Abstract

The purpose of this study was to find out and analyze community participation and analyze barriers to community participation in the development of Sungai Buluh Village, Bunut District, Pelalawan District. The method used in this research is qualitative descriptive. In this study the analysis unit was the community involved in the development in Sungai Buluh village. The results of the study found that not many people participated in development because most people were not aware of the activities. Suggestions from this study In order to achieve development success in increasing community participation, the socialization program should be maximized again in meetings so that many people attend the village planning meetings held

Abstract

In Pekanbaru City Administration there are 43 Regional Devices Work Unit (SKPD), one of the Library and Archive Board (BPA) Pekanbaru City. BPA Has a big agenda in accordance with the vision of "Realization of Information Center and Documentation and Reading Center in Pekanbaru City". Based on pre-survey conducted there are problems that lack of public participation in utilizing the existence of BPA Pekanbaru City and the limited books / references required visitors. This public policy agenda can not be implemented entirely, whereas library and archival development is implemented with the aim of raising awareness, willingness of reading interest for every individual, public, institution and school. In order to realize the highest degree of community education systematically and sustainably as a mandate of the opening of the 1945 Constitution is to educate the life of the nation.The research was conducted at the Library and Archive Board (BPA) Pekanbaru City. Population and sample in this research is State Civil Apparatus that served in Library and Archives of Pekanbaru. The sampling technique used is simple random sampling (simple random). The number of civil servants 36 and daily personnel are 41 persons.From research activities conducted known that the Library and Archives (BPA) Pekanbaru comes as one of the seriousness of the Government of Pekanbaru City in the intellectual life of the nation. BPA Pekanbaru has the task to provide the best service in the field of library and filing. Website managed to be one source and delivery of information BPA Pekanbaru City. Then the BPA is good enough to implement the policies that have been made. From the questionnaires given to the employees, freelance and community personnel (pengaunjung) is known that as many as 17 respondents stated it was good public policy on the Library and Archives (BPA) Pekanbaru. Then as many as 3 respondents stated good enough and 0 for the less good

Abstract

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy. From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Abstract

The problems arising from the transfer of the office is the lack of innovation that made the apparatus districts in managing facilities and infrastructure, such as has not been doing renovations / office layout both internal and external. Then less stable governance for not referring to the spatial plan. The objectives to be achieved is to analyze how the organizational culture at the Head Office of Coastal Rumbai Pekanbaru and analyze barriers in organizational culture Rumbai Coastal District Office of Pekanbaru. Research done at the District Office Rumbai coastal city of Pekanbaru. The population in this study is the apparatus of the district office. They were selected because it was affordable. Camat serve as Key Informants. The sampling technique used is the census. Sources and types of data in this study are primary and secondary. In order to gather the necessary data, then used observation, interview and questionnaire. Data was analyzed by qualitative deskriftip. The research activities conducted in the organizational culture known Rumbai Coastal District Office has been running pretty well. Because in general, spilil state apparatus (ASN) in the District Rumbai Coastal already memahmi understanding organizational culture. Namely, a characteristic which is upheld by the organization and being a role model organization as a differentiator between one organization to another or organizational culture is also defined as the values and norms of behavior accepted and understood jointly by members of the organization as a basis in the rules of conduct contained within the organization.

Abstract

Public agencies that provide public services accountable, transparent, accessible, easily accessible information is a public instasi some traits that have applied the principles of good governance. Office of Population and Civil Registration Pekanbaru is the public agency that organizes public services in the field of population and civil registration, including the service of National Identity Card, Family Card, registration and issuance of birth certificates and death.This study aims to determine how the Principles of good governance. This research is a qualitative descriptive study. The sampling technique used was purposive sampling technique. Data collection technique used observation and interview and questionnaire. The data used in this study is the apparatus of the state and civil society is managing the administration. The data obtained were analyzed using descriptive analysis technique that consists of data reduction, data presentation and conclusion. Based on the research that the application of the principles of good governance is good but there are some that need to be improved. Namely, equality and the supremacy of law. For that we need an improvement in some aspects.

Abstract

This study examines the dynamics and process of PAW process of six members of DPRD Riau period 2014-2019 after deciding to become candidate for regional head. The problems that occurred PAW six Riau DPRD members after the enactment of candidates for regional head in the 2015 election did not run in accordance with established procedures. The research used the concept of Alert Time Substitution and Political Representation Theory with qualitative explorative method. The existing information system within the DPRD still does not reflect the regularity of factors that are shaped by the internal political background of political parties. a very long hiatus meeting in Riau's political representation included some neglected agenda and duties of legislation. In addition, the Ministry of Home Affairs decree was abolished in the determination of PAW Riau DPRD members 2014-2019 and became administrative judges that led to the vacancy of parliamentary seats

Abstract

The market service retribution policy is basically a part of the source of local revenue that is quite necassary which will also determine the level of a region self-development and it can also determine the target of development and the area of development in the future. This study aims to determine the implementation of market service retribution policies in the Department of Trade and Industry of Pekanbaru City along with supporting factors and barriers. The research method used is descriptive method with a qualitative approachment. The theory used is the theory of George C.Edwards III which suggests four indicators that play an important role in achieving successful implementation. The results showed that the implementation of the market service retribution policy in Disperindag Pekanbaru City has shown good results, where policies were implemented in accordance with local regulations that have been made by the Regional Government regarding to The Market Service Retribution. However, lack of human resources as an interpreter or inner worker who is a civil servant because all this time the inner bill is an employee of honorarium, which is worried to commit fraud as well as retribution from the market service and the lack of financial or budgetary resources received due to a lack of awareness retribution in complying with regulations that have been included in the Regional Regulations regarding payment of retribution.

Abstract

Kabupaten Kampar merupakan salah satu kabupaten yang ada di Provinsi Riau. Kabupaten ini termasuk daerah yang memiliki wilayah yang sangat luas di bandingkan dengan kabupaten/kota lainnya di Provinis Riau. Terbukti sejak era resformasi dari Kabupaten Kampar telah berhasil di mekarkan sejumlah daerah yakni Kabupaten Rokan Hulu, Kabupaten Pelalawan dan sebagian Kabupaten Kuantan Singingi serta sebagian Kabupaten Rokan Hilir. Dari pengamatan yang dilakukan ternyata di Kecamatan Kampar Kabupaten Kampar terdapat permasalahan yang perlu diselesaikan yakni terdapat madrasyah yang digunakan untuk siswa belajar dalam keadaan kurang layak dimana dinding dan atapnya rusak. Kemudian lapangan sepak bola yang kurang terawat sehingga bersemak dan hutan lindung yang belum terkelola dengan baik sesuai dengan kearifan lokal. Oleh karena itu dilakukan penelitian, untuk pemecahan masalahnya menggunakan teori Tim Delivery dalam Aprillia Theresia dkk (2014 halaman 220). Pembangunan berbasis masyarakat mencakup; seleksi lokasi, sosialiasi, proses dan pemandirian masyarakat. Dari kegiatan penelitian yang dilakukan diketahui bahwa pembangunan berbasis masyarakat di Kecamatan Kampar Kabupaten Kampar sudah berjalan dengan namun masih diperlukan perbaikan-perbaikan. Hal-hal yang sudah berjalan dengan meliputi seleksi lokasi, sosialisasi pembangunan berbasis masyarakat dan proses pembangunan berbasis masyarakat. Sedangkan yang perlu menjadi perbaikan kedepannya adalah pemandirian masyarakat

Abstract

Penelitian ini bertujuan untuk mendiskripsikan dan menganalisis pelaksanaan tata kelola kepariwisataan Kebun Binatang Kasang Kulim serta usaha yang dilakukan untuk peningkatannya. Metode penelitian yang digunakan kualitatif dengan tehnik analisis naratif. Kebun Binatang Kasang Kulim adalah salah satu kebun binatang yang ada di Kabupaten Kampar khususnya. Permasalahan yang terjadi adalah jumlah koleksi binatang yang masih kurang untuk kategori hewan buas seperti singa, harimau dan macan tutul, jumlah pengunjung yang masih kurang baik dari dalam Kota Pekanbaru maupun luar kota dan masih terdapat tempat penangkaran hewan yang masih kosong dan perlu perbaikan. Menurut Bambang Sunaryo (2013), pola manajemen dari penyelenggaraan pembangunan kepariwisataan yang berlanjut dan berwawasan lingkungan akan dapat dengan mudah dikenali melalui berbagai ciri penyelenggaraan yang berbasis pada prinsip pada partispasi masyarakat, keterlibatan segenap pemangku kepentingan, kemitraan kepemilikan lokal, pemanfaatan sumber daya secara berlanjut, mengakomodasikan aspirasi masyarakat, daya dukung lingkungan, monitor dan evaluasi, akuntabilitas lingkungan, pelatihan pada masyarakat terkait, promosi dan advokasi nilai budaya kelolakalan. Hasilnya, kebun Binatang Kasang Kulim sudah berjalan dengan baik karena memenuhi unsur tata pengelolaan kepariwisataan. Usaha peningkatan yang dapat dilakukan adalah dalam bentuk penambahan koleksi hewan dan pemberdayaan lingkungan.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Inovasi Pelayanan Kunjungan Anak Didik Lembaga pembinaan khusus anak (LPKA) Klas II Pekanbaru Pada Saat Covid-19 dengan metode penelitian kualitatif. Menggunakan instrument penelitian observasi, wawancara dan dokumentasi. Teori yang digunakan adalah Inovasi Menurut Djamaludin Ancok (2012:38) dengan indikator Inovasi Proses, Inovasi Struktur Organisasi, Inovasi Dalam Hubungan, Inovasi Metode dan Inovasi Pelayanan. Informan dalam pelaksanaan penelitian ini penulis menetapkan narasumber yang berkompeten antara lain Kepala Lembaga Pembinaan Khusus Anak Klas II Pekanbaru,Kasi Pembinaan, Kasubsi Pendidikan dan BIMKEMAS, Kasubsi Perawatan, Keluarga dan Anak ( Narapidana). Adapun hasil penelitian atas Inovasi Pelayanan Kunjungan Anak Didik Lembaga Pembinaan Khusus Anak Klas II Pekanbaru Pada Saat Covid-19 sudah menerapkan pola layanan kunjungan berbasis teknologi dengan pola daring sebagai upaya pembaruan atas pendemi covid 19 yang terjadi saat ini, namun masih ada beberapa kendala baik dari segi sarana dan prasarana yang belum mendukung secara kseluruhan baik dari segi kualitas maupun kuantitas peralatan daring yang dibutuhkan secara bersamaan di LPKA Klas II Pekanbaru.
