Abstract

Public services generally focus on a very broad aspect of life. In the life of the state, the government must provide a variety of community services needed by the community, ranging from services in the form provided or other services in order to meet the needs of the community in fulfilling population data and civil registration. Various public reform movements carried out by the government, but still there is pressure from the public to be accelerated. The quality of public services is provided by the government. Also complaints from the community can vary from community to the assistance provided may vary by all communities, furthermore specifically for population services it becomes more popular in the community. Making population services the most, representing the community. Note the District Civil Service Office of Taliabu Island Regency has received the title of permit for administration of population administration and civil registration, in fact in Pulau Taliabu Regency there is still a connection with population administration and civil registration. The problems mentioned above are slower solutions. The administrative settlement process is related to population administration in addition to those carried out at the Population and Registration Office of the Civil Regency, Taliabu Island in the discussion of community complaints, not the availability of facilities or media in helping the community. An example is given a box of suggestions or input from the community on the services provided by the Population and Civil Registration Office of Taliabu Island, related to the implementation of population administration. Abstract

Abstract: the quality of human resources holds an important role, because people involved in a flight not just pilots, butalso of other officers, including those responsible for the handling and inspection of aircraft research objectives this is tofind out the flight safety supervision of Sam Ratulangi Airport by the Airport Authority Region VIII Manado.This research uses qualitative approach method. This research is focused on the efforts and actions undertaken to achieveaviation safety at the airport, both preventive (preventive supervision) as well as the repressive nature of the (repressivesupervision). Informants in this study is taken from the elements directly related to aviation activities at the airport: AirportAuthority, airlines, and passengers on the plane.The results showed that the repressive surveillance carried out by doing the monitoring, inspection, and direct assessmentof all aspects/fields related to aviation safety at the airport be scope the duties and functions of the Office of the AirportAuthority Region VIII Manado as flight safety, aircraft, flight navigation services activities, the fulfilment of standardscertification flight navigation areas, emergency response documents aviation security, the implementation of permitapproval routes to and from airports, satisfy the standards activities of the Airport related services, service air freightactivities, implementation of the Flight Approval (FA), the implementation of permit route, implementation of air transportfares, and against environmental management of airports. Repressive supervision over all aspects related to the safety ofthe flight not been fullest. The constraints of the repressive surveillance also is the limited human resources Office of theAirport Authority Region VIII Manado either in quantity or quality, of the means of implementing surveillanceinfrastructure is not yet fully available/are met; and coordination with related parties has not been fully realized properly.The implications of the results of such research is the need to increase the number of employees of the Office of the AirportAuthority Region VIII Manado, improve the quality of human resources officers, and improve coordination with the bestthere is at the airport, The study also shows that although the oversight of aviation safety Sam Ratulangi Airport by theAirport Authority Region VIII Manado is still not a maximum, but with preventive and repressive supervision performedduring this have been able to improve flight safety guarantees. Based on the research of aviation safety assurance at SamRatulangi airport, makin good as realized by decreasing the number of accidents of air transportation; decrease in the levelof air transport security disruptions; increasing the performance of the service of air transportation facilities andinfrastructure; and increasing air transportation service. This means that if the role of the Office of the Airport Authorityin the oversight of aviation safety can be enhanced or maximized, then certain flight safety will come true better yet.Keywords: surveillance, aviation safety, the Airport Authority

Abstract

ABSTRACT:Empowerment of small and medium micro enterprises is one of the policies made by theIndonesian government in improving the welfare of society. and in accordance with law no.20 of 2008regulates micro, small and medium-sized businesses, as well as by government regulation no. 13 of 2013 onthe implementation of law No. 20 of 2008, the government made a policy regarding the development programsof small and medium micro enterprises.Policy pursued by the government in improving the empowerment of micro, small and medium enterprises arethe government gave permission for business in running a certain business activities; business developmentthrough the provision of facilities, coaching and mentoring; assistance to foster and improve the capabilitiesand competitiveness of businesses; coordination and control of the government. Small and medium micropolicies have also been imposed by the government in the district of northern Kawangkoan.Problems to be answered in this research is how the effectiveness of the empowerment of small and mediummicro enterprises in Kawangkoan northern districts. This study used qualitative methods, this study aimed todescribe, analyze and determine the effectiveness of the empowerment policy of small and medium microenterprises. Results of research conducted by collecting data obtained through observation and interviewsbased on several indicators, as follows: (1) Responsiveness, (2) Development, (3) Adequacy.Based on the results of the study conclude that the policy of empowerment of micro, small and medium-sizedenterprises in the district north Kawangkoan already quite effective. Based on the conclusion of the study, it issuggested to Kawangkoan northern district government to pay more attention to the needs of the microbusiness small and medium in increasing empowerment of small and medium micro enterprises.Key words: effectiveness, policy, empowerment.

Abstract

Abstract: Policy Implementation social security organizing body (BPJS) health, is an important in the world of health. Through Policy Implementation BPJS health.Is expected to help people who are less able in the world health, especially in terms of treatment a hospital or puskesmas.success of policy implementation bpjs heatlh, depending on the aspect of communication, resources, disposition, bureaucratic structure. If the four variables support each other, then policy implementation BPJS heatlh can be achieved effectively and on target. The purpose of policy implementation BPJS heatlh is to achieve the degree of the poor or economically weak in the needs of treatment. On of the efforts made by the government is to take health card BPJS program.and by providing facilities and infrastructure at heatlh center for the implementation of health on target. The purpose of this study is to know Policy Implementation BPJS Health At Puskesmas . The benefits of this research are to provide input to the Health Center or stakeholders within Policy Implementation BPJS Health At Puskesmas Patlean, North Maba District, East Halmahera District. The method used is qualitative method, with type of descriptive approach and research location patlean village North Maba District, East Halmahera District. Data collection is done by observation and in-depth interview to informant. Based on the results of the study there are several factors that must be corrected communication, resources, disposition, bureaucratic structure.so inside Policy Implementation BPJS Health At puskesmas goes according to expectations.Based on the results of the study there are several factors that must be corrected : communication, tesources, disposition, and bureaucratic structure. Abstract

ABSTRACT: This research moved from the initial observation that the Employee Performance BenefitsPolicy Implementation in the Agriculture Technology Assessment Unit in North Sulawesi indicated noteffective enough because encountered some conditions that indicate problems in implementation. Thepurpose of this study was to determine how the Employee Performance Benefits Policy Implementation inAgriculture Technology Assessment Unit in North Sulawesi.Research using qualitative methods.The informants as many as 10 employees. Collecting data withinterview techniques; while the data analysis using analytical techniques interactive model of Miles andHubermann. Implementation of the model that is used in this research is the theory of policy implementationof Van Metter and VanHorn.The results of this study demonstrate policy implementation performance benefits of employees inNorth Sulawesi in general has been quite good but needs to be improved, namely (1) the human dimension:the lack of supervision to be the cause of corruption time employees. (2) Dimensions implementing Attitude:There is still tolerable attitude of the parties has taken the performance benefits so that employees whoviolate the rules spared from cuts. (3) Dimensions organization communication between implementers, lackof communication with other parties regarding appropriate intake BPTP periodic reports causing delays inthe disbursement of performance benefits.Referring to some of the findings in this study it is necessary to give somesuggestions as solutionsto problems, as follows: (1) it is necessary to increase the security guard or officer who recorded employeeout during office hours, it is important for improving employee discipline. (2) Regulations or provisionsconcerning the calculation of the performance benefits cuts should be done properly and consistently withtougher sanctions. In order for the parties that deal cutting performance benefits can work consistently andfirmly, so that employees who violate the rules will not be spared from cuts. Abstract

ABSTRACT: Influence policy implementation midwife functional benefits to employee performance / midwife in South Minahasa district is intended to improve the quality of health services and prosperity the employees in this case the midwife.This research uses quantitative methods to do sampling for three (3) health centers and one (1) Department of Health Amurang South Minahasa District. Samples taken are all employees of the midwife in 3 health centers and 1 Amurang Health Service who are 40 respondents. Collecting data in statistical analysis using simple linear regression and correlation analysis of simple or product moment correlation.Based on data analysis showed: (1) the regression coefficient influence policy implementation midwife functional benefits to employee performance / midwife is 0.826 scale. (2) to determine the influence of the implementation of functional benefits midwife variable (X) on the performance of employees / midwife (Y), then applied to the calculation of determination by way mengkwadratkan correlation coefficient (r²). The calculation result of determination indicates that the effect of the implementation of the functional benefits of midwives to employee performance obtained by r² = (0.789) ² = 0.623 or 62.3%.Based on these results it can be concluded that the functional benefits of policy implementation midwife positive effect on employee performance or midwife in South Minahasa regency.Keywords: Functional Benefits Policy Implementation Effect on Performance Midwife

Abstract

ABSTRACT; Each leader has an essentially different behavior in the lead or is often called a leadershipstyle. The success of an organization supported by the role of a leader with influence in his leadershipstyle. Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees.Keywords: leadership styles, motivation for work

ABSTRACTLocated in the northernmost position of Indonesia and adjacent to neighboring Philippines, Sangihe regency store tourism potential with a million charms but some promising potential tourist attraction is still not getting more attention from the local government, especially the Department of Culture and Tourism of the District of Sangihe Islands so can not yet Attracting as many foreign and dosmetic tourists as possible to visit the area.In the preparation of this study the authors use Descriptive Research Methods intended to obtain information on the Development of Tourism Objects in the Department of Culture and Tourism District of Sangihe Islands. As for the informants in this study is the informant that has relevance to the problem and focus of research studied.Based on the result of research that role of culture and tourism in developing tourism object based on three indicator that is coordinator, facilitator, stimulator and there are some efforts done by Department of Culture and Tourism in developing tourism object that is Provision of Master Plan of Tourism Development Area, Culture and Tourism Department do cooperation between Government agencies, the Government in collaboration with the private sector in managing attractions, Human Resources Development tour. Abstract

The Secretariat of the Regional People's Legislative Assembly has a role in organizing secretarialadministration, administering financial administration, supporting the implementation of duties and functionsof the Regional People's Legislative Assembly, and providing and coordinating the necessary expertise of theRegional House of Representative in carrying out its functions as required. The success that is realized fromthe performance of the Secretariat of the Regional People's Legislative Assembly as a public organization willbe highly dependent on the existing staff within the organization. In reality the performance of employees willbe closely related to various things both originated from within the employee and who came from the internalorganization and environment where the organization is located. The purpose of this study to find out how theperformance of staff Secretariat of the Regional House of Representatives In Yahukimo District of PapuaProvince. The research method used in this research is qualitative method with descriptive analysis. Informantsin the study are people who can provide information about the situation and condition of the researchbackground. The research focus is seen from the indicators according to Dessler that is the quality of work, thequantity of work, the necessary supervision, the presence and the conversation. Data collection techniques usedare interview techniques, observation techniques / direct observation of the location of study, and literaturestudy. The results of the study show that the performance of the staff of the Secretariat of the Regional Houseof Representatives in Yahukimo Regency of Papua Province shows that leadership, discipline and resourcesare factors that hinder or support the performance of the Secretariat of the Regional House of Representatives.The unfavorable work strength in the archive management and the quantity of employee work has changed dueto the change of the working agenda of members of the Regional People's Legislative Assembly.Keywords : Performance, Secretariat, Regional People's Representative Assembly (DPRD)
