Abstract

Peraturan Pemerintah Nomor 109 Tahun 2012 tentang Pengamanan Bahan yang Mengandung Zat Adiktif berupa produk Tembakau bagi Kesehatan menegaskan bahwa Pemerintah wajib menetapkan Kawasan Tanpa Rokok di wilayahnya dengan Peraturan daerah. Hal itu diatur melalui Qanun Kabupaten Aceh Tengah Nomor 10 Tahun 2013 Tentang Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok. Namun dalam pelaksanaannya kebijakan masih belum berjalan sesuai dengan aturan dan belum menjawab tujuan dari pada kebijakan tersebut. Tujuan dari penelitian ini adalah untuk mengetahui substansi kebijakan Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok, perilaku tugas pelaksana dalam melaksanakan tugas penertiban Kawasan tanpa Rokok dan Kawasan Terbatas Rokok, interaksi jejaring kerja kebijakan Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok, partisipasi masyarakat dalam implementasi kebijakan Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok, serta sumber daya yang digunakan dalam implementasi kebijakan kawasan tanpa rokok dan terbatas merokok di Kecamatan Celala Kabupaten Aceh Tengah Provinsi Aceh. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan induktif. Dengan metode ini, penulis akan menggambarkan dan menganalisis implementasi kebijakan Qanun Nomor 10 tahun 2013 tentang Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok di Kecamatan Celala. Teknik pengumpulan data dalam penelitian ini adalah wawancara, dokumentasi dan observasi. Dalam penelitian ini, penulis menggunakan teori implementasi kebijakan dari Muchlis Hamdi. Hasil penelitian menunjukkan bahwa Kebijakan Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok yang termaktub dalam Qanun Nomor 10 Tahun 2013 belum dapat berjalan dengan baik. Sejak ditetapkan hingga saat ini sudah 9 tahun akan tetapi belum dapat mewujudkan lingkungan yang bersih dan sehat dari pencemaran asap rokok. Kurangnya pemahaman masyarakat tentang dampak buruk rokok sehingga implementasi kebijakan Kawasan Tanpa Rokok dan Kawasan Terbatas Rokok di Kecamatan Celala masih bersifat top down

Abstract

The culture of reading is something that Indonesia has been striving for until now because it is not only a big achievement for future generations but also has an impact on the Human Development Index, which has so far been lagging behind other countries. This research was conducted using the Systematic Literature Review (SLR) method with a database that the researchers had previously determined. As for the formulation of the problem in this study is how the culture of reading in building the human development index: analysis in Serdang Bedagai District. The results of the study show that 2 points can be an option for a reading culture in Serdang Bedagai Regency, namely the use of pedagogic methods and also the encouragement of students' motivation towards a reading culture.

Abstract

Sungai Citarum Merupakan Sungai Terpanjang Di Jawa Barat Mengalami Permasalahan Yang Sangat Serius, Sungai Citarum Termasuk Salah Satu Sungai Terkotor Di Dunia. Permasalahan Sungai Citarum Sangat Kompleks Mulai Dari Hulu Sampai Hilir. Penelitian Ini Menggunakan Metode Kualitatif Dengan Tujuan Penelitian Untuk Mengetahui Bagaimana Proses Kolaborasi Dalam Pengelolaan Kawasan Citarum Harum Di Kabupaten Bandung Yang Merupakan Wilayah Bagian Hulu Dari Sungai Citarum. Hasil Penelitian Menunjukkan Proses Kolaborasi Yang Dibangun Berjalan Cukup Baik Berdasarkan Dimensi Collaborative Governance Ansell Dan Gash. Dengan Adanya Kolaborasi Yang Dibangun Antara Pemerintah Dan Masyarakat Dalam Pengelolaan Kawasan Citarum Harum Di Kabupaten Bandung Terlihat Hasil Yang Dicapai, Antara Lain: Kawasan Hutan Di Hulu Sungai Citarum Kembali Hijau, Baku Mutu Air Sungai Citarum Yang Meningkat Dan Membaiknya Indeks Kualitas Air Sungai Citarum Dari Tercemar Berat Menjadi Tercemar Ringan. Namun Proses Kolaborasi Yang Dibangun Antara Pemerintah Dan Masyarakat Masih Dirasa Kurang Karena Belum Adanya Keterlibatan Pihak Swasta Sehingga Hasil Yang Dicapai Dari Kolaborasi Dalam Pengelolaan Kawasan Citarum Harum Masih Belum Bisa Maksimal Sepenuhnya.

Abstract

This paper aims to assess the adoption of open government principles in local government development planning. The study used constructivist research design which emphasizes using theory as guidance for analyzing the problems. Interview and document study techniques were used to collect data, while NVIVO version 12 plus was used in data processing and analysis. Research results showed that there has been a decline in community participation in development planning due to the perception that there are stark differences between contents of programs during the planning and implementation phases. Transparency in development planning is implemented in all programs at the subdistrict level, while at the district prioritized programs are deliberated in closely sessions that involve local government executives and the local legislature. As regards collaboration in development planning, results showed that pursuing and projecting own respective interests rather those of the public. Increasing open government principles in the development planning process requires intensive and regular communication and coordination among stakeholders, which makes ICT a key ingredient that should be form an integral part of the design and deployment process. This research recommends further research related to open government that should delve deeper into participation and transparency concepts as components of open government principles.

Abstract

This research was aimed at providing a detailed overview of the current e-government implementation in Sumedang Regency, developing scenarios and alternatives for sustainable e-government implementation, assessing its roles in enhancing community welfare by 2030 and formulating e-government strategies for the next six years based on constructed scenarios. Qualitative methods, specifically exploratory descriptive research using scenario planning analysis by Woody Wade were employed. Data analysis utilized the SOAR tool framework. The research results showed that first, the future of e-government in Sumedang Regency hinges on two dimensions: Digital leadership and digital literacy. Second, there are four developed scenarios for e-government implementation: Cloudy, Bright, Storm, and Rain. The first scenario was the Cloudy scenario, which is a scenario in which the digital leadership of regional leaders in Sumedang Regency is strong, but the digital literacy of state officials and citizens is low. The second is the Bright Scenario, a scenario in which the digital leadership of regional leaders in Sumedang Regency is strong and the digital literacy of state officials and citizens is high. The third is the Storm Scenario, a scenario in which the digital leadership of regional leaders in Sumedang Regency is weak and the digital literacy of state officials and citizens is low. The fourth, is the Rain Scenario, a scenario in which the digital leadership of regional leaders in Sumedang Regency is weak, but the digital literacy of state officials and citizens is high.Keywords: E-Government; Digital Leadership; Digital Literacy; Scenario Planning

Abstract

The promotion government officials comes into new era, the new policy reversed from a very closed selection process and heavily seniority-based to open, clear criteria, transparent procedures on the competency-based series test. In fact, policy implementation is not fully in favour of an administration driven. The study has two main research problems “How open promotion for local government officers conducted?” and “How does political intervention work in the open promotion mechanism?”. This paper provides comprehensive mechanism-the hybrid administration-politics model on open promotion of local bureaucrats in Indonesia. The study used a qualitative approach and assited by Nvivo 12 to reveal the most frequent concept on open promotion practices based on interviews. The data obtained through interviews with informants which selected purposively, selection committee members, candidates, and local government officers. This paper affirms interesting features. The competency series tested by independent assessors reflects an administration mechanism through merit concept. However, the absolute political final decision-making process at the governor or Mayor’s hands reflects the individual-political interest. This system shows that the administration’s process at the local level links tightly to political deliberation. The key message is that open promotion in government agencies is neither a pure merit issue nor a spoils system for competence-heavy based, on the one hand, yet is always amenable to some political intervention. The merit principles are universal; however, the practices are contextual-specific. This study has an important value in describing how The politics play significant role on local administration system.

Abstract

One of the underlying factors contributing to the low revenue of Local Own-Source Revenue (PAD) lies in the suboptimal utilization of PAD sources, notably stemming from shifts in economic structures, tax capacity, and imposed retributions. This study aims to analyze the inequality of PAD potential between regencies and municipalities, which results in the ratio of PAD to Local Government Budget (APBD) in regencies being significantly different from municipalities. This study aims to unveil the nuanced intricacies of PAD potential disparities by employing a mixed-method approach encompassing descriptive quantitative and qualitative analyses to capture comprehensive analysis. Data collected from scientific papers and secondary data which used content validation to control relevancy of different data sources. The results show that regency governments have different characteristics from municipal governments regarding geographical landscape, economic structures, and population. These differences affect the local revenue potential, which should be managed differently from municipal fiscal policy. The disparity in Public Agency Revenue (PAD) between the two entities is attributed to the national government’s failure to address the revenue-raising capabilities of regency governments adequately. Although local taxes are diverse, only a limited number are reliable local revenue sources. The field of taxation is characterized by a high degree of centralization, as the central authority collects all major and most productive types of taxes, including both direct and indirect taxes. The symmetric decentralization policy between regencies and cities progressively limits the capacity of district governments to enhance local revenue.

Abstract

Irrational beliefs such as myths, legends, and taboos play a role in protected area conservation or biodiversity; however, those remain unanswered in their conceptualization and practices. This research aims to reveal how a myth as an ancient institution evolves into a modern institution accepted by today's generation. It uses institutional transformation as an essential guide to reveal the linear transformation from old legend as a traditional institution into a modern multi-actor collaboration—data collection through observation, interviews with purposive informants, and support by secondary data. The result shows that the current Lake conservation covers long run long-institutional evolution: from the legend of the Zamzam water as the starting point, the legalization of the site as a natural conservation area, the strong kinship bond among local peoples, the metamorphosis of myth into public cultural events; to modern Collaborative action on religious tourism management of who, what, and when benefit and responsibility from different actors are shared. The institutional transformation has become a focal point over modernization that is intertwined and plays a significant role in the Lengkong Lake conservation.

Abstract

Despite the adverse impacts of Jakarta's rapid development as the national capital, Depok City must ensure a safe and supportive environment for particularly vulnerable children in need of protection. As a fundamental asset to the city's future, children play a critical role in its long-term development.This study explores a collaborative governance model on a Depok Child-Friendly City model. The paper employs a qualitative research approach; data were collected through field observations, in-depth interviews with key stakeholders, and analysis of secondary sources, including policy documents, regulations, and prior research. The findings reveal that, despite the constraints posed by rapid urbanization, implementing the Child-Friendly City program in Depok continues to progress. The initiatives primarily attributed to fulfilling critical collaboration prerequisites, including the active involvement of multi-level government actors, the private sector, community organizations, and academic institutions. These stakeholders contribute through contextual understanding, shared commitment, and aligning responsibilities and visions based on their respective capacities and authorities. The study concludes that such a multi-stakeholder collaboration model is instrumental in promoting an urban environment conducive to children's growth and development.

Abstract

The Salaman application is an online population administration service in Bandung, launched at the end of 2018. The application developed rapidly during the COVID-19 period and is still maintained as a public service innovation to this day. The Salaman application is considered a good application, with complete features, accessible language, and good security, but why is this application not fully used by the residents of Bandung City? The research uses the basic theory of the TAM-Technology Acceptance model from Davis (1989). The research method uses kuantitativemethods, SEM statistical tests for quantitative, and the Nvivo program for qualitative, which are used as data analysis instruments. Data sources include primary data from questionnaires, interviews, observations, and secondary data from various official documents and research by the research focus. The analysis results show that users will receive the Salaman application because it has 1) benefits, 2) makes it easy, and 3) is interesting to use as a population service. All variables positively and significantly influence the acceptance and use of the Salaman application. However, the Salaman application has not been able to attract the majority of heads of families as digital immigrants because it is considered 1) complicated, 2) exclusive, 3) Limited services 4) Lack of dissemination 5) Technical Problems 6) Trust issue 7) Responsive 8) Capability. Suppose the Bandung City Government’s Disdukcapil office aims to transform Bandung into a digital city with entirely digitized population services. In that case, several strategic efforts are essential: 1) Providing training, mentoring, and incentives to prepare Bandung City residents for the Salaman Application, facilitating their transition into engaged smart city residents, 2)Minimizing conventional methods of innovation to expand the digital service market among Bandung City residents.3)Implementing comprehensive policy support and adopting a holistic approach to effectively prepare for the transformation of conventional population administration services into digital platforms.
