Abstract

Complete Systematic Land Registration is carried out to provide guarantee of legal certainty and legal protection of land rights. To ensuring legal certainty and legal protectionas well as program acceleration Complete Systematic Land Registration (PTSL), various rules have been published. After the community gets their own Land Certificate, it arises problems during the issuance of Presidential Instruction No. 5 of 2019 concerning Termination Granting new permits and improving primary natural forest governance and Peatlands. The emergence of rules related to the Indicative Map of Termination of GivingNew Permits (PIPPIB) have made it difficult for almost entirety areas categorized as a PIPPIB area such as the Meranti Islands Regency. People have land certificates, but can't do anything against the certificate because it cannot carry out various activities neither the property rights of their land. This research was conducted with dunn theory (1991). According to Dunn (1991),There are three forms or models of policy analysis, namely prospective models, models retrospectives and integrative models. A retrospective model is a policy analysis done to the consequences of a policy "after" a policy Implemented. This model is usually referred to as an evaluative model, because Many involve an evaluation approach to the impact of policy impacts is or has been implemented. According to Dunn Policy analysis can be focused into various levels. Three main focuses commonly selected in the analysis Social policy includes : 1. Definition of social problems 2. Policy implementation social 3. Consequences of social policy. Indicative Map Assignment Policy Termination of New Permissions(PIPPIB) this is a unilateral policy of the Central Government withoutcoordinate with local governments, by directly establishing determinationsIndicative Map of Termination of New Permits (PIPPIB) regardless of conditionsreal in the field. This is an inappropriate policy for local governments. The Central Government should look at the real conditions and coordinate points before establishing a policy of Indicative Map Determination of Deprecation of GivingNew Permit (PIPPIB). Abstract

Authority is formal power that comes from legislation. The Cultural Office of Riau Province is a Regional Apparatus Organization that has the authority to preserve Malay culture in Riau Province. Today, Malay culture is fading in the midst of society. This study aims to find out how the authority of the Riau Provincial Cultural Office in preserving Malay culture in Riau Province in 2019-2020 and to find out the causes of the Riau Province Cultural Office not being maximized in preserving Malay culture in Riau Province. The method used in this research is descriptive method with qualitative research type. The types of research data are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis.The results of this study are the authority of the Riau Provincial Cultural Office in preserving Malay culture in 2019-2020, the Riau Provincial Cultural Office refers to the Riau Governor Regulation Number 82 of 2016 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Riau Province Cultural Service Article 15-Article 18 which in carrying it out is given the freedom to take policies in terms of preserving Malay culture in Riau Province. The causes of the Riau Provincial Cultural Service not being maximal in preserving Malay culture in Riau Province in 2019-2020 are the very low or small budget for the Riau Provincial Culture Service, the incoming culture from outside due to the swift and unstoppable flow of globalization and the covid-19 pandemic.  Keywords: Authority, Conserve, Culture

Abstract

Government affairs in the field of population control and family planning are included in concurrent non-basic service affairs. They are divided into authorities between the central government and local governments based on Law Number 23 of 2014 about Regional Government. The representatives of the Riau Province BKKBN from the Central Government and the Office of Women's Empowerment, Child Protection, Population Control and Family Planning (DP3AP2KB) Riau Province is the Regional Apparatus Organizations (ODP). This is a government agency that carries out government affairs in the field of population control and family planning in Riau Province level within the framework of regional autonomy. This study uses a descriptive qualitative method which aims to determine the implementation of government affairs in the field of population control and family planning by the government in Riau Province in 2021. The results of this study are that the implementation of government affairs in the field of population control and family planning has not been carried out optimally by the government in Riau Province in 2021. The existence of the representatives of the central government at the provincial level who carry out government affairs in the field of population control and family planning has an impact on the weakening of the role of the Provincial Government in carrying out the same jobs. The presence of the Riau Province BKKBN as the representative of the central government in handling population control and family planning in Riau Province is the impact of the absence of a BKKBD in Riau Province. In addition, there are still representatives of the central government who carry out population control and family planning matters even though there is already regional autonomy. It is because of the low commitment of the Riau Provincial Government to fully implement government affairs in the field of population control and family planning, which is a priority program in the Riau Province. Abstract

The existence of the COVID-19 pandemic which resulted in the reluctance of people to leave the house and restrictions on the movement of people to leave the house with the closure of several roads leading to the Pekanbaru City MPP which resulted in difficulty in managing the Pekanbaru City MPP. This study aims to:(1) To find out public services at the Pekanbaru City Public Service Mall (MPP) to the public during the COVID-19 pandemic in 2020-2021 and (2) To find out the inhibiting factors in the implementation of public services at the Public Service Mall ( MPP) Pekanbaru City to the public during the COVID-19 pandemic in 2020-2021. The theory used in this research is the theory of the principles of public service according to the Decree of the Ministry of Administrative Reform and Bureaucratic Reform (KEMENPAN RB) Number 63/2003 as follows: Transparency, Accountability, Conditional, Participatory, Equality of rights and balance of rights and obligations. Data collection used in this research is by interview and documentation. This research was carried out at the Pekanbaru City Public Service Mall. The results showed that the implementation of public services at the Pekanbaru City MPP complies with the applicable rules, namely Pekanbaru Mayor Regulation Number 104 of 2020 concerning Guidelines for New Life Behavior for Productive and Safe Communities in the Prevention and Control of Corona Virus Disease 2019 (Covid-19). The implementation of orderly services using health protocols and the Protect Care application. The operational hours of the Pekanbaru City MPP are limited both in terms of operating hours and also the number of people served. Abstract

Kerapatan Adat Nagari or known as KAN does not only play a role in carrying out customs, arts and culture, but is also involved in and directly related to the administration of the nagari administration. The existence of a strong KAN in the nagari influences the running of the nagari government. The implementation of the tasks of KAN Pandai Sikek in administering the nagari government can be seen in the formation of nagari regulations related to adat and KAN is also present in the nagari deliberations. This study used a qualitative approach with a descriptive research type. The theory used in viewing the existence of KAN is institutional theory with the perspective of institutional logic according to Zilbert. Meanwhile, the theory used in looking at the power relationship between KAN and the Nagari Pandai Sikek government is the theory of power sharing put forward by Montesquieu. The results of the study, namely the existence of KAN based on the perspective put forward by Zilbert, show that the institutional integration and management structure of KAN was chosen based on consensus. The implementation of the duties and functions of KAN is regulated in West Sumatra Regional Regulation Number 2 of 2007 and Tanah Datar Regional Regulation Number 4 of 2008. Meanwhile, in Nagari Pandai Sikek, the duties and functions of KAN are regulated in Nagari Pandai Sikek Regulation Number 2 of 2013. The existence of KAN in Nagari is not regardless of changes in the government system. The relationship between KAN and the nagari government is known as Tali Tigo Sapilin, Tungku Tigo Sarangan, which means that KAN and the nagari government jointly resolve problems through deliberations. In carrying out its duties, KAN Pandai Sikek has not fulfilled the expectations of the Tanah Datar Regional Regulation No. 4 of 2008 because it only participates in making nagari regulations in customary affairs, but KAN Pandai Sikek has great influence in Nagari as evidenced by the existence of nagari regulations related to customary governance in the nagari. Abstract

Regional development planning is not always successful in fulfilling regional desires. The reality is that the development carried out by each region takes a long time, and of course, in this long process, there are many obstacles, barriers, challenges, and obstacles in its implementation. The purpose of this research is to describe the implementation of Pekanbaru Mayor Regulation Number 30 of 2016, which has not been realized, the causes of development failures, and the government's actions in overcoming them. This study uses a qualitative approach and in-depth analysis techniques. The data collection techniques used in this study were interviews and documentation. The data obtained from this study came from two sources, namely primary and secondary. The results of this study show that in the implementation process, there are several obstacles to development, including communication errors, inadequate resources from the Pekanbaru City Government, the disposition or attitude of workers or builders on the part of the developer, which interferes with the work process, and the bureaucratic structure of the consultant supervisor. To address this, the government has issued an addendum allowing for additional processing time until 2019, issued warnings, and mediated with the surrounding community. So, according to the findings of this study, the implementation of Pekanbaru Mayor Regulation Number 30 of 2016 in realizing a main market in Pekanbaru City from 2016 to 2021 still faces significant challenges, and the Pekanbaru city government must be responsive in responding to this. Abstract

DPRD members are representatives of the people in the regions who must be able to aspire to the wishes of their constituents. DPRD members, in carrying out their duties, functions, and authorities, must of course comply with all applicable regulations. However, there are various phenomena that arise related to the attitudes and behavior of DPRD members in Riau Province, such as absenteeism at DPRD meetings, improprieties that should not be carried out, and indisciplined DPRD members who are considered to have violated the code of ethics. Therefore, an honorary body was formed as a code of ethics enforcement agency tasked with maintaining the dignity, image, and credibility of the DPRD. This study aims to determine the implementation of the authority of the DPRD honorary body in enforcing the code of ethics in the DPRD Riau Province in 2019–2021. This study uses the study of authority theory, in which authority originates from attribution, delegation, and mandate. The method in this study uses descriptive research with a qualitative approach. Sources of data consist of primary data and secondary data collected through interviews and documentation. Data analysis used qualitative data analysis techniques with interactive models. The results of this study indicate that the Honorary Board of DPRD Riau Province has exercised its authority in enforcing the code of ethics. However, it is not optimal. The honorary body has more of a passive role in waiting for complaints. There are several issues that have developed in the community that are not being processed by the honorary body because no complaints have been received. Several factors impede the implementation of the authority of the honorary body, namely the colliding with the code of ethics and procedures for the honorary body, which makes the honorary body seem slow and rigid, the lack of participation from the community, and political elements because members of the honorary body are also members of the DPRD, so whether they realize it or not, there is a considerate nature among fellow DPRD members. Abstract

Covid-19 is a non-natural disaster that causes many problems. Among them are making people lose their jobs, demanding a reallocation of the budget that has been set, and presenting uncertainty in the running of the government. In the midst of uncertainty due to covid 19, Nagari Situjuah Batua became the best nagari in Limapuluh Kota Regency. This assessment is based on the Regulation of the Minister of Home Affairs concerning the Evaluation of Village and Kelurahan Development, whose evaluation is in the form of evaluation in the government sector which includes the performance of village government, evaluation in the regional sector which includes the field of innovation in response and disaster preparedness, and evaluation in the social sector which includes economic health, security and order. . This research is a descriptive qualitative research with primary data sources and secondary data. Data collection techniques were carried out by interviewing and reviewing the literature. Then the data obtained is analyzed and modified according to the Agile governance principles of the theory used. The first role carried out by the Situjuah Batura government in managing the Covid-19 disaster is to carry out the first principle, namely good enough governance through the activity of forming a Covid-19 task force team with spending of IDR 53,714,000. Furthermore, business driven, through the distribution of direct cash assistance with spending of Rp. 351,000,000. Next is the human focus, through the activities of creating a guard post and sterilizing village social facilities with an expenditure of Rp. 25,605,000. Furthermore, based on quick wins, through the provision of PPE and antiseptics as well as outreach about Covid-19 with a total expenditure of IDR 55,837,403. The next principle is a systematic and adaptive approach, through the activities carried out is the creation of a quarantine place. By spending Rp. 10,920,000. And the last principle is Simple design and continuous, through activities to sterilize the Jorong environment by spending Rp. 19,480,000. Abstract

Supervision is monitoring and observing activities, behavior, and information with the aim of gathering information, influencing, overshadowing and directing. The Riau Provincial Inspectorate is an element of regional government supervisory which in carrying out its duties is directly responsible to the Governor through the Regional Secretary, and has the task of assisting the Governor in fostering and supervising the implementation of government affairs which are the authority of the region. However, the supervision carried out by the Riau Regional Inspectorate is still considered not optimal for Regional Apparatuses in Pekanbaru City. This study aims to find out what form of supervision is carried out by the Riau Regional Inspectorate on Regional Apparatuses in Pekanbaru City in 2020-2021 and to find out what factors influence the supervision carried out by the Riau Regional Inspectorate on Regional Apparatuses in Pekanbaru City. The method used in this research is descriptive method with qualitative research. The types of research data are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis. By using the Theory of Bureaucratic Functions according to Michael G. Roskin namely Administration Functions, Service Functions, Regulatory Functions and Information Gathering Functions. The results of this study are that there is supervision carried out by the Regional Inspectorate of Riau Province against Regional Apparatuses in Pekanbaru City in 2020-2021 which refers to the Governor of Riau Regulation Number 73 of 2020 Concerning Position, Organizational Structure, Duties and Functions, and Work Procedures of the Riau Regional Inspectorate to be precise in article 3 point (b) in which the implementation of the supervision carried out has not been optimal seen from the lack of performance of the Regional Apparatuses in Pekanbaru City. As well as factors that influence supervision in this regard are Human Resources (HR), Leadership, the lack of physical field data, and the lack of coordination between institutions and agencies/services.
