Abstract

ABSTRACT The Inti - Plasma partnership program for managing oil palm plantations in Kuantan Singingi Regency is carried out in different forms for each company and has not yet realized the roles equality of stakeholders, especially between farmers / KUD and companies. At PT. CRS and PT. SAR farmers are involved in managing farming, but at PT. TBS farmers are not involved and do not know anything about farming management. Yields and prices of Fresh Fruit Bunch (FFB) are determined unilaterally by the company. Meanwhile, the government's role is still weak for doing supervision. Such conditions create asymmetrical information and the potential for earnings management practices to harm farmers / KUD, thus weakening partnership performance and impacting the  farmers’ welfare. This study aims to analyze and evaluate the performance of the Inti - Plasma partnership management of oil palm plantations in Kuantan Singingi Regency. The focus of the research is on the  field research through a quantitative description analysis approach using Structural Equation Model (SEM) with the help of AMOS 2 software. Observations were made on 5 (five) latent variables namely members participation, stakeholders role, and stakeholder character as exogenous variables, as well as KUD performance and farmer welfare as endogenous variables. The indicator for each latent variable is given based on the Likert scale (1 to 5) obtained from 258 respondents, consisting of companies, banks and farmers.Based on the results of quantitative analysis showed that the model which is compiled based on theory is marginal fit, but all indicators are able to reflect the latent variables. The members participation and the role of stakeholders proved to have a significant effect on KUD performance. Thus, the performance of KUD was very significant and had a direct effect on the farmers’ welfare. Therefore, in order to improve farmers’ welfare, efforts must be made to improve the performance of KUD, especially by increasing the role of farmers and KUD as stakeholders, as well as increasing farmer participation in KUD and in farming management. Kata Kunci : Inti-Plasma partnership, asimmetrical information, KUD performance, farmers’ welfare, SEM

Abstract

This research aims at discovering the influence of some antecedent variables, namely apparatus culture, apparatus personality, and regulations, on two endogenous variables of conflict and local government performance during the conflicts between the provincial and regency/city governments in North Maluku. This study employed two research methods. The first was a quantitative data analysis, which served as the primary method, using Structural Equation Model (SEM). The second was a qualitative analysis using an interactive method. The interactive method was carried out with an in-depth study on the interviews with some local figures. Data analysis was done in several stages, i.e.: data collection, data reduction, data display, and data interpretation. The study reveals the following findings. 1) Apparatus culture, apparatus personality, and regulations have a direly and significant impact on the conflict between the local authorities in North Maluku. The relation direction between the three exogenous variables and conflict is negative, which means that low exogenous variables results in more conflicts. 2) The apparatus culture and personality directly and significantly affect government performance. Regulations also directly influence performance, but the influence is not significant. The positive relation direction implies that negative apparatus culture and personality will result in a poor government performance. 3) Conflicts between the local authorities have a direct and significant impact on their performance. The relation between the variables is negative, which means more conflicts will decrease performance. Keywords: Culture, Apparatus, Personality Apparatus, Regulation, Conflict, Performance, Local Autonomy.

Abstract

There is a different opinion in the application of TQM and ISO 9001 : 2000 as a quality management system on business performance. In one side the system is considered successful in improving company business performance; but in another side it is said not to give contribution in the improvement of business performance. Meanwhile, in this globalization era the demand of high quality makes business more competitive. The research was conducted at construction service corporations by using primary and secondary data. The result proves that there are 3 important findings : Firstly, ISO Effort does not directly influence Business Performance. On the other hand, indirectly ISO Effort through Competitiveness turns out to influence the improvement of Business Performance. The better ISO Effort, the greater its contribution to the improvement of Competitiveness consisting of such components as cost, quality, delivery, flexibility and ultimately it gives significant contribution to the improvement of Business Performance. Secondly it proved that Competitiveness gives the biggest contribution to Business Performance. This shows that Competitiveness still shows its important role in the meeting the target to get construction service projects. Thirdly, TQM Practice directly or indirectly, through Competitiveness, is proved to significantly influence Business Performance. In addition, ISO Effort, through TQM Practice is also proved indirectly influence Business Performance. Therefore, it can be said that ISO Effort is a foundation or an initial step towards TQM Practice in forming strong quality culture. Furthermore, good TQM Practice plays an important role both directly and indirectly in the improvement of Business Performance. Keywords: TQM Practice, ISO Effort, Competitiveness, Construction Services

Abstract

Inflation targeting is a new and also still challenging model of monetary policy. Nevertheless the number of countries applying this model is continuously increasing. Objectives of the study are (1) to review the meaning and requirements of the inflation targeting, (2) to examine the implementation of inflation targeting in developing countries and (3) to evaluate the application of inflation targeting in Indonesia. As a new approach in goups of monetray policies, the inflation targeting has specific conditions that are not available in monetary targeting and it’s variants. Though structures of most developping countries’ economies do not totally conform to the conditions of inflation targeting, those countries that apply inflation targeting had been succesful in lowering their inflation rate. Yet the implementation of inflation targeting in Indonesia, in the past, was not satisfied either in decreasing the inflation rate or in bringing the actual inflation to the rate of it’s target.

Abstract

Efficiency is an ideal condition that all kinds of institution strive to achieve. Based on this argument, the study is therefore aimed at, first, evaluating the relative efficiency of Property-Tax Offices in East Java and, second, searching factors behind of the efficiency. The study found that there were only two Property-Tax Offices (i.e: Surabaya 1 and 3) that are qualified as efficient institution over periode of study (2002-2004). While Mojokerto Property-Tax Office was efficient only in 2004. Other finding was that operational cost, consisting of water, electricity and phone costs, was the most important source of inefficiency in all samples of Property-Tax Office in East Java.
