Abstract

Penerapan investasi nilai TI pada sektor bisnis dilakukan untuk mencoba mengetahui bagaimana pengaruh penggunaan investasi nilai TI terhadap performansi kinerja Perusahaan. Berdasarkan studi literatur diperoleh sebuah model konseptual adopsi teknologi informasi yang terdiri dari kesiapan organisasi, kesiapan nasional, kesiapan industri dan pengaruh lingkungan. Pada penelitian ini dilakukan penyusunan model adopsi teknologi informasi dengan pendekatan Structural Equation Modeling (SEM) dengan bantuan software Partial Least Square (PLS). Tujuan dari penelitian ini adalah untuk untuk menguji hubungan-hubungan antar variabel yang ada pada sebuah model, baik itu antara indikator dengan konstruknya, ataupun hubungan antar konstruk. Teknologi Informasi sangat penting dalam menjalankan suatu hal yang berkaitan dengan bisnis. Penelitian ini melakukan hubungan antara nilai IT dan kinerja Perusahaan. Jenis penelitian ini adalah kuantitatif dengan teknik analisis data yang digunakan yaitu teknik analisis deskriptif yang menggunakan Scructural Equation Model – Partial Least Square (SEM-PLS) dengan 62 karyawan pada divisi IT Development Solution. Hasil yang didapat dari penelitian ini yaitu IT Resource berpengaruh positif dan signifikan terhadap IT Capability. IT Capability berpengaruh negatif dan signifikan terhadap IT Competance. IT Compentence berpengaruh positif dan signifikan terhadap Competitive Advantage pada perusahaan Infomedia Nusantara. Kata Kunci: IT Value engineering, Resource-based view; it Value; Structural Equation Modeling ABTRACT The application of IT Value investments in the business sector is carried out to try to find out how the influence of the use of IT Value investments on Company performance. Based on a literature study, a conceptual model of information technology adoption was obtained consisting of organizational readiness, national readiness, industry readiness and environmental influences. In this research, a model for adopting information technology was adopted using the Structural Equation Modeling (SEM) approach with the help of Partial Least Square (PLS) software. The purpose of this study is to examine the relationships between variables that exist in a model, be it between indicators with their constructs, or relationships between constructs. Information Technology is very important in running a business-related matter. This study conducted a relationship between IT Values and Company performance. This type of research is quantitative with data analysis techniques used are descriptive analysis techniques that use Scructural Equation Model - Partial Least Square (SEM-PLS) with 62 employees in the IT Development Solution division. The results obtained from this study are that IT Resource has a positive and significant effect on IT Capability. IT Capability has a negative and significant effect on IT Competance. Abstract

Abstrak Nilai TI adalah sumber daya TI yag menggunakannya untuk mendapatkan manfaat terukur, atau dapat digunakan untuk mengukur seberapa besar nilai TI pada perusahaan. Digunakan oleh perusahaan dalam menilai kinerja TI, dengan tujuan untuk pencapaian target secara maksimal. Serta, sebagai nilai tambah dalam indeks mata uang yang dikelola untuk peningkatan kinerja perusahaan. Pada saat ini, kebanyakan data dari suatu perusahaan tidak sesuai dengan data yang diinginkan pada kenyataannya, metode PAV atau Partial Adjustment Valuation dapat membantu perusahaan untuk mengurangi kesalahan dalam hasil nyata dari suatu proses produksi tidak sama persis dengan hasil yang diinginkan. PAV salah satu metode yang dapat menentukan nilai-nilai TI dalam mata uang atau unit rasio, nilai TI dapat menentukan bahwa hasil yang diinginkan. Terdapat 2 (dua) kecepatan penyesuaian yaitu menggunakan penyesuaian dinamis (dynamic speed of adjustment) dan penyesuaian statis (static speed of adjustment). Static speed of adjustment adalah salah satu dari metode pada Partial Adjustment Valuation (PAV). Untuk mengukur kecepatan penyesuaian static speed of adjustment dapat menggunakan estimasi model tiga faktor dan dua faktor. Dengan menggunakan estimasi model tiga faktor dan dua faktor maka dapat dibandingkan hasil estimasi secara akurat atau kuantitatif. Terdapat hasil akhir perhitungan, yaitu estimasi Performance Value (PV) berskala mata uang dan Performance Ratio (PR) berskala rasio. Nilai TI yang di maksud adalah nilai tambah dalam bentuk kuantitatif satuan mata uang yang dapat ditampilkan dalam rasio indeks, sebagai manfaat dari belanja TI yang dikelola untuk peningkatan kinerja perusahaan. TI sangat berharga bagi perusahaan penyedia layanan Teknologi Informasi dan Komunikasi. Bank BRI sebagai salah satu bank milik pemerintah terbesar di Indonesia, pada penelitian ini, menggunakan metode PAV untuk mengetahui dampak investasi TI pada Bank BRI dan membandingkan dengan 2 (dua) perusahaan lainnya, yaitu Bank Mandiri dan Indosat untuk melihat perusahaan yang paling memanfaatkan investasi TI untuk kinerja perusahaan. Kata kunci : Teknologi Informasi, nilai TI, Partial Adjustment Valuation, Static Speed of Adjustment, SPSS Abstract IT value is the IT resource that uses it to get measurable benefits, or can be used to measure how much IT is value to the company. Used by companies in assessing IT performance, with the aim of achieving maximum targets. And, as an added value in the currency index that is managed to improve company performance. At this time, most data from a company does not match the desired data. In fact, the PAV or Partial Adjustment Valuation method can help companies to reduce errors in the actual results of a production process that are not exactly the desired results. PAV is one method that can determine IT values in a currency or unit ratio, IT values can determine that desired outcome. There are 2 (two) speed of adjustments namely using dynamic speed of adjustment and static speed of adjustment. Static speed of adjustment is one of the methods in Partial Adjustment Valuation (PAV). To measure the speed of adjustment the static speed of adjustment can use a three-factor and two-factor estimation model. By using a three-factor and two-factor estimation model, the estimation results can be compared accurately or quantitatively. There are the final results of the calculation, namely the estimation of Performance Scale (PV) on a currency scale and the Performance Ratio (PR) on a ratio scale. The intended IT value is the added value in the form of quantitative currency units that can be displayed in index ratios, as a benefit of managed IT spending to improve company performance. IT is very valuable for companies providing Information and Communication Technology services. Bank BRI as one of the largest state-owned banks in Indonesia, in this study, uses the PAV method to determine the impact of IT investment on BRI Bank and compare it with 2 (two) other companies, namely Bank Mandiri and Indosat to see which companies make the most use of IT investment for company performance. Abstract

Abstrak Sistem Pemerintahan Berbasis Elektronik atau SPBE merupakan penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada pengguna. Dengan ketentuan pada Peraturan Pemerintah Nomor 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah atau SPIP bahwa wajib untuk menerapkan manajemen risiko SPBE. Manajemen risiko adalah upaya untuk menghindari adanya risiko yang terjadi. Salah satu instansi pemerintahan yaitu, Pemerintah Daerah Kabupaten Bandung Barat sudah menerapkan SPBE sebagaimana yang telah diatur pada Perpres No. 95 Tahun 2018 pada pasal 46 yang menjelaskan bahwa pelaksanaan manajemen SPBE berpedoman pada Standar Nasional Indonesia. Permen PANRB Nomor 5 tahun 2020 tentang Pedoman Manajemen Risiko SPBE menjadi standarisasi untuk penerapan rancangan manajemen risiko operasional SPBE. ISO 31000:2018 dan COBIT 5 for risk digunakan sebagai referensi tambahan. Pada penelitian ini penulis membedakan dua jenis risiko yaitu risiko negative dan risiko positif. Hasil dari penelitian ini berupa profil risiko yang diidentifikasi untuk dievaluasi dan ditangani. Penelitian ini menghasilkan rekomendasi 3 aspek, yaitu apek personil, proses, dan teknologi. Kata kunci : SPBE, Manajemen Risiko, SPIP, Abstract SPBE is a government organization that utilizes information and communication technology to provide services to users. With the provisions of Government Regulation No. 60/2008 concerning the Government Internal Control System or SPIP, it is mandatory to implement SPBE risk management. Risk management is an effort to avoid the risk that occurs. One government agency, namely, the Regional Government of West Bandung Regency has implemented SPBE as stipulated in Perpres No. 95 of 2018 in article 46 which explains that the implementation of SPBE management is guided by the Indonesian National Standards. PANRB Regulation No. 5 of 2020 concerning the SPBE Risk Management Guidelines becomes the standard for implementing the SPBE operational risk management design. ISO 31000: 2018 and COBIT 5 for risk are used as additional references. In this study, the authors distinguish two types of risk, namely negative risk, and positive risk. The results of this study are in the form of a risk profile that is identified to be evaluated and handled. This research resulted in recommendations of 3 aspects, namely musty personnel, processes, and technology. Keywords: E-Government, SPBE , Risk Management

Abstract

Digitalization played an important role in the last 10 years. The development of digital payment technologyhas changed people's lifestyles in making transactions. Lots of SMEs use the internet to develop their business, expand their coverage and facilitate payment transactions. Digital payments really help make it easier for SMEs to make transactions easier. With the increasing number of digital transactions, data security and privacy are of particular concern to SME players. These critical considerations include how to store data, access data, and ensure data privacy is safe when making transactions. To deal with data security and privacy issues, blockchainbased technology using the Hyperledger fabric will be very helpful. Hyperledger Fabric is a permissioned blockchain technology that provides a way to secure interactions between members in groups on a blockchain node. In this paper, we will show how to implement the Hyperledger fabric to store, manage and maintain data or information to maintain data confidentiality when making transactions

Abstract

Public value is a means for evaluating the effectiveness and efficiency of public services and an E-Government maturity model that controls the process for developing and maintaining E-Government services. Previous studies have analyzed and discussed public values, maturity models. Therefore, it is necessary to examine what public values should be present in E-Government based on the E-Government maturity model. This study aims to develop public values based on the E-Government maturity model and fill the gaps in the literature research by categorizing the dimensions of public values and the existing E-Government maturity models. This research method uses a systematic literature review (PRISMA). A total of 60 articles were selected, classified, and analyzed according to the criteria of public value and the specified dimensions of the E-Government maturity model.  From the results of the literature review analysis, there are similarities between the dimensions of public value and the dimensions of the E-Government maturity model so that some of these dimensions can be combined to form a new public value dimension based on considerations from the dimensions of the E-Government maturity model, namely (1). Public Services in Government (2). Dimensions of Administration in Government, (3). Open Government (OG), (4). Ethical Behavior and Professionalism, (5). Trust and Confidence in Government (6). Social Value in Government. This study aims to strengthen public values based on the E-Government maturity model. It is hoped that implementing sustainable E-Government services will become easier by analyzing public values based on the E-Government maturity model.

Abstract

Pesatnya perkembangan teknologi, peningkatan kompetisi digital, serta adanya pandemi Covid-19 telah mempercepat  berbagai organisasi melakukan Transformasi Digital (TD). Namun, melakukan TD tidaklah mudah dan banyak organisasi yang mengalami kegagalan yang diduga karena belum memadainya praktik tata kelola yang baik. Penelitian sebelumnya telah menunjukkan peranan tata kelola TI (TKTI) untuk realisasi investasi TI. Namun, TKTI tradisional mungkin tidak cukup di era digital ini. Penelitian terkini telah mengidentifikasi pengaruh TKTI hibrida (tradisional dan agile/adaptif) terhadap TD, namun pengaruh tersebut perlu dieksplorasi lebih lanjut terhadap kinerja organisasi (KO) secara empiris. Oleh karena itu, penelitian ini dilakukan untuk menguji besaran pengaruh TKTI terhadap TD dan KO khususnya di industri asuransi dengan mengambil studi kasus di Asuransi A. Data dikumpulkan melalui pengisian kuesioner online berbasis skala Likert oleh berbagai peranan terkait TKTI dan TD sebanyak 59 responden, lalu diolah menggunakan Structural Equation Modeling (SEM) dengan aplikasi SmartPLS. Hasil penelitian menunjukkan terdapat pengaruh positif dari TKTI tradisional terhadap TD dan OP namun mekanisme TKTI agile/adaptif belum terlalu berperan di Asuransi A. Penelitian berkontribusi untuk basis pengetahuan untuk kelanjutan penelitian terkait, serta dapat menjadi referensi bagi implementasi TKTI untuk mengawal TD menuju KO, khususnya di industri asuransi.

Abstract

In the contemporary landscape, technology holds pivotal significance across diverse domains, including academia and industry. The Faculty of Industrial Engineering at Telkom University faces challenges in optimizing the value derived from its IT investments to meet evolving market demands. To address this, IT governance methodologies are essential, ensuring effective and secure IT utilization aligned with strategic objectives. This study investigates and evaluates the IT delivery value process at the Faculty of Industrial Engineering, Telkom University, using the COBIT 2019 Domain APO04 framework and LAM INFOKOM standards. Data collection involved primary interviews and secondary document analysis. The analysis revealed gaps in assessing emerging technologies and recommending further initiatives. Recommendations span people, process, and technology aspects, aiming to enhance technology evaluation procedures and documentation. This study provides insights into effectively leveraging IT to achieve the Faculty's objectives and enhance decision-making quality.

Abstract

This study examines the application of the COBIT 2019 framework within the Faculty of Industrial Engineering at Telkom University, specifically focusing on the Monitor, Evaluate, and Assess (MEA) domain to assess IT management performance against the standards set by the Independent Accreditation Body for Informatics and Computer Science (LAM-INFOKOM). Through a meticulous analysis, a significant gap was identified in MEA01.04 - Analyze and Report Performance, indicating a lack of proper documentation for change recommendations in objectives and metrics. Recommendations to bridge this gap include the incorporation of a Research Analyst role, clarification of responsibilities, provision of data analysis training, enhancement of inter-team communication, establishment of clear policy guidelines, and the creation of specialized record formats. These suggestions aim at improving the alignment of IT governance with both COBIT and LAM-INFOKOM standards, enhancing IT performance management, and ensuring a strategic fit between IT operations and organizational goals. The findings underscore the critical role of structured IT governance in achieving operational excellence and sustaining competitive advantage in the digital era.

Abstract

In the era of rapid technological development, Information Technology (IT) plays a critical role in the operational aspects of companies/organizations, including educational institutions like Telkom University. The proper implementation of IT can enhance system efficiency and integration within an institution. IT Governance aims to ensure that the measurement of effectiveness and efficiency within an agency aligns with its strategic goals. Telkom University, especially the Faculty of Industrial Engineering, is one of the educational institutions focusing on the development of Information Technology to ensure that the information systems and technologies used in academic activities are effective. COBIT 2019 is a framework developed by ISACA to organize and implement strategies in information management and governance with international standards. In this analysis, the focus is on the APO12 domain of COBIT 2019, which plays a role in IT risk management. The Faculty of Industrial Engineering also requires standardization with LAM-INFOKOM, an accreditation body that establishes standards for risk management in informatics and computer science. This research aims to map the standards of LAM-INFOKOM and COBIT 2019 to determine the capability level of Risk Management. Additionally, it aims to provide recommendations for potential improvements in three aspects: people, process, and technology. The expected outcome of this research is to enhance risk management at the Faculty of Industrial Engineering, Telkom University, to align with LAM-INFOKOM standards and the institution's vision and mission. The results of the IT Risk Management analysis using the COBIT 2019 framework can also serve as a structured approach for other universities in improving IT Governance.

Abstract

Facial recognition technology has been widely applied in everyday life and raises pros and cons, especially in the legal and ethical realms related to protecting privacy and public security. This research investigates the moral and legal implications of implementing this technology, with a focus on the conflict between individual privacy and public safety. Through a comprehensive literature review, this research analyzes various relevant views and findings. Researchers’ conclusions often highlight the dilemma between ethics and law in the use of facial recognition technology, emphasizing the importance of striking a balance between protecting privacy and public safety. This research aims to make a significant contribution to understanding this debate and promoting responsive and fair policy.
