Abstract

This research was motivated by the lack of green open space (RTH) in the city of Pekanbaru and not achieving the target of 30% non-compliance of green open space in accordance with the Law No. 26 Year 2007 on Spatial Planning.The purpose of this penelitaan to know how government management of Pekanbaru to the green open space in the city of Pekanbaru Year 2008-2012 and what factors influence that affects the city government in promoting green open space (RTH) in Pekanbaru.Type of research method used was qualitative research can be said to be adequate to be applied. Understanding qualitative research can be defined as research that produces descriptive data about the words spoken or written, and the observable behavior of the people studied.In explaining the research problems using the theory of Local Government Management G.R.Terry used to guide the research analysis. This study used informant informant as information objects that aim to achieve mastery in getting the information in this study. Types and sources of data used in this study is primary data and secondary data obtained through observation.Based on the findings in this study that the Law No. 26 Year 2007 on Spatial Planning and Government Regulation No. 26 Year 2008 on National Spatial Plan requires City area has 30% green open space of the area of the city is, but in reality the City Pekanbaru Keith can meet the needs of green open space (RTH) is. This is because the factors that influence the management of the city government to green open space (RTH) is the following local government planning, organizing regional government institutions, the use of the resources of local government (personnel resources, natural resources, artificial resources, social resources, finance, and equipment), the supervision of the regional administration.Keywords: Management, government, Green Open Space.

Abstract

This research is based on the poor performance of PDAM Tirta Siak Pekanbaru from year to year. There are two main issues. Firts, the problem of inefficiency. That is the low water production amount, the disturbed water distribution due to the old pipe, then the occurence of corruption, etc. Second, the problem of guidance and supervision, namely the lack of assistance form the city government to PDAM Tirta Siak apart from the budget. With a budget that is not enough, making PDAM Tirta Siak Pekanbaru difficult to carry out coaching on employees. This study aims to determine the guidance and supervision of the city government of pekanbaru againts PDAM Tirta Siak Pekanbaru and the factors that influence the guidance and supervision. This research uses descriptive research type with qualitative research approach. The type of research data is primary data and secondary data. Data collection techniques in this study are documentation and interviews. Data analysis technique used is descriptive qualitative data analysis.The result showed that coaching from the city government pekanbaru has not run optimally. The PDAM own never get coaching from the goverment. Another case from the government where the provision of budget againts PDAM Tirta Siak Pekanbaru already include in the form of coaching. For self-monitoring has been going pretty well. There are inhibiting factors which are greater for low budget and human resources. The solution to solve the problem of guidance and supervision of the city government should be more optimal in coaching by coordinating with all relevant parties in progress. And supported by the budget of the government and quality human resources from both sides.Key Words: Government Coaching, Supervision, and PDAM

Abstract

Billiard games are now very popular with various circles of society. Not only young people, old people and women now have a lot of love for the game. The number of fans of this billiard game is a golden opportunity for capital owners to increase their rupiah coffers. Until now, in Pekanbaru City, there have been many billiard house businesses. This billiard house business is very vulnerable to various liquors, gambling places and as a place to escape for children when they skip school. Therefore, to minimize the occurrence of violations in the billiard house. Pekanbaru City Government should increase supervision of the billiard house business. The formulation of the problem taken is how to supervise the Pekanbaru City Government in controlling billiard houses in 2019-2020 and what are the inhibiting factors for the Pekanbaru City Government in supervising the billiard house in Pekanbaru City in 2019-2020.The purpose of this study was to find out the supervision of the Pekanbaru City government in controlling billiard houses in 2019-2020 and to find out the inhibiting factors in controlling billiard houses in Pekanbaru City in 2019-2020. The research method used is qualitative research. This type of research is descriptive qualitative. The research location is in Pekanbaru City. Data collection techniques by means of observation, interviews, literature study and study documentation. Data analysis techniques by means of data reduction, data presentation and data verification.The results of the study show that the supervision of the Pekanbaru City Government in controlling billiard houses in 2019-2020 has not run optimally. The monitoring is not optimal yet, it is known that there are still many violations that occur at the billiard house. Some of the factors that cause the supervision to be not optimal are the objectives to be achieved based on the old regulations, the Billiard House Business Owner is not aware of compliance with the law and the sources of supervision are still lacking. Keywords: Local Government Supervision, Expectation, Allocation, Monitoring performance and Correcting action

Abstract

This research is motivated by not yet optimal role of Community Forum About Garbage in Pekanbaru city. Dinas Kebersihan dan Tata Kota Pekanbaru Not yet optimal to implement the Perda Pekanbaru No. 8 of 2014, especially Article 40. Therefore researchers want to review the implementation and inhibiting factors of implementation of article 40 of Local Regulation No. 8 Pekanbaru City. The method used in this research included into qualitative and quantitative research with descriptive approach, of which the sample of research is 74 people, where 2 people as key informants, 14 people as informants, and 58 people as respondents.Based on research results, that: (1) implementation of Regional Regulation of Pekanbaru City Number 08 Year 2014 on Waste Management is a guideline or basis in handling garbage by Sanitation and Garden Service of Pekanbaru City, but for article 40 has not been implemented, because the existing community forum is still limited to RW scope, ie LKM-RW. Where the LKM-RW is only tasked to quote garbage levies, not seek and provide solutions in handling waste problems as contained in pasa 40 Pekanbaru City Regulation No. 08 of 2014 on the Community Forum Peduli Sampah; (2) the inhibiting factor in the implementation of article 40 of Pekanbaru City Regulation No. 08 of 2014 on the Community Forum for Garbage Concern is the lack of socialization of the regulation by the Head of Service, the secretary of the Department to subordinates or the sections and sections in the Sanitation and Gardening Agency of Pekanbaru City, To the community is hampered, although there are planning activities for the formation of Community Forum Peduli Sampah before, but the realization has not existed until now. If seen from research indicator, hence implementation inhibiting factor is factor of policy content and support factor. Abstract

Village consultative bodies are institutions that have a function of oversight of the performance of the village head according to the mandate in law No. 6 of 2014 article 55. Supervision is done to prevent deviations made by the elements in the village administration. Performance monitoring of a village head is seen from the achievements of the policies he applied in the village. To measure the performance of the village head, BPD has the right to request the Village Head Accountability Report within one year. This research would like to see how the supervisory function of the Village Consultative Board in Kepenghuluan Bangko Pusaka Bangko Pusako Sub-district of Rokan Hilir Regency. The purpose of this study is to determine the implementation of supervision on the performance of village heads in Kepenghuluan Bangko Pusaka by Kepenghuluan Kepenghuluan Agency Year 2015. The location of this study was conducted in Kepenghuluan Bangko Pusaka District Bangko Pusako Rokan Hilir Regency. The method used in this research is descriptive method with qualitative approach. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative data analysis. The result of this research is Supervision of Deliberation Board of Kepenghuluan Bangko Pusaka not optimal in performing its duty. Some of the village chief's policy programs did not go according to plan and did not work. based on interview results there are several facts in the field; 1. the LPJ village head's discussion by BPD is not Qorum, 2. Abstract

This study aimed to determine the application of good governance in the management of tourism in the city of Pekanbaru. This study focused on the management of tourism in the district Senapelan called Kampung Bandar Tourism Village. Management of Tourism Village Kampung Bandar not quite optimal, high demand for tourism is not comparable with the services provided by the government will be the satisfaction of tourism. With the formulation of research problems that How the application of good governance in the management of tourism village Kampung Bandar and the factors that affect not optimal implementation of good governance. Based on the above background, the study aims to identify and analyze the implementation of good governance in the management of Kampung Bandar Tourism Village in the city of Pekanbaru. The research method is qualitative descriptive type of research that data collection is by interview, documentation and observation. From the results of the field studies showed in the management of tourism village government has not been optimal in applying the principles of good governance, it is visible from the lack of involvement of all components of society, government and private. Six principles of good governance which is used by penulis.Keenam these principles have not been fully implemented seraca maximum. In the principle of community participation sufficiently participate in the management of rural tourism, in this case the government has not been transparent menganai developer programs tourist village. The government's response also still lemah.Program Tourism Village is still not sufficiently effective and efficient. The factors that affect not optimal implementation of good governance in the management of rural tourism is a factor of a government that has not been able to implement a culture of good governance and weak in responding to the demands of the people. In this study the authors conclude that good governance is not optimal in the management of tourism village Kampung Bandar. But the government should put more effort to manage tourism along with public and private sector, especially the tourism village Kampung Bandar Senapelan Pekanbaru. Abstract

Environment Agency Kampar district is formed through Government Regulation No. 06 of 2008 concerning the organizational structure and working procedures of the area, where local regulations Kampar district number 28 of 2009 on licensing and services business recommendations and / or environmental activities. With regard to environmental sustainability, in Law No. 32 of 2004 on Regional Governance in the 22K article described in organizing autonomous region has an obligation to preserve the environment , so that the existence of the Environment Agency is able to realize the Kampar District Environmental Protection and Management of Quality in the Context of Sustainable Development Environmental Support.In this study the authors use the theory proposed by R. Terry (2004:7) there are four things that a basic principle in management, namely planning, organizing, actuating and controlling. The method that I use in this study is the reduction method, namely the collection of field data from various sources and then processed into ingredients in the explanation/description of the problems studied. Description, namely the exposure results of research conducted in the field in the form of matter, phenomena and concrete data. Conclusion, ie withdrawal of a general viewpoint based on issues that have been presented . Abstract

Abstract

Authority to legislate as embedded within 1945 National Constitution shall be performed by both government and senate, meanwhile regional senate (“DPD”) which is also categorized as legislative body does not enjoy such authority, as it is enunciated within Law No 27 of 2009 concerning MPD, DPR, DPD, and DPRD along with Law No 12 of 2011 concerning Procedure of Drafting an Act which also reduced the authority of DPD. As explained, problems risen and shall be observed is whether the implication of mentioned laws towards the authority of DPD and also after the Judgment of Constitutional Court No. 92/PUU-X/2012. Method of research applied shall be normative legal research combined with statutory approach. Conclusion drawn from the research shall be, due to the Judgment of the Constitutional Court, DPD shall enjoys the right to enter into the drafting of national legislation program, along with the discussion on budgeting and autonomy issue, however its right to pass a draft into a law remain absent.Keyword: Authorities, Regional Representative Council, Legislation

Abstract

 Village Government has a significant role in managing Village Fund Allocation. The main task that must be carried out by the government / village apparatus is how to carry out the process of planning and implementing Village Fund Allocation on target and useful for the progress of the village. However, in its implementation there must be things that become obstacles to achieving the implementation of all the planning properly.This study aims to determine, plan and implement the D Village Fund Allocation for the Development of the Village Transfer, Enok District, Indragiri Hilir Regency. Research uses management theory, roles, implementation and village planning. Primary information sources (informants) are determined by purposive sampling and the necessary data are collected by interview techniques and literature study. The parties who succeeded in becoming the resource persons in this study were all village officials starting from the village head to the smallest village apparatus to run the ADD together.From the results of this study it can be seen that almost all planning is said to run smoothly in planning and implementation. All proceeds from village development that receive ADD funds. But still there are obstacles so far, the most visible problem is the disbursement of Funds Allocation Funds. But this has become the rules and procedures in force from the government. The role of the village government and village management so far has been very good in using ADD, starting from planning to accountability for each ADD implementation. Keywords: Role, Village Governance, Planning and Implementation
