Abstract

This study answers to answer the main problem about the reception of the Original Regional Receipts (PAD) of Kuantan Singingi Regency (Kuansing) from the Pacu Path tourism sector in Fiscal Year 2018. Then, find out what factors influence the acceptance of the region's original income (PAD) from the sector Runway tourism, but accepts the PAD obtained by the Kuantan Sengingi District Government each year fixing the deficit and reaching the target set. The theory used in this study is published in Policy Analysis with Research Locations in Batang Narosa Subdistrict as the center of activities and even Pacu Path Tourism in Kuantan Bay, Kuantan Singingi Regency.               The research method uses qualitative, this research is the primary data source, namely the Head of the Tourism, Youth and Sports Services Division of the Kuantan Singingi Regency, the Head of the Kuantan Singingi Regional Revenue Agency, the Kuantan Tengah District Head, the Chair / management of NGOs related to tourism, tourism aid providers and community leaders. local. Data were collected by in-depth interview techniques, observation and documentation, then the data were analyzed descriptively qualitatively. Regional Research Income of PAD Kuantan Singingi Regency's Revenue in the 2014-2018 Fiscal Year, which was obtained from the tax and retribution and licensing sectors, was also proven to have not reached the target set. Likewise with the approval of the annual Event Runway Tour Event for PAD reception in the field of tourism. Regulatory Efforts undertaken by the Regional Government include, among others, regulating Regional Regulations on Taxes and Levies as well as Business Administration, APBD fund allocation. But the acceptance of PAD was still not approved. The contributing factors are regional potential, tourist attraction and unproductive tourist attraction, limited funds and competence of regional staff to outsiders in the development of regional tourism. Keywords: Government Efforts, PAD and Pathways.

Abstract

One of the functions of the Legislative Council is a legislative function, which together form the Regional Regulation of Governors. This study examines the formation of a regional regulation process in the Legislative Council Secretariat Riau Province.Based on the results of this study there are three key elements that must be passed in the establishment of a Regional Regulation of the preparation process, Process Discussion and Ratification Process. Each of the process the Board's role is crucial in the fight for the aspirations of the community in order to benefit the policy issued public interest.Keyword : Formulation of preparing legislation, discussion, ratification.

Abstract

Everyone has the right to a good and healthy living environment, as stated in Article 28 H paragraph (1) of the 1945 Constitution of the Republic of Indonesia. The constitutional mandate provides a consequence that the government is obliged to provide public services in waste management. To get a good and healthy environment, the Kuantan Singingi Regency Government issued a Regent of Kuantan Singingi Regency Regulation on Kuantan Singingi Regency Policies an Strategies in Management of Household Waste and Household-like Waste Number 44 0f 2018. The target for handling household waste as referred to in Article 2 paragraph (1) letter (b) is 70% (seventy percent) of the total generated household waste.The purpose of this study was to determine the implementation of local government policies in handling household waste in Central Kuantan District which was carried out by the Environmental Agency of Kuantan Singingi Regency.In this study was to determine the implementation theory proposevd by George C.Edward III is known as the Direct and Indirect Impact on Implementation approach model. With the implementation process model consisting of four variables, namely communication, resources, disposition and bureaucratic structure. This study uses a research method with a qualitative research approach and type. This research was conducted in Central Kuantan District, Kuantan Singingi Regency. Data collection techniques by means of interviews and documentation.Based on the result of the study, it can be concluded that the waste management in Central Kuantan District has not been implemented optimally, the overall waste handling process requires active participation from all parties. So that the impact of waste accumulation that is too long does not create new problems for the environment. Keywords; Policy implementation, waste handling

Abstract

This research aims to know the implementation of tasks and authorities by the camat rambah in field permissions kecamtan rambah rokan hulu. as for the backdrop in this study the number there are obstacles in the exercise of duties and authorities head in taking care of business license in kecamatn rambah.This study uses qualitative methods with techniques of data collection by means of in-depth interviews and the utilization of the library as well as a descriptive qualitative data analysis. data required primary data among others obtained through interviews and secondary data obtained through study in the library-related research issues.Based on the results of the implementation of tasks and authorities head in the exercise of delegated authority by pelimpahan Regent Regent through number 39 in 2011 about the Pelimpahan authority to the head of environmental governance in the Rokan Hulu obscurity of technical instructions and executing instructions over the Regent rules led to an overlap of authority between the districts and other agencies.Keywords: implementation, the authority, the authority Pelimpahan

Abstract

This study aims to examine the institutional revitalization of Indigenous Village Central District of Mempura Siak, where the revitalization program excludes Siak District Regulation No. 2 of 2015 Concerning Determination of Indigenous Village in Siak. Institutional revitalization of Indigenous Village Central is a form of empowerment customary law, which is expected to raise awareness about the rights and the existence of the community and the increased capacity so that customary law community is able to achieve access to the resources that exist, whether economic, social, political and cultural, as well as participating in all phases of the development process. In analyzing and explaining the results of this study, the authors used a qualitative research and analysis in this study used qualitative data analysis. The data discussed in this research is the answer from the results of interviews conducted with informants who have been determined by the authors, consisted of BPMPD Siak, Member of Parliament Siak who handle parts Institutional Indigenous Village, the Head of the Government Law Siak, LAMR Kabupaten Siak, Head Mempura, LAM District of Mempura, Penghulu Adat Kampung Tengah, Bapekam, clerk, Indigenous Stakeholder and public figures related. Results of research on Institutional revitalization of Indigenous Village Central District of Mempura Siak showed that: 1. Indigenous Village Central deserved to be Indigenous Village because it meets the criteria of Indigenous Village; 2. The community responded positively to the revitalization of Central Institutional Indigenous Village; 3. The process of revitalization of Indigenous Village Central Institutional concretely unmet due to the lack decree governing the technical implementation of the village of Indigenous and Indigenous Village code has not been issued by the Ministry of the Interior; 4. inhibiting factor in the revitalization process Institutional Indigenous Village Central District of Mempura Siak is still a lack of regulatory systems governing the Village People, people's participation and allocation of funds. Abstract

This study aimed to determined and analyze the performance of the functions of the HeadOffice of assignment in fostering RT/RW in political district administered by a village chief KotaBaru subdistrict Pekanbaru Kota and for to find out the factors that inhibit the function of the HeadOffice of assignment in fostering RT/RW in political district administered by a village chief KotaBaru subdistrict Pekanbaru Kota.This research method using qualitative and quantitative methods. This type of reseacrh thatwill be used is survey research. The sample withdrawal tecnique used in this study the author thereare technique for the population census, head of authors use census given limited population, as wellas the withdrawal of sample RT and RW that is in the location of research using census technique.These result indicate that the functions of the Head Office of assignment in fostering RT/RWin political district administered by a village chief Kota Baru subdistrict Pekanbaru Kota for a goodresponse to the complainant as 6 person or 24% of the respondents. Then for a response less welladdresed as much as 4 person or 16% of the respondents.Keywords: Functions, Head Office of assignment

Abstract

The village is a legal community unit which has borders with the authority to regulate and administer governmental affairs, interests local society based community initiatives, the right of origin, and / or customary rights recognized and respected in sistempemerintahan the Unitary Republic of Indonesia.The method used is descriptive qualitative. This research was conducted in the village of Rokan Koto Ruang District of Rokan IV Koto Rokan Hulu, the formulation of the problem how to Government Supervision Rokan Hulu on Priority Setting Use of the Village Fund at the Village Rokan Koto Ruang District of Rokan IV Koto 2015 and whether the factors that affect Supervision the government of Rokan Hulu on Priority Setting Use of the Village Fund at the Village Rokan IV Koto Koto subdistrict Lounge 2015.The result of this research is on Government Oversight Rokan Hulu on Priority Setting Use of the Village Fund at the Village Rokan Koto Ruang is size and standard in the management of the Village Fund is not optimal, Assessment Work performed by the inspectorate has given the evidence that the management of village fund Rokan Koto Ruang, the village government is not ready to manage the Village Fund, and the absence of correction of deviations. Abstract

Pekanbaru City itself is one of the cities in Riau Province which has a relatively large number of Micro, Small and Medium Enterprises. Pekanbaru City itself, which is the capital of Riau Province, has made a lot of business efforts from the community to stand in this city and also economic activity is more prevalent in this city because of its position as the capital city in Riau Province. However, in reality the number of businesses in Pekanbaru City is not in line with the quality of their business. Therefore it is necessary to have a strategy from the Department of Cooperatives and UMKM in Pekanbaru City in improving the quality of umkm in the city of Pekanbaru.               This study aims to find out how the strategy of the cooperative and umkm service in Pekanbaru City in improving the quality of MSMEs in Pekanbaru City in 2018 and to find out what are the inhibiting factors in implementing the strategy for improving the quality of UMKM in Pekanbaru City in 2018. This study uses a qualitative approach with descriptive methods. In this study the authors used interview and documentation techniques and conducted research at the Department of Cooperatives and UMKM in Pekanbaru City.This study uses 3 types of strategies proposed by Hadari Nawawi, including aggressive strategies, innovative strategies, and diversification strategies. The results of this study are the strategies of the KotaPekanbaru Cooperative and UMKM Department in improving the quality of business in 2018, but in its implementation there are still some Obstacles both in terms of business actors as objects of empowerment and the government itself as an agency that improves quality besides that in this study, it is also explained that the inhibiting factors that affect the Department of Cooperatives and MSMEs in implementing the strategy to improve the quality of MSMEs in Pekanbaru City in 2018 include the large number of umkm made the Pekanbaru City Cooperative and UMKM Office prioritize business actors who have IUMK, lack of experts in business consulting clinics, implementation of bazaars and promotion of business products whose participants are still limited, increase in umkm every year while the number of ah sdm, doing empowerment is still still there, there are still business actors who do not know the empowerment being carried out and the product is still not able to competeKeyword: UMKM, Strategy, Improve Quality.

Abstract

Street vendors are informal sector economic actors who sell services or goods to meet the needs of the surrounding community while at the same time obtaining benefits from trading. The Regional Government is responsible for arranging and fostering street vendors so as not to disturb public order due to the large number of street vendors with the police unit of the civil service in Pekanbaru as a control apparatus. Mayor Regulation Number 114 of 2016 to appoint the Office of Industry and Trade which provides tasks and functions in the Market Sector to organize and foster street vendors. The problem statement from this research is how the effectiveness and responsiveness of the Regional Regulation of Pekanbaru City Number 11 Year 2001 concerning the Arrangement and Guidance of Street Vendors in Tampan Districts in 2016. The purpose of this study is to determine the effectiveness and responsiveness of Pekanbaru City Regulation Number 11 Year 2001 concerning Arrangement and Coaching of Street Vendors in Tampan Districts of 2016. The method used in this study is qualitative descriptive. Based on the results of the study showed that the need for evaluating the implementation of the policy of structuring and fostering street vendors due to the Regional Regulation of Pekanbaru City Number 11 of 2001 concerning the Arrangement and Coaching of Street Vendors has not been effective and responsive in managing and fostering street vendors to be efficient. Ideally, the area of Pekanbaru City should be supported by the availability of apparatus units for the Pekanbaru City Civil Service Police Unit. The Department of Industry and Trade by the Market Sector does not coordinate well causing the arrangement and guidance of street vendors outside the government market is not done well.Keywords: Policy Evaluation, Regional Regulations

Abstract

This study aims to determine the evaluation of public policy while directassistance in the Village District of Tenayan Raya Sail Pekanbaru City in 2013.This research was conducted in the village Sail District of Tenayan RayaPekanbaru City Sail Year 2013 Sub District of Pekanbaru City Tenayan Raya in2013 are being used as research for the reason that, the village Sail District ofTenayan Raya Pekanbaru City in 2013 is getting BLSM most areas. This is adescriptive study, the data analysis techniques used are imaging techniques withwords or sentences and are split by category to obtain the data and conclusionsobtain accurate conclusions in this research. The survey results revealed that afterthe evaluation, implementation Sail BLSM in the Village District of the city ofPekanbaru Tenayan Raya Year 2013 was good, but not maximized. Theconclusion is: The implementation of the program BLSM in the Village Sail goeswell, smoothly and orderly. Phase of the program BLSM in the Village Sail startsfrom socialization, implementation of data verification RTS nomination rosters,dealing BLT, BLT disbursements, and final implementation report generation.Socialization has been implemented properly to the district level, but only a feware following up with the socialization at the RT level. BLSM card divisionprocess runs smoothly and carried out door to door to RTS. Disbursement offunds in all districts BLSM running smoothly, orderly and safe, but still thingshappen as follows: (1) the long queues and crowded at the payment location, dueto lack of payment counter, (2) RTS vulnerable (elderly, sick, and disability)mixed together, because there is no special counters for them, (3) RTS does notcome as scheduled, due to lack of socialization.Keywords: Evaluation of Public Policy, BLSM
