Abstract

This study aims to determine the cause of the success of the construction of roads in the district of Pangean (Teluk Pauh) by 2015 and to determine the factors - factors that limit the success of the road infrastructure in the district of Pangean (Teluk Pauh) in 2015. The study used qualitative research methods to study descriptive, which can be interpreted as a problem-solving process that describes the situation investigated by the research subjects were based on the facts that appear during the study and then based on the theories that exist. Implementation of Administration of Public Works of Highways on Road Infrastructure Regency Kuantan in 2015 showed that there is good communication between government and society in the development of road infrastructure in the village of Teluk Pauh district Pangean Regency Kuantan, it can be seen from the process of planning, implementation, monitoring , up to its utilization by the community. In addition, public awareness of the importance of road infrastructure is also a major contribution to improving infrastructure and the quality of the road in the village of Teluk Pauh district Pangean Regency Kuantan.Keywords: Public Administration of Highways, Roads Infrastructure

Abstract

To set the land conversion in Siak district, then Siak District Government to formulate a policy regarding land conversion contained in the Regional Regulation No. 2 of 2014. In addition, the law No. 12 of 2014 on article 61 has also been poured clearly that each person doing the compulsory land conversion of agricultural land to restore sustainable food land to its original state. However, the reality in the field there are 79 hectares of agricultural land were transformed to enable rice into oil palm plantations carried out by farmers' groups combined. Land conversion is done in stages commencing in 2006 until 2015. Although, the rules have been there, but that happens in the village Kemuning Muda there are still those who undergo rice farming land conversion to oil palm plantations of the year ketahun increased. The purpose of this study was to determine and analyze why the regulations are not able to realize the results of the policy. The place where you are investigating is Desa Kemuning Muda District of Bungaraya Siak. Who became informants in this study are those directly involved in the implementation of policies that Assembly Members Siak, Head of Agricultural Department of Horticulture and Food Crops Siak, Head UPTD Agriculture District of Bunga Raya, Head Bunga Raya, the Village Head Kemuning Muda, Secretary Desa Kemuning Muda Head of Hamlet I Tani Mukti, Head of Hamlet II Tani Jaya, Head of Dusun III Suka Tani and Society. From the research that I did then obtained some conclusion that the implementation of policies to ensure food security and land use to non-agriculture so far is not yet effective this is because it turns farmers feel that the government has failed to convince them because the policy is considered not to touch on the roots problems, because the existing policy was not able to supply those so that people choose to sell their land, in other words the government failed in implementing policies that exist. Pelaksaanan agricultural land use policies beyond agriculture so far have not been optimal because no policy intervention from the government so that policies do not run optimally. Barriers arising in the implementation of land use policies are obstacles still lack the awareness level of government in the implementation of this policy. Besides power socialization is lacking so that its implementation is still very slow. On the other hand coordination among government agencies is still very less intensive government do this is because the government tends to fall asleep with the existing land.Keywords : Policy, Land Conversion

Abstract

Sub-district has been instrumental in giving encouragement or motivation to officials village to improve governance in the country, training in order to improve the ability of the apparatus of the village and make a comparative study out daerah. Role in the sub-district administrative guidance is to provide training and supervision in order to orderly administrasi. Coaching rule making and financial management of the village, sub-district only play a role in facilitating the development activities carried out in which the conduct training is part of the legal and financial parts of the district, sub-district party had never done coaching directly due to budget constraints in terms. Sub-district been instrumental in governance and development among rural districts where the district head region always involve village officials, BPD, LPM and community leaders in the district. Implementation activities undertaken Kabupaten Kuantan Singingi Kecamatan Inuman in improving the performance of the apparatus villages had barriers namely the lack of human resources and less budget village officials in the implementation of development, but the sub-district also received support in improving the performance of village officials that the presence of a high spirit of village officials in following development activities are carried out and also the support of the village to the party apparatus subdistrict to always conduct development activities in order to improve the performance of the governance of Desa Pulau Busuk Jaya.Keywords: Evaluation Authority District Head, Development, Supervision, Government.UIL

Abstract

Regional Property of Riau Province in the framework of carrying out Regional Government annually in quantitative and qualitative manner continues to increase well in the implementation of Government, development and society. Therefore, a coordinated and integrated policy and step is needed regarding the Management of Regional Property with a focus on the elimination of Regional Property by the Riau Provincial Government at the Riau Provincial DPRD Secretariat. However, there are still perceived obstacles, especially in the elimination, because the policy of eliminating Regional Property has not been maximized as evidenced by the Governor's Decree to carry out deletion, consequently the capacity of storage warehouses for goods that have been overloaded due to the deletion process has never been carried out in the Riau Provincial DPRD Secretariat until this. The purpose of this study was to describe the Policy for the Elimination of Regional Property and its obstacles in the Secretariat of the Riau Provincial Regional Representative Council in 2017. This research is a qualitative research. This research was conducted at the Secretariat of the Riau Provincial Regional Representative Council in 2017. The technique used to collect data in this study was (1) Interview and (2) Documentation. The conclusion of this study shows that the policy of the Elimination of Regional Property in the DPRD Secretariat of Riau Province in 2017 has not been maximized because there is no Governor's Certificate related to deletion. Since 2012 the Property Manager of the DPRD Secretariat has implemented the proposed deletion, but the abolition process was constrained in the assessment process. Inhibiting factors of the Regional Property Eradication Policy at the Secretariat of the Riau Provincial Regional Representative Council in 2017 related to George C. Edward III's Theory, namely: (a) Lack of communication of orders and direction, (b) Lack of resources, and (c) Lack of bureaucratic structure carried out between the Secretariat of the Riau Provincial Regional Representative Council, the Office of the Governor of Riau Province and the Office of the Regional Finance and Asset Audit Agency of Riau Province. Abstract

The implementation of social services for nursing homes by UPT Social Services Tresna Werdha "KhusnulKhotimah" in 2018 faced problems, namely the condition of the guesthouse as a residence from the elderly requires renovations such as repainting, ceiling repairs, repair of drainage systems for bathrooms, and roof changes, the need to increase the knowledge of sports instructors and skills instructors, the absence of permanent doctors. Based on the description of the phenomena stated, the formulation of the problem in this research is how the implementation of social services for nursing homes by the Technical Implementation Unit (UPT) Tresna Werdha Social Services "Khusnul Khotimah" Social Service Riau Province in 2018? What are the factors that hinder the implementation of social services for nursing homes by the Technical Implementation Unit (UPT) of Tresna Werdha Social Services "Khusnul Khotimah" Social Service of Riau Province in 2018? Nursing home social services by the Technical Implementation Unit (UPT) Tresna Werdha Social Service "Khusnul Khotimah" Social Service of Riau Province in 2018, to find out the inhibiting factors of the implementation of nursing home social services by the Technical Implementation Unit (UPT) Tresna Werdha Social Services "Khusnul Khotimah" Riau Province Social Service in 2018. Primary data sources through interviews and secondary data sources. The data analysis technique was carried out with a qualitative descriptive analysis. The implementation of nursing home social services by the Technical Implementation Unit (UPT) of the Tresna Werdha "Khusnul Khotimah" Social Service of Riau Province in 2018, has leadership characteristics that are service vision, high standards are still not met and are not in-the field leadership style, and because responsive, then it is considered to have integrity. Employees serving have been fulfilled, exchanging information has been running, facilities and infrastructure are sufficient but need renovation, handling complaints is by replacing damaged equipment if there is still a backup, quickly repairing if there is damage to the facility even though temporary, inhibiting factors are bureaucracy, limited human resources, some facilities and infrastructure in conditions that are not optimal.Keywords: Implementation, service

Abstract

Regional Government Legal Actions are actions taken by state administrative bodies or officials in carrying out their own regional government affairs. Acceleration of underdeveloped villages is an acceleration in making changes in speed within a certain time in a village whose community and territory are relatively less developed compared to other regions. Which is regulated in Rokan Hilir District Government Regulation Number 07 of 2015 concerning the Development of the Kepenghuluan Area. The formulation of the problem of this research is: How is the Legal Action of the Rokan Hilir District Government in the Acceleration of Disadvantaged Villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village in 2017-2020? and Are the Factors Affecting the Legal Actions of the Rokan Hilir District Government in Accelerating Disadvantaged Villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village Has Not Succeeded in 2017-2020? Downstream and the factors that influence the actions of the local government of Rokan Hilir regency in accelerating disadvantaged villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village has not been successful in 2017-2020.               This research uses Government Law Action Theory. Government legal action is an action taken by a State Business Administration Agency or Official in carrying out government affairs. In carrying out government actions, it must be based on existing laws and regulations. The research method used in this research is qualitative research. Then this type of research is in the form of a descriptive qualitative. Research location in Kepenghuluan Teluk Piyai Pesisir, Kubu District, Rokan Hilir Regency. The results of the study are that in the implementation of legal action by the local government of Rokan Hilir Regency in the acceleration of disadvantaged villages in Kepenghuluan Teluk Piyai Pesisir, Sungai Agas Village in 2017-2018. In this case, the government implements the Rokan Hilir Regency Regional Regulation Number 07 of 2015 concerning the Development of the Kepenghuluan Area, in collaboration with the Rokan Hilir Regency Community and Village Empowerment Service (PMD). Then also in the implementation of the Rokan Hilir District Government Legal Actions, there are factors that affect the Rokan Hilir District Government Legal Actions in Accelerating Disadvantaged Villages in 2017-2020 Not Yet Success. namely there are Internal and External Factors besides these factors there is also in exercising their authority for the benefit of the community at large not only for their own interests such as empowerment programs in the field of government, health development, village economic empowerment, majelis taklim and mutual cooperation in accordance with the main tasks and functions from the village leader, and all is done to empower the people of the Teluk Piyai Pesisir islands in each hamlet. Keywords: Local Government Legal Actions, Underdeveloped Village Acceleration.

Abstract

Abstract

This study aims to examine the institutional revitalization of Indigenous Village Central District of Mempura Siak, where the revitalization program excludes Siak District Regulation No. 2 of 2015 Concerning Determination of Indigenous Village in Siak. Institutional revitalization of Indigenous Village Central is a form of empowerment customary law, which is expected to raise awareness about the rights and the existence of the community and the increased capacity so that customary law community is able to achieve access to the resources that exist, whether economic, social, political and cultural, as well as participating in all phases of the development process. In analyzing and explaining the results of this study, the authors used a qualitative research and analysis in this study used qualitative data analysis. The data discussed in this research is the answer from the results of interviews conducted with informants who have been determined by the authors, consisted of BPMPD Siak, Member of Parliament Siak who handle parts Institutional Indigenous Village, the Head of the Government Law Siak, LAMR Kabupaten Siak, Head Mempura, LAM District of Mempura, Penghulu Adat Kampung Tengah, Bapekam, clerk, Indigenous Stakeholder and public figures related. Results of research on Institutional revitalization of Indigenous Village Central District of Mempura Siak showed that: 1. Indigenous Village Central deserved to be Indigenous Village because it meets the criteria of Indigenous Village; 2. The community responded positively to the revitalization of Central Institutional Indigenous Village; 3. The process of revitalization of Indigenous Village Central Institutional concretely unmet due to the lack decree governing the technical implementation of the village of Indigenous and Indigenous Village code has not been issued by the Ministry of the Interior; 4. inhibiting factor in the revitalization process Institutional Indigenous Village Central District of Mempura Siak is still a lack of regulatory systems governing the Village People, people's participation and allocation of funds. Abstract

With the increasing development activities led to increased activity in all fields of population, which in turn has also increased the demands and needs of the community towards the provision of urban facilities and utilities and other necessities. The number of inhabitants in an area affected by the level of fertility, mortality and migration. Variable fertility and mortality at this time does not significantly affect the growth of a population especially in urban areas. In urban areas migrasilah dominant variable in the population increase. Due to the growth and increasing population, the of Pekanbaru city increasingly crowded. As for the impact of this population growth is the increasing unemployment, homelessness and lead to poverty, traffic congestion, and crime rates.This research was conducted in the Department of Population and Civil Registration Pekanbaru. The theory used is related to Public Policy. Methods This study is a qualitative study, while data collection techniques are observation, interviews, and documentation. While data analysis is done descriptively. This study examines the government's policy of Pekanbaru in suppressing population growth rate, government policies in reducing the speed of Pekanbaru city population growth rate is not maximized, and area constraints Regulation Number 5 of 2008 concerning the administration of the population in the of Pekanbaru city. Pekanbaru city government policy regarding the speed of population growth to suppress the population growth rate is based on Regional Regulation Number 5 of 2008 Pekanbaru administration on population, which contained three indicators used by the government to reduce the rate of population growth in the of Pekanbaru city the guidance, supervision, and control.Key words : Public Policy, Regulation, Population Growth
