Abstract

The current condition of public services is facing various significant challenges and opportunities. Public services include various types of services provided by the government, one of which is services in the health sector. RSUD R.T. Notopuro Sidoarjo is a type A hospital, in providing services there are still problems such as long queues, slow service and lack of human resources, which are the main obstacles. This study uses a qualitative method with a descriptive research type. Data collection techniques include observation, interviews, documentation. The results of this study indicate that the effectiveness of public complaint services at RSUD R.T. Notopuro Sidoarjo is said to be successful, can be stated as follows by 1) High productivity in handling complaints, shown by the number of staff and complaints resolved within a certain period. 2) Efficient service through fast response times once complaints are received. 3) Quality of service marked by consistency and transparency in complaint handling. 4) Flexibility in offering multiple channels for submitting complaints and adaptive policies. 5) Development of the complaint system is progressing well, supported by sufficient resources and effective use of information technology. 6) Public satisfaction is relatively high, especially in terms of complaint resolution, though some units still require improvement. 7) Service excellence is reflected in overall quality improvements.

Abstract

Di masa pandemi seperti sekarang ini, PT Kereta Api Indonesia dituntut untuk memberikan pelayanan prima terhadap para penumpang transportasi kereta api dengan aman dan nyaman, serta harus menerapkan protokol kesehatan. Salah satu kebijakan PT Kereta Api Indonesia adalah keharusan penggunaan Rapid Test Antigen, Swab Test atau PCR dan yang terbaru adalah GeNose C19. GeNose C19 adalah hasil pengembangan sebuah mesin yang berbasis sensor dengan kecerdasan buatan (artifical intelligent). Oleh karena itu, tujuan penelitian ini adalah untuk mengetahui efektivitas penerapan GeNose C19 pada penumpang kereta api. Pengukuran efektivitas secara umum dan yang paling menonjol adalah keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, tingkat input dan output, pencapaian tujuan menyeluruh. Penelitian ini berlangsung di Stasiun Pasar Turi Surabaya, menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini dapat digunakan untuk memperbaiki sistem dan menjadi bahan evaluasi agar menambah terciptanya kepuasaan masyarakat pengguna layanan Kereta Api dan diharapkan dalam penerapan test GeNose sebagai syarat menggunakan transportasi kereta api menjadi lebih efektif dalam menerapkan protokol kesehatan sesuai dalam aspek penilaian pengukuran efektivitas secara umum.

Abstract

This study explores the process of women's empowerment through the PUTARAN program (Women's Empowerment Learning Center), initiated by the DP3AK of East Java Provincial Government. The research is motivated by the persistent structural barriers faced by women, including limited access to resources, gender-based violence, and restricted participation in public spaces. The study examines how a state-run, learning-based empowerment program facilitates personal and social transformation among marginalized women. A qualitative interpretive case study design was employed, with data collected through in-depth interviews, participant observation, and document analysis. The findings reveal a multidimensional transformation process unfolding across three stages: critical awareness, capacity enhancement, and intellectual empowerment. Participants reported increased self-awareness, social agency, economic resilience, and digital literacy. This study contributes to the empowerment literature by offering a novel application of Freire’s conscientization, Kabeer’s theory of resources and agency, and Sen’s capability approach within a localized public-sector initiative in Indonesia. Unlike previous studies focusing on NGO-based interventions, this research highlights the transformative potential of state-led programs when combined with dialogical learning and institutional support. The study concludes that integrating contextual learning, inclusive governance, and digital capacity-building constitutes an effective and sustainable women empowerment strategy. Policy implications include providing access to microfinance, post-training mentoring, advanced digital literacy training, establishing women-led business networks, and replicating the program in other regions through standardized curricula and cross-sectoral support. Thus, PUTARAN represents a state-led model of women’s empowerment that is responsive, participatory, and sustainable.   Penelitian ini mengeksplorasi proses pemberdayaan perempuan melalui program PUTARAN (Pusat Pembelajaran Pemberdayaan Perempuan) yang diselenggarakan oleh DP3AK Provinsi Jawa Timur. Latar belakang penelitian ini adalah masih kuatnya hambatan struktural yang dihadapi perempuan, seperti ketimpangan akses terhadap sumber daya, kekerasan berbasis gender, dan keterbatasan partisipasi dalam ruang publik. Studi ini bertujuan untuk menganalisis bagaimana program pemberdayaan berbasis pembelajaran tersebut memfasilitasi transformasi personal dan sosial peserta perempuan. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus interpretatif, dan data dikumpulkan melalui wawancara mendalam, observasi, serta dokumentasi program.Temuan mengungkapkan bahwa program PUTARAN berhasil mendorong transformasi multidimensional melalui tiga tahap: penyadaran kritis, peningkatan kapasitas, dan penguatan intelektual. Peserta mengalami peningkatan signifikan dalam kesadaran diri, agensi sosial, keterampilan ekonomi, serta literasi digital. Penelitian ini berkontribusi terhadap literatur pemberdayaan dengan menawarkan aplikasi lokal dari teori Paulo Freire (conscientization), Naila Kabeer (resources and agency), dan Amartya Sen (capability approach) dalam program berbasis kebijakan publik daerah. Berbeda dari studi sebelumnya yang banyak berfokus pada intervensi NGO, studi ini menunjukkan bahwa model pemberdayaan berbasis negara juga dapat bersifat transformatif jika didukung oleh pendekatan dialogis dan dukungan kelembagaan.Kesimpulan dari studi ini menekankan pentingnya integrasi antara pembelajaran kontekstual, struktur kelembagaan yang inklusif, dan penguatan digital sebagai strategi pemberdayaan perempuan yang berkelanjutan. Implikasi kebijakan mencakup penyediaan akses permodalan mikro, pendampingan pasca pelatihan, pelatihan literasi digital lanjutan, pembentukan jaringan usaha perempuan, serta replikasi program di daerah lain dengan standarisasi kurikulum dan dukungan lintas sektor. Sehingga, PUTARAN menjadi model pemberdayaan perempuan berbasis negara yang responsif, partisipatif, dan berkelanjutan.

Abstract

This study aims to analyze the implementation of HIV/AIDS response policies in Krian District, Sidoarjo Regency, based on Sidoarjo Regent Regulation No. 27 of 2018. The method used is qualitative descriptive with data collection techniques through interviews, observation, and documentation. The results of the study show that the implementation of HIV/AIDS response policies in Krian Subdistrict has been carried out through six main aspects, namely health promotion, HIV prevention, HIV diagnosis testing, treatment, care and support for people living with HIV/AIDS, HIV surveillance, and rehabilitation. The program implementation has generally been running well and has involved various parties such as the Krian Community Health Center, the Health Office, and the Delta Crisis Center NGO. However, the effectiveness of policy implementation still needs to be improved, especially in terms of human resource availability, funding allocation, and cross-sector coordination. The study results show that social environmental factors and the existence of localized areas also influence the increase in the number of HIV/AIDS cases in Krian District, so efforts to strengthen cross-institutional collaboration and optimize resources are needed so that HIV/AIDS prevention in the area can be more effective and sustainable.

Abstract

This study aims to analyse the process of collaborative governance in the development of religious tourism at the Tomb of Gus Dur in Jombang Regency based on the framework by Ansell and Gash (2008). The research uses a descriptive method with a qualitative approach. The findings indicate that the cooperation between the Jombang Regency Office of Youth, Sports, and Tourism (Disporapar) and the Tebuireng Islamic Boarding School was initiated through coordination following a surge of visitors after Gus Dur’s passing, which was not matched by adequate infrastructure. Additionally, the imbalance of authority among human resources also formed the basis for this collaboration. In terms of institutional design, the collaboration is supported by a written agreement titled the joint agreement, signed by both parties. In the dimension of facilitative leadership, Disporapar plays the role of a leader supporting the collaborative process. In the collaborative process itself, face-to-face dialogue was conducted, commitment was demonstrated through the signing of the agreement, mutual understanding was built through discussion forums, and early success of the collaboration was shown by winning the title of Cultural Tourism Attraction at the 2017 East Java Tourism Awards
