Abstract

This study aims to analyze public service innovation at the West Bandung Regency Education Office through three main aspects: clarity of benefits, positive impact of innovation programs, and the development of new services. The innovations studied include the Integrated Digital Education Program (PETADIK), Kinanti Journal, and educational podcasts. The research methodology used is a qualitative approach with in-depth interviews conducted with various stakeholders, including school principals and officials from the West Bandung Regency Education Office. The results of the study indicate that the implemented innovations provide clear benefits to the learning process, enhance student engagement, and assist teachers in delivering material effectively. Additionally, these innovative programs have been proven to have a positive impact on improving the quality of education in the region. In terms of new service development, the West Bandung Regency Education Office has shown a strong commitment to continuously adapt to the dynamic needs of education. This study is expected to provide recommendations for educational policy and serve as a reference for further research in the field of educational innovation.

Abstract

Urban transportation governance in Bandung City still faces various challenges that directly impact the quality of public services and the fulfillment of citizens’ mobility rights. This study aims to analyze the implementation of urban transportation governance carried out by the Bandung City Transportation Agency, based on six core principles of good transportation governance according to Soejachmoen: responsibility, transparency, responsiveness, fairness, equity, and public participation. Primary data were collected through in-depth interviews with the government, namely the Transportation Agency, and with public transportation users. The findings indicate that the governance of urban transportation in Bandung City has not yet been optimal. Several indicators of the Minimum Service Standards as regulated in the Ministry of Transportation Regulation Number 29 of 2015 have not been fulfilled, such as clarity of fare information, route regularity, guarantees of passenger safety and comfort, as well as consistent supervision and enforcement of sanctions for violations. Improving urban transportation governance in Bandung requires concrete efforts through policy transparency, enhanced supervision, and the expansion of inclusive public participation.

Abstract

The presence of the Special Autonomy Law for the Province of Papua is a positive stimulant to bring about prosperity in the education sector. However, so far it has been found that the education sector is one of the sectors that has not run optimally. Special autonomy, which has not had a significant impact on the education sector, has created disparities in education between Papua Province and other regions in Indonesia. Based on this, this study seeks to examine the impact of the special autonomy policy on optimizing the education sector in Papua Province. This study uses a qualitative approach with a descriptive analysis model. The main data in this study comes from literature studies. The results of this study found that special autonomy has not had a significant impact on the people of Papua. This can be seen from the IPM of Papua Province which is at the bottom of the national standings. On the other side, the Papuan community's school enrollment rates and average length of schooling are still far below the national APS and RLS. This means that special autonomy has not been able to bring optimal impact on the education sector. There are several inhibiting factors, including the lack of political will from the Papua Provincial Government, the existence of corrupt practices, the lack of involvement of the Papuan People's Council in evaluating the allocation of autonomy funds in particular, including in evaluating the allocation of funds for the education sector and due to the contours of the area being quite large and difficult.

Abstract

Strategic management in government is a systematic process of formulating, implementing, and evaluating key decisions taken by the government to achieve its strategic objectives. These objectives may include improving people's welfare, developing infrastructure, reforming the bureaucracy, or achieving other long-term visions. This research uses a qualitative approach using descriptive methods to obtain an in-depth understanding of the Strategic Management of the Berau Regency Government in responding to the impact of the issuance of Mineral and Coal, the Undang-Undang No. 3 Tahun 2020 on community welfare from 2020 to 2022 in the form of public policy. The sources of information in this research are Berau Regency DPMPTSP employees and Berau Regency DPRD members. Information collection was conducted through interviews, observation and documentation. The results of this study indicate that the Strategic Management carried out by the Berau district government through the Berau DPMPTSP office and the Berau district DPRD has not run optimally. This is because the DPMTSP Office as the executive in the government and the DPRD of Berau Regency as the legislative body of the government in Berau Regency are not given enough space and authority in the management of natural resources in the region, especially in terms of mining, this is caused by regulations from the central government that limit the authority and involvement of local governments in the management of mining and mineral natural resources in Berau Regency.
