Abstract

Program development tourism waterfall Guruh Gemurai in Kuantan Singingi distrik. The purpose of this study was to determine how the program of tourism development waterfall Guruh gemurai in Kuantan Singingi district. In this study the authors use descriptive study kualitataif with research sites in the Department of Tourism Culture Youth and Sport Regency Kuantan Singingi The survey results revealed that the implementation of the Department of Tourism, Youth and Sports Kebudayan Regency Kuantan Singingi in tourism development waterfalls thunder Gemurai tourism destinations such as program development, tourism marketing programs, and partnership development program. In the implementation of the above program have not been realized to the fullest. This was caused by several factors inhibiting the limited funding, the lack of human resources, infrastructure.Kata kunci: Program, pengembangan pariwisata, factor-faktor penghambat.

Abstract

Infrastructure development in reconstructing the village must be able to accommodate the societies’ aspirations, apply the societies’ active role to participate actively in societies for staying together as villagers. Government has authorities to manage the interests of the societies, but the infrastructure activities that have been realized in the Sotol still entrusted to the private sector as doer.The problem that was discussed in this thesis was how the organization effectiveness in building the infrastructure in Sotol, Langgam subdistrict Palalawan. Also, the others factor that obstruct the processes.The method that was used in this research was description qualitative analysis. The collecting data were primer and secondary data. The primer data was gotten from observation and interview some of proper respondents and secondary data was gotten from library study. It also used purposive sampling in determining the sample.The result of this research was the effectiveness in building infrastructure in Sotol was not good enough yet. It could be seen from building realization which was planned just carried out only two kinds. The factors that influence the monitoring forward the low responsible and awareness about infrastructure building, less of builders, and hard to reach the location. So, the suggestion in this thesis is, because of less fund, it is needed to give job division clearly, transpiration between government and other parties which are involved in societies needs. Also, optimizing the planning about infrastructure building. The government may give explanation clearly about infrastructure, so that sub district and district can control the maintenance of the infrastructure.Key Word : Village, Organizations, Infrastructure and Developme

Abstract

Advertisement is media that used to convey a message to another people. Advertisement is used in order to promote a product to consumers. Either delivered orally, visually, or a combination of both. The aim of advertisement is to show the customer what product we want to sold. Advertisement itself has a major contribution to the visual impression of an environment. In addition, it has contributions as Pendapatan Asli Daerah (PAD). Thus, in this time, advertisement aims is more often concerned with retribution than the beauty of city, the security of citizen and safety of the environment.The concept theory that used is the theory of implementation of the policy according to Edward III. The indicators in this study, namely communication, resources, disposition, bureaucratic structure. The informant of this study is the Head of Pamon Praja Unit Dumai, Head of Licensing Agency and the Integrated Services Investment town of Dumai, Dumai Head of the Department of Revenue. The complement informants were staff Administrative Civil Pamong Praja Unit Dumai, Owner of advertisement. This research is a qualitative descriptive study using data collection techniques by observation and interviews were obtained from informants study.Based on the research that has been done and based on the data analysis process has been known, it can be showed that controlling advertisement in Dumai running less good or less than optimal. This condition influenced by many things, whether it is a barrier effect of enforcement rules themselves, from the advertisement owner and the citizen in Dumai. Moreover, it is affected by the communication and coordination is among the official parties themselves.Keywords: Implementation, Control, Advertising

Abstract

This study will analyze how the Strategy of Social Service, Manpower and Transmigration in Reducing Unemployment in Siak. Given the number of unemployed either from within or from the outside of the area to look for jobs in Siak government attempted to reduce unemployment by holding job fairs exhibitions in order to facilitate job seekers procure the job.Steps Strategy of Social Service, Manpower and Transmigration in Reducing Unemployment in Siak become very important in providing counseling or dissemination to the public or the unemployed to fill job vacancies that exist both within and outside the region. Then, Social Services, Manpower and Transmigration in Siak also perform or carry out training of workers according to labor market demand according to the expertise or skills possessed by job seekers. The purpose of this study is to determine the strategy of Social Service, Manpower and Transmigration in in Siak and to determine the factors that influence the strategy of Social Service, Manpower and Transmigration in Reducing Unemployment in Siak. For this problem analyze author uses the theory Tripomo, Tejo, and Udan which an analysis of strategies focus on factors that SWOT Strengths, Weaknesses, Opportunities, Threats.This research was conducted in the Department of Social Welfare, Labour and Transmigration in Siak, using qualitative research methods using snowball sampling method in the analyze of research with key informants (keyinforman). In collecting the data, research using interview techniques, observation and communication studies. By using key informants and informant as a supplementary source of information reducing Unemployment in Siak not running with a maximum in carrying out efforts to reduce unemployment. Abstract

Place chicken and pig farm established in Pekanbaru are still many who do not have permission, especially where the business is located adjacent to residential areas that cause odor and very disturbing comfort of the community around the business premises. Supposedly every effort it must have become a nuisance permit the replacement for the location permit that every effort that has strong legal powers. The purpose of this research is to determine and analyze the implementation and the factors that affect the implementation of Pekanbaru City Regulation No. 8 of 2012 on Disturbance Permits.The theory used is the theory of policy implementation according to Van Meter and Van Horn, in theory this implementation there are six variables: standards and policy targets, Resources, Managing Organizational Characteristics, Attitudes of the Executive, Organizational Communication between related and implementing activities, social environment, economic and political. The method used in this study is a qualitative method using triangulation techniques. In this study, the research informants is the Dinas Pertanian Bidang Peternakan, Badan Pelayanan Terpadu dan Penanaman Modal (BPTPM) dan Satpol PP Kota Pekanbaru.Based on the research that has been done can be concluded that the implementation of Regional Regulation No. 8 of 2012 Pekanbaru Licenses Disorders (Business Case Studies Poultry and Pig) is not going well. This is evidenced by the many efforts of chicken and pig farms that do not have the permission due to a lack of awareness of the policy implementers, lack of good communication between satpol pp, BPTPM dan dinas pertanian bidang peternakan, human resources are lacking in Dinas Pertanian Bidang Peternakan which causes a lack of team to go down spaciousness, and socialization performed by actors of government to the people did not go well that caused widespread public ignorance of the existence of regional regulation.Keywords: Implementation, Disturbance Permit, Poultry and Pig

Abstract

The National Narcotics Department (BNN) is a Non Government Agencies Ministry (LPNK) Indonesia, which duties are prevention, eradication of abuse and illicit traffic in psychotropic, precursors, and other addictive substances except for the addictive ingredients of tobacco and alcohol. Provincial National Narcotics Division (BNNP Riau) carries out the duties, functions, and BNN authorities within the province. Based on the phenomenon and the fact, this research is conducted on the implementation of duties and functions of BNNP Prevention Divition In Narcotics Abuse Prevention .The purpose of this research is to determine the implementation of duties and functions of BNNP Prevention Division In Narcotics Abuse Prevention, and to identify the factors that affect the implementation of duties and functions of BNNP Prevention Division In Narcotics Abuse Prevention. The theory that is used as a analysis tool in this research is the theory of Ig. Wursanto (2005) on the organization elements, while the method is qualitative descriptive research that is intended to provide a systematic overview of the observed phenomenon.Based on the results of research in the field of implementation of duties and functions of BNNP Prevention Division In Narcotics Abuse Prevention, BNNP Riau has completed it organizationally, where in completing the duties, BNNP Riau is quite able to do the functions properly. It can be seen from the Man (human) indicators, eventhough BNNP Riau has less personnel but on the environmental indicators, the implementation of duties keep running. The obstacle factors in carrying out the duties and functions of BNNP Riau prevention in preventing narcotics abuse is the lack of personnel, the lack of cooperation with external parties, and the lack of existing equipment in BNNP Riau, these conditions will result the performance of BNNP Riau implementation of duties and functions are not maximally carried out.Keywords : Implementation of Duties and Functions, Narcotics

Abstract

Public service is a very strategic role in the State upayah progress in aspired by the people in a country. Therefore, the public service that is effective, simple, clear and definite, open, efficient, timely, responsive, and adaptive. Due to good public services will materialize professional services. Professional services are expected to be done with everything including the service makes the SIM in Pekanbaru Traffic Police. The purpose of this study is to analyze the service in making the two-wheeled vehicle driver's license (SIM C) and knowing the constraints in service in the Police Satlantas Pekanbaru.Descriptive research, which is defined as the process of solving the problem was investigated by exposing or describe the state of the subject and object of research at the present time based on the facts that emerge or that way. In data collection and in-depth interviews the author conducted a search of documents and official records.The results of this study are expected to provide the following benefits: their contributions in order to develop the knowledge, especially in the field of social and political science as well as a reference to improve services, especially in making a driver's license at the Traffic Police Pekanbaru.Results of research conducted at the Traffic Police Pekanbaru through eight indicators considered quite good, but the authors suggest to the Traffic in order to improve services, especially the manufacture of a driver's license two-wheeled vehicles (SIM C) in order to achieve service excellence.Key words: Public Service, manufacture of driving license (SIM C)

Abstract

Based on the Regulation of the Health Minister of the Republic Indonesia Number 012 Year 2012 about Hospital Accreditation, Hospital are required to follow the national accreditation in order to increase the competitiveness and quality of hospital services. Currently district general hospital Meranti islands still not getting accreditation status. Strategy to increase hospital accreditation status are the steps that have been planned and implemented in a district general hospital Meranti islands to obtain the status of hospital accreditation. The research aims to determine how the strategy to increase the status of accreditation and factors that affect the strategy set by the Meranti Islands Regency General Hospital. The author uses SWOT (Strengths, Weaknesses, Oppurtunities, Threats). This study used a qualitative descriptive approach using key informan methods with data collecting technique using interviews, observation, and documentation. Results of this research is the Strategy to Increase Hospital Accreditation Status in Regional General Hospital (Hospital) Meranti Islands Regency has not been effective this is because the Meranti Islands Regency General Hospital has not been able to optimize the strengths and opportunities of the hospital. Factors affecting among other things: Quality and Quantity of Human Resources, Budget Planning, Monitoring and Socialization Accreditation and Standard Operating Procedure (SOP). Abstract

Publication of regional policy (Perda No. 13 Tahun 2012) in Meranti Archipelago Regency aims to efforted and managed of levies port sector in this area. The regional policy implemented by local government through the transportation department of communication and informatics. Publication of regional policy (No. 13 tahun 2012) was “legal protection” to regulate the activities in the harbor like unloading goods at the location of the port which are prohibited, the officers who did not provide admission and not wearing the attribute to provide services of levies port bussines service collection.The resourchers used teoretical concept is implementation policy by widjaya explained that the implementation of the policy is process of transforming the contents of policy (regional policy) into practice or implementation. The method used in this research is descriptive qualitative data collection instruments include observation and interview on local regulations No. 13 tahun 2012 and business services users port or compulsory levies as well as documentation and literature study related to the research objective.The result of this study indicate that the implementation is not optimal. The implementation of levy charges field the amount of levy collected variegated or not according to the principles stated in the determination of the structure of the local regulations. This is because the procedures for collecting the levy still found the levy charged for admission and do not use attributes that affect the activities of community and order port that impact or local revenue receipts in the sector of port levy.Key Word: Regional Policy, Implementation, Levy, Regional Achievement (PAD).
