Abstract

This study will analyze how the Strategy Department of Labor in Addresing Unemployment Problem in Pekanbaru City. Given the number of unemployment both from within and from outside the area to find a job in Pekanbaru city government attempted to addressing the unemplotment problem by holding exhibitions labor market in order to facilitate job seekers find work.The steps of The Department of Labor in Addressing Unemployment Problem in Pekanbaru City be very important in providing counseling or disseminination to the public or unemployed to fill job vacancies that exist both within region and outside the region. Then, the Department of Labor Pekanbaru also perform or implement workforce training in accordance with labor market demand according to the expertise or skills possessed by job seekers. The purpose of this is to determine the strategy of the Department of Labor in Addressing Unemployment Problem in Pekanbaru City and to determine the factors that influence the strategy of the Department of Labor in Addressing Unemployment Problem in Pekanbaru City. To analyze this problem the authors use the theory Tripomo which strategy is the frame or plame that integrate goals, policy and action/program organization.This research was conducted in the Department of Labor Pekanbaru city, using qualitative research methods using snowball sampling methods in the analysis of research with key informants (key informants). In collecting the data, the researcher used interview techniques, observation and documentation studies. By using key informants and informant as a supplementary source of information in addressing unemployment problem in Pekanbaru city not run well in carrying out measures to addressing unemployment. Abstract

Development terminal inaugurated since year 2010 until today still minimum utilization and difficulty arrange to owners of public transport services to invited to operate in terminal similarly with public transport users. The aim of this research is to know effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan city and other factors that influence effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan cityThe concept theory that used is the concept effectiveness of Krishnomo (1998). This research is a qualitative in showed by using descriptive data. In this research, the wrier used interview techniques, observation, and documentation. By used of key informan as a source of informationThe result showed that the know effectiveness of the use of the terminal bandar laksamana indragiri at tembilahan city ineffective this is because level of service terminal not yet qualify standards of the passenger terminal, low service levels, as well as facilities provided for ease in reaching terminal (accessibility) which is not yet available. Ineffectiveness implies that terminal bandar laksamana indragiri at tembilahan city has not been able to provide satisfactory service for service users public transport drivers. Abstract

Labor constraints can be identified are: 1) Many companies disseminate job informationand recruitment alone without cooperating with Dinsosnakertrans. 2) Many job seekers whochoose to work too selective in choosing only bona fide jobs and high-paying. 3) The growth ofthe labor force that is faster than the growth of employment opportunities available. 4) Lack ofcommunication between providers working with job seekers. The formulation of the mainproblem in this research are: 1) How the implementation of the Department of Labor function inthe distribution of labor in the city of Pekanbaru? 2) factors that support the Department of Laborin the distribution of labor in the city of Pekanbaru. 3) How can private companies in Pekanbaruhelp program the Department of Labor in the distribution of labor in the city of Pekanbaru?This study used qualitative research methods to understand the phenomenon or a socialphenomenon with more emphasis on the complete picture of the phenomenon under study thanmemperincinya become variables are interrelated. This research was conducted at the office ofthe Department of Labor Pekanbaru. The reason the researchers chose the Department of Laboroffice Pekanbaru. In this research is taken to be the informant is the researchers conductedinterviews with one person Head of the Department of Labor Pekanbaru, 1 secretary, they serveas key informants, plus 11 staff and 5 people. Types and Data Sources: Primary data is dataobtained directly from the respondents that the source was obtained directly from the results ofquestionnaires and interviews. Secondary data, ie data obtained through documents, monographs,data board, books and other research.Here the author provides conclusions of this research paper: 1) Implementation of theEmployment Policy in Pekanbaru one of which is owned by the Department of Labor Pekanbaru.Where as program managers who perform activities such as coaching, supervision, andplacement of the work units involved in the implementation of employment programs. 2)Supporting factors can help the course of any activity conducted labor market is the availabilityof funds, facilities and infrastructure are complete, and proficiency of its personnel or employeesof the Department of Labor Pekanbaru. 3) Cooperation between the private company with theDepartment of Labor Pekanbaru City in the distribution of labor, the labor market for online jobseekers provided by the private company through the Department of Labor Pekanbaru, theattachment of the job vacancy information canvassing work done Agency Labor Pekanbarubased on information submitted private companies, and most importantly, private companieshave consistently reported vacancies still existing or required the company to the Department ofLabor Pekanbaru city.Keywords: Function, Distribution

Abstract

BPJS Kesehatan is a program from the government of Indonesia who changed ASKES as caretaker health to the society health assurance by BPJS Kesehatan to the society can help prosperous the society in healthy section. In Kecamatan Tanah Jawa Kabupaten Simalungun within implementation BPJS Kesehatan program still found the society less the understanding about the procedure to get the service, the society less get the information about the process of register as participant and many complaints of society about procedure of payment and get service with online system. This research is to identify what is the factors to influence the implementation BPJS Kesehatan program in Kecamatan Tanah Jawa Kabupaten Simalungun.The writer used Edward III theory in this research. The analyzing data used the descriptive qualitative method. Sourse data consist of primary data is the data get from BPJS Kesehatan side Simalungun regency, meanwhile the secondary data is data based on document from BPJS Kesehatan Kabupaten Simalungun and clinic in Kecamatan Tanah Jawa. Collecting data used observation, interview and documentation. Analyzing data technique is presentation data, draw, and inference.Result of the research refers to know the dominant factors in the implementation BPJS Kesehatan program in Kecamatan Tanah Jawa Kabupaten Simalungun includes the variables are communication. Communications have meaning sense is deliver all information process about BPJS Kesehatan in Kecamatan Tanah Jawa Kabupaten Simalungun with socialization method to the society. Mean of source data in this research is workers, facilities and competence to do good activities in organization and in the field to deliver BPJS Kesehatan program in Kecamatan Tanah Jawa Kabupaten Simalungun. Authorizing signature in this research is attitude and respons the implementer employed showed loyalty to each activities in deliver information,directive and bureaucracy structure. Abstract

PNPM Rural powerty is a program that has been implemented since 2007. Implementation of the National Program for Community Empowerment in Rural Areas village District has been done since 1998. Issues raised is how the National Programme Implementation of the National Program for Community Empowerment in Rural Areas in Village District of Siak Hulu Regency of Kamparin 2015 based on the timeliness and accuracy of the cos. This research aims to identity and analysis the implementation of the National Program for Community Empowerment in Rural Areas in Village District of Siak Hulu Regency of Kampar. This is adescriptive qualitative study which gives a clear and detailed illustration based on the facts was found in the observation.Theory used in this study principles of management from Teryy in Manullang (2012:8) and teory empowerment by Mardikanto dan Soebiato(2015:126) interpretes the factors that affect one is success or failure in the implementation of the National Program Community Empowerment in Rural Areas Village District of Siak Hulu Regency of Kampar in the collections data use observation and interview technigue kualitative. Technique analysis is descriptive qualitative.After research had been done we found that implementation of the National Program for Community Empowerment in Rural Areas In Village District of Siak Hulu Regency of Kampar well and eased the burden Siak Hulu district every year. Also there are problem are face in running the implementation of the National Program for Community Empowerment in Rural Areas that are human resourches lack of public awareness and undiscipline of time in practice it.Keyword: The Implementation, National program for Community Empowerment in Rural Areas.

Abstract

Job analysis has a very important role in Human Resource Management for achieving the organization main goal. From the analysis of these positions then the organization will be able to determine characteristics such as what should be owned by prospective employees before taking a position, the output in the form job spesification and descriptions. This research was conducted at the district Secretariat Bengkalis in order to determine how the analysis of the structural position in Bengkalis district Secretariat and to determine the factors that become obstacles in the analysis positions at the district Secretariat Bengkalis. This study uses theory Moekijat (2010) with qualitative research methods. In conducting the data collection data collection techniques used observation and interview to the informant research. After the data is collected and the conclusions drawn and analyzed using descriptive qualitative data analysis techniques. The conclusion of this research is the analysis of structural positions at the district Secretariat Bengkalis been good, but there are some things that have not been implemented optimally. In the job spesification, there are the employees who are placed in areas that do not correspond with the educational background and to the position description is also already well as good working conditions. Constraints faced by the Secretariat of the district Bengkalis in job analysis lack the skills and capabilities of the employess in accordance with the position they occupy causes the task that can not be resolved properly and experience related to the position hel by the employees is nit fully associated with the position they occupy now. The author suggested to the district Secretariat Bengkalis order in Human Resorces planning by hail job analysis so that the formation of professional personnel in carrying out their duties.Keywords: job analysis, job spesification, job description

Abstract

The case of exploitation of children both economically and sexually is one of the problems in the country that has never been resolved. There are no exception cities in Riau especially in Pekanbaru City which often get the spotlight from the Regional Government. The Social Rehabilitation Section in Child Protection as the party responsible for realizing social welfare in the area of Pekanbaru City has done various ways to be able to provide protection to minors, but children who are economically and sexually exploited are still mushrooming in this Sorcerer City . The purpose of this study was to determine the Performance of the Social Rehabilitation Section in Child Protection and analyze the inhibiting factors of the Social Rehabilitation Section in Child Protection. The theoretical concept used is the theory of Organizational Performance by Agus Dwiyanto in Aprilia (2018: 40), namely: Productivity, Service Quality, Responsiveness, Responsibility and Accountability. This study uses a qualitative method of case study approach, the selection of informants using Purposive Sampling techniques with data collection techniques include: observation, interviews and documentation. The results of this study can be seen that the Performance of the Social Rehabilitation Section in the Protection of Children in the City of Pekanbaru has been optimal, as seen from the cases resolved each year always increasing. However, there are some obstacles experienced by the Social Rehabilitation Section in Child Protection, namely Budget, Communication, and inadequate facilities and infrastructure.                                                                                                            Keyword: Performance, Organizational and Organizational Performance

Abstract

Social problems among the people is always changing and it will continue to follow the dynamics of society itself. Not for the people of Batam City which is the entry point to the neighboring countries of Indonesia, also continues to develop, both positive and negative. As for the negative developments of which consume alcoholic beverages. While the problem of alcohol itself, it can not be denied, it is very disturbing social life. Alcoholic beverages are believed to not only harm the wearer, but also brings a very bad impact on the environment of the wearer. While at this time the spread of alcoholic beverages in the city of Batam, is no longer controlled, for example in its distribution is no longer regard the age limit users or consuming alcoholic beverages that may be negative consequences for children who later adolescence as the future generation. This study was conducted to determine the Alcoholic Beverage Control of Urban Pursuant to Rule Batam conducted by the Department of Industry and Trade of the City of Batam.Research conducted using qualitative methods. This study uses the theory of standard-setting Manullang with supervision. Determination of measurement tools, conduct assessments, conduct remedial action. In this study the technique performed is observation, interview and documentation using qualitative descriptive analysis techniques.In this study was found first, pengawsan by the Department of Trade and Industry is already quite optimal. Secondly, there are still many of his illegal circulation of alcoholic beverages which are not in accordance with local regulations. Third, the lack of public education and sellers of alcoholic beverages. Abstract

The Indragiri Hilir Regency Government carries out an open selection in order to fill the Head of Regional Financial and Asset Management Agency, Head of the Public Works and Spatial Planning Office, Head of the Population and Civil Registration Service in 2017. This study aims to analyze how the implementation of open selection in filling High Leadership Position (JPT) Primary whether it has been implemented and implemented properly according to the reference PERMEN PAN RB No. 13 of 2014 and what are the obstacles and factors of success in the implementation of the selection.This study uses descriptive method with a qualitative approach. Data collection is done by interviews, observation and documentation studies. In this study researchers used research informants who were people who really knew the problems to be examined. Furthermore, the data were analyzed using qualitative data analysis techniques.The results showed that the implementation of open selection of JPT Pratama in Lingkunagan Indragiri Hilir District Government was good In general, the implementation of open selection in filling positions in the administration of Indragiri Hilir regency had been carried out in accordance with the existing rules where the filling of pratama high leadership positions was carried out openly and competitively in civil servants with due regard to competency requirements, qualifications, ranks, education and training, track record of position, and integrity and other job requirements in accordance with the provisions of the legislation. It's just that there are still weaknesses and weaknesses in the process of acquiring a High Leadership Position, including the problem of time, budget, because it is not regulated in detail in the PAN RB No. 13 of 2014 related to the allocation of time and budget, the vacant position and the implementation time determined by BAPERJAKAT makes BKPSDM unable to predict the budget for future filling. Abstract

One of the objectives of this study is to determine the extent of supervision of sea transport standards in Pekanbaru City. Sea transportation is one of the means of transportation as a form of service to the community to make it easier to travel from one place to another through the waters. In realizing safe, safe, fast, smooth, orderly and orderly transportation, comfortable and efficient, there needs to be supervision from KSOP (Office of Port Authority and Port Authority) Pekanbaru through the Traffic Section of Sea Transportation and Ports Business by deploying Kaposker (Head of Post Work) and its members. However, the surveillance carried out has not yet fully gone well. This is due to the condition of ships that are not in accordance with sea transport passenger service standards on board and the obligation of the Kaposker to provide supervision reports every day is not carried out properly, causing the KSOP Pekanbaru vision to realize the Safe, Comfortable and Safe Sea Transportation Service. The researcher uses the concept of Manullang theory (2015: 184) which is to set measurement tools (standards), deal with assessments, and take corrective actions using qualitative research methods, using Purposive Sampling techniques for selecting informants and conducting data collection techniques through observation, interviews, documentation and triangulation. The results of the study showed that the Supervision of Sea Freight Standards in Pekanbaru City was related to the Passenger Sea Freight Services Standards that were not fully operational. This is because there are obstacles Lack of Legal Awareness of the Government, Operators and users of transportation services. Keywords: Supervision, Service Standards, Transportation
