Abstract

Authority is a power at government to doing the function and the duty based on regulation constibution. Subdistrict head is aleader as territory device at district or sub-district. Subdistrict head domiciled as a coordinator of organization government at sub dictrict area, his located at down and have a responsible to district head by region seccrtary district or city. With other word Authority is a power that have base to take action or dead of law so that not arise Iaw conseguence, that is materialized a authority.Formulation of the prolem in this research is “ why authority of sub-disrtict in coordinated effort the organization pece and public order at “Logas Tanah Darat” sub-district not yet optimal? And aim of this research is to know the factor that couse peace and public order at Logas Tanah Drat sub-district. This research use Kualitative descriptive opproach.The resuts of this research is still the less coordination of doing sub-dictrict party, less communication of society to high party is cause of problem that happen notywt can to handled goodly because sub-district head not fully have the responsible. Abstract

Used clothing is clothing that is bought and used from the first consumer and then resold to the second consumer or so on. These clothes have a special attraction for the community, in addition to having good quality as well as relatively cheap prices, generally these used clothes have brands that have been recognized for their quality and with models that are not outdated. If we look at the history, the Tembilahan community has started trading used clothing around the 1980s.This study aims to describe the Synergy of Supervision of Central and Regional Agencies in Prohibiting the Import of Used Clothing in Indragiri Hilir Regency 2016-2017. The location of this study was conducted in Tembilahan City, Indragiri Hilir Regency. Data collection techniques are carried out by observation, interviews and documentation. The method used in this study is qualitative descriptive.The results showed that the Office of Industry and Trade of Indragiri Hilir Regency, Indragiri Hilir District Health Office, Tembilahan City Directorate General of Customs and Excise (DJBC), and Tembilahan City Port Area Police (KSKP) in the Supervision Synergy of Prohibition of Importing Used Clothing in Indragiri Regency Downstream Year 2016-2017 in supervising used Secondhand Clothing Imports has not been effective, this can be seen from the still discovery of markets selling used clothing in Tembilahan City, Indragiri Hilir Regency. In the case of cooperation the relevant agencies only carry out their respective duties and there is no good communication between the government parties as the Implementation of the Republic of Indonesia Minister of Trade Regulation Number 51 / M-Dag / Per / 7/2015 concerning Prohibition of Importing Used Clothing to the public and pedagogues used clothing and communication between Central and Regional agencies. Abstract

In assisting in running the affairs of the concurrent government and general government affairs in the law on the local government, the Head of the Regency / Municipal Region is assisted by the regional apparatus of the kabupaten / kota. The juridical existence of the regional devices occurs between changes Law Number 23 Year 2014 with Law Number 32 Year 2004. Elements of Regional Apparatus pursuant to Article 120 paragraph (2) of Law Number 32 Year 2004 regarding Regional Government consists of; 1. Regional Secretariat, 2. Regional Offices, 3. Regional Technical Institutions 4. Regional Secretariat, and district. Therefore, it can be seen that the sub-district and kelurahan institutions are part of the regency / municipal apparatus, so the Camat and Lurah are directly responsible to the mayor This research was conducted in December 2016 until June 2017. The purpose of this research is to know the implementation of the change of the status of the kelurahan institution as a regional tool to be as a subdistrict device in Marpoyan Damai Sub-district, Pekanbaru City. The method used is qualitative descriptive method, where the researcher tries to explain the occurrence of change from the side of the working relationship of the Lurah and Camat, which until now is only coordinated to be superior and subordinate (Head of Sub-district becomes the direct superior of Lurah). Data collection techniques in this study is to use interviewing techniques and documentation. Based on interviews to all informants and based on supporting data and information obtained by researchers when conducting research. Abstract

This research was conducted with the aim to find out the Mayor's Payakumbuh Policy in managing cleanliness in 2015-2017. The success of Payakumbuh City won the Adipura award 3 times in a row, giving rise to a curiosity about the policies issued by the Mayor of Payakumbuh in managing cleanliness and also the efforts of the Mayor of Payakumbuh in implementing the policy. The theory used in this study is situational leadership theory and leadership nature theory. This study uses analytical descriptive method with qualitative research. The type of data used in this study is primary data and secondary data obtained through interviews directly with informants who are considered to know and understand the problems in the field, documentation and observation.Based on the explanation above, it can be concluded that the Mayor of Payakumbuh can be said to successfully lead the City of Payakumbuh in the management of cleanliness, due to the achievements obtained in the form of the Adipura Cup three years in a row. Therefore, it needs to be felt to find out what Mayor Payakumbuh is doing in managing cleanliness, so that it can be said to be successful at this time.The success of the Mayor of Payakumbuh in the field of hygiene management because the policies issued are relevant to the current state of Payakumbuh City. Furthermore, the efforts made by Mayor Payakumbuh to be able to embrace all parties, subordinates, the public and also the private sector, to jointly participate in managing the cleanliness of Payakumbuh City.Keyword: Leadership, Policy, Manage Cleanliness.

Abstract

Sub-Districts of Bathin Solapan is one of the sub-districts which was established on February 9, 2017 by the Government of Bengkalis District with the sub-district of Pinggir District, Office of Camat Bathin Solapan Bengkalis Regency still status of rent. at least at the Office of the Sub-district of Bathin Solapan Bengkalis Regency in 2017? ". The purpose of the research is to find out the minimum service standards at the Office of the Sub-district of Bathin Solapan in Bengkalis Regency in 2017. Qualitative research method.This research was conducted in sub-district Bathin Solapan. Primary data sources through interviews as well as secondary data sources through documents. Data analysis techniques carried out with qualitative descriptive analysis.After conducting the research, the results obtained and discussed as follows: the type of service in the Office Camat Bathin Solapan consists of 2 (two) types of services that is the service in the field of licensing and service in the field of non-licensing, service requirements in the Office Bathin Solapan Subdistrict there are different conditions in each but the conditions are easy to be completed by the community, the process / service procedure at the Office of the Bathin Solapan Sub-district from entering the file to the release of the documents the community wants to include information officers, file receiving officers, computer operators, general, sub-district secretary, and sub-district head, the officer responsible for the service at the Office of the Bathin Solapan Sub-district consists of the organizer officials, namely: sub-district head, sub-district secretary, and section head. And the technical service officers are: information officer, counter / recipient officer, and computer operator, service time at Bathin Solapan Subdistrict Office, there is a delay in completion of the document due to the limitations of the existing technical and equipment implementers, the cost of service at the Office of the Camat of Bathin Solapan is free or documents carried out by the community are not charged.Keywords: Minimum Service Standards, District Offices

Abstract

In order to achieve the vision and mission of Pekanbaru City and poverty alleviation of Pekanbaru city government since 2012 has determined the program of Rumah Diak Huni. That is a program that helps the provision of housing needs for poor families and in realizing the national program of a million homes. In addition, as an effort to accelerate and equitable development for the welfare of the community. The research problem can be formulated as follows: "How is the Housing Policy Eligible Pekanbaru City Residents in Overcoming Poverty in 2016?" The purpose of this study are: "To Know House Decent Policy Huni Pekanbaru Municipal Government in Overcoming Poverty in 2016 ". Qualitative research methods. This research was conducted in Pekanbaru City. Primary data sources through interviews as well as secondary data sources. Data analysis technique is conducted by qualitative descriptive analysis The variables of Van Meter and Van Horn are described in the following research results: Basic measures and policy objectives, helping Pekanbaru City residents have a habitable home that accelerates the community to achieve welfare. Policy sources, Pekanbaru Municipality government is not Have sufficient funds available to meet the entire society that meet the criteria for a decent home, human resources available in the home program have good qualifications ranging from the level of education, experience, and kepangkatan.Komunikasi between organizations and implementation activities, There is no problem of inter-organizational communication. Characteristics of implementing agencies, the characteristics are adjusted to the applicable regulations. The economic, social and political conditions of the political conditions of the legislative election and presidential election in 2014 have little or no effect on the home program Habitation implemented by the government of Pekanbaru City, the economic problem is the limited Budget Acceptance and Expenditure (APBD) owned by the government of Pekanbaru City. Abstract

District is part of the district / municipality government in carrying out its duty to obtain the delegation of some authority of Regent / Mayor for the portion of regional autonomy. Governmental science is an applied science because it prioritizes the aspect of use in practice, namely in the relationship between the former (people) (the Hamasaki, Citizenship Education). This research was conducted in subdistrict Tapung Kampar District, with problem formulation, Why is the Authority of Camat in Implementation of Village Governance and Supervision Not Optimal?. To know and explain the authority of sub-district head in the administration of village administration in Tapung Sub-district, Kampar Regency in 2016 and to know the factors of not yet optimal authority of sub-district administrator in the village administration in Tapung District Kampar regency. This research uses descriptive explanatory method using Qualitative research design. Primary data types: data on security factors and data on authority constraints, informants in this study are Camat, Camat Secretary, Head of Village Government Affairs, Village Deliberation Agency, Village Head, Village Secretary. Technique of completion of this research data use Interview, Observation, Documentation, and Literature Study. So this result of this research: Camat in coaching in fostering governance is enough role in its implementation. The obstacles to village governance in the tapung dap kampar are the low level of education and the thought of the village administration in the management and maintenance of the village so that it is difficult to improve the quality of the existing human resources management and management of the village, so what are their duties and responsibilities abandoned, village officials are also less budget in the implementation of coaching. Abstract

             A research has been conducted to determine the leadership role of village heads in realizing good governance in the village of Koto Taluk. This research is a qualitative research with techniques used in data collection through interviews and documentation. The results showed that 1) the village head of Koto Taluk in running his government was always transparent, both before making a decision, the decision making process and the implementation of the decision, 2) the communication built by the village head with the village community was very intense and intimate, 3) the participation of the village community very high and active in village government, it can be seen from the mutual cooperation that is often done in the village, 4) In realizing good governance, the village head has an active role in increasing the participation of village communities, 5) In formulating a policy the village head always prioritizing deliberations with village communities to implement agreements in order to be implemented, 6) The village head has the authority and delegates to village community leaders to be able to run evenly so as to create good alignment and governance.  Keywords : Role, Leadership, Good Governance

Abstract

Social Office in Pekanbaru is the government agency that held the government affairs in the social, one in the field of social rehabilitation. Children With Disability or generally known as ADK is one of the community with social prosperity issues that have an improper life in humanity way and become one of the targets in the implementation of social rehabilitation. The establishment of the Social Ministerial Regulation No. 7 of 2017 aims to implement the social rehabilitation of ADK in accordance with the standard of social habilitation and rehabilitation of persons with disabilities. The problems of this study are (1) how do the implementation of concurrent government affairs of Social Office in Pekanbaru (the field of social rehabilitation of children with disability in 2017-2018)? (2) what are the obstacle factors in the implementation of concurrent government affairs of Social Office in Pekanbaru (the field of social rehabilitation of children with disability in 2017-2018)?This study aimed to describe the implementation of concurrent government affairs of Social Office in Pekanbaru (the field of social rehabilitation of children with disability in 2017-2018) and the obstacle factors in the implementation of concurrent government affairs. The study location was conducted at Social Office in Pekanbaru. The data collection technique was done through interviews and documentation. The data analysis technique used in this study was interactive analysis model. The results of this study is that the implementation of concurrent government affairs at Social Office in Pekanbaru (the field of social rehabilitation of children with disability in 2017-2018) in the form of coordination of data collection, provision of social assistance, as well as further guidance for persons with disabilities including ADK. The obstacle factors in the implementation of concurrent government affairs at Social Office in Pekanbaru (the field of social rehabilitation of children with disability in 2017-2018) is no Draft of Regional Regulation or Regulations of Governing Mayor specifically in the implementation of the social rehabilitation of ADK in Pekanbaru, the limited budgetary and human resources (HR), and the absence of a specific case of ADK that can be conducted the social rehabilitation, for instance ADK in trouble with the law and ADK with the victims of violence.Keywords: Concurrent Government Affairs, Authority Social Affairs, Social Rehabilitation of Children with Disability

Abstract

This study describes the program Desa Maju Jaya Kotabaru Seberida village belonging to the group of advanced village with a population of 10,856 inhabitants made up of several ethnic groups include Malays, Bugis, Banjar, Java, and toing hua. In line with this diversity becomes an important development focus the attention of either the Development of human government, public services and infrastructure.The method used adlh qualitative descriptive.
