Abstract

This examines describes the dynamics of development within the framework of regional autonomy as a form of dominant attributes imposed on the local communities in Ende Regency. Using a qualitative approach, the research analyzes the forms of domination exercised through development implementation under regional autonomy and their implications for the realization of welfare-state principles at the local level. The findings reveal a paradox in the paradigm of local development in Ende Regency: the allocation and distribution of resources are imbalanced, with prioritization leaning heavily toward the bureaucratic dimension rather than the community. Based on these findings, community needs at the grassroots level should be prioritized in development, because community-based development cannot be reduced to a merely technocratic process. Ideally, community development should be rooted in the potential and aspirations of local people; in practice however, it is often trapped in rigid bureaucratic and technocratic approaches. This imbalance indicates that development, which should be grounded in local needs, is instead constrained by elitist and exclusive administrative routines that weaken the welfare-state function of regional autonomy.

Abstract

Sifon is a post-circumcision ritual of sexual intercourse in the Atoin Meto tribe with women who are not their partners. Sifon women have various reasons for doing this practice such as fulfilling their economic and daily needs. Most of Sifon women are the heads of families. In addition to having an impact on the risk of contracting HIV, AIDS and STD Infection, Sifon also has other impacts on women such as social stigma and shameful accusation. Objective:The purpose of this study is to explore the psychological experiences of Sifon women in Timor Island.Method:This study used a phenomenological approach and purposive sampling technique. Participants were with inclusion criteria. They have to be more than 18 years old and have practiced Sifon in the last 6 (six) months. Data collection was carried out from March to July 2020 in Kupang Regency and South Central Timor Regency, East Nusa Tenggara Province. The data was processed using Collaizi method.Results: There were 13 women who were successfully interviewed and 7 of them shared their psychological experiences. Most of them are farmers, have elementary school education and become the head of their families. Based on the results of data analysis, the researcher found 3 themes: (1) feeling shameful, (2) feeling humiliated and not worthed, (3) having trauma.Conclusions:The decision to become a Sifon woman was made with various considerations, including meeting economic needs and earming money for all family members. It is necessary to take a culturally sensitive approach and deeper psychological assistance with Sifon women to help improve their wellbeing. The findings of this study show that most of these Sifon women are heads of families.

Abstract

Politik desentralisasi dan otonomi daerah di Indonesia memberikan kesempatan kepada Pemda untuk mengembangkan aset dan potensi yang dimiliki. Sebagai daerah otonom, Kota Kupang memiliki aset dan potensi untuk dikembangkan sebagai simbol identitasnya untuk tujuan wisata sejarah kota. Usia Kota Kupang tidak muda lagi. Bukti sejarahnya adalah keberadaan benteng Concordia (1640). Kota Kupang membutuhkan revitalisasi ruang agar pengelolaan aset Kota Pusaka dan Kota Karang yang ditumbuhi pohon Sepe, berkelanjutan berbasis pariwisata dan ekonomi-kreatif. Artikel ini bertujuan menganalisis tata ruang Kota Kupang berbasis identitas fisik dan sosial-budaya, serta memberikan rekomendasi kebijakan revitalisasi ruang Kota untuk menciptakan simbol identitas sebagai salah Kota Pusaka dan Kota Karang Sepe di Indonesia. Melalui studi kepustakan, tulisan ini berargumen bahwa, Pertama, banyak bangunan bersejarah peninggalan Belanda, Jepang dan Portugis yang tidak terawat dan tidak berfungsi serta tidak tercatat sebagai Bangunan Cagar Budaya. Kedua, status kepemilikan gedung bersejarah masih menjadi masalah yang belum dicari solusinya oleh para pengambil kebijakan mulai dari Pemprov NTT, Pemkot Kupang dan Pemkab Kupang agar Kawasan Kota Lama Kupang tetap lestari. Ketiga, belum ada upaya penanaman jenis tanaman khas seperti pohon Sepe di area publik. Keempat, belum ada komitmen politik dari Pemkot Kupang untuk melakukan revitalisasi ruang publik berbasis identitas fisik dan sosial-budaya.

Abstract

Objective: This study analyzes the implementation of the Regional Tourism Development Master Plan (RIPPDA) in Ende Regency, focusing on how institutional and human resource capacity shape the effectiveness of tourism policy implementation. Design/Methodology/Approach: Using a descriptive qualitative approach, data were collected through in-depth interviews, documentation, and observation, with informants selected via purposive and snowball sampling. Data were analyzed using the Miles and Huberman interactive model, guided by George C. Edward III's implementation framework covering communication, resources, disposition, and bureaucratic structure. Findings: The study reveals structural deficits within the bureaucracy, weak cross-sectoral coordination, limited apparatus capacity, minimal budget support, and low adaptive and innovative disposition among implementers. These conditions push tourism policy implementation toward a merely administrative approach, hindering inclusive and sustainable tourism development. Practical Implications: Local governments need to strengthen bureaucratic capacity by improving human resource competency, restructuring institutions, enhancing cross-sectoral coordination, and reforming incentive and budgeting systems. A more inclusive and participatory communication strategy is also needed to engage communities in tourism development. Originality/Value: This research offers novelty by integrating institutional analysis and bureaucratic capacity to explain tourism policy implementation failure—an issue previously examined mainly from technical and economic perspectives. It contributes theoretically and empirically to understanding the link between structural deficits and policy effectiveness in regions with distinct socio-cultural characteristics, such as Ende Regency. Abstract

Pengabdian masyarakat merupakan sebuah pelaksanaan pengamalan ilmu pengetahuan, teknologi dan seni budaya langsung pada masyarakat secara kelembagaan melalui metodologi ilmiah sebagai penyebaran Tri Dharma Perguruan Tinggi. Tujuan utama pengabdian ini adalah untuk membangun pemahaman dasar tentang pentingnya pengetahuan pendidikan politik dan pentingnya partisipasi masyarakat Desa Watu Tango dalam Pemilihan Umum. Kegiatan pengabdian masyarakat yang dilakukan oleh Dosen Muda Unwira Kupang, dilakukan dengan memberikan peningkatan pemahaman melalui sosialisasi kepada masyarakat unutk mengupayakan peningkatan pendidikan politik  unutk menigkatkan partisipasi masyarakat dan memberikan pemahaman pentingnya partisipasi pemilih dalam pemilu agar masyarakat mampu memahami pentingnya hak suara yang mereka miliki dan dapat menggunakan hak nya sesuai dengan aturan yang berlaku. Selama sosialisasi, peserta juga aktif berpartisipasi dalam diskusi, bertanya, dan berbagi pengalaman. Peserta kegiatan pengabdian masyarakat sebanyak 20 Peserta dari perwakilan masyarakat dan 10 dari pihak Desa. Dan pengabdian masyarakat ini melibatkan dosen muda Unwira Kupang khusus nya program studi Ilmu Pemerintahan. Adapun hasil dari sosialisasi tersebut adalah meningkatnya pemahaman bagi peserta pelatihan tentang sosialisasi pemilu dalam meningkatkan partisipasi politik masyarakat di Desa Watu Tango Kecamatan Reok Kabupaten Manggarai.

Abstract

Scavenging has been the object of scientific and academic research based on various scientific viewpoints worldwide. Still, the issue of the double burden that is experienced by women scavengers and its impact on gender inequality and women's productivity has received less attention. This research aims to explore further the effects of double burden or dual responsibility burdened by women scavengers in Komunitas Pemulung Pasir Panjang Kota Kupang, East Nusa Tenggara (NTT), to gender inequality and the productivity of women scavengers in that community. This research employed a qualitative approach including field observation and in-depth interviews. This research has found that the phenomena of double burden does not liberate women scavengers from the patriarchal chain that binds and restrains them, but instead makes them increasingly dependent on men in the economic and financial dimension of household life. In addition, they are caught in a dilemma between maximizing the option of working outside the home or taking care of their domestic work. As a consequence of the long-standing and strong internalization of a false awareness about women's natural duties, those women scavengers do not think of this as an injustice but rather an obligation that must be carried out properly and consistently.

Abstract

This study aims to analyze the implementation dynamics of the Wuring Market restructuring policy in Sikka Regency and examine how market expansion triggers governance fragmentation, legality contestations, and the transformation of local government authority. Employing a qualitative research methodology with a case study approach, primary data were gathered through interviews with key stakeholders, while secondary data were obtained from local policy documents, media reports, and Supreme Court Decision No. 209 K/TUN/2025. Guided by Richard Matland’s Ambiguity-Conflict Model, the findings demonstrate that the implementation of the Wuring Market policy underwent a sequential transformation from administrative implementation to experimental implementation, symbolic implementation, and ultimately political implementation. This shift was driven by the expansion of market functions that outgrew the initial policy design, emerging governance fragmentation, legal contestations over business licensing, and reassertive authority by the local government. This study highlights the necessity for adaptive and responsive regulatory frameworks in managing local economic spaces. Local governments should look beyond initial interventions and proactively anticipate spatial dynamics to prevent institutional conflicts. Theoretically, this article contributes to policy implementation literature by demonstrating how successful community-based programs can outgrow their original policy design and reshape the implementation environment on the ground.
