Abstract

B.IndonesiaLaporan ini disajikan berdasarkan magang saya di Air Tasking Service Dortmund GmbH (ATSD) - Global Aviation Service UG (GAS) di Dortmund, Jerman. ATSD - GAS sedang mengerjakan proyek untuk melakukan layanan konsultasi di jet bisnis yang bekerja sama (bagian dari General Aviation) atau di European Aviation Safety Agency (EASA) yang diklasifikasikan sebagai Bagian NonKomersial dengan Complex Motor Powered Aircraft (NCC) yang disebut IFM Traviation GmbH untuk mengembangkan dan membangun Sistem Manajemen Keselamatan (SMS) dengan menginstal dan membuat SMS / ERP dan Manual Sistem Manajemen Kepatuhan (CMS) yang sesuai. Sejak 25 Agustus 2016, semua operator Part NCC di negara anggota EASA harus menerapkan persyaratan pada aturan EASA Air Operations Regulation (EU) No. 965/2012, Annex VI / VII. Operator perlu memahami aturan dan memastikan kepatuhannya dengan mengikuti persyaratan misalnya, operator harus menunjuk orang untuk posisi manajemen terdepan mereka, Manual Operasi yang disesuaikan dan sesuai dan Sistem Manajemen (Sistem Manajemen Keselamatan & Kepatuhan) termasuk Daruratnya Rencana Respons (ERP) sudah siap. IFM Traviation GmbH sebagai pemegang Part NCC sejak 2016, ingin menerapkan dan mengembangkan SMS, CMS & amp; ERP di perusahaan mereka. Magang difokuskan pada pengembangan sistem & manual SMS, CMS, & ERP yang sesuai dan andal sebagai pedoman bagi IFM Traviation GmbH untuk mengimplementasikan SMS, CMS & ERP di masa depan kegiatan operasi mereka dengan melakukan analisis SMS Gap (ICAO Gap Analysis Tools ), identifikasi bahaya (metode badai otak dan analisis dasi kupu-kupu), penilaian risiko, keselamatan dan audit internal kepatuhan. Kesimpulan dari laporan ini adalah IFM Traviation telah menuliskan SMS, CMS, & ERP dalam manual operasionalnya namun berdasarkan analisis manual operasionalnya kurang lengkap dan belum diimplementasikan. Dengan output manual SMS, CMS dan ERP yang lengkap ini dapat memudahkan perusahaan dalam mengimplementasikan SMS, CMS, ERP yang sesuai & dapat diandalkan sesuai dengan yang diharapkan.B.EnglishThis report is presented based on my internship in Air Tasking Service Dortmund GmbH (ATSD) – Global Aviation Service UG (GAS) at Dortmund, Germany. ATSD – GAS is working on project to conduct consulting services at a cooperate business jet (part of General Aviation) or in European Aviation Safety Agency (EASA) classified as Part NonCommercial with Complex Motor Powered Aircraft (NCC) called IFM Traviation GmbH to develop and established Safety Management System (SMS) by installing and producing a suitable SMS / ERP and Compliance Management System (CMS) Manual. Since 25 August 2016, all Part NCC operators in EASA state members must implement the requirements on EASA rules Air Operations Regulation (EU) No. 965/2012, Annex VI / VII. Operators need to understand the rules and ensure they are compliance by following the requirement for examples, operators must have nominated persons for their leading management positions in place, a tailored and suitable Operation Manual and Management System (Safety & Compliance management System) include its Emergency Response Plan (ERP) in place. IFM Traviation GmbH as a Part NCC holder since 2016, wanted to implement and develop a reliable and company tailored SMS, CMS & amp; ERP in their company. The internship was focused on developing a suitable and reliable SMS, CMS, & ERP system & manual as a guidance to IFM Traviation GmbH for implementing SMS, CMS & ERP in the future of their operation activity by conducting SMS Gap analysis (ICAO Gap Analysis Tools), hazard identification (brain storm method and bow tie analysis), risk assessment, safety and compliance internal audit. The conclusions of this report are that IFM Traviation has written SMS, CMS, & ERP in their operational manual but based on the analysis the operation manual is not comprehensive enough and they have not implemented it. With this output of comprehensive SMS, CMS and ERP manual, it can facilitate the company to implement suitable & reliable SMS, CMS, ERP as expected.

Abstract

The COVID-19 pandemic demands changes in all aspects of aviation to create programs to mitigate risks, so that competence in the field of health, safety, and environment (HSE) is required through an applied master's program. This study aims to obtain information about the interest of flight personnel to continue their study of the applied master's program, obtain an overview of the readiness to implement the applied master's program, and get information on the map of the needs of users of applied master's graduates at PPI Curug. The research method is combined namely quantitative and qualitative methods. Using surveys with flight personnel research objects, data collection is carried out by questionnaires and Focus Group Discussions (FGD). The results of this research are that the opening of the Applied Masters Study Program received high enthusiasm from prospective participants/students, the readiness of PPI Curug in the infrastructure, curriculum, and dan unit pengelola program studi (UPPS) is sufficient but requires the addition of 3 educators with doctoral qualifications (S3), and prospective graduate users welcome and support because the resulting graduate profile is in line with industry needs.

Abstract

Dalam dunia penerbangan bahasa baku yang digunakan antara pilot serta personel yang terlibat dalam pengoperasian suatu pesawat udara menggunakan radiotelephony.  Di dalam Peraturan Direktur Jenderal Perhubungan Udara Nomor KP 038 Tahun 2017 tentang Apron Management Service dinyatakan bahwa Apron Management Service harus dilaksanakan oleh Personel dengan lisensi Pemandu Lalu Lintas Penerbangan (Air Traffic Controller), Pemandu Komunikasi Penerbangan (Aeronautical Communication Officer/ACO) atau Pengatur Pergerakan Pesawat Udara (Apron Movement Controller/AMC) dengan tambahan kompetensi radiotelephony. Personel AMC saat ini belum seluruhnya memiliki kompetensi radiotelephony, ditambah dengan didirikannya AMC Tower yang saat ini dimulai di Bandar Udara Soekarno Hatta. Dalam melaksanakan tugas pelayanan Apron Movement Service di AMC Tower penggunaan radiotelephony menjadi suatu kewajiban sesuai dengan regulasi nasional maupun internasional. Kegiatan pengabdian kepada masyarakat dalam bentuk pelatihan ini bertujuan untuk memberikan kompetensi komunikasi radiotelephony sesuai dengan peraturan nasional dan internasional. Metode pelaksanaan kegiatan pengabdian kepada masyarakat ini melalui pelatihan on site baik teori maupun praktik dengan menggunakan table top exercise dan online simulator International Virtual Aviation Organisation (IVAO). Hasil dari kegiatan pengabdian kepada masyarakat dalam bentuk pelatihan radiotelephony for AMC Personnel adalah para personel AMC memiliki kompetensi dalam melaksanakan pelayanan Apron Movement Service.

Abstract

In the aviation industry, radiotelephony is the primary communication tool between pilots and personnel involved in aircraft operations. According to the Director General of Civil Aviation Regulation Number KP 038 of 2017, personnel providing apron management services are required to have specific licenses, such as Air Traffic Controllers, Aeronautical Communication Officers (ACO), or Apron Movement Controllers (AMC), with additional skills in radiotelephony. However, the personnel at the Atang Sendjaja Air Force Base currently do not meet the radiotelephony competency requirements. To perform services according to national and international standards, the use of radiotelephony is essential. To address this need, a training program was conducted as part of a community service initiative, aimed at equipping personnel with radiotelephony skills in line with applicable regulations. This training includes both theoretical and practical sessions conducted on-site, utilizing table-top exercise simulation methods. The outcome of this training indicates that the personnel at the Atang Sendjaja Air Force Base have acquired adequate skills to implement radiotelephony in their daily operational activities.

Abstract

This study aims to improve the performance of roadside supervision services for Baggage Towing Tractor (BTT) movements at Kualanamu International Airport, Deli Serdang. The research background is based on the high level of operational risk on the airside, which requires strict supervision of Ground Support Equipment (GSE) vehicles. The method used is descriptive qualitative with data collection techniques in the form of direct observation, semi-structured interviews, and field documentation. The results of the study indicate that violations of Standard Operating Procedures (SOP) such as excessive speeding, inappropriate lane use, and compliance with procedures are still common. The main causes include lack of training, weak monitoring systems, and low awareness of safety culture. From the results of the observation, it was found that supervision is still manual and not optimally supported by monitoring technology such as CCTV with a real-time integration system. In addition, the number of supervisory personnel is also not able to cover the entire service area of the road which is quite extensive, especially during peak operating hours. The lack of a firm reward and punishment system also contributes to the low discipline of BTT drivers. Interviews with several BTT operators showed that they have not received regular safety training, and most do not understand the importance of complying with established signs or markings. Therefore, it is recommended that airport authorities implement a monitoring system through the use of sensor-based technology and GPS tracking, as well as increase the intensity of occupational safety training. Furthermore, a dedicated unit should be established to continuously monitor GSE movements and integrate a digital reporting system to ensure prompt action on violations. Improving safety culture can also be achieved through internal campaigns and ongoing outreach.

Abstract

The rapid growth of the aviation industry has increased the complexity of airport security systems, especially in restricted airside areas. One critical point is Checkpoint 2 at the cargo terminal of Minangkabau International Airport, where manual screening by Aviation Security (Avsec) officers persists without optimal use of supporting equipment such as X-Ray, WTMD, and HHMD. This study aims to identify hazard potentials arising from deviations from the Standard Operating Procedures (SOP) and to evaluate the effectiveness of screening technologies. Using a qualitative descriptive approach, data were collected through observation, in-depth interviews, and documentation during On the Job Training. Findings reveal that incomplete manual inspections, insufficient personnel, and the non-operational status of security equipment create significant security gaps that threaten flight safety and increase insider threat risks. The study recommends immediate technical verification of security tools, SOP retraining, and staff reinforcement to ensure standardized and effective screening processes. These findings contribute to the development of strategic improvements in air cargo area security.

Abstract

The aviation industry is experiencing rapid growth, demanding enhanced safety standards, particularly in airport airside operational supervision. This study aims to analyze the performance of Apron Movement Control (AMC) in monitoring Ground Support Equipment (GSE) and to evaluate the role of the General Manager as Single Accountable in ensuring aviation safety at Zainuddin Abdul Madjid International Airport, Lombok. This research employed a descriptive qualitative method using observations, semi-structured interviews, and documentation. The results indicate that AMC has routinely conducted supervision through Random Ramp Checks; however, violations of GSE feasibility standards such as oil leaks, malfunctioning indicator lights, and expired fire extinguishers are still found. These findings reveal that AMC's supervision is not yet optimal in ensuring GSE operational eligibility. Furthermore, the General Manager’s role as Single Accountable has not been effectively realized due to weak enforcement following AMC’s reports. The study concludes that GSE supervision effectiveness can be improved if AMC’s operational supervision is supported by the firm enforcement of operational discipline by the General Manager as the sole party responsible for aviation safety.

Abstract

Jurnal ini bertujuan untuk mengeksplorasi pengaruh kurikulum, fasilitas, dan kualitas pengajar di pendidikan vokasi terhadap kompetensi lulusan di industri penerbangan Indonesia, serta membandingkannya dengan pendidikan non-vokasi. Fokus utama adalah untuk menilai sejauh mana elemen-elemen tersebut berkontribusi terhadap kesiapan lulusan dalam memenuhi kebutuhan industri. Kajian pustaka digunakan sebagai metode penelitian dengan analisis mendalam terhadap teori serta kepustakaan yang berkaitan. Pada penelitian ini hasilnya ditunjukkan bahwa kurikulum yang adaptif, fasilitas yang memadai, dan kualitas pengajar yang tinggi berperan signifikan dalam meningkatkan kompetensi lulusan. Pendidikan vokasi yang mengutamakan pendekatan berbasis praktik mampu menjembatani kesenjangan keterampilan antara pendidikan dan industri, berbeda dengan pendidikan non-vokasi yang cenderung lebih teoritis

Abstract

ini menganalisis dampak fasilitas pelayanan dan keamanan di bandara terhadap tingkat kepuasan pelanggan, mengingat peran strategis bandara sebagai pintu gerbang utama bagi suatu daerah atau negara. Bandara tidak hanya berfungsi sebagai tempat keberangkatan dan kedatangan pesawat, tetapi juga sebagai titik pertama dan terakhir yang berinteraksi dengan pelanggan, sehingga kualitas pelayanan dan keamanan yang ditawarkan sangat mempengaruhi persepsi pelanggan. Melalui metode tinjauan pustaka, penelitian ini mengeksplorasi berbagai teori yang relevan serta hubungan antara berbagai variabel yang menjadi fokus kajian. Analisis literatur ini bertujuan untuk memberikan gambaran yang komprehensif tentang bagaimana fasilitas dasar, keamanan, dan fasilitas pendukung di bandara mempengaruhi kepuasan pelanggan. Hasil penelitian menunjukkan bahwa fasilitas dasar seperti ruang tunggu yang nyaman, area check-in yang efisien, dan petunjuk arah yang jelas memiliki pengaruh signifikan terhadap kepuasan pelanggan. Keamanan juga merupakan faktor krusial; keberadaan perangkat keamanan seperti X-ray, detektor logam, dan personel keamanan yang terlatih menambah rasa aman bagi pelanggan. Selain itu, fasilitas pendukung seperti toilet yang bersih, tempat ibadah, dan akses bagi penyandang disabilitas juga memainkan peran penting. Faktor keamanan juga mencakup prosedur dan kebijakan yang diterapkan untuk memastikan keselamatan penerbangan. Penelitian ini menyimpulkan bahwa untuk memenuhi kebutuhan pelanggan yang semakin kompleks, bandara harus dilengkapi dengan fasilitas dasar yang memadai, keamanan yang terjamin, dan fasilitas pendukung yang sesuai. Meskipun tidak ada bandara di dunia yang mampu memenuhi semua kebutuhan pelanggan, peningkatan terus-menerus terhadap fasilitas dan layanan merupakan kunci dalam upaya memenuhi ekspektasi pelanggan yang terus berkembang. Hal ini mencakup investasi dalam teknologi baru, peningkatan kualitas layanan, dan pelatihan berkelanjutan bagi staf bandara.
