Abstract

The exercise of authority is a series of activities related to formal power or authority in order to achieve a certain goal, the authority of the Penghulu/Datuak in Kenagarian Salido Sari Bulan where this has an influence on the implementation of the authority itself. This problem was motivated by the existence of regional expansion in the South Coastal area of West Sumatra, namely the Kenagarian Mine which was expanded into 3 regions, namely Nagari Salido Sari Bulan, Nagari Kotorawang and Nagari Tambang because of that there was a massive restructuring where at this time there were no written regulations. regarding the authority of the penghulu in Nagari Salido Sari Bulan, where in the Nagari there are Penghulu/Datuak from 5 tribes namely Caniago, Malay, Tanjuang, Bendang and Jambak totaling 17 people.This study aims to see how the implementation of the authority of the Penghulu in Nagari Salido Sari Bulan after the division took place. The research approach used is a qualitative approach where this research was carried out in Kenagarian Salido Sari Bulan Pesisir Selatan Regency, West Sumatra Province and data collected through interviews and documentation based on problems.The results of this study are in the West Sumatra Regional Regulation number 7 of 2018 paragraph 14 it is said that Niniak Mamak is a person who is appointed as a traditional leader by a tribe or tribe, where Niniak Mamak is the main member of the Nagari Adat Density (KAN), KAN has the official authority to cooperate with the Nagari Government, the magnitude of the influence of the Penghulu in KAN causes some of the duties and authorities of KAN to be carried out by the Penghulu or Niniak Mamak as an important member of the KAN, so this affects the implementation of the authority exercised by the Penghulu in the Nagari Government System .   Keywords: Authority, Penghulu (Datuak), Nagari

Abstract

Bidik Misi scholarship is a programm to all students in College especially to all least coast fee about study and appreciate to the best student at Campus. Indonesia has 148 campus to the receive the Bidik Misi scholarship. University of Riau is a one of a campus get the Bidik Misi 2010 until 2014 scholarship and program has continue to the least poor in this area. Many problems who the writer found the some unjustice about the Bidik Misi scholarship in University of Riau. The writer has information from rektorat building in University of Riau. After that, the writer check this data, and begin to analizy with theory. The writer of this research using William Dunn theory about Evaluation of Policy. Abstract

Center for Food and Drug Administration ( BBPOM ) is an institution in Indonesia which oversees the distribution of medicinal products , traditional medicines , cosmetics , dietary supplements and food throughout the Indonesian region that products that are not fit for consumption or does not meet the standards are not circulating in the area Indonesia . Government Regulation No. 28 of 2004 on 's security , quality , and nutritional food , need to establish regulatory supervision of the head of the food and drug supervision processed food intake . Rule number 329/menkes/per/XII/76 health minister about the production and distribution of food . and PP . 69 Year 1999 on food label and advertisement mentions " each person knowingly manufactures or produces packaged food in the region appears logical to be traded on the label must include , on the inside, and or packaging food ".In this study the authors use qualitative data collection techniques , data collection on natural conditions , sources of primary data and secondary data , and more data collection techniques in participatory observation , in-depth interviews . Abstract

Fakta yang terjadi saat ini, masih dijumpai kelemahan yang secara umum merupakan pelayanan aparatur pemerintah belum berjalan efektif. Kelemahan tersebut antara lain pelayanan rumit dan tidak sederhana, kurang adanya kepastian persyaratan administratif, kurang adanya keterbukaan prosedur dalam memperoleh pelayanan, pelayanan yang kurang efisien, serta masih kurangnya keadilan dalam pemberian pelayanan, serta adanya beberapa faktor yang dapat mempengaruhi pelayanan itu sendiri antara lain dari masyarakat, kemampuan pegawai, peraturan yang diterapkan, dan fasilitas yang mendukung. Hal tersebut sangat penting, karena pemerintah desa beserta aparatnya adalah sebagai administrator penyelenggara utama aktifitas pemerintahan, pembangunan dan kemasyarakatan maupun sebagai pembina ketentraman dan ketertiban di wilayah kekuasaannya. Karena itu, peranan mereka demikian penting dan banyak menentukan maju mundurnya suatu unit pemerintahan. Oleh sebab itu diperlukan aparat desa yang benar-benar mampu dan dapat bekerjasama dalam pelaksanaan tugas yang menjadi tanggung jawabnya.Jenis penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif yang bermaksud mencari fakta sebanyak-banyaknya yang kemudian diarti suatu kesimpulan.lokasi penelitian ini adalah dikantor desa teluk bano 1,kecamatan bangko pusako,kabupaten rokan hilir. Untuk mendapatkan data dalam penelitian ini,penulis menggunakan wawancara dan dokumentasi. Untuk mengetahui permasalahan yang dibahas,maka penganalisis data.Berdasarkan temuan penelitian bahwa pelayanan publik masih diwarnai pelayanan sulit untuk diakses,prosedur yang berbelit-belit ketika harus mengurus surat-surat pernyataan dari desa.keadaan tersebut menjadikan pelayanan publik didesa teluk bano 1 masih harus ditingkatkan agar dapat memuaskan masyarakat penggunanya.

Abstract

Pekanbaru is the capital of Riau province, with an area of approximately 632.26 km2. The total population of approximately 800,000 (2008) rose from 586,000 inhabitants (2000). Population growth rates are an average of 4% per year. Projected population will increase to 1.1 million (2015) and 1.5 million (2026). The highest population density, especially in sub-districts in the city center (Pekanbaru City and Sukajadi), and the tendency of the increasing population in the new residential area (Tampan, Marpoyan Peace, Tenayan Kingdom, etc.).From the research it is known that the environment, culture and social class and group memberships community behavior in District Charming in creating a clean environment in the District Charming is still minimal and lacks experience in keeping the environment clean and still not in accordance with existing rules. Factors affecting Sanitation Strategy Pekanbaru City Government in the District Charming. Abstract

In organizing the obligatory functions of local governments decentralized in the field of information and communication given the responsibility to the Department of Communications and Information Technology (Diskominfo) Riau Province to implement. In undergoing this responsibility, Diskominfo Riau province are required to be able to take advantage of advances in information technology so that service to the public can be made more transparent and efficient as well as administrative activities of government can be run more easily and cheaply. Utilization of information technology in government agencies called the e -government. The purpose of this study was to determine the extent of implementation of e -government in the province of Riau Diskominfo and any factors that influence it.This study uses the theory of decentralization by Rahardjo Adesasmita who interpret Decentralization is the delegation of responsibility for policy administration, fiscal, and political from the Central Government to Local Government, which is where the organizing decentralization policy in the implementation of mandatory government affairs in the field of communication and information by Diskominfo Riau province needs to develop the concept of e -government should refer to the fourth structure architecture framework on Presidential Instruction No. 3 of 2003 on the National Strategy and Policy Development of E -Government. The fourth structure is access, portal of public services, the organization of information management, and infrastructure and basic applications.The method used in this research is descriptive qualitative data analyisis which through interviews and observations in the field are further analyzed to produce a conclusion. The informant from interviews conducted is of the Diskominfo Riau Province and related parties.Based on the research that has been conducted against the efforts of the Government of Riau Province in realizing Public Disclosure (Study Implementation of E -Government 2014) shows that the implementation of e -government at Diskominfo Riau Province has not run with the maximum and Implementation fourth structure of the architecture framework on Presidential Instruction No. 3 Year 2003 has not been implemented fully because it is influenced by human resources as the main factor.Keywords : Implementation, E-Government, Diskominfo Provinsi Riau

Abstract

Implementation of Government Decision regarding Licensing and Retail Alfamart Indomaret in Pekanbaru City Year 2012-2013. And the purpose of this study was to determine the Implementation of Decisions Retail Licensing Mayor of Pekanbaru on Alfamart and Indomaret Year 2012-2013 and to find out why the decision is not complied with by the Mayor of Pekanbaru Indomaret.peneltian Alfamart and the use of qualitative research methods by incorporating quantitative descriptive data assessment. By using the key information resources. Based on the research that has been conducted based on the concept and theory researchers found that the implementation of Government Decree on Licensing and Retail Alfamart Indomaret in Pekanbaru City Year 2012-2013 has not been going well as expected in Pekanbaru mayor's decision. Abstract

That the DPRD's supervisory function in Pekanbaru City towards the implementation of Regional Regulation No.03 of 2002 concerning the Regulation of the Recreation and Public Entertainment Business, is a challenge for members of the Pekanbaru City DPRD as a forum for the aspirations of the people who have a function in policy oversight carried out by the Pekanbaru city government to keep it running according to legal and social corridors. However, in the case of the implementation of supervision carried out by members of the Pekanbaru City DPRD in its implementation, it often finds the same problem, this is evident that there are still many findings from the inspection of violations committed by night entertainment venues that do not comply with the rules stipulated in Pekanbaru City Regulation No. 03 of 2002 , related to operating hours and functions of night entertainment venues. The number of violations committed by the management of entertainment venues in their sudden inspection conducted by the manager reasoned that the operating hours set in the Pekanbaru City Regulation No. 03 of 2002, made the visitors quiet and hoped for additional hours related to their business operations. For this reason, they also manage nightclubs, assuming Perda No. 03 of 2002 discourages outside investors from entering and leaving visitors deserted. Then, for this oversight function to be able to reduce the occurrence of irregularities, it means that the Pekanbaru City DPRD must be able to straighten out policies based on existing functions and rules and carry out the supervisory function of Perda No. 03 of 2002 especially in Pekanbaru CityKeywords: Oversight, Coordination, Sanctions and Policy Formulation

Abstract

Licensing for Micro, Small and Medium Enterprises is carried out by the implementation of one-stop integrated services organized by the Government and Local Government. Micro and small business licenses hereinafter referred to as IUMK shall be a sign of legality to a person or business actor / activity in the form of a small and micro enterprise license in the form of one sheet. And the purpose of the IUMK is to provide legal certainty and means of empowerment for Micro and Small Business Actor (PUMK) in developing its business. Observing the field data found as many as 13,687 micro, small and medium enterprises in Pekanbaru City only 1,102 licensed businesses. Most entrepreneurs have Micro, Small and Medium Business License in Senapelan Sub-district, which is 301 businesses, while at least have Micro, Small and Medium Business License in Kecamatan Limapuluh that is 21 business. The problem in this research is how the process of granting micro, small and medium business permit in Senapelan and Kecamatan Limapuluh Kota Pekanbaru subdistrict in 2017 and what are the factors that hinder it. The purpose of this research is to know the process of granting of micro, small and medium business permit in Senapelan and Kecamatan Limapuluh Kota Pekanbaru subdistrict in 2017 and the factors that hinder it.In this research, the researcher uses descriptive research type with qualitative method approach. This research is located in District of Senapelan and Kecamatan Limapuluh Kota Pekanbaru. For informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. To examine the problem the authors perform data analysis using qualitative descriptive method.The results of this study can be concluded that the process of granting licenses micro, small, and Medium Enterprises In District Senapelan and Kecamatan Limapuluh Pekanbaru City in 2017 is running well enough. The success of the process of granting micro, small and medium business licenses with due consideration of mechanism by Kecamatan Senapelan Pekanbaru realized the importance of business licensing process improvement, and Kecamatan Limapuluh Kota Pekanbaru by trying to realize effective business licensing mechanism.Keywords: Process, Licensing.

Abstract

This research is motivated holding this teacher certification program for public elementary school educators see the persistence of the low educational qualifications for teacher certification policies that educators must diploma 4 (D4) or better known as the stratum 1 (S1) such regulations have been written The Law of the Republic of Indonesia No. 14 Year 2005 on Teachers and Lecturers.The purpose of this study was to determine why the impact of teacher certification policies have not been able to improve the professionalism of teachers in 037 villages sdn new intersection subdistrict pekanbaru handsome city and to determine the factors that affect the impact of teacher policy in the professionalism of teachers in 037 villages sdn new intersection handsome city subdistrict pekanbaru. The usefulness of the research is the primary school teachers to prepare for certification by further improving academic qualifications and professional competence, pedagogical, social, and personality.Types and methods of research is the type qualitative. Qualitative stages through the various stages of critical-scientific thinking, which the researchers begin to think inductively, which captures various facts and phenomena through observation in the field. Researchers use qualitative research Presentation of data in the form of a narrative, in-depth stories, or detail of the respondents of the interview.
