Abstract

This research was motivated by the poor performance of the Regional Water Supply Company of Tirta Indragiri Hilir from year to year. There are problems that always convolute Regional Companies from year to year, such as the low amount of water production, poor water distribution, old pipes, and poor water quality. How is the influence of investment policy of Local Government Equity Participation on Regional Water Supply Company of Tirta Indragiri Hilir. This study aims to determine the Implementation of Equity Policy on the Performance of Tirta Indragiri Regional Drinking Water Companies in 2015-2016. The type used in this study is a type of descriptive research with a qualitative research approach. The type of research data is primary data and secondary data. Data collection techniques in this study are documentation and interviews. Data analysis techniques used were qualitative descriptive data analysis.Based on the results of the study indicate that the capital investment provided by the Regional Government of Indragiri Hilir Regency has not achieved the desired objectives, this is due to the existence of a complaint report shown to the Regional Water Supply Company Tirta Indragiri Hilir in the provision of clean water and the Regional Company Ar Minum Tirta Indragiri Hilir must be more observant in improving the quality that is channeled to customers and not forgetting to coordinate with all parties involved in the progress of the Tirta Indragiri Regional Water Supply Company in pipe rejuvenation and improvement of technical capacity by establishing good relations supported by quality human resources from both partiesKeywords: Policy, equity participation

Abstract

Bum and beggars are one of the negative effects of development. Understanding inflammation and beggars according to Pekanbaru City Regulation Number 12 Year 2008 Regarding Social Order as follows: a homeless person is a person who lives in a state that is not in accordance with the norms of decent living in the local community and does not have a permanent residence and work and wanders in place general. While beggars are people who earn money by begging in public in various ways the reason to expect the mercy of others.This study aims to describe the government law enforcement on social order, especially homeless and beggars in the city of Pekanbaru, then also to find out the inhibiting factors of the non-optimal implementation of government law enforcement on social order (homeless and beggars). The location of the study was conducted in Pekanbaru City, first in the office of the Pekanbaru City Civil Service Police Unit (Satpol PP), second in the Pekanbaru City Social Service and Pekanbaru City DPRD Secretariat. Furthermore, data collection techniques were carried out by interview and documentation.The results of this study are the implementation of law enforcement carried out by the Pekanbaru City Government Civil Service Police Unit and Civil Servant Investigators who work together with the Pekanbaru City Social Service, which has not been implemented in accordance with Regional Regulation number 12 of 2008. Abstract

Any take and / or exploitation of the Swallow's Nest is taxed under the name of the Swallow's Nest Tax. Rokan Hulu Regent Regulation No. 35 of 2011 on Guidelines for the Implementation of Swallow Nest Tax Collection, this regulation is issued to regulate local taxes which are one of the important sources of regional income to finance the implementation of local government in performing services to the community and realizing regional self-reliance. Swallow's Nest entrepreneurs are less motivated to pay the Swallow's Nest tax, but officials of the Rokan Hulu District Revenue Agency lack socialization about the Swallow's Nest tax collection. The problems in this research are formulated as follows: How is the implementation of Bupati Regulation regarding the mechanism of tax collection of Swallow's Nest in Rokan Hulu Regency Year 2017 and what is the inhibiting factor of its implementation. The purpose of this research is to know the implementation of Bupati Regulation concerning mechanism of tax collecting of Swallow's Nest in Rokan Hulu Regency Year 2017 and its implementation inhibiting factor.In this research use descriptive research type with approach of qualitative method. This research is located in Bapenda Kabupaten Rokan Hulu. For informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. To examine the problem the authors perform data analysis using qualitative descriptive method.The results of this study can be concluded that the implementation of the Regent Regulations on the mechanism of tax collection Swiftlet Nest in Rokan Hulu District Year 2017 has not run well. The weakness of the implementation of the mechanism of tax collection of Swallow's Nest with attention to the socialization factor of the officers and the lack of awareness from the community of Swallow's Nest owners.Keywords: Implementation, Mechanism, Tax Collection

Abstract

Infrastructure and facilities of waste management is one of the important things that need to be considered in waste management. In accordance with Karimun Regency Regional Regulation number 7 of 2013 on infrastructure and facilities of waste management in chapter VI explain about infrastructure and facilities of waste management consisting of garbage trash, TPS/TPST, TPS 3R, TPA, and garbage transportation. The issue formulation of this research is why the implementation regional regulation of Karimun regency number 7 of 2013 about waste management infrastructure and facilities in 2016-2017 not effective yet?. This research purpose toknowing causes not effective yet the implementation regional regulation of Karimun regency number 7 of 2013 about waste management infrastructure and facilities in 2016-2017.In this research use one of four variables implementation theory George C. Edward III that is resource which consists of four aspects: (1) staff, (2) information, (3) authority and (4) facilities. This research use method approaches and types of qualitative research. This research was conducted at Office of Hausing, Residential Areas and Cleanliness Karimun regency. Data collection techniques with interview and documentation.Based on research results the concluded that: (1) lack of staff/ officers cleaning numbers and potential in each sub-regency of Karimun regency and there are several sub-regency don’t have staff cleaning, (2) regional regulation information on waste management, (3) no delegation of authority from Karimun regency government to sub-regency to carry out waste management, (4) many sub-regencies outside Karimun island don’t get infrastructure and facilities of waste management and lack of budget for provision the infrastructure and facilities of waste management.Keywords : Implementation, resource, infrastructure and facilities

Abstract

PETI is an abbreviation of unlicensed gold mining,mining business conducted by individuals, groups of people or companies in which the operation has no permission.The problem in this research is to know how the local government action in response to PETI in Kuantan Singingi district in 2017-2018? The purpose of this research is to know what actions are performed by the government of Kuantan Singingi Regency in response to PETI in Kuantan Singingi District. This research is a descriptive study with a qualitative approach.The location of this research is done in Kuantan Singingi district. Data collection techniques are conducted with qualitative data analysis.The results concluded that the government action in the management of gold mining without permission (PETI) by the district government of Kuantan Singingi Regency year 2017-2018 not carried out with maximum. The authors hope from the results of this study can help enrich the information about the actions taken by the Government of Kuantan Singingi Regency.

Abstract

AbstractThe Camat as the highest leader in the Subdistrict has the duty and responsibility in his government to guarantee the basic needs of the community in the field of peace and public order in the community. In this case the coordination of the camat as a leader is very necessary in the effort to organize peace and public order in the community. this is very clear because it has been regulated in the Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government, and also has been regulated in Government Regulation of the Republic of Indonesia Number 19 of 2008 concerning Subdistricts, wherein the regulation has regulated the duties and responsibilities of the camat in coordinating efforts to administer peace and public order at the District level.Tampan District has a very high public order rate compared to Other Districts in Pekanbaru City. Of course the leadership and coordination from the district head is needed in this regard. Therefore the formulation of the problem in this study is how the subdistrict leadership in coordinating the implementation of peace and public order in the District of Tampan and what are the factors causing sub-optimal leadership of the camat in this case, namely in 2016-2017. And the purpose of this study is to find out how the leadership of the subdistrict in coordinating efforts to organize peace and public order in the District of Tampan.The results of this study are that the leadership of the sub-district head as the highest leader in the District has been running well and properly. even the coordination between the camat and related parties such as the Police, Religious Leaders, Kelurahan, and related RTs and Rws has been proceeding as required. As well as the factors that have been used to strengthen coordination, the Camat has also done to overcome the problem of peace and order in Tampan District. The factors that influence the sub-optimal leadership of the camat in the implementation of peace and public order in the handsome district is not a priority to improve the disturbance of peace in the annual work plan of the District of Tampan where matters relating to peace and public order are not discussed in the District work plan. Next is the lack of participation of the community in running the siskamling in their environment so that many poskamling that do not operate even with the direction of the sub-district head's own post are difficult to walk because of the lack of community participation in this matter, so coordination in this case is difficult because community participation is needed in this regard. Keywords : Leadership, Coordination, Camat, Convenience, Regularity

Abstract

 In 2017 the City of Youth and Sports Agency in Pekanbaru organized entrepreneurship training activities for young people, which was attended by 25 young people. The reason for the low number of participants is the lack of socialization from the organizers of activities and the lack of funds allocated for activities. As a series, it does not stop with training activities and apprenticeship activities, but also continues with mentoring, mentoring, partnership and promotion activities. and capital access assistance. Formulation of the research problem: how is the implementation of youth entrepreneurship development programs by the Pekanbaru City Youth and Sports Office in 2017? The purpose of the research: to find out the implementation of youth entrepreneurship development programs by the Pekanbaru City Youth and Sports Department in 2017. To find out the inhibiting factors in the implementation of youth entrepreneurship development programs by the Pekanbaru City Youth and Sports Department in 2017. Primary data sources through interviews and secondary data sources . The data analysis technique was carried out with a qualitative descriptive analysis.The interests of the Pekanbaru City Government are the interests in implementing the rules and realizing the vision and mission, while the youth have an interest in increasing their ability and creativity in entrepreneurship. The benefits are motivated to entrepreneurship, a lot of knowledge is known about the world of entrepreneurship, have experience because of taking part in apprenticeship, and increasing the number of people known. The desired degree of change is that unemployment can be reduced. Decision makers are adjusted to the level of hierarchy in the Pekanbaru City Youth and Sports Agency. The resources mobilized in the form of human resources from the apparatus who work in the Department of Youth and Sports of the City of Pekanbaru, the total financial resources are taken from regional finance, technology resources and facilities and infrastructure, all of which are inventory. The inhibiting factor is the lack of youth involved and the bureaucratic characteristics prevailing in government institutions. Keywords: Implementation, Policy Implementation

Abstract

Based on the results of this study, it can be concluded that the synergicity of local government agencies in the handling of forest and land fires in Rokan Hilir Regency in 2015 has not been effective. Forest and land fires are handled by the related agencies, namely BPBD, BAPEDAL and the Forest Service, which are still in short supply, where forest fires are still occurring and the fire extinguishing process is still slow. Synergicity is essentially an interaction of two or more parties that interact and interact dynamically to achieve common goals. The creation of good governance will never be separated from the synergy between stakeholders to achieve common goals.The importance of the synergicity of local government agencies in combating forest and land fires is to be able to plan in an integrated manner and to follow up on any existing issues. With the synergy of local government agencies are expected to quickly solve the problems of forest fires that often occur in Rokan Hilir District.This study aims to determine the synergicity of local government agencies in dealing with forest fires and land Rokan Hilir District. Abstract

This research is motivated by law no. 23 of 2014 on local government in which there is a change in the position of the sub-district as a Regional Government into a Regional Device Organization Regency or City and indirectly changes some of the duties and functions and authorities of the sub-district in running its government. The formulation of problems in this research is how the function of the sub-district in public services as a Regional Device Organization in the district Tigapanah Karo Regency.This study aims to explain the function of the sub-district in public services as a Regional Device Organization and describe the state of public services and know the factors inhibiting the function of the sub-district as a Regional Device Organization in the district tigapanah Karo Regency. The method used in this research is descriptive research with qualitative approach. Research data types are primary and secondary data. Data collection techniques in this research are documentation and interviews. Data analysis techniques used are qualitative data analysis.The results showed that the function of the sub-district as a Regional Device Organization has changed in accordance with the change in the position of the sub-district in accordance with Law No. 23 of 2014 where the sub-district receives the delegation of duties and functions and authorities under the previous district government of the sub-district is part of the central government in the region. Implementation of sub-district functions in public services in Tigapanah sub-district in terms of quality of service, tigapanah sub-district has not shown the implementation of efficient and effective services. Seen from the slow service process, and the lack of serving officers and educational background that is still underprivileged and district facilities and infrastructure are inadequate to produce services that ultimately hinder the running of excellent services. Keywords : Sub-district Functions, Public Services

Abstract

Immigration Office Class II TPI Bengkalis is one Immigration Office that stay in Riau Province. In Addition to immigration attendance sector, Immigration Office Class II TPI Bengkalis also carry out 2 (two) instrumental in maintenance of Government Law such us surveillance as preventive way and the maintenance of suction. Immigration Office Class II TPI Bengkalis has did efforts surveillance as a preventive way to appellant of living permit, owner of living permit, living permit that will be finish prevail period also existence and activity of foreign citizen in job district of Immigration Office Class II TPI Bengkalis. We can not deny that Immigration Office Class II TPI Bengkalis also did the maintenance of sunction to the offender immigration such as foreign citizen that overstay, living permit abuse also other immigration infraction. It has exist the data 2018, Immigration Office Class II TPI Bengkalis only one time did punishment action of immigration such as “projustisia” and deportation to foreign citizen who finish prevail period. The method that used in this research is descriptive method with qualitative research. Kind of research data are primary data and secondary data. The technique of collecting the data in this research is documentation and interview. The analysis technique of the data that used is data analysis qualitative descriptive.The result of this research is Immigration Office Class II TPI Bengkalis has did the maintenance of sunction for those did immigration infraction, but only in sub district Bengkalis region. This case caused in 2018 come out decision of Law Cabinet Minister and HAM RI related the change of job district of immigration office, previously Immigration Office Class II TPI Bengkalis only have 4 (four) sub district as job district, and for now become 11 (eleven) sub district or consist of 3 (three) island that have a difference as job district. The Blocked factor such as, deficiency of human resources for placed employee or special employee to surveillance in Duri district and Rupat, so rated lack of optimum in surveillance and calculation also distance that traveled to do surveillance, quick response to the scene when there is any information of infraction immigration.  Keywords: The Maintenance Of Government Law, Living Permit, Matter Pertaining To Immigration
