Abstract

Air Traffic Services (ATS) Message menjadi bagian utama dalam penyediaan informasi penerbangan, baik dalam pelayanan navigasi maupun operasional maskapai penerbangan. Salah satu elemen penting dari ATS Message adalah Pesan Keberangkatan (Departure Message/DEP message). DEP message harus dikirimkan setelah pesawat lepas landas, dengan Unit ATS dari Bandar Udara keberangkatan bertanggung jawab atas pengirimannya sesuai dengan pedoman yang tercantum dalam Dokumen International Civil Aviation Organization (ICAO) Doc.4444. Penelitian ini bertujuan untuk menganalisis kendala dalam manajemen dan pengiriman DEP message pada Air Traffic Control Automation System di di Jakarta Air Traffic Service Center. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan wawancara dan observasi langsung sebagai instrumen penelitian untuk mengamati fenomena yang terjadi. Hasil penelitian menunjukkan bahwa meskipun Air Traffic Control Automation System di di Jakarta Air Traffic Service Center sudah sesuai dengan standar spesifikasi dan kapabilitas yang ditetapkan dalam dokumen yang berlaku, namun masih terdapat kendala operasional yang menghambat sistem untuk mengirimkan DEP message secara otomatis, yang mengakibatkan pesan tersebut tidak terkirim dengan baik.

Abstract

This study is aimed at providing advice for Perum LPPNPI Branch Banda Aceh to regulate helicopter traffic more efficiently. By using the observation method for approximately three months in Perum LPPNPI Branch Banda Aceh, there were several cases that could support the advice in order to increase the efficiency of helicopter traffic. Based on the cases, the solution for the issue concerned is by providing entry point that can act as reporting point for helicopters in the airspace of Aceh.

Abstract

In the aviation industry, radiotelephony is the primary communication tool between pilots and personnel involved in aircraft operations. According to the Director General of Civil Aviation Regulation Number KP 038 of 2017, personnel providing apron management services are required to have specific licenses, such as Air Traffic Controllers, Aeronautical Communication Officers (ACO), or Apron Movement Controllers (AMC), with additional skills in radiotelephony. However, the personnel at the Atang Sendjaja Air Force Base currently do not meet the radiotelephony competency requirements. To perform services according to national and international standards, the use of radiotelephony is essential. To address this need, a training program was conducted as part of a community service initiative, aimed at equipping personnel with radiotelephony skills in line with applicable regulations. This training includes both theoretical and practical sessions conducted on-site, utilizing table-top exercise simulation methods. The outcome of this training indicates that the personnel at the Atang Sendjaja Air Force Base have acquired adequate skills to implement radiotelephony in their daily operational activities.

Abstract

Abstrak. Penelitian ini bertujuan untuk mengetahui dampak praktik Approach Control Surveillance pada pelaksanaan kontrol lalu lintas udara berbasis Performance-based Navigation (PBN). Di Politeknik Penerbangan Indonesia Curug, peserta pelatihan belum menerima pelatihan PBN, sehingga terjadi ketidaksesuaian dengan tuntutan operasional. Penelitian ini menggunakan metode kuantitatif dengan data yang dikumpulkan melalui kuesioner dan sumber terkait. Hasil penelitian menunjukkan bahwa praktik Approach Control Surveillance berjalan cukup dengan skor 69,44%, namun bisa ditingkatkan dengan penerapan PBN pada praktiknya. Pemanduan lalu lintas udara berbasis PBN menunjukkan hasil baik dengan skor 76,25%. Terdapat hubungan sangat kuat antara kedua variabel ini dengan koefisien korelasi 0,845. Uji determinasi menunjukkan 71,4% variabel dependen dipengaruhi oleh variabel independen, dengan pengaruh signifikan (nilai signifikansi 0,000 < 0,05). Penelitian menyarankan pengembangan desain prosedur PBN di Bandara Seahorse sebagai media simulasi dan penambahan pelatihan simulasi PBN dalam silabus untuk meningkatkan kemampuan ATC.

Abstract

Tradisi masyarakat menerbangkan balon udara tanpa awak untuk memperingati hari-hari besar keagamaan umat islam, dimana balon udara yang di terbangkan tidak sesuai dengan peraturan yang sudah di tetapkan dalam PM 40 tahun 2018 tentang penggunaan balon udara pada kegiatan budaya masyarakat. Penelitian ini bertujuan untuk mengetahui adanya pengaruh penerbangan balon udara tanpa awak terhadap keselamatan lalu lintas penerbangan di Semarang control zone. Metode penelitian yang digunakan adalah kuantitatif dengan teknik pengumpulan data yang akan di gunakan adalah observasi, wawancara tidak berstruktur dan kuesioner. Data dianalisis dengan uji validitas, uji relibilitas, uji normalitas, uji Paired Sample T-Test. Dan di dapatkan nilai Sig.(2-tailed) sebesar 0.000 hal ini mengartikan bahwa H0 di tolak dan Ha diterima. Maka dapat di simpulkan bahwa adanya pengaruh penerbangan balon udara tanpa awak terhadap keselamatan lalu lintas penerbangan, dimana nilai keselamatan lalu lintas penerbangan ketika tidak terdapat balon udara sebesar 1403.69 dan nilai keselamatan lalu lintas udara ketika terdapat balon udara sebesar 860.69.

Abstract

One way to increase runway capacity is to set the Runway Occupancy Time Take-Off (ROTT) standard. Following the Aeronautical Information Publication of Soekarno-Hatta International Airport, the ROTT standard is set at 90 seconds. However, many aircraft have a ROTT of more than the standard. This can cause a decrease in the optimal level of runway capacity utilization. It is suspected that factors affect ROTT, namely Pilot Reaction Time and Line-Up Time. This study aims to analyze the effect of Pilot Reaction Time and Line-Up Time on ROTT at Soekarno-Hatta International Airport. The population used is aircraft taking off from Soekarno-Hatta International Airport, with the sample being aircraft taking off in peak seasons. The research method uses Quantitative Methods with observation data collection techniques using the Doratask Method. The data was processed using Non-Parametric Statistics using the Spearman Rank Correlation Method. The results of this study indicate that pilot reaction time has no significant effect on ROTT. However, pilot reaction time has a significant positive and strong relationship with ROTT. Line-up time significantly influences ROTT with a positive and very strong relationship. Pilot reaction time and line-up time simultaneously significantly influence ROTT with a positive and very strong relationship. Pilot reaction time and line-up time have a significant positive relationship.

Abstract

All Air Traffic Controller personnel have an obligation to maintain their competence, one of which is by participating in Refresher Training at least once every 3 (three) years, the problem that is that not all Air Traffic Controller personnel from the Indonesian Air Force get the opportunity to take part in Refresher Training. PKM for PPI Curug lecturers through Refresher Training Aerodrome Control Tower Training are carried out offline or face to face. The result is that this refreshing training can provide knowledge and competence for ATC personnel from the Indonesian Air Force to continue to be the leading pioneers in maintaining aviation safety in Indonesia

Abstract

The research aims to calculate the runway occupancy time (ROT) at Soekarno-Hatta International Airport. ROTs are crucial in calculating the runway capacity, which can influence the time it takes for the aircraft to exit the runways after landing or enter a runway before takeoff. This may have an impact on the quantity of aircraft that utilize the runway for takeoffs and landings within an hour. The Runway Occupancy Time calculation model, which is the Doratask model in the Runway Capacity Calculation Manual, is employed in this study along with quantitative methodologies and questionnaires. The data collection techniques used are observations, documentation studies and interviews. The results of this study showed that the average ROT at Soekarno-Hatta International Airport was 95.36 seconds for ROTT and 54.63 seconds for the ROTL.

Abstract

Penelitian ini bertujuan untuk menentukan pengaruh ATS Surveillance System terhadap pelayanan lalu lintas penerbangan di Airnav Indonesia Cabang Medan, dengan data yang diproses di Politeknik Penerbangan Indonesia Curug, Tangerang. Menggunakan metode kuantitatif, penelitian ini melibatkan seluruh personel ATC dengan rating APS di cabang tersebut, dengan data yang dikumpulkan melalui observasi FMECA, kuesioner, dan studi dokumentasi. Hasil analisis menunjukkan bahwa variabel X (ATS Surveillance System) valid dan reliabel, dengan nilai Cronbach's Alpha 0.735 untuk variabel Y (Pelayanan Lalu Lintas Penerbangan). Korelasi Pearson sebesar 0.519 menunjukkan hubungan positif sedang antara kedua variabel, dan regresi linear sederhana menunjukkan pengaruh signifikan ATS Surveillance System terhadap Pelayanan Lalu Lintas Penerbangan, dengan koefisien beta 0.519 dan nilai signifikansi 0.000, menjelaskan 26.9% variasi (R² = 0.269). Uji Kolmogorov- Smirnov menunjukkan distribusi residual normal (signifikansi 0.516), dan uji linearitas menunjukkan hubungan linear signifikan (signifikansi 0.001). Berdasarkan kuesioner, tingkat pelayanan ATS Surveillance System berada pada kategori "baik" dengan skor 63%. Dilakukannya pemeliharaan/mantainance secara rutin dan terjadwal. Hal ini dilakukan untuk menjaga performa ATC Automation system dan mencegah munculnya bug pada ATS Surveillance System.

Abstract

In air traffic control, the application of Performance Based Navigation (PBN) covers the areas of Aerodrome Control Tower, Approach & Area Control Procedure, Approach Control Surveillance, and Area Control Surveillance. Currently there is no PBN procedure available at the air traffic control simulation airport, namely Seahorse Airport. The aim of this research is to design the Performance Based Navigation SID/STAR RNAV 1 Seahorse Airport procedure as a medium for simulating flight traffic piloting practices. The research method used is the research and development method with reference to the method established by the International Civil Aviation Organization (ICAO) in Document 9906 Quality Assurance for Flight Procedure Design. The research stage begins with preliminary research/initiation to determine potential problems and needs analysis and review by stakeholders. The next stage is designing or designing procedures by collecting data on navigation coordinates, waypoints and obstacle charts sourced from the Seahorse Airport Standard Operating Procedure (SOP), then validating the design by the Safety Quality Manager & flight procedure design experts. At the initiation stage (need assessment), it was found that the need to increase special training and education related to PBN, especially at PPI Curug, was very urgent, namely 71.4%. Likewise, a review by stakeholders stated that the design was feasible. The safety assessment by the Safety Quality Manager was declared appropriate referring to aviation safety aspects. The validation results by flight procedure design experts stated that the SID/STAR RNAV 1 Seahorse Airport Procedure Performance Navigation procedure was suitable for use as a flight procedure. ABSTRAKDalam pemanduan lalu lintas penerbangan, penerapan Performance Based Navigation (PBN) mencakup pada bidang Aerodrome Control Tower, Approach & Area Control Procedural, Approach Control Surveillance, dan Area Control Surveillance. Saat ini belum tersedia prosedur PBN pada bandar udara simulasi pemanduan lalu lintas penerbangan yaitu Seahorse Airport. Tujuan penelitian ini adalah merancang prosedur Performance Based Navigation SID/STAR RNAV 1 Seahorse Airport sebagai media simulasi praktik pemanduan lalu lintas penerbangan. Metode penelitian yang digunakan adalah metode research and development dengan mengacu pada metode yang telah ditetapkan International Civil Aviation Organization (ICAO) dalam Document 9906 Quality Assurance for Flight Procedure Design. Tahap penelitian diawali dengan penelitian pendahuluan/initiation untuk mengetahui potensi masalah dan analisis kebutuhan serta review oleh pemangku kepentingan /stakeholder. Tahap berikutnya adalah perancangan atau design prosedur dengan mengumpulkan data-data koordinat navaids, waypoint, dan obstacle chart yang bersumber dari Standard Operating Procedure (SOP) Seahorse Airport, kemudian validasi design oleh Safety Quality Manager & pakar perancang prosedur penerbangan. Pada tahap inisiasi (need assessment), ditemukan bahwa kebutuhan untuk meningkatkan pelatihan dan pendidikan khusus terkait PBN, terutama di PPI Curug, sangat mendesak yaitu sebesar 71,4%. Begitu pula review oleh pemangku kepentingan menyatakan bahwa rancangan layak. Safety assessment (asesmen keselamatan) oleh Safety Quality Manager dinyatakan layak mengacu pada aspek keselamatan penerbangan. Hasil validasi oleh pakar perancang prosedur penerbangan dinyatakan bahwa prosedur Procedure Performance Navigation SID/STAR RNAV 1 Seahorse Airport layak untuk dipergunakan sebagai prosedur penerbangan.
