Abstract

The title of this research is Implementation Guidance Bureaucracy Local In District Cerenti Regency Kuantan Singingi Based on the discovery of the phenomenon that occurred in the field that there are still employees who work not in accordance with the rules that exist as employees who are not honest and careful, Officer Head Cerenti not put the interests state or governance in order to run properly. They are more concerned with their own interests, not excited employees in the District Cerenti work so theres always a delay to the maintenance done by society, and lack of supervision Head coaching in regulating discipline employees, because the home office working hours also still many employees who violate the rules.The problem of this research is How Implementation Guidance Local Bureaucracy in District Kuantan District Cerenti Singingi 2014.The type used in this research is descriptive qualitative survey techniques. The location of this research is done in Kuantan District District Office Cerenti Singingi. Informants are Singingi Kuantan District Secretary, Head of BKD, Head Cerenti, Secretary Cerenti the District, the District Officer Cerenti.The results of the study Implementation Guidance Bureaucracy Locally in Sub Cerenti Regency Kuantan Singingi has not done well and perfect for the run, there are several processes that coaching is done running properly is Giving guidance, Directing, provide education and training, provide instructions, and Giving guide there are some indicators that are not carried out by the district head to direct the local bureaucracy is based on research results of the indicators mentioned in the provision of guidance, mentoring and itruksi-instructions. Abstract

This study aims to determine the cause of the levy is not optimal route permits the implementation of policies in the District of Rokan Hulu Ujung Batu area of sector revenue realization retribution route permits have not met the targets set by the local government. The unmet realization of the reception area of the sector route permits that one of them caused by the mode of licensing services that have not been touched up at the district level. This study rests on a theoretical analysis of policy evaluation and was conducted using qualitative and descriptive data analysis.This study shows that the levy collection process route permits in accordance with procedures established by the Government of Rokan Hulu. That associated with not achieving the target reception area of the sector route permit retribution caused by a number of vehicles that do not have route permits and does not extend the route permits possessed. Not achieving the revenue target area of the route permit retribution sector caused by disobedience entrepreneurs in arranging transport route permits of both new and extension of route permits. Meanwhile, community groups tend to be passive for the licensing of public transportation that they used. Abstract

Local Revenue constitutes acceptance of the tax levy, retribution, the result of a local company, the acceptance of the services and other receipts were included in the original income (PAD) is concerned, and is an area of legitimate income. In the management of local taxes, especially taxes in the city of Pekanbaru on the local regulation of Pekanbaru No. 7 of 2011 on Taxes Hotel where in article 1, paragraph 11 mentioned the hotel tax is a tax on the services provided by the hotel, then in chapter 12 also said that the object of taxation the hotel is a service provided by the hotel pambayaran, including services as a supplement to hotels that are giving kemudahann and comfort, including sports and entertainment facilities. And implementation of hotel tax collection was organized by the Regional Revenue Office Pekanbaru. The purpose of this study was to determine what factors are causing the decline in revenue (PAD) from the hotel tax in the city of Pekanbaru and to find out how the policies Regional Revenue Office Pekanbaru in increasing tax revenue through hotel in the city of Pekanbaru. This research uses descriptive research using qualitative approach. The results based on interviews and field observations note that the factors causing a decline in revenue (PAD) from the hotel tax in the city of Pekanbaru include a lack of enforcement of sanctions against taxpayers who do not pay kewajibnya, mental attitude, discipline, motivation is still low of Revenue employee Pekanbaru, Pekanbaru political situation is not conducive so that taxpayers tend to be cautious in paying his taxes, crisis of public confidence in the local government of Pekanbaru in managing local taxes and Awareness taxpayer in paying hotel taxes are still low. In order to increase the hotel tax receipts that the target can be achieved then the local government, especially the Department of Revenue has made an effort Pekanbaru expansion and intensification in the field of taxation. Extensification done by pemunggutan which has been implemented by the Regional Revenue Office Pekanbaru and intensification of the activities that are ongoing in barengi with existing tax management with the goal of increasing the tax object. Abstract

The collapse of President Suharto's power on 21 May 1998 was the climax of the reform movement triggered by the economic crisis, riots and student actions that developed into multidimensional crises. Amien Rais is one of the main figures who played a major role in reform reform 98 was. Amien Rais reveals that: "The results of the reform must be maintained so as not to experience setback or setbacks. The results include amendments to the 1945 Constitution which runs through four stages with considerable success. The dual function of ABRI which was once regarded as a deviation of democracy has also been reorganized, so that all members of DPR, DPRD and DPD are elected by the people in the 2004 election ". The role of Amien Rais when the reformation became more visible when he became chairman of the People's Consultative Assembly which enriched the amendment of the 1945 Constitution 1999-2002, the result of the amendment is still used in the Indonesian state administration system. Reflecting on the above picture of thinking, the question is What Results Amien Rais Thought About the State of the Republic of Indonesia Post-Reformation of 1999.The purpose of this study is to analyze the Thinking of Amien Rais About the Constitution of the Republic of Indonesia Post Reformation of 1999. Abstract

This research was conducted on July 20, 2016 at the launching of Community Gotong Royong Bulan Bakong Masyarakat (BBGRM) XIII and PKK 44th Day of PKK held at Taman Kota Bungin Koto Village, Kuantan Singingi. West Labuh Baru Subdistrict, Payung Sekaki District, Pekanbaru City get the highest award at Riau Province level. The community in West Labuh Baru village has implemented the spirit of Mutual Cooperation to build the region. This is one form of leadership success in managing the leadership of community leaders based on the spirit of mutual help in building the region.The purpose of this research is to know the leadership of Lurah in increasing the community participation in regional development and to know the leadership of Lurah in policy or development initiative in Sub-district of Labuh Baru Barat Kecamatan Payung Sekaki Pekanbaru City. The location of this research was conducted in West Labuh Baru Subdistrict, Payung Sekaki Sub District, Pekanbaru City. The method used in this research is descriptive method with qualitative approach. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative data analysis.The results of this research Leadership Lurah in improving community participation in regional development in West Labuh New Village to approach the community using persuasive techniques in government leadership and communicative techniques in government leadership. Lurah leadership style run by H. Lukman Hakim, SP also shows the power style. In terms of using his power as Lurah, his leadership style implies a participatory or democratic style. The Leadership Initiative of the New West Labuh Village in Development, namely: Creating Community Activities, Physical Development Initiatives through Cooperation with Local Community Organizations (CSOs).Keywords: Leadership Village, Community Participation, Development.

Abstract

Undergraduate Program of Rural Development Drivers (PSP-3) is one of the leading programs of Riau Province Youth and Sport Office. The program was developed with the aim of accrediting development through the role of Mentoring, Self-Reliance and Youth pioneering in various youth activities. Through this Rural Development Driving Undergraduate Program (PSP-3), it is expected to strengthen the commitment of the undergraduate youth to build the village progress and make it a place to improve the living standard of the community in the future. The PSP3 program has been underway since 1989 under the name of the Rural Development Enabler program (PSP-3) and has now placed undergraduate degree approximately 18,173 people spread throughout Indonesia. For example, during 2006-2013, the PSP3 Program has reached 2478 villages, 1249 sub-districts and 440 districts. (Legal Basis of PSP 3 of Regional Regulation Number 19 Year 2001) This study aims to: To find out the process of Appointment of Youth Undergraduate Rural Development Drivers (PSP-3) On the Department of Youth and Sports Riau Province. BPPMKB Pekanbaru City as a technical institution in the Region which has authority in carrying out the implementation of KB affairs contained in Regional Regulation of Pekanbaru City Number 3 Year 2008 About Government Affairs which become the Authority of Pekanbaru City Government. Abstract

Motor Vehicle Tax (PKB) is a tax on motorized vehicles with tax objects, as stated in the Regional Regulation of Riau Province Number 4 of 2015, covering ownership and / or control of motorized vehicles. Establishment of Technical Implementation Unit (UPT) Revenue from Rokan Hilir Bapenda in Riau Province aims to further intensify PKB through collecting PKB in the area of Rokan Hilir Regency in achieving the realization of the PKB target. However, in the PKB service to achieve the realization of the PKB target the lack of socialization in raising awareness of taxpayers, both regarding the usefulness of taxes, and sanctions on tax arrears so that the value of the PKB fine is Rp. 483,636,766 in that year 2017. The formulation and purpose of the research problem is to find out the public service of motor vehicle tax by UPT Rokan Hilir Revenue and the factors that influence PKB services by Revenue UPT of Rokan Hilir Regency in 2015-2017. The research method used is descriptive qualitative method with data collection instruments including interviews, documentation studies related to research objectives. The results of the study illustrate that the public service of motor vehicle tax by the Revenue Agency of Riau Province Rokan Hilir Revenue in 2015-2017 PKB public service at UPT Revenue Rokan Hilir focused more on public accountability, namely the existence of clear legislation (Perda and Pergub Riau Province ) as a line of policy, and the existence of rules for mechanisms, and clear service channels. However, the Revenue Unit of Rokan Hilir has not been able to respond to satisfaction of taxpayers with the unavailability of information counters and complaint handling, suggestion / criticism boxes in order to assess service performance. The service orientation is only focused on administrative services at the Rokan Hilir Revenue Unit UPT office. In addition, service efficiency, in the form of inputs (HR and Prasana Service Facilities) in carrying out operational duties and functions is inadequate which results in a decrease in the PKB target and the high delinquency of PKB in 2015-2017 or lack of taxpayers in paying PKB.Keywords: Taxes, Public Services, Service Accountability

Abstract

The transfer of concurrent government affairs in the management of secondary education certainly has an impact on the organizational structure of the provincial and district / city education offices, education budgeting, coordination and transfer of assets from the district / city government to the provincial government. Some districts / cities feel they are not willing to give up their assets because they have been built through district / city APBD funds. The transfer of concurrent government affairs in the education sector certainly has an impact in the preparation of development programs at the provincial and district / city levels. The transition period of transfer of authority from the district / city government to the province needs special attention by various parties concerned so that the transfer does not harm services to the community. This study saw that the process of transferring authority in secondary education in Riau Province was based on an analysis of the theoretical framework of the impact of policy related to the transfer of concurrent government affairs. This research was conducted with a qualitative approach and was carried out in Riau Province. As the main locus of this research is the Riau Provincial Education Office, the data in this study were collected through interviews, observation and review of documentary data. The study found that the effect of the transition of concurrent governmental affairs in the field of senior secondary education to the Riau Provincial Government was quite extensive, namely the impact on budget allocation (regional finance), the impact on the transition of employee status and its consequences for indirect expenditure, the impact of asset transition, the impact on education and education services and the impact on the concurrent government affairs of the wider region. The emergence of these impacts correlates with changes in the regional institutional framework which deals with the education sector (Riau Provincial Education Office). The transfer of concurrent governmental affairs in the field of senior secondary education in Riau Province in fact did not run smoothly, it could be seen from various obstacles in the process of transitioning concurrent government affairs. The factors in question are the area-wide factors that affect organizational performance, regulatory factors due to the lack of ready regional policy frameworks and regional organizational structure factors (Riau Provincial Education Agency). As a result, the data verification and validation process is slow and the mechanism for transferring status to financing, employees and assets is also hampered.Keywords: Authority, Education, Local Government, Decentralization

Abstract

Siak Hulu Subdistrict is the region with the highest target of receiving land and building tax in Kampar Regency in 2016, but in reality the land and building tax receipts in the area are still relatively low. Pangkalan Serik Village is one of the villages in Siak Hulu Subdistrict with the realization of the lowest land and building tax revenue in 2016 so that it can be said that the Kampar Regency Regional Regulation No. 11 of 2011 concerning Rural Land and Building Taxes and Municipalities is not well implemented in the region. The purpose of this study is to describe the implementation of the Kampar District Regulation No. 11 of 2011 concerning Rural and Urban Land and Building Taxes in Pangkalan Serik Village in 2016 and the factors that contribute to the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes in Rural Areas and Urban in Pangkalan Serik Village in 2016. The method used in this study is a qualitative approach with descriptive analysis method. The results showed that the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes for Rural and Urban Areas in Pangkalan Serik Village in 2016 had not been effective. Although in terms of communication, resources, the attitude of the implementor, and the organizational structure has supported the policy, the clarity of information for the community has not been achieved. The inhibiting factor in the implementation of this policy is the limited facilities and infrastructure as well as the low public awareness in paying taxes.Keywords: Policy Implementation, Public Policy
