Abstract

Abstract Modernization and globalization have shifted the pattern of community participation in regional development from community-based to more formal structural mechanisms. This shift increases the effectiveness of regulation and distribution of resources, but also limits the flexibility and room for community movement. Social values that shift from collectivism to individualism also influence the level of political awareness, although not always accompanied by an increase in active participation. The main obstacles to community participation include low education, limited access to information, complex bureaucracy, and minimal trust in the government due to corruption. On the other hand, transparency of information and the use of technology, such as e-Musrenbang, have the potential to increase citizen involvement in the development process. Other challenges include the dominance of political elites and unequal access to public policies, which often limit deliberative democracy. Therefore, bureaucratic reform and more effective coordination between agencies are needed to encourage meaningful participation. Openness of information and increased political and digital literacy are key factors in creating a more inclusive space for participation. With the right strategy, community participation can grow substantially and contribute to more transparent, democratic, and sustainable regional development.

Abstract

The study of queer and non-binary narratives in young adult literature highlights the increasing representation of characters with diverse gender identities and sexual orientations. This literature reflects a cultural shift towards greater inclusivity, and offers more realistic depictions of the lives and challenges faced by queer and non-binary individuals. This research identifies that books in this genre not only fill a void in media representation, but also provide emotional and psychological support to young readers in search of identity. The social impact of this trend is significant, as it can reduce stigma, promote empathy, and encourage open conversations about gender identity and sexual orientation, ultimately creating a more inclusive and supportive society.

Abstract

In the context of the Quran, the term gender refers to the concept of separation of roles, characteristics, and responsibilities between men and women based on the interpretation of sacred verses. The Quran addresses the concept of gender not only as a biological difference, but also as a complex social and spiritual construct. It emphasises the equal spiritual dignity of men and women before God, while recognising differences in function in some aspects of social and family life. The understanding of gender in the Quran has been the subject of diverse interpretations throughout Islamic history, with contemporary interpretations tending to emphasise the principles of equality and justice, while still appreciating the distinctiveness of each sex within the framework of Islamic ethics and spirituality. The study in this research uses the literature study method. The results found that; Firstly, the Quran fundamentally affirms the equality of men and women in terms of spiritual and human values. Although some traditional interpretations tend to limit the role of women, contextual and linguistic analyses of Quranic verses show that the holy book supports women's active participation in various aspects of life, including social, economic and political. Secondly, the Quran grants women a variety of progressive rights for the time, including the right to education, employment, property ownership, and marital justice. However, the implementation of these rights is often hindered by interpretations influenced by patriarchal culture and specific socio-historical contexts.

Abstract

ABSTRACT Local E-Catalog is an application created by the Government Goods and Services Procurement Policy Institute which functions to display provider products, especially MSME products. However, the small number of MSMEs joining the local e-catalog is a problem that must be addressed by the Ogan Komering Ulu Regency Government. The background to the problem is how to implement local e-catalogs in Ogan Komering Ulu Regency in order to increase the participation of micro, small and medium enterprises. The aim of this research is to increase the participation of micro, small and medium enterprises to join local e-catalogues. This research was conducted on October 6 2023 at the Regional Secretariat Office of Ogan Komering Ulu Regency in the Goods and Services Procurement Unit Section. This research uses qualitative research with a case study approach. The data sources used are primary data and secondary data. This research produces a conclusion that the implementation of the local e-catalog in Ogan Komering Ulu Regency is going quite well and there is an increase in MSME actors joining the local e-catalog, although it is not yet optimal. This is assessed from four indicators of policy implementation according to Edwards, namely communication, resources, disposition or tendencies of implementers, and bureaucratic structure. From the four assessment indicators, it can be said that the implementation of the local e-catalog in order to increase the role of MSME actors in joining the local e-catalog is going quite well, although there is a tendency for implementers, namely that some MSME actors are not interested in joining the local e-catalog. The researcher's suggestion is that gradual outreach and technical outreach to non-providers is a solution to increase the participation of MSMEs in joining local e-catalogs.
