Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Inovasi Pelayanan Kunjungan Anak Didik Lembaga pembinaan khusus anak (LPKA) Klas II Pekanbaru Pada Saat Covid-19 dengan metode penelitian kualitatif. Menggunakan instrument penelitian observasi, wawancara dan dokumentasi. Teori yang digunakan adalah Inovasi Menurut Djamaludin Ancok (2012:38) dengan indikator Inovasi Proses, Inovasi Struktur Organisasi, Inovasi Dalam Hubungan, Inovasi Metode dan Inovasi Pelayanan. Informan dalam pelaksanaan penelitian ini penulis menetapkan narasumber yang berkompeten antara lain Kepala Lembaga Pembinaan Khusus Anak Klas II Pekanbaru,Kasi Pembinaan, Kasubsi Pendidikan dan BIMKEMAS, Kasubsi Perawatan, Keluarga dan Anak ( Narapidana). Adapun hasil penelitian atas Inovasi Pelayanan Kunjungan Anak Didik Lembaga Pembinaan Khusus Anak Klas II Pekanbaru Pada Saat Covid-19 sudah menerapkan pola layanan kunjungan berbasis teknologi dengan pola daring sebagai upaya pembaruan atas pendemi covid 19 yang terjadi saat ini, namun masih ada beberapa kendala baik dari segi sarana dan prasarana yang belum mendukung secara kseluruhan baik dari segi kualitas maupun kuantitas peralatan daring yang dibutuhkan secara bersamaan di LPKA Klas II Pekanbaru.

Abstract

Reformasi Birokrasi pertama kali diatur dalam Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi Tahun 2010-2025. Secara bertahap membuat, lembaga pemerintah mulai menerapkan aturan tersebut dan telah banyak berkembang. Hal ini tidak hanya terlihat pada perkembangan unit kelembagaan tetapi juga pada jumlah kajian. Penelitian tentang Reformasi Birokrasi masih rendah. Bibliometrics digunakan untuk menghubungkan perkembangan dengan kepentingan penelitian selanjutnya. Penelitian ini bertujuan untuk memetakan perkembangan penelitian Reformasi Birokrasi mulai tahun 2017-2022. Rangkuman ini akan menjadi acuan untuk kajian-kajian selanjutnya tentang Reformasi Birokrasi. Metode penelitian yang digunakan adalah kualitatif dengan analisis bibliometrik. Data berupa artikel terakumulasi dari metadata Crossref tahun 2017-2022. Artikel dipilih dengan menggunakan kata kunci “reformasi birokrasi” dan “reformasi birokrasi”; jurnal harus dimasukkan dalam bagian SINTA atau SCOPUS. Studi ini menemukan bahwa dari 82 artikel, hanya delapan yang masuk dalam jurnal SINTA, dan empat masuk dalam jurnal SCOPUS. Potensi penelitian selanjutnya adalah tentang implementasi Reformasi Birokrasi

Abstract

Penelitian ini dilaksanakan di Desa Tanjung Punak Kecamatan Rupat Utara Kabupaten Bengkalis Dalam pembangunan obyek-obyek wisata pantai tersebut belum tertata dan kelola dengan baik, baik sarana-prasarana fasilitas jalan yang menuju Dumai ke Rupat dan Rupat Utara masih ada jalan tanah yang rusak. Hal ini disebabkan terbatasnya biaya untuk mengembangkan obyek wisata pantai tersebut, sehingga PAD belum maksimal. Namun hal demikian rasa antusias dan kemauan masyarakat desa Tanjung Punak untuk mengembangkan dan memanfaatkan sumber daya alam di kawasan pesisir sepanjang pantai. Hal ini membuktikan dengan adanya sekelompok masyarakat yang sadar wisata sebagai usaha yang peduli dengan keindahan pantai dan lingkungan alam wisata di desa tersebut. Ini menunjukan antusiasnya masyarakat untuk mengelola pantai dan fasilitas yang telah ada, namun tatakelola manajemen kepariwisataan belum efektif terlaksana. Berdasarkan hal di atas perlunya pengkajian secara mendalam pada upaya peningkatan PAD desa disektor pariwsata di desa Tanjung Punak Kecamatan Rupat Utara Kabupaten Bengkalis

Abstract

Waste management has become a crucial global environmental issue in the 21st century due to its significant impact on ecosystems, public health, and sustainable development. Indonesia is one of the world's largest waste producers, generating around 35 million tons of waste per year, most of which comes from the household sector. The dominant types of waste include organic waste, plastic, and hazardous and electronic waste, but only about 31.7% is successfully recycled, while the rest still pollutes the environment. This condition shows that the implementation of policies as stipulated in Law Number 18 of 2008 concerning Waste Management, which emphasizes the 3R principle (reduce, reuse, recycle), is not yet optimal. Based on data from the National Waste Management Information System (SIPSN) in 2024, the five cities with the highest waste generation are Tangerang, South Jakarta, Surabaya, Bekasi, and Medan. This study aims to examine waste management strategies and challenges in these cities through library research, an approach that traces and analyzes various literature sources such as scientific journals, reports, and official data to gain a comprehensive understanding of the effectiveness of waste management policies and innovations in urban areas. The results of this study are expected to contribute to strengthening sustainable national waste management policies based on collaboration between the government and the community.

Abstract

This study aims to determine how the implementation of the SIMPEGNAS Attendance Application as a replacement for the e-attendance system improves employee discipline at the Dumai City Women's Empowerment and Child Protection Office and to identify obstacles encountered in its implementation. This application uses an Android phone with facial recognition and location (GPS) features, so that attendance data is recorded in real time, accurately, and cannot be manipulated. The research method used is descriptive qualitative, with data collection through observation, interviews, and documentation. The theory used is the implementation theory of George Edward III which consists of 4 indicators: Communication, Resources, Disposition and Bureaucracy. The results show that the implementation of the SIMPEGNAS Attendance Application has a positive impact on improving employee discipline and strengthening the principles of transparency and accountability in employee governance. From the communication aspect, policy socialization has been carried out, but employee technical understanding still needs to be improved. From the resource side, there are still obstacles such as limited devices and internet network disruptions. In the disposition aspect, the majority of employees have a positive attitude towards the new system, although some still experience difficulties adapting. Meanwhile, in terms of bureaucratic structure, implementation is supported by clear reporting and oversight mechanisms and integration with the National Civil Service Agency (BKN). Overall, the implementation of SIMPEGNAS is considered effective in improving employee discipline and attendance transparency, but it requires support from improved facilities, networks, and ongoing coaching for optimal implementation.

Abstract

Digital transformation serves as a key factor in enhancing the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) in today’s increasingly competitive digital economy. The Indonesian government has implemented various strategic policies to accelerate MSME digitalization, including digital literacy training programs, financial incentives, and the strengthening of technological infrastructure. Moreover, the application of the creative economy concept expands business opportunities through innovation based on creativity, local culture, and modern technology. This study aims to analyze the effectiveness of government policies in supporting the digitalization process and to examine the role of the creative economy in improving MSME competitiveness in Indonesia. The research employs a qualitative approach with a descriptive- analytical design through literature studies and in-depth interviews with MSME actors and relevant stakeholders. The results indicate that digitalization and the creative economy significantly contribute to expanding market access, increasing operational efficiency, and fostering innovation capability among MSMEs. However, challenges such as low digital literacy, limited financial capital, a lack of adaptive human resources, and unequal infrastructure distribution remain major obstacles in the digital transformation process. Therefore, stronger collaboration among the government, business actors, the private sector, and educational institutions is essential to build an inclusive, innovative, and sustainable digital economy ecosystem.

Abstract

This study examines the impact of the increase in the Value Added Tax (VAT) rate from 11% to 12% implemented by the Indonesian government in 2025. The research employs secondary data analysis from various official and reliable sources to assess the effects of this policy on household consumption patterns, inflation, and the resulting social responses. The findings indicate that the VAT increase places pressure on the purchasing power of lower- and middle-income groups, leading to a decline in the consumption of non-essential goods. The policy also triggered public protests, prompting the government to revise the regulation by limiting the 12% VAT rate to luxury goods only. This study concludes that the VAT increase presents a dilemma between fiscal needs and public welfare; therefore, responsive mitigation measures and effective public communication are necessary to maintain socio-economic stability.

Abstract

The Zero Waste–based waste management policy in Badung Regency, Bali, represents the local government’s commitment to achieving sustainable environmental management and promoting a circular economy. This study is motivated by the increasing volume of waste in Badung, which reaches 547 tons per day, and the limited effectiveness of source-based waste management due to inadequate facilities and low community participation. The purpose of this research is to evaluate the implementation of the Zero Waste policy in Badung Regency by assessing its effectiveness, efficiency, adequacy, responsiveness, and accuracy, as well as identifying supporting and inhibiting factors. This study employs William N. Dunn’s policy evaluation theory using a qualitative descriptive approach through document analysis, literature review, and secondary data from government reports and media sources. The findings reveal that the Zero Waste policy has been relatively effective in raising community awareness and reducing dependence on landfills. However, it remains inefficient due to limited funding and infrastructure capacity. The main supporting factors are strong regulatory frameworks and local cultural values (Tri Hita Karana), while the key barriers include weak inter-agency coordination and low public participation. In conclusion, the success of the Zero Waste policy depends on strengthening cross-sectoral governance, fostering inclusive policy communication, and enhancing institutional and community capacity toward sustainable waste management.
