Abstract

The background of the keyword is the agenda of customary justice in the government which is clearly burdened by rules that are recognized and carried out well, making it possible to provide recognition of the prevailing customs in the community. The "confession" here is formal approval. The focus of the research is the implementation of customary justice in Papua in terms of Law Number 21 Year 2001 concerning Special Autonomy for Papua. The research objective is to design or formulate a model of customary justice in Papua. The target of the study is to get the right model of customary justice that is understood in their decisions in solving problems that occur in Papua. Merauke.Metote research in this research is qualitative research. The research conducted is learning, literature, taking data and interviews in depth. After that the data obtained are described and analyzed with quantitative methods to formulate economic empowerment models. The results of this study are the existing customary models, so that in the context of customary cases there are also cases where adat cases can be issued by the community.

Abstract

The research aimed to observe the impact before and after the increase in soybean prices to income and business feasibility and Tahu in the District of Merauke. Data obtained are primary and secondary data. Total population in the research of 5 respondents Home Industry Tahuand tempeh with the sampling technique is done with all the amount of the census population sampled. The basic method used to see earnings before and after the increase in soybean prices are observation, interviewing, writing, and analysis of quantitative and qualitative descriptive hereinafter the next with the data analysis stage in the form of analysis of revenue and efficient level analysis Revenue Cost Ratio. The research result indicate that there is a price increase impact on revenues Home Industry soybean,Tahu and Tempe in the District of Merauke, while the impact contained in input factor prices, industry costs, the price of Tahu and tempeh, revenue growth entrepreneurs Tahu and tempeh. Abstract

This study aims to determine and describe (1) The policy implementation of public service based on Regional Regulation No. 4 of 2008 about Population Administration (Identity Card, Birth Certificate and Death Certificate). (2) The factors that affect the policy implementation among others, communication, resources, disposition, Organizational Structure in the implementation of the policy.This study used a qualitative approach to data collection techniques include interviews, documents and field observations using an interactive model of Miles and Huberman. The results showed that (1) the implementation of policy work unit area of Population and Civil Registration Merauke district in implementing the service population and civil registration services based Regional Regulation No. 4 of 2008 on Population Administration has not run optimally. (2) to implement policies by implementing policies Population Administration Office of Population and Civil Registration Merauke district in accordance with local regulations are still having problems and lack of coordination, especially in terms of communication, resources, disposition, and Organizational Structure.

Abstract

Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

Abstract

The priority implementation of the Dana Desa is a government program to improve the standard of living of the people of Kampung Salor Indah in improving the quality of life, welfare, poverty alleviation and public services. The research objective is to describe and analyze the priority of the use of the Dana Desa towards the Salor Indah village community in Merauke Regency. Data analysis technique is qualitative which uses an interactive analysis model. The results of the study illustrate that prioritizing the use of Dana Desa is very helpful in village development. This is implemented through various community empowerment activities, improvement of infrastructure facilities for health service centers, education and infrastructure.

Abstract

This study uses the q to q dataset for the period 2011-2018, to examine the effect of trade openness on the exchange rate, on the other hand variable money supply, inflation and GDP growth and high-low exchange rates (dummy) will smooth the impact of shocks to the exchange rate . Using the OLS econometric estimator to see the effect of variables and the ARCH method to measure the uncertainty of exchange rate movements. Estimation results show that trade openness (open trade index); the money supply (money supply) and the high-low peak value of the exchange rate have a significant positive effect while the growth variable has a significant negative effect on exchange rate volatility. The LM test simultaneously found ARCH in residual data in lag 1 and lag 2. The normality test found abnormal residuals, while the residual heteroscedasticity test showed no ARCH problems in the last residuals.

Abstract

Referring to the situation of the limited understanding of the officials and the people of the village of Sermayam Indah, Tanah Miring District, this assistance aims to improve the understanding of officials and documents on the preparation of BUMKam establishment. Using savings methods, interviews, lectures and discussions, the stages of Identification and Preparation for Implementation, Socialization, Preparation for Establishment consisting of Discussion of Draft Draft by the Formulating Team, Drafting Approval Meeting by the Village Deliberation Board (BAMUSKAM), Submission of Outcome Documents for Establishing BUMKam. The implementation of the activity was initiated with a socialization program to improve the understanding of the village apparatus regarding the Village Enterprises, with the presentation of the procedures for establishing BUMKam and the Economic Potential and the Formulation of the Formulation Team, followed up by the assistance of the drafting team and the Village Consultative Body. This assistance resulted in the Design of AD and ART Periods, Organizational Structure, Business Logos, Business Names and Types of Businesses. So it was concluded that the Village Owned Enterprises (BUMKam) had not yet formed due to limited understanding and initial documents of the establishment could be overcome by the village through collaboration with universities and districts. Assistance can run optimally if the College Assistance Team communicates intensely with the District Officials and Village Officials

Abstract

The purpose of the study was to describe the role of the Fisheries Service of Merauke Regency in Increasing the Income of Fishermen, Samkai Village, Merauke Regency. This study uses a qualitative method with a descriptive approach, while the data analysis technique uses three stages: data reduction, data presentation, and efforts to draw conclusions or verification. The results of this study indicate that the role of the Merauke District Fisheries Service in increasing the income of the fishing community in Lampu one, Samkai sub-district, has not been implemented properly. This has an impact on the empowerment of fishing communities in order to increase their income. From several research indicators used, in terms of labor resources, there is still a lack of knowledge and skills in the use and repair of fishing gear, due to the lack of maximum guidance from the service and the lack of responsiveness of the fishing community. The lack of capital for the fishing communities, as well as limited business capital assistance from the agency, have not been able to increase significantly. Fish catching facilities and techniques are still simple, many use tools or traditional boats to catch fish, also equipment assistance from the service has not been able to fully provide assistance to fishing communities due to the limited government budget. The marketing and financial management and management techniques owned by fishing communities in order to increase their income are still lacking, also in terms of increasing skills from the service, it is not intensive and unsustainable.

Abstract

Complaint management becomes significant to the community since it serves to satisfy the community's interests in the realm of public service, while for the service provider, it serves as a component for enhancing the service quality system. This study's objective was to identify and analyze complaint management in drinking and clean water services in Merauke Regency using descriptive and qualitative methodologies. Using indicators of timeliness, facilitation, redress, apology, credibility, and attention, the outcomes of complaint management research in drinking and clean water services in Merauke Regency have not been optimal. This is proven by the fact that there are still a number of things that need to be improved, including the fact that the only alternative to receiving indirect complaints is a suggestion box, and the handling is not optimal. Customers' complaints have been handled, as evidenced by PDAM's still-sluggish administration and lack of information dissemination to customers. The quantity of unresolved complaints from customers of drinking and clean water at PDAM Merauke demonstrates that the pace with which personnel handle concerns is still inadequate.

Abstract

One of the functions of the Department of Population and Civil Registry is providing services to issue birth certificate. Unfortunately, in the Nagekeo Regency, among 164.431 of total population inhabitants only, 19.71% have birth certificate. In addition, the number of birth certificates issued in a year are not comparable with the number of applicants who submitted. This is caused by less information in the society about procedure and the importance of birth certificates. This study attempts to answer why the quality of these services is still low and what actors that actually affect it. This study used a qualitative method with descriptive approach which the data is collected through interviews, observation and documentation techniques. The result shows that there is low quality of service in making a birth certificate at the Department of Population and Civil Registration Nagekeo Regency. It happened because of there are no dimensions of tangibles, reliability, responsiveness, assurance, and empathy in the ministry. Emergency service offices still, ministry means minimal, there is no information about the procedures, as well as any element of discrimination in the ministry. The low quality of these services for structures, systems, services, human resources, facilities and services are inadequate. Also found the influence of factors of leadership and implementation of cultural elements one against the figure of a "Mosalaki".
