Abstract

Rail is one of the land transportation modes that are widely used in many areas. Along with this, the train station as the central of movement especially in urban area can be developed as the central of urban activities by maximizing the use of space in the station and its surrounding area which is integrated with the development of properties high density and other public facilities. At present, the majority of train stations in Indonesia only serve as up and down of passengers without additional functions. For this reason, an effort is needed to maximize the potential of the station through the Transit Oriented Development (TOD) approach. The development of TOD at the train station can shorten the distance of train users, creating lower cost, time and energy efficiency so as to improve the quality of life in urban areas. Besides that, by increasing the station's function to TOD, it is expected to be able to reduce the maintenance costs of the station itself through the additional of functions that can generate revenue. In order to optimize the function of the train station, especially in urban areas, this study was carried out to make a conception of regional development with the TOD concept based on the train station. This study uses a qualitative approach with the study area in 5 provinces in Java (outside the BPTJ work area), and data collection is done using the purposive sampling method. The result is, station that has the potential to be developed into a transit-based area, among others is Bandung Station (West Java)

Abstract

Soekarno–Hatta Airport is the main gateway for international flights to Greater Jakarta. Its accessibility depends on the inter-city and Sedyatmo toll roads, which causes congestion in peak hours, leading to uncertainty about travel times. The Soekarno–Hatta International Airport Rail Link (SHIARL) is proposed as an alternative mass transportation project, which is expected to provide accessibility and mobility for people and goods to and from the airport. Previously, the project was unattractive to private investors as it was technically and financially unfeasible. Therefore, this research aims to improve the feasibility of the Soekarno-Hatta International Airport Rail Link (SHIARL) by using a value-engineering approach to create maximum value for money for the project. This research combines quantitative and qualitative methods. Questionnaire surveys are distributed to various stakeholders in the project, and a focus-group discussion (FGD) is conducted. The results identified additional, innovative functions through the integration of the Mass Rapid Transit (MRT), flood control, telecommunications, and development in the downtown area around the station. The life-cycle cost analysis confirmed the increased value for money because of the project’s additional functions, including a positive Net Present Value (NPV). Moreover, the findings showed that the internal rate of return (IRR) was 3% higher than the original single-function project.

Abstract

The rapid growth of urban populations has led to an increase in water demand. Moreover, Public Water Supply Companies need to deal with water loss. This issue is primarily caused by aging water networks and poor infrastructure due to a lack of maintenance, which makes the piping system susceptible to damage and leakage. In Denpasar City, the pipeline network, which spans over 94,753 meters, is more than 40 years old. Given the current circumstances, in 2023 the amount of unaccounted water loss due to leakage reach 38%. This high percentage of Non-Revenue Water (NRW) has several negative consequences, including a decrease in the quality of distributed water, a reduction in PDAM profits, and limitations on the city government's ability to expand and achieve 100% coverage. The objective of this study is to estimate the potential demand and supply of PDAM Denpasar City. Using Quantitative and qualitative approach, with minimum water demand of 129.46 liters per person per day (lpd). The Water Supply Simulation of Denpasar City reveals that to achieve optimal conditions, PDAM Denpasar City must reduce NRW from 38% to 19.5% by 2044. This can be accomplished through various measures, including the replacement of the Primary Distribution Network along 116.95 kilometers, replacement of 51.03 kilometers Secondary Distribution Network, the installation of 78 District Metered Areas (DMAs), and an increase in the number of customers by at least 20,750 households (representing a 22% increase from 2023).

Abstract

Drinking water is one of the basic human needs and is very important to improve the quality of human life and economic growth of the country. In 2020 Sukabumi City with a population of 346,325,000 people, the reliability of clean water is one of the determining indicators of population welfare. With the availability of water, the health and productivity of the community can be maintained, which in turn has a significant economic impact on the community. This study aims to measure the level of public satisfaction with the quality and level of service of drinking water providers in Sukabumi City. The data was collected from primary data, namely area observation and questionnaire distribution, while secondary data was obtained from location maps, document research and supervisory decision 63 A/PDAM/KPTS/2011 on Minimum Service Standard Regulations. The analysis method used is the Critical Performance Analysis (IPA) method which compares the actual score with the expectations of 5 main variables namely; Connection Quality, Payment, Service, quality, quantity, and accuracy of water meters. with a calculated decision limit value of 91.84% and Customer Satisfaction Index (CSI) to achieve SPAM customer satisfaction scores. The results of existing calculations show that Sukabumi customer satisfaction reached 86.87%, which means that they are “very satisfied” with the performance of PERUMDA AIR MINIUM TIRTA BUMI WIBAWA CITY OF SUKABUMI. Thus with the current CSI Index the company may secure the long-term sustainability of its operations

Abstract

Infrastruktur sosial sebagai bagian dari pembangunan fisik itu sendiri harus memberikan pelayanan sosial seperti sekolah, universitas, rumah sakit, penjara dan perumahan rakyat. Pelayanan ini juga tidak terbatas pada bentuk-bentuk tersebut, namun juga melingkupi infrastruktur sosial yang berdimensi fisik seperti fasilitas kesehatan, fasilitas rekreasi, keamanan dan pemadam kebakaran, pusat seni dan budaya dan fasilitas publik lainnya. Penelitian ini memfokuskan studi pada infrastruktur sosial yakni Anjungan Cerdas (Roadside Station) yang diadopsi dari Michinoeki Jepang. Hal ini dipandang tepat karena anjungan cerdas memberikan sejumlah fungsi sosial yang diamanatkan ke dalam infrastruktur fisik yang dibangun oleh pemerintah, dalam hal ini oleh Kementerian PUPR yang berlokasi di 2 lokasi yaitu Kabupaten Trenggalek dan Kabupaten Jembrana. Pengembangan skema pengelolaan anjungan cerdas dimaksudkan agar kesinambungan dalam fungsinya sebagai infrastruktur sosial memenuhi kebutuhan publik. Selanjutnya hal ini perlu mendapat perhatian khusus, karena pengelolaan infrastruktur yang selama ini senantiasa menggunakan anggaran pemerintah sering kali tidak optimal dalam memberikan pelayanan publik. Di sisi lain, pengembangan skema pembiayaan dengan melibatkan Badan Usaha merupakan salah satu solusi untuk pengelolaan infrastruktur yang lebih baik. Dalam penelitian ini, isu utama yang akan diangkat adalah skenario pembiayaan apa saja yang dapat dikembangkan untuk pengelolaan infrastruktur anjungan cerdas. Dari skema pengelolaan yang dihasilkan, ditetapkan bahwa pengelolaan anjungan cerdas dapat menggunakan skema pemanfaatan Barang Milik Negara (BMN), Badan Layanan Umum (BLU), dan Kerjasama Pemerintah dengan Badan Usaha (KPBU).

Abstract

Indonesia’s transportation development in the next 5 years is projected to be accelerated to cope with the deficit and gap that had been built up over the last two decades. A study conducted by Bappenas and JICA for the National Mid-Term Development Plan (RPJMN) 2015-2019 projected the magnitude of investment needed for the transport sector in sums up to IDR 2,500 trillion or around IDR 500 trillion per year. The state budget (APBN) had been and will always be insufficient to finance the total needs for transport investment. The innovative financing in transport development becomes very urgent given the tight fiscal allocation of Indonesia’s state budget, which is not adequate in financing infrastructure development. Indonesia needs to be innovative to find other sources of funds to finance transportation development. There are two streams: (1) to create a financing scheme based on the state budget, such as a Performance-Based Annuity Scheme (PBAS), infrastructure bonds, and shariah-based bonds (Sukuk) and (2) to create a non-state budget financing scheme to utiize domestic funds that are available domestically. The aim of this paper is to explore the possibility of Shariah-Compliant financing as a financing option for Indonesia’s infrastructure development. The methodology consists of estimating the infrastructure funding requirement in Indonesia, an understanding of Shariah-Compliant instruments in the global context, and lessons learned from other countries who who have applied Shariah-Compliant instruments for their infrastructure projects.

Abstract

The Soekarno-Hatta International Airport Rail Link (SHIARL) project is arguably one of the best solutions to reduce uncertainty in travel time and to improve accessibility to and from Soekarno-Hatta International Airport. Due to low feasibility assessments, the private sector is holding back on their investment for this mega project infrastructure; therefore, a comprehensive study is required to improve project return on investment attractiveness. This study mainly identifies major risks and mitigation strategies by combining Value Engineering (VE) and Risk Management (RM). Questionnaire surveys and risk analysis will be used to respond to the research objectives and the analysis will be presented in the methodology section. The VE process produces additional functions as the integration of the MRT line, the Flood Control Tunnel (PRASTI), the Rail Link and infrastructure utilities which are expected not only to solve transportation problems, but also flood control problems in Jakarta. On the other hand, the RM process points out route selection error as a major risk that has to be mitigated for a successful project.
