in the government program, communication between the government and the public, or otherwise to enable the development of society and the government should more leverage in implementing the program in order to run effectively and optimally.Keywords: Family Data Collection In 2015, Effectiveness, Public Participation

Abstract

The title of this research is the implementation of Safety Management System and Occupational Health at PT. Inti Benua Perkasatama Dumai City. The background of this study is the number of incidents of accidents that occur in the PT. Inti Benua Perkasatama Dumai City when the government has issued Law No. 1 of 1970 on Safety and Health at work and the Regulation of the Minister of Labor number 05 of 1996 on Occupational Safety and Health Management aims to minimize the occurrence of accidents. To ensure the safety and health of workers and others who are in the workplace, as well as sources of production, production process, and the work environment in a safe state, should the application of the Occupational Safety and Health Management System (SMK3). The core purpose of an application SMK3 is to provide protection to workers. However, the worker is a corporate asset that should be preserved and maintained safety. The purpose of this study was to describe the implementation of safety management systems and occupational health at the PT. Inti Benua Perkasatama by Minister of Manpower Regulation No. 05 of 1996 and describe any efforts undertaken by the company to minimize factors and potential hazards. This is a qualitative study using the method of direct observation of spaciousness, the informant interviews Head of Section K3 Disnakertrans Dumai, Public Relations of PT. Inti Benua Perkasatama, secretary P2K3 PT. Inti Benua Perkasatama as well as the core part of the production employees of PT. Inti Benua Perkasatama Dumai City. From these results it can be concluded that the application of the Occupational Safety and Health Management System (SMK3) have not been going well and in accordance with the ministerial decree number PER 05 / MEN / 1996. Implementation still needs to be improved because there is still a shortfall, especially at the stage of inspection and evaluation. Because they inspection and evaluation is still deemed not work effectively, the company also does not have documented procedures in employee skill enhancement training, and incident reporting mechanisms K3 which also does not have documented procedures. Abstract

Abstract Appointment of employees and management of state finances are two things that cannot be separated. Appointment of employees will not be carried out without involving financial management and financial management will not be carried out without an employee in charge of managing it. Therefore, it is not surprising that the appointment of employees and financial management are two things that cannot be separated.This study aims to find out how the appointment of employees and financial management according to the political thought of Ibn Ibn Taymiyah, who is a person who is known as a scholar and also the father of Islamic administration. This is very interesting because it is very rare for anyone to thoroughly discuss the appointment of employees and the management of state finances based on the thoughts of Ibn Taimiyah. This study uses a qualitative approach. This type of research is qualitative with descriptive analysis model. The data were collected by means of libraryresearch, where the researcher used the library as a source of data collection.The results of this study are according to Ibn Taimiyah in the appointment of employees, a ruler should not be careless and must select correctly and carefully every person who will be appointed as an employee. According to Ibn Taymiyya, state finances must be managed by the state properly and in a trustworthy manner and should not misappropriate these assets.    Keywords: Appointment of employees, Financial Management, Ibn Taimiyah

Abstract

The reason for the expansion of Kelurahan in the City of Pekanbaru is the ever increasing number of residents in each parent village. The increase in population also automatically increases the volume of activities in the fields of government, development, and society. Based on these considerations, the main kelurahan is considered to be ineffective and inefficient in providing services, such as the length of time for completion in administering an administrative service, slow development, and fostering community affairs that are becoming less focused, so that the pemekeran in a number of districts in Pekanbaru City is considered as one of the policies that can solve this problem..This research was conducted in the villages resulting from the division in Pekanbaru City. The informants in this study are those who are competent in the process of urban sprawl in the city of Pekanbaru such as the Commission I of the Pekanbaru City DPRD, Head of Governance, Camat, Lurah, kelurahan staff and community leaders. One of the factors to do the division of Kelurahan in Pekanbaru City is the increasing number of population in each main village. The results of this study indicate that the process of pemekaran is the desire of the community to bloom several villages in Pekanbaru in principle aimed at improving the welfare of the community. Keyword : Process, Kelurahan, Expansion

Abstract

 Keywords: Role, Neglected Elderly, ASLUT Article 27 paragraph (2) of the 1945 Constitution states that "every citizen has the right to work and livelihood that is appropriate for humanity". This means that every Indonesian citizen has the right to receive assistance from the government to get a decent living, especially for groups of people with Social Welfare Problems (PMKS), one of which is neglected elderly. Based on Minister of Social Affairs Regulation Number 12 of 2013 concerning the ASLUT Program, the government is obliged to provide social security to help displaced elderly people in fulfilling some of their basic needs. The government in this case the Office of Social Affairs has a role and aims to support the government program regarding Neglected Elderly Social Assistance (ASLUT) based on the principle of assistance (medebewind). Therefore the author formulates the problem, namely: why the role of the Pekanbaru City Social Service to support the Government's program regarding Neglected Elderly Social Assistance (ASLUT) in 2017-2018 is not optimal. The purpose of this study was to: (1) find out the role of the Pekanbaru City Social Service to support the government program regarding the Assistance for Displaced Ages (ASLUT) for 2017-2018. (2) knowing the inhibiting factors for the role of the Social Service Office to support the government program regarding the Assistance for Neglected Elderly (ASLUT) for 2017-2018. This study uses a qualitative research method with a type of descriptive research, which can be interpreted as a problem-solving process that is investigated by describing the state of the research subject based on the facts that appear during the research which then proceed based on existing theories. The research was carried out at the Pekanbaru City Social Service. The selection of informants is done by purposive technique. Data collection techniques used during conducting research are by interview and documentation. The results of this study indicate that the role of the Social Service Office in Pekanbaru City to support the Government's program regarding ASLUT has not played an optimal role. This is indicated by the problem of data collection of prospective ASLUT recipients who do not have self-identities such as ID cards and often found ID cards that are not valid. In addition to data collection, the second obstacle encountered in the field is the issue of issuing ASLUT cards and ASLUT recipients often experiencing delays.

Abstract

Integrated Administrative Services District of the authority of the public service in the district of which the management of the request to the stage of publication of documents done in one place. One place here means simply through a table or counter service. The problem is how to optimize the role of the Integrated Administrative Services Sub-district to improve the quality of public services in accordance with the expectations of society as a customer in order to realize the Good Local Government, to review the case in Indragiri Hulu. As a service center, in the sense that the future sub-districts are expected to provide services to the community proportionally based on the criteria and sub-district scale in the field of licensing and non-licensing. The purpose of this study was to determine the assignment of authority district head in Subdistrict Administrative Services Integrated especially in Sub Sand Turtle Indragiri Hulu Year 2013. In this study, the concept used refers to the Minister of Home Affairs No. 4 of 2010 on Guidelines for Integrated Administrative Services Sub-district. This study used a descriptive study using a qualitative method approach. In the data collection techniques researchers used questionnaires, interviews and documentation. The results of this study can be concluded that the task of the authority of the district head Subdistrict Administrative Services Integrated especially in Sub Sand Turtle Indragiri Hulu Year 2013 has been carried out quite well. For facilities that are expected to carry out the operations, both in quality and quantity, especially computer and printer facilities to support services in the District Patents Sand Turtle. To supervise and control of the executive apparatus, so as to implement, utilize effectively working hours. Abstract

The construction of the Integrated Domestic Waste Treatment System (SPALD-T) is expected to be completed by December 2020, but the construction of the project is not in accordance with the stipulated timeframe. This study aims to determine the policy implementation of what factors caused the implementation of the policy for the development of a Centralized Domestic Wastewater Management System in Pekanbaru City in 2019-2020 not as planned. The method used in writing this research is a qualitative approach. Meanwhile, the key informants used were 6 people. The method of data collection is by using interviews, and documentation. Meanwhile, the data analysis technique uses (1) data reduction, (2) data presentation, and (3) conclusions. This research shows that: First: The implementation of the SPALD-T development has been quite implemented, this can be seen from several indicators, such as: 1) Ambiguity, the ambiguity problem occurs due to the length of time planning and implementation of the SPALD-T development, so that there have been many changes in the agency. Government, as well as environmental changes in each area that the pipeline network passes through. 2) Executors at the Frontline (implementing apparatus), the long time span between planning and implementation has also caused the implementers to have also undergone changes. 3) Funding and Resources. In addition, the funding and resources used are still not optimal, such as the human resources used are not much from the local area. Second: Obstacles in the implementation of the SPALD-T development are: Lack of socialization to the community, Planning for SPALD-T does not pay attention to the contours of the land that will be passed by the SPALD-T pipeline, In planning and timing of implementation also does not pay attention to weather conditions. Keywords:  Implementation, Centralized Domestic Wastewater Management System, Pekanbaru
