Abstract

With a focus on three significant media outlets Kompas.com, CNN Indonesia, and TVOne this study attempts to examine media sentiment regarding the Free Nutritious Meals Program (MBG) in Indonesia. Positive, negative, neutral, and mixed sentiment were the four categories into which sentiment was divided using a descriptive qualitative technique with content analysis. The findings indicate that neutral emotion predominates in all three media outlets' news coverage, with more descriptive and educational articles about the program's execution. However, negative sentiment also emerges, particularly in relation to issues of food poisoning and distribution constraints. On the other hand, although it is less common, positive attitude emphasizes the program's success and support. Both praise and criticism of this policy are reflected in the mixed sentiment. These results demonstrate that the media not only contributes to the dissemination of accurate information but also influences public opinion by drawing attention to certain problems. The usefulness of Agenda Setting theory in comprehending how the media decides which issues the public should find essential is also demonstrated by this study. This study's modest sample size just 15 articles from each media source and only three online news media sites were examined may not accurately represent the whole range of MBG coverage in Indonesian media. In order to map the dynamics of sentiment changes towards MBG over time, more study is advised to increase the sample size by incorporating more news sources from other platforms, including social media, and extending the data collection period. Data analysis was carried out using descriptive statistics and simple linear regression tests. The findings indicate that the role of BUMDes is categorized as moderately optimal, with an average score of 3.72 (on a 1–5 scale), and has a significant influence on Village Fund management. Its effective contribution accounts for 31.2% of the improvement in Village Fund governance. The study concludes that BUMDes Gelonggong has played a strategic role; however, further enhancements are needed in human resource capacity, business innovation, and the digitalization of financial reporting.

Abstract

The mass media has a constitutional obligation to act as a watchdog over power, but the reality of information circulation in Indonesia's current digital landscape demonstrates discursive inequality. This study aims to uncover the imbalance in mainstream media sentiment towards the performance of the House of Representatives of the Republic of Indonesia (DPR RI) and explain how the practice of omitting critical facts represents the success of the operation of information hegemony. This study uses a qualitative approach with a constructivist-critical paradigm. Data were collected through a purposive sampling technique on 127 news texts from national mainstream media portals published on July 8, 2025. The data analysis process was carried out systematically through thematic coding, Robert N. Entman Framing Analysis, and critical analysis of the detection of missing facts in the field. The findings indicate a dominant positive sentiment of 90.5% regarding the performance of the DPR RI. Through framing analysis, mainstream media are proven to carry out exclusion mechanisms by omitting critical facts. National mainstream media institutions have experienced a decline in their oversight function and have shifted to being an amplification instrument that distributes the interests of elite hegemony. This inequality is driven by the structural relationship between media conglomerates and political elites, which limits the independence of newsrooms. This study recommends evaluating regulations on cross-media ownership and improving civil society's political literacy to create a deliberative public sphere.

Abstract

This study analyzes the implementation of the Smoke-Free Area Policy within the Regional Government of Tegal Regency based on Tegal Regency Regional Regulation Number 4 of 2022. The novelty of this study lies in its focus on smoke-free policy implementation within the regional bureaucratic environment, particularly in examining how regulation is translated into institutional practice, official compliance, and internal supervision mechanisms. This research employs a descriptive-analytical qualitative approach, with data collected through interviews, observations, and documentation at several regional government agencies. The analysis applies Edward III’s policy implementation theory, covering communication, resources, implementer disposition, and bureaucratic structure, supported by NVivo 12 through the Explore Diagram feature. The findings show that policy implementation has not been optimal because communication remains formal, resources are not supported by consistent supervision, compliance still depends on individual awareness, and the bureaucratic structure lacks internal procedures and measurable sanction mechanisms. This study highlights the need to strengthen socialization, optimize the Smoke-Free Area Task Force, promote leadership role modeling, prepare technical guidelines, and enforce regulations.
